Text of Press Conference by the Salvage for Development Initiative, (SDI) on the Allegation and Counter Allegations of Corrupt Practices Between Senator Isah Hamma Misau, Incumbent Inspector General of Police, IGP, Ibrahim Idris and former IGP and Chairman of Police Service Commission, PSC, Sir Mike Okiro, Held in Lagos on Tuesday, August 29, 2017.
Ladies and Gentlemen of the Press,
On behalf on the Salvage for Development Initiative, a non-governmental organization, poised to lend its voice and support to the fight against corruption in our country and advocate for good governance at all levels, I welcome you all to this special press conference.
You are all aware of the brickbats between a senator of the Federal Republic, Isah Hamma Misau, a former Inspector General of Police and chairman of the Police Service Commission, PSC, Sir Mike Okiro and the incumbent Inspector General of Police, IGP, Ibrahim Idris, over allegations of corrupt practices and the IGP’s counter allegations of forgery and desertion against the distinguished senator.
Perhaps, SDI would have looked the other way if Senator Misau had not included former IGP and chairman of the Police Service Commission, PSC, in his mudslinging.
It is a fact that the Constitution of the Federal Republic of Nigeria, 1999, (as amended) guarantees certain freedoms, among which is the freedom of expression, however, in exercising any of the freedoms entrenched in the 1999 Constitution, one must be circumspect.
It is highly laughable that Senator Misau alleged that the IGP makes N10 billion monthly, and by extension, N120 billion every year from posting and promotion of police commissioners and use of the police by corporate organizations and highly placed individuals across the country without concrete evidence. One would have expected him to corroborate his claim by coming up with verifiable proofs if to be taken seriously.
It is also laughable that Misau would in his unbridled intention to drag the IGP’s integrity in the mud, drag another respected former IGP, Okiro into his mudslinging.
It is suffice to know that Okiro was appointed head of security at the then ruling party’s 2011 National Convention when the PDP was experiencing security challenges, not as a police officer, and he had retired in 2009, but as a private citizen and the exercise was carried out without blemishes. This was prior to his appointment as Chairman Police Service Commission in 2013.
It is also trite that he who must come to equity must do so with clean hands; available records have indicated that Senator Misau has series of skeletons in his cupboard.
1. He brandished a purported letter of retirement, written and signed by the PSC, confirming his retirement from the service in 2014, yet he contested for the 2011 general election as a Senator in Bauchi Central Senatorial District as a candidate of the defunct ACN in Bauchi State, an election which he lost.
2. Let him explain the disparity in the date of his purported retirement and his contesting for a Senatorial seat in the 2011 general elections. Let him also explain how he managed to contest for elected office while still in the service of the Nigeria Police Force.
3. His name while in service, according to the police spokesman, Jimoh Moshood, was Mohammed Isa Hamma, with police number AP No. 57300, Deputy Superintendent of Police. How and when did he become Isah Hamma Misau?
4. Senator Misau was aide-de-camp, ADC, to three ministers of the Federal Capital Territory, FCT, (Modibo, Aliero and Bala Mohammed) from March 2017 to 2010 during which he acquired several landed properties, especially, in the FCT.
5. DSP Mohammed Isah Hamma (Senator Hamma Isah Misau) was sent on Junior Command Course (JCC)49/2008 between 5th January 2009 to 19th June, 2009 to Jos, but he refused to go, because of his juicy appointment as ADC, when his mates who attended the course were promoted, he was not.
6. Our reliable source in the Nigeria Police confirms the then DSP, now senator sent emissaries to the then IGP, Okiro, to appeal to him for promotion, but was turned down and queried to explain why he refused to attend the course.
7. These are his grudges against the person of the respected former IGP, Okiro, who was only carrying out his constitutional duties as the police boss then and which explains why he is dragging the integrity and good name of the chairman of the PSC in the mud.
8. He was later transferred to Niger State Police Command by another IGP on 24th September, 2010, but he also refused to go, simply because he didn’t want to leave his juicy ADC post. He was also queried to explain why he refused to go on transfer.
9. Having received two queries, which could not be responded to satisfactorily, DSP Mohammed Isah Hamma (now Senator Misau) knew that he was on his way out of the force. He thereafter smartly paid the police force one month’s salary in lieu of notice, to escape the impending hammer that would have fallen on him, and he left the force in 2010, contrary to the purported letter of retirement he is parading.
10. Perhaps, the ‘distinguished senator’ should explain to Nigerians the following, before he could be qualified to allege corrupt accusations against Okiro, a former IGP and the incumbent IGP, Idris:
1. How he was able to acquire the array of properties running into millions in choice areas of Abuja as a DSP.
2. How he could contest for election as a candidate of the defunct ACN for the Senate in 2011, if and when he actually retired from the Force in March 2014, according to a purported letter of retirement bearing 2014.
3. How and when his names changed from DSP Mohammed Isah Hamma to Senator Isah Hamma Misau, without any official change of name notification published in any newspaper submitted to the Nigeria Police Force and for the general public? What documents/certificates did DSP Mohammed Isah Hamma tender to the party and INEC for clearance as Hamman Isah Misau to stand for election?.
It is very clear from investigations that the names ‘Isah Hamman Misau’ are deliberately used by the culprit to hide the true identity of the former DSP Mohammed Isah Hamma from the Police Force and the general public.
Let him also debunk, with proofs, the claims by the Nigeria Police Force spokesman, Jimoh Moshood, that he “was parading a forged retirement letter and everything Misau said is false; he is a habitual and unrepentant liar. DSP Mohammed Isa Hamma is still a police officer. He is not a senator, his real name is Isa Hamma and his name is still in the police staff list on the 18thAugust, 2017 staff list of the Nigeria Police Force.
He deserted the force and didn’t fill the emolument form; he forged and paraded a retirement letter dated 2014 while he contested in the Senatorial election in Bauchi State in 2011 and lost. He exited the force unceremoniously in 2010, but he is parading a letter dated 2014 and without retirement I.D. Card.
“His real name in the police is DSP Mohammed Isa Hamman, with police number AP No. 57300. He is still a police officer and not a senator because his name is still in the police staff list of serving officers.
The Senate will do the nation good by asking him to return to the Nigeria Police Force to face disciplinary committee and answer all the charges bordering on serious misconduct, unprofessional wrong doings, as earlier contained in our press statement released on 27thAugust, 2017.
We want the public to know that he is not fit and proper to be senator of the Federal Republic of Nigeria, because that purported retirement letter he displayed today was forged. He is wanted by the Force for forgery and desertion, which are all criminal offences in the Nigeria law books.
All DSP Hamma was saying were cheap blackmail, distraction and deliberate acts to derail investigation. So, the force will want the Senate Ethics and Privileges committee, which we have confidence and trust in, to see reason to ask him to dress up in his police uniform to come and appear before police disciplinary committee to answer charges against him. The Senate should not be used as a haven for fugitives and criminals”.
The SDI hereby calls on the Senate to order “Senator” Hamma Isah Misau to go back to the police and clear himself to give the distinguished name of the hallowed chambers of the National Assembly from unnecessary allegations
