Buhari Sets To Rejig Cabinet; CBN Gov, Fashola, 'almighty' Kyari, Babachir, Others Likely Affected
A report published by News Punch yesterday over possible cabinet shake by President Muhammadu Buhari on return from United Kingdom medical vacation has just been confirmed by the renown Punch Newspaper on Sunday.

Punch Newspaper affirmed that President Muhammadu Buhari has concluded plans for a major overhaul of his administration, reliable sources in government revealed.


The sources, who spoke on condition of anonymity because of the sensitive nature of the subject, said the changes were going to be ‘earth-shattering’ because a few of the President’s powerful aides and prominent members of the administration would be affected. 

Findings according to Punch Newspaper also revealed that the Governor of the Central Bank of Nigeria, Godwin Emefiele, is likely to be affected by the changes.

A senior government official, who preferred anonymity said, “In the next few weeks, we are entering the second half of this administration. I can tell you that a major cabinet reshuffle is on the way. 

Ministerial vacancies for Kogi and Gombe states would be filled, while there would also be an exchange of portfolios.

“Some junior ministers, whose relationships with their senior counterparts are not smooth would also be redeployed.”

A source within the administration, who is privy to the details of the planned changes, said the country would soon witness greater synergy between the President and Vice-President Yemi Osinbajo. 

The source added that under the new scheme of things, the President intended to assign more important national duties to Osinbajo.

Buhari, who will resume duty on Monday after a 49-day medical vacation in London, is said to have been very impressed by what a source in government described as the ‘performance, competence and loyalty’ of  the Vice President, who served as Acting President while he was away.

When asked why it took the President two years to synergise fully with his deputy, the source replied that both men had  always been closer than the public knew.

“The President and the Vice President have always been on the same page. They are close. He likes to delegate tasks to the VP. 

However, not much could be done in the past because of the interference of some people close to the President. The President is determined to remove those who interfere so that his administration can build on its recent strides,” the source, who is a senior government official, said.

It was learnt on Saturday that besides filling vacancies in his cabinet, the President  would redistribute some ministerial portfolios. He may also divest the former Governor of Lagos State and current Minister of Power, Works and Housing, Babatunde Fashola, of one of his portfolios.

The senior government officials who spoke to SUNDAY PUNCH were however not forthcoming with the names of those likely to be affected by the changes. They said the President liked to keep such things close to his chest. However, independent findings by one of our correspondents revealed that  those to be removed may include the Chief of Staff to the President, Abba Kyari; the Secretary to the Government of the Federation, Babachir Lawal; and some ministers who have been adjudged as under-performing. A former Governor of Edo State, Adams Oshiomhole, is expected to join the cabinet.

The source explained the criteria the President would use in reshuffling his cabinet.

He said besides measuring the performance of each cabinet member, the President would also examine the relationship between senior and junior ministers.

Currently, two states, Kogi and Gombe, have no representatives in the Federal Executive Council.

Kogi State’s position became vacant following the death of a former Minister of State, Labour and Employment, Mr. James Ocholi (SAN), in a road accident on March 6, 2016.

The Minister of Environment, Amina Mohammed, who hails from Gombe, left the Federal Executive Council last month when she assumed duty as the Deputy Secretary-General of the United Nations.

There has been speculation since late last year that the President would carry out a major cabinet reshuffle.

In Kogi State,  it was learnt that already, there was intense rivalry among various groups to  fill the vacant slot for the state

According to a report, the Kogi East zone, where Ocholi hailed from, had expressed concern about the  delay in picking one of them to replace the late minister.

Also,  the All Progressives Congress  in Kogi West was reported to be interested in filling the vacant slot of the state.

The President,  after his return on Friday,  promised to rededicate himself to serve Nigerians.

He said  he returned on Friday deliberately so that he could continue his rest while the Vice-President, Prof. Yemi Osinbajo continued working.

“I deliberately came back towards the weekend so that the Vice-President will continue and I will continue to rest,” the President said.

He also took a retrospective look at his about-two-month medical sojourn in London, and declared that he had never been this sick.

His statement contrasted sharply with that of top government officials who had insisted that he was hale and hearty.

“I couldn’t recall being so sick since I was a young man, including in the military with its ups and downs,” he said.

Buhari added that He said he remained grateful to all Nigerians who had been praying for his good health.

He said the support he had received was a testimony that in spite of the hardship being experienced, Nigerians were behind the government in its efforts to tackle the country’s challenges.

Buhari’s spokesmen, Garba Shehu and Femi Adesina denied knowledge of the impending reshuffle.

Just as she raised alarm last year October that some cabals in Aso Rock have taken over governance from his husband, President Muhammadu Buhari, the first Lady, Aisha has again registered her displeasure how some named 4 Aso Rock Cabals have extended their influence on the President even at sick ben at the United Kingdom, fresh report according to Punch Newspaper suggests.

Punch Newspaper detailed that family members, friends and senior government officials who attempted to call or pay visits to President Muhammadu Buhari in the United Kingdom are having a difficult time getting access.

The report specifically named four aides who are popularly known as CABALS of the president who are said to be in control access to President Buhari, who is on extended medical vacation in the United Kingdom. 


The CABALS  according to Punch Newspaper are the President’s nephew, Mamman Daura; the Senior Special Assistant to the President on Domestic Affairs, Sarki Aba; Buhari’s Chief of Staff, Abba Kyari; and Personal Assistant to the President; Tunde Sabiu.

Our source detailed that anyone who wants to telephone or see the president in London must get the approval of one or more of the four aides. The only two individuals who are exempted from seeking permission to visit Buhari or call him are Acting President Yemi Osinbajo and First Lady, Aisha Buhari.

It was gathered according to our source that the First Lady is said not to be happy with the way the aides have been managing access to her husband. The first lady’s relationship with the president’s aides has not always been cordial. In October last year, Aisha granted a highly controversial interview to the British Broadcasting Corporation, in which she alleged that a cabal had hijacked her husband’s government.

According to a source in government, who spoke on condition of anonymity, Buhari’s wife had voiced her displeasure to close friends and associates that the cabal she complained about were still the ones in charge of her husband in London.

“The First Lady is not with him permanently in London, which should normally not be the case. She has had a few clashes with the cabal and she is not happy that they are also firmly in control in London. That’s why she goes and comes. She is not happy with the atmosphere over there.”

It was gathered that these individuals have turned down numerous requests from the President’s friends, associates and members of his cabinet to see him.

Since Buhari extended his medical vacation on February 19, those who have visited him in his Abuja House residence in London include the Senate President, Bukola Saraki;  Senate Leader, Ahmad Lawan; Speaker, House of Representatives, Yakubu Dogara, Deputy Speaker, Yusuf Lasun; Asiwaju Bola Ahmed Tinubu; Chief Bisi Akande; Ogun State Governor and Ibikunle Amosun.

It was gathered that the visits were initiated by the guests who made requests which had to be reviewed by the president’s aides. Daura was present during the Tinubu and Akande’s visit. Daura, who holds no political office in the present dispensation, has repeatedly been touted as the most powerful person in the present government, prompting Buhari to publicly declare late October 2016 that, “I’m in charge, not Mamman Daura.”

Daura travels with the president and is often seen with him. Daura is believed to belong to the legendary ‘Kaduna Mafia’, an influential group of young northern Nigerian intellectuals, civil servants, business tycoons and military officers residing or conducting business in the former northern capital city of Kaduna. The group reportedly influenced government policies during the military era and previous civilian administrations. Other famous members of the group were Adamu Ciroma, Ibrahim Tahir, Mahmud Tukur, and former Central Bank of Nigeria Governor, Adamu Ciroma; former Minister of Internal Affairs, Ibrahim Tahir; former Minister of Commerce and Industry during the Buhari-Idiagbon regime, Dr. Mahmud Tukur; former Sultan of Sokoto, Ibrahim Dasuki;  former Head of the Technical Committee on Privatisation and Commercialisation, Hamza Zayyad; a former minister, Umaru Mutallab; former presidential aspirant and number-two man, General Shehu Yar’Adua; a former Vice Chancellor, Ahmadu Bello University, Professor Ango Abdullahi; Professor Jibril Aminu and others.

Kyari is known to be one of the President’s closest aides.  He plans Buhari’s schedules while ministers are said to queue in his office to see the President. Kyari’s influence became clear to many during a retreat organised by the presidency for the then ministers-designate. While declaring the retreat open on  November 5, 2015, Buhari said, “In addition, all communications and appointments from you (ministers) to the Presidency should be routed through the Office of the Chief of Staff as it is the normal (procedure) in this presidential system.”

While much is not known about Sabiu, who was appointed shortly after Buhari’s election, he is reportedly related to Daura. Sources in government told our correspondent that the President ‘feels relaxed’ around him and has a lot of trust in him. The same was said of Aba, who was described as ‘quiet but one of the few people that can make anyone see the President.”

Presented with the names of the aides controlling access to the president, a source in the presidency confirmed the list. The source, who spoke on condition of anonymity because he was not authorised to speak on the subject, said, “The names you have are accurate and they are the ones controlling access to the President in London, even in Nigeria. Some ministers, aides and service chiefs tried to talk to the President on the phone, but they turned them down.

“The few people that have seen the President only saw him because they agreed to it. If they didn’t, it would never have happened, apart from Governor Amosun, who everyone knows is one of Buhari’s best friends.”

The source refused to give the names of those whose requests to see Buhari were turned down.

Meanwhile, Buhari on Saturday spoke with his Special Adviser on Media and Publicity, Mr. Femi Adesina, on the telephone for the first time since he embarked on his extended medical vacation on January 19.

Adesina, who felt elated about the development, confirmed the conversation on his Facebook page and Twitter handle.

He had during previous interviews said he was only speaking with those around the President.

Giving details of his discussion with the President, Adesina said Sabiu called him at exactly 2.43pm and asked that he hold on for the President.

On recognition of the President’s voice, Adesina said he screamed and said, “Mr. President, I have missed you. How are you sir?”

He continued, “He (the President) first laughed. That familiar laugh. Then he said, ‘I am still resting. Thank you for holding out against mischief makers.’

“I said it was my duty, the very least I could do, adding how happy I was to speak with him. He asked, ‘How is your family?’

“I said we were fine, and he asked me to extend his greetings to them. ‘I hope to call you again,’ Mr. President said, and I bade him farewell, adding ‘Best wishes, sir.’”

Adesina described the telephone conversation as a defining moment for him.

He said, “It was a defining moment for me. For more than a month, I had always spoken with aides who are with the President in London.

“Not once did I ask them to take the phone to him, deliberately so, because I didn’t need to speak with him to validate the fact that he was alive. And since he is on vacation, he has a right to his privacy.

“Of his own volition, President Buhari spoke with me. It made my day. Even if he hadn’t done so, he would have remained my President, my leader, and my man. Any day.”

CORRUPTION: Secret Documents Expose Massive FRAUD At Nigeria's UK High Commission, Kyari, Aisha Buhari Dirtily Enmeshed
SAHARA REPORTERS - Abba Kyari, the increasingly controversial Chief of Staff to President Muhammadu Buhari, is at the center of another unwholesome saga that is likely to reinforce further the view that the Buhari administration’s anti-corruption stance is a ruse. 

This time, an investigation by SaharaReporters found that Mr. Kyari has been fiddling with the finances of the Nigeria High Commission, London, where the country’s resources are being dubiously deployed for questionable or illicit purposes. 


Also involved in the costly financial mess are Adah Simon Ogah, Nigeria’s acting High Commissioner, and Omolayo Akinfala, a special assistant to Aisha Buhari, the president’s wife.

Our investigators found that the High Commission, under Mr. Ogah, frequently authorized payments from revenue generated by the High Commission for medical treatment of senior political officials visiting the United Kingdom. 

The funds disbursed for such medical payments come from revenues the High Commission generates through fees for passports, visas and other consular services. The use of such funds for medical payments is an anomaly as medical bills for government officials are already provided for in the Presidency budget.

Nigerians resident in the UK are unaware that they paid Mr. Kyari’s medical bill when the president’s chief aide was treated at Wellington Hospital, St. John’s Wood, London, in December 2016. This happened at a time the government blamed its failure to issue passports to UK-resident Nigerians on a lack of funds.

A letter signed by Mr. Ogah and addressed to Professor Paul of Wellington Hospital provides a confirmation of the role of the High Commission in Mr. Kyari’s treatment. Dated December 1, 2016 and titled “Letter of Guarantee In Respect Of Alhaji Abba Kyari,” 

Mr. Ogah’s letter stated: “I write to confirm that the Nigeria High Commission, London, United Kingdom, will guarantee the payment of all medical bills of Alhaji Abba Kyari, Chief of Staff to the President, Federal Republic of Nigeria.”

Mr. Kyari’s case, however, is just a tip of a massive iceberg of seedy financial and administrative practices at the Nigerian High Commission in the UK. Our investigators discovered the equally improper case of Mr. Akinfala, a special assistant to Mrs. Buhari, whose employment contract with the Mission was recently renewed by the Acting High Commissioner. 

Curiously, Mr. Akinfala remains on the High Commission’s payroll despite being based in Nigeria and paid by the State House. He also receives financial perks whenever he visits the UK with Mrs. Buhari.

On August 3, 2016, Ibrahim Sule Dan’Agundi, the Head of Chancery (HOC), signed a letter approving Mr. Akinfala’s application for contract renewal with the High Commission. A day earlier, on August 2, an originating letter had recommended that Mr. Akinfala be considered for a one-year contract extension.

Protocol documents dated December 19, 2016, and obtained by SaharaReporters showed arrangements for the arrival of Mr. Akinfala and one other person from Lagos to London. The document revealed that the High Commission spent its financial resources on foreign travel allowances for which there are budget allocations for the Presidency covering the President, his household, and staff. 

Our inside sources in the UK, and Abuja revealed that the High Commission spends a minimum of £7,000 for hospitality on each of Mrs. Buhari’s trips to the United Kingdom. Last year alone, Mrs. Buhari visited the UK at least seven times. The finding was confirmed by a High Commission document dated July 28, 2016, and signed by Ibrahim Sule, Minister Counselor/Head of Chancery. 

“The Mission was also informed that Her Excellency and members of her entourage would be staying at the vacant house/official residence of High Commissioner. In this regard, given the above scenario, there is the need for the Mission to provide hospitality to the First Lady and members of her entourage. To this end, I wish to kindly recommend to His Excellency to consider and approve the sum of £7,000 to carry out the hospitality expenditure for the wife of the President, members of her family and entourage,” stated the latter. The request was approved the same day.

Apart from feting Mrs. Buhari and aides as well as treating officials like Mr. Kyari like royalty, the High Commission also engaged in a variety of contract scams, notably through payments to contractors for jobs not executed or those executed at grotesquely inflated costs. Documents exclusively obtained by SaharaReporters show that the sum of £14,100.80 was paid to a company, Savanna Construction Limited, for what was described as “call out report on 31 air-conditioning units in the High Commission building”. 

The curious transaction was captured in a letter dated July 19, 2016, and signed by S.U. Kpohraro, Chief Security Officer (Admin). The Head of Chancery (HOC) signed the approval, which was granted the same day.

Despite the substantial payment, our investigators discovered that there was no work executed at the building that matched the quoted job. Nigerians who work in or visit, the building, told our investigators that the high numbers of air-conditioning units do not exist and that none of the existing units were ever serviced. They spoke about the unbearable heat in the High Commission building during summer periods.

Savanna Construction Company also got the contract for the supply and erection of new scaffolding as well as the dismantling of an older one. The contract, which cost £9,600, was detailed on July 15, 2016, document signed by Mr. Kpohraror. Savanna also got paid £7,440 for another bogus job, taking care of the High Commission’s blocked toilets. Our sources revealed that similar scams were used to pay for the provision of cleaning, security and other services by dubious suppliers hired by the High Commission and top officials of the Nigerian Mission hire. 

Our sources disclosed that Mr. Dan’Agundi, Head of Chancery, has been the beneficiary of regular and unlawful cash payments from locally recruited High Commission staff, who are either due to retire or should have been retired long ago. 

Our investigators found that some of the employees in this category were employed in the 1980s. Many of them are stuck in the old, inefficient and corrupt ways of providing services, a development that is blamed for the frustration of Nigerians who require consular services.

One source pointed to the case of one Mr. Salihi, a local staff in the Education and Welfare section. The Mission fired Mr. Salihi on account of his poor communication ability and general inefficiency. Strangely, Mr. Ogah reversed the decision, re-hiring Mr. Salihi without explanation. 

“It is a depressing and horrifying experience for Nigerians who have cause to interact with the Nigerian High Commission in the UK, either when approaching the High Commission for consular services such as immigration queries (visa passport issuance/renewal, travel certificates) or other services such as trade and investments enquiries as well as tourism and general business information for Nigeria,” a Nigerian entrepreneur in London said. He added, 

“The inept staff are never interested in offering services without monetary inducement. As a matter of fact, they purposely make the official process cumbersome and frustrating so as to increase the possibility of financial and other types of inducement.”  

Some disaffected staff told SaharaReporters that the rogue employees operate with the full knowledge and approval of the acting High Commissioner Mr. Ogah, who reportedly runs his own individual racket. They accused Mr. Ogah of running the High Commission’s cash and petty cash payments like his personal Automated Teller Machine (ATM). They said Mr. Ogah uses the guise of “contingency allowance” to embezzle funds. 

Mr. Ogah is officially entitled to £3,000 monthly for domestic servants in his personal residence, £1,000 monthly for the upkeep and maintenance of his office, £200 per trip for contingency, while all his utility and medical bills, as well as living costs, are borne by the Federal Government. He also pays no rent. 

In spite of the generous perks, Mr. Ogah regularly inflates entitlements and, in many cases, fails to provide receipts or to retire most of his supposed expenditures in violation of rules. On September 2, 2016, acting Finance Attaché, R.E. Otiode, wrote a memo regarding Mr. Ogah’s regular failure to retire expenses. 

“I am directed to inform you that available records show that you are yet to retire the following advances granted you in the course of official assignments,” stated the memo, which added that retirement of expenses should not take longer than three months. In each of the said cases, Mr. Ogah took the sum of £500 as contingency allowance for trips to Manchester and Northampton on June 28 and July 15, 2016. The sums he took were more than the £200 of local contingency allowance he was entitled to.

Other top officials of the Mission were accused of practicing another strain of financial stunt by overstating invoice payments. For example, the High Commission manually generated an invoice of £10,000 for the use of a VIP suite at London’s Heathrow Airport. The amount represented six times the actual cost of £1,750 per use. 

A confirmation of the actual cost could be gleaned from a letter signed by E.A. Agom and dated July 11, 2016. The letter stated that the cancellation of the booking of a VIP suite for Mrs. Buhari’s proposed visit to London on July 10, 2016, meant that the High Commission lost £1,750 for the slot, while an additional £200 was charged as penalty for an undeclared passenger on her entourage.

Several sources also disclosed to SaharaReporters that the current leadership of the High Commission only approves the use of High Commission facilities like the Banking Hall, an event venue, for use by Nigerian organizations it deems less critical of the poor service and poor representation of the interest and welfare of Nigerians in the United Kingdom. 

This development has led to the mushrooming of dubious organizations, operating as rackets, which claim to represent Nigerians in the UK. Nigerian government officials routinely invite these dubious organizations to the High Commission during visits. The groups are silent about the poor representation and services provided by the High Commission.

A clear instance of the administrative decrepitude afflicting the High Commission could be seen in the leadership vacuum created by the acting High Commissioner, Mr. Ogah. Mr. Ogah left London for Abuja between December 12 and 22, 2016, leaving Mr. Hassan M. Hassan to run the Commission as Acting High Commissioner. 

Mr. Hassan was already scheduled to leave the Mission on December 14, 2016, to undergo ambassadorial screening and subsequent ambassadorial posting. In the end, for the duration of Mr. Ogah’s absence and with the departure of Mr. Hassan, there was no officer duly authorized to run the Mission. More bizarrely, there was no circular to the effect that Mr. Hassan had been appointed acting High Commissioner, a clear contravention of Foreign Affairs rules and regulations, which state that a mission must not be left without a properly designated head at any time.

SAHARA REPORTERS - Abba Kyari, the increasingly controversial Chief of Staff to President Muhammadu Buhari, is at the center of another unwholesome saga that is likely to reinforce further the view that the Buhari administration’s anti-corruption stance is a ruse. 

This time, an investigation by SaharaReporters found that Mr. Kyari has been fiddling with the finances of the Nigeria High Commission, London, where the country’s resources are being dubiously deployed for questionable or illicit purposes. 


Also involved in the costly financial mess are Adah Simon Ogah, Nigeria’s acting High Commissioner, and Omolayo Akinfala, a special assistant to Aisha Buhari, the president’s wife.

Our investigators found that the High Commission, under Mr. Ogah, frequently authorized payments from revenue generated by the High Commission for medical treatment of senior political officials visiting the United Kingdom. 

The funds disbursed for such medical payments come from revenues the High Commission generates through fees for passports, visas and other consular services. The use of such funds for medical payments is an anomaly as medical bills for government officials are already provided for in the Presidency budget.

Nigerians resident in the UK are unaware that they paid Mr. Kyari’s medical bill when the president’s chief aide was treated at Wellington Hospital, St. John’s Wood, London, in December 2016. This happened at a time the government blamed its failure to issue passports to UK-resident Nigerians on a lack of funds.

A letter signed by Mr. Ogah and addressed to Professor Paul of Wellington Hospital provides a confirmation of the role of the High Commission in Mr. Kyari’s treatment. Dated December 1, 2016 and titled “Letter of Guarantee In Respect Of Alhaji Abba Kyari,” 

Mr. Ogah’s letter stated: “I write to confirm that the Nigeria High Commission, London, United Kingdom, will guarantee the payment of all medical bills of Alhaji Abba Kyari, Chief of Staff to the President, Federal Republic of Nigeria.”

Mr. Kyari’s case, however, is just a tip of a massive iceberg of seedy financial and administrative practices at the Nigerian High Commission in the UK. Our investigators discovered the equally improper case of Mr. Akinfala, a special assistant to Mrs. Buhari, whose employment contract with the Mission was recently renewed by the Acting High Commissioner. 

Curiously, Mr. Akinfala remains on the High Commission’s payroll despite being based in Nigeria and paid by the State House. He also receives financial perks whenever he visits the UK with Mrs. Buhari.

South African telecom giant, MTN, has fired one of its top and most valuable staffers in order to avoid scrutiny by the United States government over bribes offered to Abba Kyari, Chief of Staff to President Muhammadu Buhari.

Shortly after helping to resolve a hefty fine imposed by the Nigerian government, Amina Oyagbola was so important to MTN that the company gave her two strategic positions. Her corporate elevation saw her combining leadership of the Human Resources department with the post of "Director of Strategic Communications" at MTN.


Ms. Oyagbola and her husband were instrumental in resolving MTN's serious problem with the Nigerian Presidency culminating in a massive $5.2 billion fine imposed on the company for ignoring the Nigerian government’s directive to ensure that all SIM cards were registered as a strategy to curb Boko Haram insurgency in Nigeria's northeast.

An insider within the company and other sources in Abuja told our correspondent that, once the fine was imposed, Ms. Oyagbola recruited a close friend, Femi Lijadu, to act as a consultant for “strategic advisory services.” In that capacity, Mr. Lijadu was a member of the team that negotiated with the Federal Government to reduce the fine to $1.7 billion. One of our sources said Ms. Oyagbola and Mr. Lijadu once worked with presidential Chief of Staff, Abba Kyari at the United Bank for Africa.

Once the fine was reduced to about a third of the original sum, Ms. Oyagbola’s corporate star seemed to soar. However, MTN last week told her to step down from one of her two corporate positions. A source at MTN claimed that Mrs. Oyagbola decided to resign. 

However, another source within the company told Saharareporters that the once powerful corporate player was fired after MTN’s bribe scandal with Mr. Kyari came to the notice of the MTN's parent company in South Africa. The source added that the decision to relieve Ms. Oyagbola was taken in order to avoid the consequences of a global disgrace should US authorities ask questions related to the company’s reported offer of an undisclosed sum as bribe to Mr. Kyari before the senior presidential aide helped broker a deal that lowered the fine earlier imposed by the government.

Punch Newspaper - The embattled acting Chairman of the Economic and Financial Crimes Commission, Mr. Ibrahim Magu, has been unable to meet with President Muhammadu Buhari since the beginning of the crisis that engulfed the confirmation of his appointment.

Reliable sources told Sunday PUNCH on Saturday that Magu had made spirited efforts to see President Buhari in the aftermath of the Senate’s refusal to confirm his appointment. The Senate, on Thursday, had based its decision on a security report by the Department of State Service which accused Magu  of abuse of office and corruption.

The report by the DSS says Magu’s antecedents and his conduct after his appointment as the anti-corruption czar, made him ineligible to hold the office in full capacity.


The DSS report concludes, “Magu has failed the integrity test and will eventually constitute a liability to the anti-corruption drive of the present administration.”

SUNDAY PUNCH gathered that the embattled EFCC chairman, who is said to be at loggerheads with some members of Buhari’s kitchen cabinet, tried to see the President on Saturday night but his efforts were futile.

Buhari’s Chief of Staff, Abba Kyari, handles the President’s appointments and determines, in most cases, who gets to see him.

There have been reports that Magu is involved in a power struggle with the Director General of the DSS, Mr. Lawal Daura, and some top aides of the President, who are said to be against his confirmation. The acting EFCC chairman is said to be an ally of the National Security Adviser, Gen. Babagana Monguno.

Magu was conspicuously absent at the Saturday’s wedding of the President’s daughter, Zahra, to Ahmed Indimi. However, other heads of security agencies including the former chairman of the EFCC, Nuhu Ribadu, were present at the lunch which held inside the old Banquet Hall of the Presidential Villa.

Multiple sources in the presidency confirmed to our correspondent on Saturday that Magu was sighted in the Presidential Villa around 6.30pm on Friday.

While he failed to see the President, Magu attended the Asset Recovery team meeting which holds weekly at the Presidency. The meeting had Vice President Yemi Osinbajo ; the Attorney General of the Federation, Abubakar Malami;  the Minister of Information, Mr. Lai Mohammed, and others, in attendance.

SUNDAY PUNCH learnt that Magu has written a letter stating his side of the story over the allegations levelled against him by the DSS. A source, who said the letter would be delivered to the President during the week, added that Magu defended himself and also detailed his running battles with some of the president’s closest aides.

Magu, it was gathered, had wanted to issue a statement through the agency to respond to the DSS allegations, but later had a change of mind.

Meanwhile, this newspaper gathered that the confirmation crisis had polarised the President’s cabinet.

A source in the government told one of our correspondents that some ministers who are in support of Magu visited the President of the Senate, Dr. Bukola Saraki, before the Senate session on Thursday. The source said the ministers tried to prevail on Saraki to ensure that Magu was confirmed. Saraki was said to have told them that he did not have the sole power to confirm the EFCC’s acting chairman.

Some ministers who are however staunchly against Magu reportedly reached out to the senate president and urged him not to make the mistake of ensuring Magu’s confirmation or it could come back to haunt him.

SUNDAY PUNCH gathered that the embattled EFCC chairman, who is said to be at loggerheads with some members of Buhari’s kitchen cabinet, tried to see the President on Saturday night but his efforts were futile.

Buhari’s Chief of Staff, Abba Kyari, handles the President’s appointments and determines, in most cases, who gets to see him.

There have been reports that Magu is involved in a power struggle with the Director General of the DSS, Mr. Lawal Daura, and some top aides of the President, who are said to be against his confirmation. The acting EFCC chairman is said to be an ally of the National Security Adviser, Gen. Babagana Monguno.

Magu was conspicuously absent at the Saturday’s wedding of the President’s daughter, Zahra, to Ahmed Indimi. However, other heads of security agencies including the former chairman of the EFCC, Nuhu Ribadu, were present at the lunch which held inside the old Banquet Hall of the Presidential Villa.

Multiple sources in the presidency confirmed to our correspondent on Saturday that Magu was sighted in the Presidential Villa around 6.30pm on Friday.

While he failed to see the President, Magu attended the Asset Recovery team meeting which holds weekly at the Presidency. The meeting had Vice President Yemi Osinbajo ; the Attorney General of the Federation, Abubakar Malami;  the Minister of Information, Mr. Lai Mohammed, and others, in attendance.

SUNDAY PUNCH learnt that Magu has written a letter stating his side of the story over the allegations levelled against him by the DSS. A source, who said the letter would be delivered to the President during the week, added that Magu defended himself and also detailed his running battles with some of the president’s closest aides.

Magu, it was gathered, had wanted to issue a statement through the agency to respond to the DSS allegations, but later had a change of mind.

Meanwhile, this newspaper gathered that the confirmation crisis had polarised the President’s cabinet.

A source in the government told one of our correspondents that some ministers who are in support of Magu visited the President of the Senate, Dr. Bukola Saraki, before the Senate session on Thursday. The source said the ministers tried to prevail on Saraki to ensure that Magu was confirmed. Saraki was said to have told them that he did not have the sole power to confirm the EFCC’s acting chairman.

Some ministers who are however staunchly against Magu reportedly reached out to the senate president and urged him not to make the mistake of ensuring Magu’s confirmation or it could come back to haunt him.

According to Sunday Vanguard, the subterranean plots to remove the national chairman of the All Progressives Congress APC, Chief John Odigie-Oyegun is reportedly gaining some traction, with the forces working towards his removal angling to get the president to name him an ambassador. Past efforts to ease him out of the party through such appointments had failed as Chief Oyegun himself is said not to be well-disposed to such appointments. 


Some party insiders accused the Secretary to the Government of the Federation SGF, Babachir Lawal of working in cahoot with the Asiwaju Bola Tinubu camp to remove the chairman.

However, the SGF has denied the allegation, saying such appointments are the prerogative of the president. In a text message to Sunday Vanguard, Lawal said; “I do not know anything about the chairman’s ambassadorial as such are made by the president. Did you see his name on the list read out on the floor of the Senate?”, he queried. 

It was learnt according to our source that the plot by the contending camps to remove Odigie-Oyegun as the party’s National Chairman before the completion of his four-year term guaranteed by the APC Constitution is a veiled attempt to hijack the APC political machinery in the leadup to the 2019 general elections

The “sins” of the chairman are not far-fetched. In the aftermath of the failed imposition of candidates in the National Assembly, Chief Odigie-Oyegun had refused to kowtow to the demands of a contending camp in the party to sanction the “rebels” Saraki and Dogara, instead toeing the line of caution to ensure that APC did not lose grip of the National Assembly leadership to the opposition Peoples Democratic Party (PDP). 

Also, the decision of the Odigie-Oyegun-led APC to pick Yahaya Bello over Abiodun Faleke (Tinubu’s candidate) in the aftermath of the Kogi governorship debacle following Abubakar Audu’s death is another “sin”.

Worried by the allegation, the Presidency is said to have directed the Inspector General of Police, Ibrahim Idris to investigate the allegation and come out with findings regarding the accusation.

New Telegraph - President Muhammadu Buhari has incurred the wrath of leaders of the All Progressives Congress (APC) over the choice of nominees for non-career ambassadors. Most of the 23 APC governors are angry because their candidates for the ambassadorial posts were rejected by the Presidency.

It was learnt that Vice- President Yemi Osinbajo was given only one out of the 46 ambassadorial slots submitted to the Senate for confirmation last week.Governors, APC leaders and ministers, who are party leaders in many states, especially where the governing party is not in control, were sidelined in the appointments. Senate President, Bukola Saraki, was this time lucky as the president conceded one of the two ambassadorial nominees – Prof. Mohammed G. Yisa – from Kwara State, to him.


New Telegraph learnt that the Chief of Staff to the president, Mallam Abba Kyari and former Secretary to the Government of the Federation (SGF), Ambassador Babagana Kingibe, played prominent role in the selection process. Even the Minister of Foreign Affairs, Geoffrey Onyeama, was said to have no input in the list of the nominees.

A source said that Onyeama cannot complain because the president’s chief of staff facilitated his appointment as minister. Kyari and Onyeama are friends and classmates at Cambridge. Onyeama was Kyari’s best man at his wedding. One of the APC governors lamented that the president failed to carry party leaders along in his appointment.

“The appointment of the ambassadors is a continuation of the policy to sideline the governors. When the minister from my state was picked, I was not consulted.And when it is time for the ambassadorial appointment, they did not consider my nominee. This is a party we all worked to build.

I have spoken to quite a number of my colleague governors, it is the same thing. “To us, we believe the president has his own game plan. I’m sure he is building a separate structure for himself. When you sideline governors and party leaders in appointments, then it means you are up to something.

I can tell you conveniently that most of the party leaders, especially governors, are not happy with the president over his choice of appointment,” a governor told New Telegraph at the weekend. 

A cross section of party leaders told New Telegraph at the weekend that the president is treating them like outcasts in the party when it comes to appointments.

A member of the APC National Working Committee (NWC) told this newspaper that he was shocked with the list of ambassadorial nominees. “Initially I thought my governor nominated the representative from my state. But I was shocked when the governor called me to inquire if I did the nomination.

I told him I knew nothing about the ambassadorial nominee. He was shocked. The governor told me that his nominee too was rejected. So, this is the situation we have found ourselves,” the NWC member told New Telegraph last night. Governor Rochas Okorocha of Imo State confirmed the frustration of APC members over the appointment made so far by the president.

“Most members of the party feel that they have not been carried along. I know that many of them are complaining every day,” Okorocha stated in an interview with journalists last week Sunday. The ambassadorial appointment is next to that of ministers in order of importance. Buhari, last week, sent 46 names to the Senate for confirmation as ambassadors.

The president had set three criteria to be met before getting the ambassadorial appointment, especially that the nominees must be people who have sacrificed for the APC: those who contested and lost in the 2015 elections; people who lost in party primaries, but didn’t leave the party and worked for the party; and leading members of the governing party.

New Telegraph learnt that most of the state governors and party leaders had no input as to who represent their respective states on the foreign mission. The source added that in instances where governors and party leaders were asked to submit nominees, their lists were not considered.

A governor who is very close to the president was so angry immediately the list was made public such that he had to meet the president in Abuja, where he reportedly told him that APC is losing its goodwill. “One of the governors, a close confidant of the president, had to rush to Abuja at the weekend to meet the president immediately the list was made public.

The governor told the president that the party stakeholders are not happy with the list of nominees for non-career ambassadors. The two-term governor said APC is losing goodwill with the decision of the president to sideline governors and party leaders in his appointments. “At a point, the governor asked the president: who are his foot soldiers?

The question became necessary when those who are in control of party structures are not considered in appointments,” a source told New Telegraph. A former minister of defence, who supported the president’s election, was also disappointed that his nominee for one of the North-East states was rejected.

One of the North-West governors told this newspaper that he had no input in the two nominees from his state. “Well, I know one of the nominees, but the second nominee is unknown to the state. We know that the two nominees from my state are candidates of the Presidency. So, we are not bothered.

For instance, in Ogun, Governor Ibikunle Amosun could not secure a slot on the ambassadorial list as Vice-President Osinbajo was given the slot.

The vice president nominated his friend and classmate at Igbobi College, Lagos, Ade Asekun. In Oyo, Governor Abiola Ajimobi failed to have his nominee on the ambassadorial list.

Maj.-Gen. Ashimiyu A. Olaniyi (rtd) was picked instead of his nominee. Unlike Amosun who was able to nominate the minister from his state, Ajimobi lost out both in ministerial and ambassadorial appointments. It was the same situation in Osun State, as Governor Rauf Aregbesola’s nominee, Senator Mudasiru Hussein, did not make the list.

Instead, Adegboyega A. Ogunwusi, an elder brother to Ooni of Ife, was nominated. Governor Adams Oshiomhole’s bid to have Prof. Julius Ihonvbere as Edo State nominee could not fly as the president opted for Uyagwe Igbe. In Lagos, the president nominated two of the three nominees from the state.

New Telegraph learnt that the president personally requested for former Supreme Court justice, Justice George Adesola Oguntade and Senator Olorunnibe Mamora. Mamora was the Deputy Director General of the APC Presidential Campaign Council and his appointment was long overdue.

On the choice of Justice Oguntade, Buhari nominated him because of his forthrightness, especially based on the minority judgement he gave in his (president’s) favour in 2008. When Buhari challenged the result of the 2007 presidential election up to the Supreme Court, the apex court upheld the election of Umaru Yar’Adua by 6-1. Justice Oguntade gave the minority judgement in favour of Buhari. Oguntade’s name was also on the list submitted by APC national leader, Asiwaju Bola Tinubu. Mrs. Modupe Irele is also one of Tinubu’s nominees.

In Ekiti, APC members are angry over the choice of Ayodele I. Ayodeji. The nominee retired last year after 35 years in the Foreign Service. He is the immediate past Ambassador to Greece. APC members in the state are angry that the likes of former Governor Adeniyi Adebayo and Senator Olu Adetunbi were rejected in preference for Ayodeji.

“We worked for APC and it is very unfortunate that someone that is unknown to us is the ambassadorial nominee. So, what is the benefit of working for the party? Is it that people like Otunba Niyi Adebayo, Prof. Modupe Adelabu and Senator Olu Adetunbi are not qualified enough to represent the state? This is very unfortunate. The party members in Ekiti State are really disappointed,” one of the party leaders in the state told New Telegraph.

One of the North-West governors told this newspaper that he had no input in the two nominees from his state. “Well, I know one of the nominees, but the second nominee is unknown to the state. We know that the two nominees from my state are candidates of the Presidency. So, we are not bothered.

It is very unfortunate that a party that we laboured to build is treating its leaders like this. We are watching. It is the same story across the party,” the governor said. Impeccable sources told New Telegraph that the leaders of the All Progressives Congress (APC) over the choice of nominees for non-career ambassadors.

Most of the 23 APC governors are angry because their candidates for the ambassadorial posts were rejected by the Presidency. It was learnt that Vice- President Yemi Osinbajo was given only one out of the 46 ambassadorial slots submitted to the Senate for confirmation last week. Governors, APC leaders and ministers, who are party leaders in many states, especially where the governing party is not in control, were sidelined in the appointments.

Senate President, Bukola Saraki, was this time lucky as the president conceded one of the two ambassadorial nominees – Prof. Mohammed G. Yisa – from Kwara State, to him. New Telegraph learnt that the Chief of Staff to the president, Mallam Abba Kyari and former Secretary to the Government of the Federation (SGF), Ambassador Babagana Kingibe, played prominent role in the selection process. Even the Minister of Foreign Affairs, Geoffrey Onyeama, was said to have no input in the list of the nominees.

A source said that Onyeama cannot complain because the president’s chief of staff facilitated his appointment as minister. Kyari and Onyeama are friends and classmates at Cambridge. Onyeama was Kyari’s best man at his wedding. One of the APC governors lamented that the president failed to carry party leaders along in his appointment.

“The appointment of the ambassadors is a continuation of the policy to sideline the governors. When the minister from my state was picked, I was not consulted. And when it is time for the ambassadorial appointment, they did not consider my nominee. This is a party we all worked to build.

I have spoken to quite a number of my colleague governors, it is the same thing. “To us, we believe the president has his own game plan. I’m sure he is building a separate structure for himself. When you sideline governors and party leaders in appointments, then it means you are up to something.

I can tell you conveniently that most of the party leaders, especially governors, are not happy with the president over his choice of appointment,” a governor told New Telegraph at the weekend. A cross section of party leaders told New Telegraph at the weekend that the president is treating them like outcasts in the party when it comes to appointments.

A member of the APC National Working Committee (NWC) told this newspaper that he was shocked with the list of ambassadorial nominees. “Initially I thought my governor nominated the representative from my state. But I was shocked when the governor called me to inquire if I did the nomination. I told him I knew nothing about the ambassadorial nominee.

He was shocked. The governor told me that his nominee too was rejected. So, this is the situation we have found ourselves,” the NWC member told New Telegraph last night. Governor Rochas Okorocha of Imo State confirmed the frustration of APC members over the appointment made so far by the president. “Most members of the party feel that they have not been carried along. I know that many of them are complaining every day,” Okorocha stated in an interview with journalists last week Sunday.

The ambassadorial appointment is next to that of ministers in order of importance. Buhari, last week, sent 46 names to the Senate for confirmation as ambassadors. The president had set three criteria to be met before getting the ambassadorial appointment, especially that the nominees must be people who have sacrificed for the APC: those who contested and lost in the 2015 elections; people who lost in party primaries, but didn’t leave the party and worked for the party; and leading members of the governing party.

New Telegraph learnt that most of the state governors and party leaders had no input as to who represent their respective states on the foreign mission. The source added that in instances where governors and party leaders were asked to submit nominees, their lists were not considered.

A governor who is very close to the president was so angry immediately the list was made public such that he had to meet the president in Abuja, where he reportedly told him that APC is losing its goodwill. “One of the governors, a close confidant of the president, had to rush to Abuja at the weekend to meet the president immediately the list was made public. The governor told the president that the party stakeholders are not happy with the list of nominees for non-career ambassadors.

The two-term governor said APC is losing goodwill with the decision of the president to sideline governors and party leaders in his appointments. “At a point, the governor asked the president: who are his foot soldiers? The question became necessary when those who are in control of party structures are not considered in appointments,” a source told New Telegraph.

A former minister of defence, who supported the president’s election, was also disappointed that his nominee for one of the North-East states was rejected. One of the North-West governors told this newspaper that he had no input in the two nominees from his state.

Impeccable sources told New Telegraph that thefour APC governors in the South-West failed to have their nominees on the list. All of them submitted lists of nominees as required by the Presidency, but their candidates were rejected by the president. For instance, in Ogun, Governor Ibikunle Amosun could not secure a slot on the ambassadorial list as Vice-President Osinbajo was given the slot.

The vice president nominated his friend and classmate at Igbobi College, Lagos, Ade Asekun. In Oyo, Governor Abiola Ajimobi failed to have his nominee on the ambassadorial list.

Maj.-Gen. Ashimiyu A. Olaniyi (rtd) was picked instead of his nominee. Unlike Amosun who was able to nominate the minister from his state, Ajimobi lost out both in ministerial and ambassadorial appointments. It was the same situation in Osun State, as Governor Rauf Aregbesola’s nominee, Senator Mudasiru Hussein, did not make the list.

Instead, Adegboyega A. Ogunwusi, an elder brother to Ooni of Ife, was nominated. Governor Adams Oshiomhole’s bid to have Prof. Julius Ihonvbere as Edo State nominee could not fly as the president opted for Uyagwe Igbe. In Lagos, the president nominated two of the three nominees from the state.

New Telegraph learnt that the president personally requested for former Supreme Court justice, Justice George Adesola Oguntade and Senator Olorunnibe Mamora. Mamora was the Deputy Director General of the APC Presidential Campaign Council and his appointment was long overdue.

On the choice of Justice Oguntade, Buhari nominated him because of his forthrightness, especially based on the minority judgement he gave in his (president’s) favour in 2008. When Buhari challenged the result of the 2007 presidential election up to the Supreme Court, the apex court upheld the election of Umaru Yar’Adua by 6-1. Justice Oguntade gave the minority judgement in favour of Buhari. Oguntade’s name was also on the list submitted by APC national leader, Asiwaju Bola Tinubu. Mrs. Modupe Irele is also one of Tinubu’s nominees.

In Ekiti, APC members are angry over the choice of Ayodele I. Ayodeji. The nominee retired last year after 35 years in the Foreign Service. He is the immediate past Ambassador to Greece. APC members in the state are angry that the likes of former Governor Adeniyi Adebayo and Senator Olu Adetunbi were rejected in preference for Ayodeji.

“We worked for APC and it is very unfortunate that someone that is unknown to us is the ambassadorial nominee. So, what is the benefit of working for the party? Is it that people like Otunba Niyi Adebayo, Prof. Modupe Adelabu and Senator Olu Adetunbi are not qualified enough to represent the state? This is very unfortunate. The party members in Ekiti State are really disappointed,” one of the party leaders in the state told New Telegraph.

New Telegraph - Palpable fear has gripped some prominent members of the President Muhammadu Buhari’s cabinet, following rumours that the presidency might off-load them because of the weighty allegations leveled against some of them by two Supreme Court judges.

The apprehension came just as prominent Nigerians, including Constitutional lawyer, Ebun Adegboruwa; factional leader of Ohaneze Ndigbo, Chief Goddy Uwazuruike, and a former Secretary to the Benue State Government, Prof. Saint Gbilekaa, called on President Buhari to remove the Minister of Transport, Chief Rotimi Amaechi, and his Science and Technology Counterpart, Dr. Ogbonaya Onu, to enable them defend the weighty allegations leveled against them.



The fear was reinforced when it was observed last week that the Chief of Staff to the President, Abba Kyari, who was allegedly named in a N500million bribe over the fine imposed on the mobile telecommunication company, MTN, had been out of office for over two weeks. 

Presidency sources said a number of the ministers are jittery over the allegations and that one cannot rule out the possibility of a cabinet shakeup soon to remove some ministers who are said to have heavy baggage. 

A key government spokesman, who chose not to be named, said he could not confirm that, but that Kyari was on annual leave and would resume duties tomorrow.

Since the arrest of over seven judges by the Department of State Security (DSS), over allegations of corruption in the past three weeks, some of the judges have complained of victimization, witch-hunt and that evidence were planted in their apartment.

While Justice Sylvester Ngwuta of the Supreme Court alleged that Hon. Rotimi Amaechi begged him to pervert justice by canceling the governorship election in Ekiti State and order fresh election to favour his friend, Dr. Kayode Fayemi, Justice Inyang Okoro alleged that Amaechi also attempted to bribe him to influence the elections in Rivers, Abia and Akwa Ibom states. Similarly, Justice Ngwuta alleged that Dr. Onu invited him to his house and demanded that he influenced the outcome of the Governorship Election Appeal for Ebonyi State in favour of the Labour Party candidate in the state who had reportedly agreed to decamp to the All Progressives Congress

Whereas both Amaechi and Onu have denied the allegations, with the former describing it as “pure fiction, a dubious diversionary tale concocted to muddle the very serious issues of his (Ngwuta’s) arrest and investigations by the DSS,” President Buhari has been advised to, as a matter of urgency, drop those ministers and submit them from investigation. Constitutional lawyer, Ebun Adegboruwa, in an interview with Sunday Telegraph, said the current development was a fallout of the belief that even while in the opposition, the APC manipulated the judiciary to secure victory in many states, especially in the South.

“Governors Rauf Aregbesola, Adams Oshiomhole and Kayode Fayemi were imposed on Osun, Edo and Ekiti states respectively by the courts, and not through the ballots,” he said.

He noted that the manipulation by the APC, which was a beautiful bride of the judiciary over the years, have now boomeranged because the party could no longer have its way, adding that it only shows the APC as “an agglomeration of propagandists and political opportunists who took Nigerians for granted and took advantage of PDP’s poor performance to hoodwink Nigerians to vote for them” “I believe that the judges could not have cooked up the allegations against Amaechi and Onu, especially since the former is gradually becoming the Mr. Fix it of this administration. My submission, therefore,  is that if the indicted judges are to step aside, the indicted ministers should also step aside,” he said.

He stated that the current development was akin to the manner the Senate President, Bukola Saraki, and his Deputy, Ike Ekweremadu, were intimidated and charged to court for alleged forgery until they stood their grounds and the Federal Government beat a retreat by withdrawing the charges against them.

While he said corrupt judges have no business in the temple of justice, Adegboruwa added that the constitutionally approved organ, “the NJC, should be allowed to remove them, not the APC, not the DSS and definitely not Amaechi.” Uwazuruike in an interview with Sunday Telegraph, said the allegations against the ministers are weighty and the said ministers “should step aside for thorough investigation,” in order not to make a mockery of the anti-corruption war and the ‘Change Begins with Me’ programme.

“If you look at the Justice Ngwuta’s allegation, he was very pointed, telling the Chief Justice of the Federation: ‘My Lord, may I recall one morning when I pleaded not to be on the Panel of Rivers Governorship Appeal? My Lord, you said I was already on the panel and asked me why I made that request to be excluded.

When I explained what transpired the previous night, Your Lordship said Amaechi had also attempted to influence other justices,’ that means that the CJN was aware of the issue right from the beginning.

“Amaechi and the Chief of Staff to the President, who has been named in one or two cases of corruption, should be asked to step aside and thorough investigations carried out on this matter,” Uwazuruike said. He added, “This battle is against the independence of the judiciary. Since 1999, there had been attempts to deal with the judiciary.

The then President Olusegun Obasanjo tried it and you remember that there was a time the Supreme Court was burgled. That is the point I am making.” Gbilekaa said the President needs to show greater seriousness with the war on corruption by ensuring that prominent members of the APC accused of corruption are probed.

“He should also probe other non-PDP members. People have mentioned Rotimi Amaechi, his Minister of Transportation; Babatunde Fashola, the Minister of Works and Housing and several other names.

Of course, people who say the Buhari’s anti-corruption war is lopsided are quite right; we are not blind; we have eyes and we are seeing. So, as Nigerians, we know what is happening, it is one sided. Corruption should not be a party alphabet,” he said.
