A viral media report suggests that all is not well between the transport minister, Mr. Rotimi Chibuike Amaechi and President Muhammadu Buhari's Chief of Staff, Abba Kyari as both are allegedly at daggers down with each other over some appointments at the transport ministry.

Though unconfirmed, reported according to 247Ureports; information from sources within the presidency indicates that the President’s men may have lost all decorum as the struggle for influence and power gains steam. 

As gathered, the two aides, the chief of staff and the minister of transport who have become arch enemies almost immediately following the swearing in of President Buhari into the President office, appears growing from work colleagues to playground brats as the day go by.


The war stance between the two personalities – Abba Kyari and Chibuike Amaechi is reported by sources to have degenerated to the point where security agents were instructed by the chief of staff to remove Chibuike Amaechi from the office of the chief of staff, recently.

The ugly situation began with President Buhari’s approval for a project concerning ports and/or railway – which was reported to worth millions of dollars. The minister of transport, Chibuike Amaechi was reported to have submitted the request for the approval directly to the President without having to go through the Secretary to the government of the federation [SGF] – as protocols require. As the president approved the project, the documents were routed through the office of the Chief of Staff, Abba Kyari.

When Abba Kyari got a hold of the documents indicating the President had approved the project and the contract, he used his office as the chief of staff to input conditions into the approval. According to our source, the conditions were framed in such a manner that Chibuike Amaechi would not be able to make the conditions. 247ureports.com does not have the terms of the conditions, but it was clear to both men – Kyari and Amaechi – that the conditions were impossible to meet.

As the news of what the chief of staff had done reached the minister of transport, all hell was let lose. Amaechi lost his cool and headed straight for the office of the chief of staff in a raging tantrum. According to our source, Amaechi barged into the office in thug-like demeanor ready to pounce on the chief of staff. In what seemed like a flash, a heated argument ensued between the two aides to President Buhari. Amaechi was reported to have made threats to the chief of staff should he continue to interfere with his work at the ministry of transportation. The voices of the two men continued to raise in noise decibel. The noise caught the attention of outsiders. At this time, the chief of staff ordered the security men [DSS] to escort the minister out of his office. And they obeyed. “It was truly embarrassing. I have never seem Amaechi behave so thuggish.”

Our source continued to explain the reason behind Abba Kyari’s actions to derail the project approved by Mr. President. It was due to ‘neglect’ by Chibuike Amaechi for the office of the SGF and Chief of Staff.

The source adds that Amaechi had from the get go decided to deal with the President directly instead of going through the SGF – as protocols require. But the source clarifies that Mr. President’s actions appear to entertain and/or encourage Amaechi’s direct dealing with him. But the SGF and chief of staff were not happy with the idea because Amaechi remains the only minister who deals with the president directly.

Our source points to Abba Kyari’s grievance to Amaechi’s appointment of Hadiza Bala Usman to the head the Nigeria Port Authority [NPA]. Kyari believes Hadiza to be the girlfriend of Amaechi. “He believes Hadiza to be grossly unqualified for the job“. Hadiza was born 2nd January 1976 and only finished her university education in 2009.  In April 2014, she co-founded the global movement #BringBackOurGirls – demanding for the rescue of the 219 young girls abducted by the terrorist group Boko Haram from Chibok Secondary School in Borno State North East Nigeria.

The President is reported to have been briefed by both aides. Abba Kyari and Chibuike Amaechi have had their time with Mr. President to discuss on the issue. But it is not immediately ascertainable what the reaction of the President was. For now, the President appears to have taken no action.

In the meantime, the two men remain at daggers drawn.

To many within earshot of the President, the fast depreciating conditions is said to have been masked away from the President by the few close associates around the President – the likes of Mamman Daura, Abba Kyari, Ahmed Jona and others.


It is believed also the President may have awoken to the possibility of his internal circle being part of his administration’s Achilles heel. 

Our source states the President is geared to began mass sweeping changes in the various ministries and strategic positions to help untie the rigid economy – and to also present his administration as responsive.

Mammam Daura who serves at no official position at the Buhari administration is reported to be the most powerful and/or most influential figure away from the President. According to reports, Daura is said to be two and half years older than President Buhari. The nephew-uncle relationship is described as extremely close and date back to childhood years. With Buhari in power, the relationship is said to have taken another dimension entirely with Daura wielding near-absolute power and authority.

A letter which reveals how Abba Kyari, the Chief of Staff (COS) to President Muhammadu Buhari, is using his office in the presidency to further his personal businesses and contradict his boss’s so-called anti-corruption initiative has been obtained by Sahara Reporters.

The letter shows Mr. Kyari prospecting on behalf of Valiant Offshore Contractors Limited, a private business that is being fronted by the major owner of SeaWolf Oilfield Services Limited the single biggest debtor of the Asset Management Company of Nigeria (AMCON).

Seawolf Limited owes First Bank of Nigeria about N160billion, as a result of which two oil rigs owned by the company have since been seized by AMCON and parked at the Lagos Marina.

Nonetheless, COS Kyari went ahead to show his hand in refining the company as a Special Purpose vehicle to immediately commence business with the Nigeria National Petroleum Corporation (NNPC) where he is a board member.

Sources knowledgeable about the deal revealed that as a result, the COS has been piling enormous pressure on AMCON to give Seawolf a clean bill of health so that it can resume business as a drilling services company with the NNPC without meeting its debt obligation to AMCON.

Seawolf is owned by Nigerian businessmen Uwamu Adolor, Okulola Remi (who is close to former President Olusegun Obasanjo), Rasheed Mahey Rafindadi, Wessels Alwyn, Odunlami Remi, Waziri Ibrahim Dahiru and Oduntan  Adetunji.

But while Adolor took loans from banks and frittered them on automobiles using Seawolf, he also secretly formed a company known as Valiant Offshore Contractors Limited, a company that’s now being pushed by Mr. Kyari to get huge oil services contract from the NNPC.

In the letter obtained by SaharaReporters, it is revealed that the COS, in trying to pressure AMCON to sign off on Valiant’s worthiness to do business with the NNPC despite its terrible state of indebtedness, blames First Bank of Nigeria for giving out the loan to Seawolf.

AMCON has reportedly replied Mr. Kyari, saying Valiant could not be given a pass without paying off the debt it acquired through Seawolf.

Our source described the letter as a prime example of how Mr. Kyari has continuously abused his office to engage in corrupt activities and influence peddling right under the nose of the President.

In the past year, the COS has strategically expanded his role at the Presidential Villa, where President Buhari is known to delegate authority to his subordinates.  A presidency source told SaharaReporters that the COS considers himself the alternate President of Nigeria, in most cases jumping into and standing next to President Buhari in official photographs even at high profile events, in contravention of the general protocol.

Recently Mr. Kyari ordered government ministers to report to him rather than the President, contrary to the constitution.  The President, our source said, signs all memos brought to him by Mr. Kyari, without reading them.

 Observers describe Mr. Kyari as one of the most evident contradictions in President Buhari’s anti-graft profile.  Two months ago, SaharaReporters revealed that he was playing a prominent role in blocking an investigation of the Economic and Financial Crimes Commission (EFCC) into a huge fraud by Sahara Energy.

Buhari CONFUSED As Kitchen Cabinet Crumbles Over High Profile
President Muhammadu Buhari is said to be confused on how to handle reports of his kitchen cabinet members are enmeshed in some high profile corrupt practices.

After his inauguration in May 29th 2015, it took Buhari over six months to name his cabinet members, in a bid to ensure they are 'saints' and share his resolved to fight the corruption monsters to a standstill.

An Investigation by, Ripples Nigeria  suggests that once touted as closely knit, Buhari’s kitchen cabinet appears to be crumbling in the face of growing ego conflicts, mutual suspicion as well as mounting allegations of corruption among its members.

Exactly a week ago, June 22 to be exact, the nation’s media space was awash with stories of President Buhari’s meeting with hundreds of State House staff. The gathering which appeared routine has since become subject of intense speculations.

An early pointer to unease within the system was the quiet grumblings that greeted Jalal Arbi, the State House Permanent Secretary, when he told the expectant crowd that they had been assembled to bid President Buhari a warm welcome from his medical trip abroad.

Arbi was quoted as having said to Buhari, “This is the congregation of your children privileged to work in the Villa. We have gathered to welcome you and reassure you of our commitment to integrity, accountability and most importantly fear of God. We pray God to continue to strengthen you and give you peace of mind and tranquility to govern.”‎

No questions were entertained from the motley crowd once Mr President was done with his speech.

The show of solidarity and support, inside sources confided in Ripples Nigeria, were meant to conceal growing disenchantment and portray cohesion within and among the fractured leadership of the President’s closest aides.

Coincidentally, on the same day, news broke of a major conflict involving, perhaps, three of the closest members of Buhari’s kitchen cabinet. An ego war was reported to have pitched Buhari’s Chief of Staff, Abba Kyari, and Lawal Daura, DG, DSS against the Chairman, Economic and Financial Crimes Commission (EFCC), Ibrahim Magu.

The bone of contention, inside sources claim, was Magu’s “intransigence” over attempts by Abba Kyari and the DG DSS to pervert investigations and cover up corruption allegedly perpetrated by Jide Omokore of Sahara Energy, a known ally of Diezani Allison-Madueke, former Minister of Petroleum who is now embroiled in corruption scandal.

The in-fighting within the ranks is said to have been accentuated with the orchestrated arrest and detention of Air Commodore Umar Muhammed, a member of the presidential panel investigating arms procurement. The arrest was on the orders of the DSS boss, a co-member of the same panel.
Sources say the exercise was meant to nail Magu, the EFCC Chairman, as Commodore Umar is alleged to have acted as a front for him in the massive looting of state resources. Interestingly, Magu who is also a member of the same panel has washed his hands off the allegation, apparently to save his skin.

Sources tell Ripples Nigeria that the quiet rumblings within the kitchen cabinet have not gone un-noticed, and that President Buhari is said to be chewing softly on the matter because of its sensitive nature, and his well-known stance against corruption.

“He does not want to betray any emotions or trigger an alarm”, our source said.

Already, Buhari is said to be at a loss on how to deal with the rumoured move by his Chief of staff, Abba Kyari, to stall Magu’s confirmation which is still pending.

President Buhari’s headaches have not been made lighter as he figures what to also make of the allegations of corrupt enrichment hanging on the neck of his Chief of Army staff, Lt. General Tukur Yusuf Buratai, who is largely seen as a poster boy for the administration.

Sources familiar with the development disclosed the details to SIGNAL on Wednesday on condition of anonymity.

Abba Kyari’s illness, which is said to be of an undisclosed nature, has slowed down the efficiency of the office of Chief of Staff to the President, which is the brain box of the President’s office.

“The man has been seriously sick but has been struggling and managing to carry out his duties. Most of the times, files that should be passed on to the President immediately are left untreated for weeks. The condition of the President’s office is in a pretty bad shape. The office is lying in a state of coma”, the source who did not want to be named told this newspaper.

The office of the Chief of Staff to the President is considered the most crucial at the State House after that of the President. The responsibilities of the chief of Staff are both managerial and advisory and can include, selecting key State House staff and supervising them; structuring the State House staff system; controlling the flow of people into the President’s office at Aso Rock villa; determining who gets to see the President and when; managing the flow of information into the President’s office and advising the President on various issues amongst several others responsibilities assigned at the discretion of the President.

Abba Kyari who was appointed Chief of Staff to the President in August 2015 is said to be clinging on to the office despite advice from close friends and associates to resign to seek proper medication for his health.

Asked why President Buhari was yet to relieve Kyari of his responsibility as Chief of Staff, our source disclosed that President Buhari is not disposed to sacking Kyari because of his deep sense loyalty to the President. “The President knows his condition but won’t sack him. He was chosen largely for his loyalty and not for his ability to man that office. Buhari doesn’t joke with loyalty. It is his first consideration for any appointment”, the source said.

SIGNAL made attempts to contact presidential spokespersons, Garba Shehu and Femi Adesina for comments. Both men were not taking their calls at the time of filing this report.

Abba Kyari studied Sociology at the University of Warwick, England and graduated in 1980. He also possesses a Bachelor of Arts Degree in Law from the University of Cambridge, England and was called to the Nigerian Bar after attending the Nigerian Law School in 1983.

In the meeting where Saraki was also expected, only the Speaker of the House of Representatives, Yakubu Dogara met with the President behind closed-door, the Punch Newspaper reported.

In the meeting that lasted for 30 minutes, the Chief of Staff to the President, Abba Kyari, and the Senior Special Assistant to the President on National Assembly Matters (Senate), Ita Enang, were present at the meeting.

Security men attached to the Presidential Villa barred State House correspondents from interviewing Dogara after the brief meeting.

A security gate erected at the front of the Council Chambers was locked against them when they attempted to approach Dogara as he made his way to his vehicle.

Kyari later told the reporters that the Speaker could not have spoken to them because there were two leaders of the two chambers of the National Assembly, saying only one of them visited.

Enang also declined comment on the matter.

Why Saraki shunned the meeting may not be unconnected with his trial at the Code of Conduct Tribunal over some legal lacuna in his asset declaration. The trial Saraki believed is rather a persecution by the FG for obstructing certain force withing the ruling All Progressives Congress, APC from becoming the Vice President.

President Buhari had insisted that insisted he would not sign the budget until the grey areas are corrected. With this situation, Nigerian should expect more harsh economy as the absence of the new budget already biting hard on the economy.

Controversy over the 2016 budget is far from over, as Senate President Bukola Saraki has moved against attempt by President Muhammadu Buhari to doctor the 2016 budget.

The Senate president has therefore insisted on overriding the president’s veto at the expiration of 30 days according to the constitution.

According to a source, Saraki has initially refused to attend a meeting with the vice president, Yemi Osinbajo, and the speaker of the House of Representatives, Yakubu Dogara, to solicit the assistance of the leaders of the National Assembly to include fresh details omitted by the presidency in the 2016 Appropriation Bill.

But after pleading from chief of staff to President Buhari, Abba Kyari, to Saraki, he later attended the meeting where he reportedly told the vice president that, “You can’t strip us naked in public and then dress us in white robes behind closed doors.

“Sorry Mr. Vice President, we cannot help you; let us continue to follow the law and abide with our constitutional duties in the interest of Nigeria,” Saraki reportedly told Osinbajo in refusal to manipulate the contents of the 2016 budget through the backdoor.

Speaker Yakubu Dogara was also said to have re-echoed what Saraki said, noting clearly that the president and his top officials had repeatedly abused the fundamentals for any cordial relationship.

Saraki is facing trial at the Code of Conduct Tribunal, CCT, for discrepancies observed in his asset declaration while he served as a two-term governor of Kwara State.

The trial is believed to be a political witch-hunt masterminded by the presidency and some elements within the ruling All Progressives Congress, APC, who were unhappy with Saraki’s emergence as Senate president.

President Buhari, a retired military general himself, was said to have described Saraki’s emergence as a “coup.”

Nigerian Pilot - There were indications weekend that President Muhammadu Buhari is under pressure from the foreign community to sack his Aviation minister and former Rivers state governor, Rotimi Chibuike Amaechi following his indictment for corruption by the Justice George Omeregi-led Rivers State Judicial Commission of Inquiry, set up to investigate the sale of state assets and the consequent Whitepaper issued by the state government.

On a related note, the federal administration was said to be uncomfortable with unpleasant reports about the disposition of the current Secretary to the Government of the Federation, SGF, Lawal Babachir and the President’s Chief of Staff, Alhaji Abba Kyari. The President is reportedly disposed to easing them out of office.

The president is said to be under intense pressure to drop allegedly corrupt appointees from his cabinet to successfully prosecute his administration’s anti-graft war.

A Western diplomat who confided in Nigerian Pilot disclosed that “there is now increased and general erosion of confidence in the president’s ability to prosecute his administration’s anti-graft war. He added that, “about five senior diplomats have had reason to pass similar observations to the presidency after the Rivers state government Whitepaper that indicted your minister of Aviation, Amaechi over alleged corruption during his years as governor.”

“If I can recall very vividly, they told the president that until people like Amaechi in his government are excused from government to defend the telling allegations against him, the corruption fight will not be taken seriously,” he further said.

The declaration by the diplomats he said was buoyed by a letter written by Governor Nyesom Wike to foreign missions and Embassies detailing findings and related documentary evidences including the government Whitepaper of the Justice George Omeregi commission probe report on the state’s finances during the Amaechi years as governor.

Rivers state’s Commissioner of Housing, Emma Okah, who spoke on behalf of the State Government, who spoke to journalists in Port Harcourt last year on the foregoing report had disclosed that the state’s Attorney-General had been mandated to start all legal processes against Amaechi; a former military administrator of Rivers State, Brigadier Anthony Ukpo (Rtd) and some other former political office holders to refund over N97 billion allegedly misappropriated in the sale of the state’s valued assets.

According to investigations by Nigerian Pilot, alleged indictment by some foreign consultants contracted by Buhari to assess his administration six months after assuming office.

“The president being a leader desirous of returning Nigeria to the path of sanity and prosperity contracted the consultants recommended by former President Olusegun Obasanjo. But the president gave them his own terms of reference which were not envisaged by his earlier understanding with Obasanjo,” said one foreign diplomat who was privy to the matter.

He said that the report concluded that the Buhari administration was better off when the President was working with permanent secretaries adding that he should have retained some of the “good and patriotic hands among them” instead of the almost clean sweep that sent all of them away leaving a wide vacuum in positive governance. “They were effective either because they understood the workings of government very well given their experiences or they dreaded any tendency to act outside the directives of President Buhari,” he added.

The source continued: “the president contracted a firm from the U.S. to assess the performance of his government and officials. The result is far from complimentary in respect to some officials, number one of which is the SGF, Engr. Lawal.

“The SGF’s supervisory role over the MDAs was also brought to question in the report; but it is surprising that the president has allowed him to stay this long after that report. I am aware too that somebody is being considered for that position,” the source confided.

One of the instances mentioned in the consultant’s report is the sacking of heads of MDAs recently whereby other political appointees in such MDAs were left out of the action.

Said the source, “some departments and agencies’ staffers have expressed the worry that executive directors were left in office while chief executives of some agencies have been sacked by the present regime.

“The aggrieved staff argued that executive directors ought to have gone with the chief executives since they are all political appointees, stressing that the executive directors could not be excused from any impropriety that may have happened in such departments and agencies.
“The affected staff appealed to the president to as a matter of urgency sack the executive directors and probe their time in office.”

He said the case of the Chief of Staff is not different as his effectiveness as the bridge between the president and his aides alongside other federal, states and foreign governments’ officials has long been in doubt. 

Put together, the source alleged that the ineffectiveness of the duo has contributed largely to the steep nose-dive of government in the past months.

The two presidency officials were appointed last October by Buhari.
