New Telegraph - Palpable fear has gripped some prominent members of the President Muhammadu Buhari’s cabinet, following rumours that the presidency might off-load them because of the weighty allegations leveled against some of them by two Supreme Court judges.

The apprehension came just as prominent Nigerians, including Constitutional lawyer, Ebun Adegboruwa; factional leader of Ohaneze Ndigbo, Chief Goddy Uwazuruike, and a former Secretary to the Benue State Government, Prof. Saint Gbilekaa, called on President Buhari to remove the Minister of Transport, Chief Rotimi Amaechi, and his Science and Technology Counterpart, Dr. Ogbonaya Onu, to enable them defend the weighty allegations leveled against them.



The fear was reinforced when it was observed last week that the Chief of Staff to the President, Abba Kyari, who was allegedly named in a N500million bribe over the fine imposed on the mobile telecommunication company, MTN, had been out of office for over two weeks. 

Presidency sources said a number of the ministers are jittery over the allegations and that one cannot rule out the possibility of a cabinet shakeup soon to remove some ministers who are said to have heavy baggage. 

A key government spokesman, who chose not to be named, said he could not confirm that, but that Kyari was on annual leave and would resume duties tomorrow.

Since the arrest of over seven judges by the Department of State Security (DSS), over allegations of corruption in the past three weeks, some of the judges have complained of victimization, witch-hunt and that evidence were planted in their apartment.

While Justice Sylvester Ngwuta of the Supreme Court alleged that Hon. Rotimi Amaechi begged him to pervert justice by canceling the governorship election in Ekiti State and order fresh election to favour his friend, Dr. Kayode Fayemi, Justice Inyang Okoro alleged that Amaechi also attempted to bribe him to influence the elections in Rivers, Abia and Akwa Ibom states. Similarly, Justice Ngwuta alleged that Dr. Onu invited him to his house and demanded that he influenced the outcome of the Governorship Election Appeal for Ebonyi State in favour of the Labour Party candidate in the state who had reportedly agreed to decamp to the All Progressives Congress

Whereas both Amaechi and Onu have denied the allegations, with the former describing it as “pure fiction, a dubious diversionary tale concocted to muddle the very serious issues of his (Ngwuta’s) arrest and investigations by the DSS,” President Buhari has been advised to, as a matter of urgency, drop those ministers and submit them from investigation. Constitutional lawyer, Ebun Adegboruwa, in an interview with Sunday Telegraph, said the current development was a fallout of the belief that even while in the opposition, the APC manipulated the judiciary to secure victory in many states, especially in the South.

“Governors Rauf Aregbesola, Adams Oshiomhole and Kayode Fayemi were imposed on Osun, Edo and Ekiti states respectively by the courts, and not through the ballots,” he said.

He noted that the manipulation by the APC, which was a beautiful bride of the judiciary over the years, have now boomeranged because the party could no longer have its way, adding that it only shows the APC as “an agglomeration of propagandists and political opportunists who took Nigerians for granted and took advantage of PDP’s poor performance to hoodwink Nigerians to vote for them” “I believe that the judges could not have cooked up the allegations against Amaechi and Onu, especially since the former is gradually becoming the Mr. Fix it of this administration. My submission, therefore,  is that if the indicted judges are to step aside, the indicted ministers should also step aside,” he said.

He stated that the current development was akin to the manner the Senate President, Bukola Saraki, and his Deputy, Ike Ekweremadu, were intimidated and charged to court for alleged forgery until they stood their grounds and the Federal Government beat a retreat by withdrawing the charges against them.

While he said corrupt judges have no business in the temple of justice, Adegboruwa added that the constitutionally approved organ, “the NJC, should be allowed to remove them, not the APC, not the DSS and definitely not Amaechi.” Uwazuruike in an interview with Sunday Telegraph, said the allegations against the ministers are weighty and the said ministers “should step aside for thorough investigation,” in order not to make a mockery of the anti-corruption war and the ‘Change Begins with Me’ programme.

“If you look at the Justice Ngwuta’s allegation, he was very pointed, telling the Chief Justice of the Federation: ‘My Lord, may I recall one morning when I pleaded not to be on the Panel of Rivers Governorship Appeal? My Lord, you said I was already on the panel and asked me why I made that request to be excluded.

When I explained what transpired the previous night, Your Lordship said Amaechi had also attempted to influence other justices,’ that means that the CJN was aware of the issue right from the beginning.

“Amaechi and the Chief of Staff to the President, who has been named in one or two cases of corruption, should be asked to step aside and thorough investigations carried out on this matter,” Uwazuruike said. He added, “This battle is against the independence of the judiciary. Since 1999, there had been attempts to deal with the judiciary.

The then President Olusegun Obasanjo tried it and you remember that there was a time the Supreme Court was burgled. That is the point I am making.” Gbilekaa said the President needs to show greater seriousness with the war on corruption by ensuring that prominent members of the APC accused of corruption are probed.

“He should also probe other non-PDP members. People have mentioned Rotimi Amaechi, his Minister of Transportation; Babatunde Fashola, the Minister of Works and Housing and several other names.

Of course, people who say the Buhari’s anti-corruption war is lopsided are quite right; we are not blind; we have eyes and we are seeing. So, as Nigerians, we know what is happening, it is one sided. Corruption should not be a party alphabet,” he said.

The development is reportedly linked to the SGF’s perceived support for Tinubu who has been fingered by some of the President’s associates as one of the frontline sponsors of the sustained campaign of divisive and inflammatory media attacks on Buhari; presidential aides particularly Chief of Staff to the President, Alhaji Abba Kyari and the president’s nephew, Alhaji Mamman Daura; cabinet members and members of APC National Leadership reportedly loyal to the President.


Kyari and Mamman Daura are so powerful at the presidency that some referred to them as co-President of Nigeria.

On Monday, October 11, 2016, the SGF, who initiated a meeting held in the conference room of the Office of the SGF in Abuja with APC stakeholders in Delta state, reportedly dismissed the national leadership of the party as tactless in resolving disputes in the Party.

The ‘APC Stakeholders’ meeting was reportedly convened by the SGF, Mr. Babachir David Lawal, without the consent and knowledge of the presidency and the APC national leadership.

The SGF’s outburst comes after his reported failed spirited bid to pressure the APC National Leadership to cancel the September 3, 2016 APC primaries that produced Mr. Rotimi Akeredolu (SAN) as the Party’s Ondo State governorship candidate.

The SGF was before his appointment, the National Vice-Chairman, North-East.

Meanwhile, it is learnt that in a meeting held on Tuesday, the APC National Leadership was briefed on alleged anti-party activities by Asiwaju Bola Ahmed Tinubu. The former Lagos state governor reportedly asked some APC members in Ondo state to move to the Alliance for Democracy (AD) after the alleged injustice meted to him.

Tinubu is believed to be supporting Chief Olusola Oke, a former governorship aspirant in Ondo APC, who recently defected to the AD with his supporters.

Tinubu’s frustration is informed by his candidate in the Ondo governorship primary. Dr. Olusegun Abraham losing out to Akeredolu.

“The President has been briefed on the activities or can I say alliance between the SGF Babachir David Lawal and Tinubu. We (presidency) are still studying the situation. This is politics, you don’t expect me to relay to you actions we will take. According to a top-level source who disclosed the details to SIGNAL, a recent meeting with President Buhari at the Aso Rock Villa showed how much the illness may have worsened in the last few months with the President needing a reminder over and over again to keep up with the details of an ongoing conversation.

The development is said to have created a situation where the President is technically no longer in control of serious governance decisions. According to the source who did not want to be named, Mamman Daura, a close confidant of the President has now assumed overwhelming control of the Buhari administration taking advantage of the President’s ailment.

“It is a really serious situation. It is looking like the President has now been caged and hijacked. He is not in control. Daura is the one handling most of the key issues. He is the one who manages the entire decision making process from who is listed and presented to the President for appointments, interpretation of key policy decisions and their implications to the President, and even who is targeted or penciled down for arrests or prosecution. It’s unbelievably shocking”, the source said.

The unfolding development corroborates an earlier report by SIGNAL in June 2016 which revealed details about how wife of the President Mrs. Aisha Buhari was being sidelined by the Daura cabal which had hijacked President Buhari’s government.

But President Buhari was not done yet as the litany of his memory loss gaffes saw a fresh replay in Europe, this time referring to the Chancellor of Germany, Angela Merkel, as “President Michelle” of “West Germany” during the G7 Summit in Germany.

A medical practitioner who spoke to SIGNAL on condition of anonymity disclosed that these errors provoke more than casual interest in claims that the President may actually be battling Alzheimer’s disease. “We must continue to pray for the well-being of Mr. President but I think it is in the public interest that citizens begin to call for a proper medical assessment of the fitness of the President for his own good and for the good of the country. Some of the signs are troubling and Nigerians should be concerned”, the medical practitioner said.  

A series of foreign trips and medical vacations

Although much of the President’s health challenges have been carefully shielded from the Nigerian public by presidential handlers, several media reports indicate that President Buhari’s frequent vacations and trips abroad since he assumed office in May 2015 are beyond official engagements but actually health-related.

In June 2016, President Buhari proceeded to London for 10 days for medical attention and what his handlers described as a vacation. The development raised concerns and fears over the President’s health. Presidential spokesperson Femi Adesina dismissed concerns about Buhari’s worsening health condition stating that the President was “fit as a fiddle.”

Recall that earlier in February 2016, Buhari also took a six-day vacation.

During the President’s trip to London in June 2016, there were reports that aside from seeing an E.N.T. specialist for a persistent ear infection, he was also placed on close medical observation for possible cancer treatment. In a closely related development, informed sources who did not want to be named told SIGNAL President Buhari has been reluctant to proceed on an extended medical leave that could take at least eight weeks to undergo a combination of medical procedures abroad.

“The extended medical leave would enable the President undergo an extensive procedure that will take at least eight weeks. His doctors abroad have advised he needs to undertake the procedure but the President has been reluctant because that would amount to his absence from office for at least two months. His close advisers think that would be too risky and they are trying to avoid a repeat of the Yar’Adua situation. So for now the doctors in Nigeria are administering treatments and whenever they observe an emerging complication, he is scheduled for a foreign visit where he goes on another round of medical check-ups abroad”, the source said.

A statement on Wednesday from the Nigerian Presidency announced that Buhari would be leaving for Germany on Thursday for a meeting with German Chancellor Angela Merkel. The Presidency said Buhari would discuss with Merkel, matters relating to Boko Haram and the Nigerian economy.

Since his inauguration on May 29, 2015 Buhari has earned the record of Nigeria’s most traveled President within a time span of twelve months.

According to the media report, the BBC Hausa Service is under intense pressure from President Muhammadu Buhari and members of his kitchen cabinet to pre-empt broadcast of the interview granted by his wife, Aisha Buhari.


The interview is due for broadcast on Saturday, but the President is said to have reached out to his wife, who is currently in London, to stop granting further interviews to the media.

In excerpts that have been widely reported in the media, Mrs. Buhari is quoted as saying that the President had ditched those who really worked for his victory in the 2015 election and is instead focusing on those that didn't participate.

The First Lady was expressing frustration with members of President Buhari's kitchen cabinet, particularly his nephew, Mamman Daura; and his powerful chief of Staff, Abba Kyari.  They are widely-held as having shunted aside those who worked tirelessly for President Buhari to come to power.

She also said the President did not know a majority of his ministers before appointing them to office.

SaharaReporters has also learnt that neither Daura and Kyari voted for Buhari in the last election.  A source knowledgeable about the inner situation at the Presidency said neither man possesses a voter’s card or is registered as a member of the ruling All Progressives Congress.

Mrs. Buhari and other members of the APC are frustrated with the President because he has refused to make the changes expected of his government, and continues to empower his nephew to run roughshod on issues of governance. Mr. Daura is reportedly so powerful that Buhari’s ministers have to get his approval to get funds released for their projects.

Our sources gave the example of Daura’s influence when the Minister of Sports, Solomon Dalung, got funds released to him for the Rio Olympics 2016 after he met and received the blessing of Mr. Daura.

Also recently, President Buhari promised several persons who complained to him about the corrupt elements in his government of plans to make changes, but he never did.  Of particular importance are Mr. Kyari and the Secretary to the Government, Babachir Lawal, who are accused of corrupt practices.   Also involved is Central Bank Governor Godwin Emefiele, on account of his handling of fiscal issues.

The telephone call from Magu was made while President Buhari was visiting New York for the United Nation’s conference recent. Magu placed the call informing the president and pointing to the available facts to back up his claim. 

Our source indicated that the President gave a cold reaction to the revelation. The President ended the call without the celebratory formalities and immediately placed a call to the chief of staff.

As the Chief of staff answered the call, the President went straight to the point. He asked Kyari if he collected bribe from the officials of MTN. Kyari did not deny that he did. He rather gave reasons as to why he did. The President hung up the call before Kyari could complete making his point. It was abrupt.

As the United Nation’s conference ended and Buhari returned to Nigeria, the relationship between the Chief of Staff and the President changed from warn to cold. News reports have it that Buhari began the search for a new chief of staff to replace Abba Kyari.

Following media reports that the Chief of Staff to President Muhammadu Buhari, Abba Kyari allegedly received N500 million from the telecommunication giant, MTN to cut down the N1.04 trillion fine slammed on the company for infraction, the Chief Executive Officer of MTN, Ferdi Moolman, announced on Friday that the telecommunications giant did not give bribe for the reduction of the N1.04 trillion fine, NAN says

Mr. Moolman said in a statement in Lagos that MTN’s attention had been drawn to an online report, alleging that a top official in the Presidency took bribe from the company to get the Federal Government to reduce the fine.

”MTN Nigeria has no knowledge of this and the allegation is therefore denied.


“The MTN Nigeria fine was ultimately settled with the Nigerian Communications Commission (NCC),” he added.

Media reports have alleged that a top presidency official collected N500 million as bribe from MTN to help the company to mitigate the fine imposed on it by the Federal Government.

The NCC had last year reduced the fine to N330 billion.

MTN was allowed to pay the fine in a staggered payment plan that would last till May 31, 2019.

The fine was imposed in October 2015, over the inability of the operator to disconnect about 5.1 million subscribers it registered improperly on its network.

By the terms of the agreement, MTN is expected to pay N30 billion to the NCC, 30 days from the date the agreement was entered into on June 10, 2016.

MTN is also expected to pay N30 billion to NCC on March 31, 2017 and another N30 billion on March 31, 2018.

It is also to pay additional N55 billion on December 31, 2018 and a balance of N55 billion is expected to be paid on March 31, 2019.

Files that shouldn’t have taken more than 24 hours to reach the president sometimes spend three months without getting the president’s attention. This is one key reason while the government business is not moving accordingly. This has greatly helped in slowing down the activities of government and this is definitely not good for the government,” a top party leader told Frontiersnews.

Investigations revealed that President Buhari is having challenges over Kyari and Lawal’s issues as he confessed to friends and political leaders that he was finding it difficult to change Kyari because he had not seen a more competent hand to takeover the office.

“The issue of the chief of staff is a personal one. He is a personal staff and I have to be careful who I appoint as Chief of Staff. I wouldn’t want to hand over that office to just anybody but somebody that I know and who is competent,” the President was said to have confessed to close associates and key party leaders.

Our correspondent’s investigations revealed that despite hoarding files and preventing ministers and heads of agencies from seeing the president, Mr. Kyari is also in the habit of usurping the responsibilities of the SGF, head of the civil service of the federation (HCSOF), ministers and heads of agencies.

He has been accused of single handedly appointing boards of agencies and other key political appointments in the country.

“Ministers are very unhappy because Kyari is the one doing their jobs. He appoints boards and key appointments in agencies and parastatals without consulting the concerned ministers. The unfortunate thing about the whole thing is that they do not have the spin to challenge him or report the matter to the president. This is very worrisome and unhealthy for the government,” the party source said.

The source, who spoke to our correspondent, on the condition of anonymity said “even the SGF and the HCSOF cannot challenge Kyari. He is infact acting as if he is the president and nobody is calling him to order. He can do anything and act the way he wants without consulting anybody and nothing will happen.”

In the case of the SGF, our correspondent gathered that party leaders are also complaining that he doesn’t have the requisite experience to handle the critical challenges that the office require, especially at this time in the life of the nation.

“The government needs a vibrant, articulate and a more experienced SGF at this time. Lawal cannot handle the challenges of the moment. This is a critical time in the life of the nation and somebody who is charismatic, experienced and one with a vast knowledge of the economy should be in charge. Lawal cannot handle what is presently facing the Nigeria,” the source stated.

How Buhari Shielding Chief of Staff, Kyari Despite Concrete Evidence Of N500m Bribe From MTN
President Muhammad Buhari has received concrete evidence that his Chief of Staff (CoS), Abba Kyari, took N500m from operators of MTN to help the telecommunications giant mitigate the fine imposed on it by the federal government, SaharaReporters has learned.

Sources say the evidence was presented to President Buhari several times including during the Sallah holiday.

The mind-boggling revelation is the latest in the mounting allegations of corruption involving members of the top echelon of President Buhari’s administration.


Confronted with the evidence, the CoS reportedly claimed he was helping the All Progressives Congress party raise funds for the gubernatorial election in Bayelsa State, to which the president is said to have asked him if he was the party chairman, but did not relieve him of his post.

SaharaReporters has previously revealed several corrupt actions of the Chief of Staff.  They include taking money from Jide Omokore, a shady businessman who was massively involved in corruption in the oil sector in the preceding administration.

Following acceptance of the money, Mr. Kyari reportedly took Mr. Omokore twice to meet President Buhari to enable the businessman to make a promise to refund some of the funds.  A source told Saharareporters Omokore promised to refund N500 million

When Omokore was eventually arrested by the Economic and Financial Crimes Commission (EFCC), the CoS reportedly told President Buhari that it was the EFCC chair, Ibrahim Magu, who had bungled progress concerning Omokore.  SaharaReporters has also previously reported that Mr. Kyari wants to remove Magu from the anti-graft body in favor of a candidate who is more amenable to his wishes.

On his part, Omokore is also known to have bribed the judge handling the case with $2million.  He was released on bail without leaving the court premises.

Other members of President Buhari’s inner circle have been exposed as engaging in serious cases of corruption but the President has not acted on their cases, either.  In some instances, they reportedly got members of President Buhari’s office to absolve them of any “wrongdoing”.

Among others:

The Chief of Army Staff, Yusuf Buratai, was found to have used Nigerian Army funds to purchase homes in Dubai;

The Minister of Internal Affairs, Abdulrahman Dambazau, bought homes for millions of dollars in Boston in the United States;

Several other aides and officials within the government have been exposed for involvement in illegal employments and forgery of age and certificates.

As in the case of Mr. Kyari, they have so far all been shielded by President Buhari.  Speaking earlier this to journalists in Daura, his hometown, the president said his “anti-corruption war” was being implemented on the basis of justice and fairness.
