Budget Scandal: Speaker Dogara Goes 'Thuggery', Invades Secretariat, Seized Computers To Eliminate Evidences

In an act that could be liken to the thugs, the Speaker of House of Representatives, Yakubu Dogara and 3 other principal officers accused of inserting billions into the 2016 budget reported invaded the appropriation secretariat in a bid to suppress corruption evidences lebeled aginst them, former Chairman of the House of Representatives Committee on Appropriations, Abdulmumin Jibrin, on Thursday claimed on Thurday
The enbattled lawmaker said Dogara and others are trying to obstruct justice by seizing information relevant to the allegation and impeding investigations.
A statement issued by Jibrin on Thursday reads:
“Speaker Dogara has ordered that all the computers in the appropriation secretariat be shut down and moved to his office as if that is the answer to the allegations I raised.
“The secretariat workers are being harassed to keep quiet and suppress facts. There has also been an attempt to break into my office at the House.
“I know he wants to tamper with documents critical to his and three others future investigation and prosecution but unfortunately for him we already have enough evidence in our possession. The security and anti -corruption agencies should kindly take note. ”
Speaking on the press briefing organised by Gombe Reps Caucus which accused him of waging a “campaign of calumny,” he said:
“Five members of the Gombe caucus addressed the press today (Thursday) in a show of shame and succeeded in only rehearsing the accusation of lies leveled against me by Speaker Dogara.
“Two of them are part of the list of corrupt members I will be submitting to the EFCC. My response to them is they should simply read my full reply released yesterday and join the Transparency Group (TG), an alliance of hundreds of members to cleanse the House of corruption and corrupt members.
“They should act honourably by calling on Speaker Dogara to listen to the call of Nigerians to reconvene the House immediately so that an independent investigation can commence.”
When the Special Adviser to the Speaker on Media and Public Affairs, Turaki Hassan, was contacted on the issue, he declined to react to the allegation.

The scandalous 2016 Budget Padding scandal tearing apart two best of friend, Speaker Yakubu Dogara and the embattled former Appropriation Committee Chairman of the House of Representatives, Abdulmumin Jibrin is taking a dirtier dimension as some secret deals which they have both secretly concealed together are being exposed as Jibrin, has accused Dogara of diverting a federal government project to his personal farm in Nasarawa State.
Recall that Jibrin has been leveling allegations of corruption against Dogara and some other principal officers of the House since last week when he was removed as the chairman of the Appropriations committee.
Dogara had yesterday given him a seven-day ultimatum to retract the allegations against him and apologise or be ready to face legal action.
But while making the latest allegation on Thursday via his Twitter handle, Jibrin wrote, “Good morning fellow Nigerians. Every day, I will give additional allegation against Mr Speaker and the three others until the law catches up with them.”
“Allegation No 21 to Mr Speaker: Why did you fraudulently divert a federal government water project to your farm in Nasarawa and how are you funding the farm?
“When a new speaker emerges and the other principal officers replaced, I will write to the presiding officers of both chambers to commence a radical internal reform in the entire national assembly beyond budget to cover performance assessment, running cost and allowances, investigations etc
“If the reform so done on the national assembly is not made public latest by December, I shall take it up and lay before the general public even if I am alone.
“The idea is to do a clean up, flush out corruption and corrupt members so that in 2019 only corrupt-free people who want to serve will come in.”

Mr. Abdulmumin Jibrin, the embattled former chairman of the House Committee on Appropriation on Wednesday raised 20 questions for Speaker Yakubu Dogara bordering on the unfolding budget padding scandal.
Mr. Dogara must respond to the questions individually, Mr. Jibrin said in a fresh statement
The House was thrown into chaos following a decision the leadership took to remove Mr. Jibrin as Appropriation Committee chairman last week Wednesday.
Speaker Yakubu Dogara said Mr. Jibrin was removed because he allegedly betrayed the House and lacked competence in steering the committee.
Mr. Jibrin, however, said he stepped down willingly and denied the charges that he committed treachery and lacked competence.
The 20 questions are as follows:
1. Why did you take the decision to fraudulently shortchange the House by taken away 40 billion naira out of the 100 billion naira allocated for constituency projects and distributing same to yourself and others without the approval of the House?
2. Why did you approach the former house appropriation chairman with written personal requests and list of about 30 billion naira to be inserted into the 2016 budget and his inability to get that done caused a major rift between you all and him?
3. Why did you insert wasteful projects for your various constituencies worth about 20billion naira despite the former appropriation chairman professional advice against such?
4. Why did you ignore his complaint to you that just about 10 standing committees of the House inserted over 2000 projects worth 284 billion naira?
5. Why did you take away the appropriation committee secretariat on two occasions where several insertions were made into the budget which created avoidable tension during the budget process?
6. Why did you direct the former appropriation chair which he rejected to create a strange line item in the service wide vote to allow for a 20 billion naira insertion into the budget under the name of NASS using a former PDP Senator and top politician?
7. Why are you trying to scam members with a fraudulent arrangement to deduct monthly from money meant for members office running cost to fund a so called mortgage arrangement?
8. Why did you abuse your office in a conflict of interest directed an agency to grant loans and a construction company to work on your Asokoro plot and arrange frequent private meetings with heads of MDA’s?

10. How much did you collect for rent of house and guests houses and how much did Hon Herma Hembe steal from the money that caused the outburst of Lasun?

The leadership of the House of Representatives has opened up a can of worms on the padding of 2016 budget and corrupt practices in the parliament. It accused the embattled former chairman of the Committee on Appropriation, Hon. Abdulmumin Jibrin, of initially inflating the 2016 budget by N250 billion and diverting funds meant for lawmakers to the Hadejia-Jama’re River Basin Authority and other ministries, departments and agencies (MDAs).
A source in the leadership of the House also accused Jibrin of fraudulently allocating N250 million project to favour his wife in the budget.
This is even as the House has resolved to forward to the Economic and Financial Crimes Commission (EFCC) alleged corrupt deeds of Jibrin for investigation and possible prosecution. Jibrin is also to face the House Committee on Ethics and Privileges to prove his allegations. It was learnt that “Jibrin padded the budget with N250 million for the construction of a market to be sited in Argungu, Kebbi State.” Jibrin’s wife, Adamu Augie, is from Argungu.
It was learnt that Jibrin allocated the amount for the construction of International Tourism Market in his wife’s town, Argungu. The source alleged that the padded project was domiciled at the National Tourism Development Corporation (NTDC).
“This is the highest level of corruption, greed and crass insensitivity for the former chairman to allocate N250 million to his wife at a time members were struggling to get paltry sum of N30 million as their constituency projects.
“He was so mean that he denied us in the committee just N30 million, but had the guts to allocate N250 million to his wife who is not a member of the House.
What has she contributed to have earned such a huge allocation?” a lawmaker charged. Briefing the press yesterday in Abuja, chairman of the House Committee on Media and Public Affairs, Hon. Abdulrazaq Namdas, exonerated Speaker Yakubu Dogara and other principal officers of any wrongdoing or complicity in all the allegations of budget padding and sundry corrupt practices levelled against them by Jibrin.
Namdas said apart from the N4.1 billion he whimsically allocated to his constituency in the budget, “Jibrin also inserted N3 billion in the budget for the establishment of film village in his constituency without the knowledge or consent of President Muhammadu Buhari.”
Namdas clarified that Jibrin was relieved of his position for abuse of the budgetary process, lack of credibility, blackmail of colleagues and heads of MDAs, and corrupt antecedents capable of bringing the institution of the parliament to disrepute.
He disclosed that: “The leadership was also in receipt of complaints about his activities as Chair of Finance Committee in the 7th Assembly, which had potential to embarrass the House.
Investigations found that from 2011- 2015, Hon Abdulmumin domiciled with Hadejia- Jama’are River Basin Authority and few other MDAs some of the allocations meant for his former Finance Committee members.
“He was alleged to have aided the use of front companies that collected funds without executing most of the projects. The projects have been compiled and will be referred to the antigraft agencies to establish why the projects were fully paid for and not executed, who collected the funds and why has Hon. Abdulmumin not raised any alarm about the non-execution of the projects even now?”
According to Namdas, “Hon. Abdulmumin had initially inflated the budget by adding about N250 billion more to the total figure as submitted by Mr. President. This, the NASS leadership outrightly rejected as a form of financial recklessness and inability to appreciate the dwindling resources available to government necessitating that we act prudently.”
He alleged that: “Jibrin was in the habit of collating, warehousing and manipulating sensitive information to blackmail people sometimes apparently for pecuniary purposes. And by the virtue of his position as Appropriations Chairman, he meets with very high and senior public officers at all levels. “The Speaker and the leadership were inundated with complaints by heads of MDAs over harassment from the House Appropriations Chairman to engage in conduct and acts unbecoming of their offices .
“The leadership lunched an internal investigation into these allegations and was largely satisfied that action had to be taken to remove him, in the interest of the integrity of the House. “One clear example is the insertion of funds for the so-called Muhammadu Buhari Film Village in his Constituency in Kano State without the consent or solicitation of Mr. President. This has brought both Mr. President and the government to disrepute.”
Expatiating further, Namdas revealed that “One of such is the numerous projects he claimed in a Channels TV interview in April 2016, to have sited in Mr. President’s home town of Daura, Katsina State without Mr. President’s solicitation or knowledge, in a desperate attempt to blackmail Mr. President as an answer and justification for allocation of N4.1 billion to his constituency when confronted by the interviewer.
“He did not stop there. Hon Abdulmumin went about soliciting Honourable members to nominate projects for him to help them include in the budget. When called upon to defend his actions as Appropriation Chairman, all he did was to be calling names of those members and the amount he helped include for them in the budget in an unsuccessful bid to silence them.”
Namdas added that: “It was also discovered that the former Chairman, Appropriation Committee discreetly and clandestinely allocated monies for projects that are not clearly defined in the budget for the purposes of exploiting the ambiguities for personal gains.”
Defending the actions of the speaker in tampering with the budget, Namdas stated that: “The legislature is therefore constitutionally incapable of padding the budget. The removal, introduction of projects or the amendment of Mr. President’s estimates in the Appropriation Bill cannot and should never be construed as an act of corruption or impropriety because it is at the core of appropriation powers of the National Assembly as aptly enshrined in the 1999 Constitution.”
The spokesman challenged Jibrin to “release the signed inputs of Mr. Speaker and not pieces of paper that bears no acknowledged authorship.”

The brewing feud, corruption allegation and counter allegation in the House of Reps is getting messy as former Chairman of the House Committee on Appropriations, Abdulmumin Jibrin, has reiterated that allegations of budget padding levied by him against the Speaker, Yakubu Dogara, and other principal members should not be taken as an attack on the House as an institution.
In a personal statement by the lawmaker released to the media, Jibrin gave details of how the process of screening the 2016 budget by the appropriations committee was hijacked by Dogara and a cabal within the House. According to him, the relationship between him and Dogara turned sour long before the budget padding issue came to the fore.
PRESS STATEMENT BY ABDULMUMIN JIBRIN
MY ALLEGATIONS ARE AGAINST THE QUARTET OF SPEAKER YAKUBU DOGARA, DEPUTY SPEAKER YUSUF LASUN, HOUSE WHIP ALHASSAN DOGUWA AND MINORITY LEADER LEO OGOR NOT THE HOUSE OF REPRESENTATIVES AS AN INSTITUTION AS MR SPEAKER DESPERATELY WANTS HONOURABLE MEMBERS AND THE GENERAL PUBLIC TO BELIEVE.
I am compelled again for the purpose of emphasis to state categorically clear that my allegations are against the quartet of Speaker Yakubu Dogara, Deputy Speaker Yusuf Lasun, House Whip Alhassan Doguwa and Minority Leader Leo Ogor not the Honourable House as an institution nor other members of the body of principal officers. The other members of the body of principal officers were to the best of my knowledge completely excluded from decisions on the 2016 budget and the budget inputs inserted on their names were exclusively carried out by these QUARTET.
I have to state this very clearly because these QUARTET have resorted to desperate moves to drag the entire House of Representatives into the case of gross abuse of office I have levelled against them as individual Presiding and Principal officers of the House. This is clearly a mischievous move to set me on collision with the entire house. They have also recruited four from the VERY FEW members of their cabal to use some elements of the Nigeria police to kidnap, harass, blackmail and intimidate me into silence.
Until yesterday, the police were laying siege by my house blocking the entrance and exit shouting that they want budget documents. They embarrassed my entire family with a nursing mother and a seven-month old baby that cried all night. The game plan was to arrest me and dump me in police net while a heavy media propaganda will be carried out to mislead the world that I have been sacked and police have picked me up as a culprit in 2016 budget. Whenever I am released, an irreparable damage would have been done to my person and that will stick for life.
As God Almighty will have it, I had travelled out of town before they could execute their evil plan. God is always with the innocent. The members in the thick of this plot are Hon Jagaba Adams, Hon Jika both chairmen interior and police affairs respectively, Hon Muhammed Bago, Hon Muhammed Zakari and the last one I need not to introduce him to Nigerians, you know him better and know what he is best remembered for. He is the one who threatened my life and the police are yet to take a single action on him. He is now the Leader of the Dogara cabal. He calls the shots in the House. He makes all the decisions of Mr Speaker. He talks down on members and gets away with it. He has SUDDENLY began living such an expensive life style. Lately, a former influential principal officer of the House complained bitterly that it is only Dogara that will hand such a committee to a person like Hon Herma Hembe of this world, chairman FCT. They have been running from pillar to post looking for evidence in their wild dream to nail me. I made a huge sacrifice to leave, shouldn’t they just leave me alone?
I therefore urge my Hon. colleagues and the general public to call on Speaker Yakubu Dogara and the 3 other principal officers to stop their desperate attempt to drag the entire House of Representatives into this matter. They should also stop using the House Spokesman Hon Namdas to issue statements in respect to these allegations because it is a deliberate attempt to mislead the public into believing that they have the backing of the entire House on this matter. They should come out and defend themselves and prepare for the investigation that will be instituted by the House on this matter. At least the Minority Leader and Whip have attempted some response which are at best lame! The House of Representatives as an institution must live above board and will continue to survive beyond people who abuse public trust like Mr Speaker and his 3 cohorts.
Let me make further revelations in addition to the ones I have already made which are in public glare.
ONE: During the budget period, when they discovered that I was not the kind of a person they could use to perpetrate their illegality, Mr Speaker and the 3 other principal officers took away the entire Appropriation Committee Secretariat to a secret location where all sort of insertions were made into the budget. The blackmail has always been – “Abdul people will laugh at you if anything goes wrong between you and Dogara because of the lead role you played and the many toes you stepped on to get him elected”. It’s been a painful experience.
Again the secretariat was taken away from me on Speaker Dogara’s instruction for the second time to a location I don’t know and all sort of insertions into the budgets were made and returned to me for signature. I said over my dead body! It was a massive crisis behind the scene until the early morning of the Friday that Mr President assented the budget. It was Sen Danjuma Goje that brokered a compromise that since the Deputy Speaker leads the harmonization committee, he should also sign such that the harmonization committee will share responsibility with us. Senator Goje pleaded with me so hard all night and later shouted heavily on me reminding me that he is not talking to me as a Senator but as a father. I cried heavily all night.
TWO: When the budget harmonization committee headed by Deputy Speaker Yusuf Lasun gave out 80% concession across board to the executive demands during the harmonization negotiation, it was agreed that the remaining 20% should go to the entire NASS. The Deputy Speaker excused himself that he wanted to go and consult with Mr Speaker. He came back after few hours and in an unprecedented display of greed presented to me a hand written note distributing the remaining 20% to only principal officers. 70% of the 20% was reserved for Mr Speaker and himself while the remaining 30% of the 20% goes to other principal officers. I am sure he will recognize the hand writing when he sees it. My colleagues didn’t know all of these.
THREE: Mr Speaker also directed me to create what I advised him will be a controversial line item under service wide vote to introduce about N20 billion project using the name of NASS. He directed me to see a highly placed PDP politician which I did and collected the documents. I advised him repeatedly against it but he kept pressuring me until I bluntly told him I will not!
FOUR: When the Appropriation Committee received all the budget reports from standing committees, an analysis was conducted. We discovered that about 10 only out of the 96 Standing Committees of the House introduced about 2,000 (two thousand) projects without the knowledge of their committee members amounting to about N284, 000, 000, 000 (Two hundred and eighty-four billion naira). I was alarmed. But I was cautious because at our pre budget meeting with the committee chairmen, I was clearly warned not to touch their budgets. I reported the matter to the speaker. He did nothing about it obviously because he was working behind the scene with the committee chairmen. That was the beginning of the whole budget problem from the side of House and the whole exercise had to go through several versions before it was passed.
So, is it Abdul that introduced 2000 projects into budget worth N284billion? But I quietly bore the pain and abuses from all over the country and continued to defend the committee inputs as a show of loyalty to the institution I represent which I so much love and still have many great minds in there. Apart from Chairman Agriculture Hon Mongunu who owned up and explained his inputs at the only executive session I was allowed to attend, the other few chairmen who loaded the budget kept quiet and watched me bashed from every angle by angry Nigerians.
People have asked why did I wait this long to open up, so much was happening behind the scene. I fought the battle of my life to raise these issues internally and get Mr Speaker to address them to no avail. I pushed so hard that I got frustrated and depressed. All my attempts met brick walls. That was why some members were always raising their voice against me because they do not have the facts. I later on realized that the Speaker enjoyed that so much and colluded with his cabal to dump everything on me. I am sure not too long some members that knew what I went through will come out and testify. I also have evidence to show my internal struggles.
In any case, under circumstances like this, and for young people like us that are lucky to have accelerated career growth, the system scares you from becoming a whistle blower. They will tell you that if you do such, nobody will trust you or have confidence in you again. They will scare you that it is not good for your image and it will affect your career progression. Many young people in different sectors are faced with such frustrating situation. Even at the moment, if I take the advice of some people, I will get deeply scared and just keep quiet, so that I can grow career wise? My usual response to them is that, isn’t that selfish? Your only luck will be if a trigger occurs then you open up. This is one such trigger! In any case, I would have opened up anyway. I have written so much about these issues and more on NASS. I posted over a month ago on my Facebook page that I will release the piece as part of my 40th birthday in September. Well, I never knew it will come much earlier.
Some people are also saying I kept quiet while it was good and now I am talking because things have gone sour. Many members of the House and Nigerians will be shocked to know that there has NEVER been good times between myself and Speaker Dogara. It took few weeks after his election as Speaker for me to realize I never really knew him well. I was hasty to judge him by his innocent looking personality. We practically disagree on everything. From when he started conducting himself like a lord, wanting everybody around him to just say yes sir and go, shutting and looking down at his colleagues, playing double game between the executive and legislature, drafting of a new house rule, senseless splitting of committees which raised the numbers of committees to 96, appointment of committee chairmen, Chairmanship of NILS, issues of bills and allotment of sponsors, chairmanship of budget consultative committee, budget process and house inputs, the PIB, his divide and rule approach, his frequent dealings with heads of MDA’s as if he is a committee chairman and so many other issues. In all of these issues, there is none that has not remained controversial till date.
All these forced me to stay away from him except on official assignment. I can count how times I have been to his office or home. I stayed away completely. It was such a frustrating and depressing period for me. Who will I complain to? How do I face the world and say I got it wrong after playing such a lead role in his emergence? When you see a house you sacrificed everything to build is falling apart and the driver believes he is firmly in charge because he has 8 votes advantage, you are left with no choice than to tie your seat belt for obvious eventuality.
I must admit I made an error of judgement. I don’t know to whom and from where I will start apologising for not heeding to wise counsel. There is nothing I am saying now that I have not discussed or warned speaker Dogara on the few occasions that I sorted and got private audience with him. But he has been hijacked and surrounded himself with a small cabal of sycophants, corrupt, mediocre, money hungry, vindictive, envious, self-serving small minds who have already done an irreparable damage to his person and office.
Speaker Dogara has completely derailed, remains clueless, keeps on with an unmatched ego and surely leading the House to the biggest scandal it may ever experience. He has failed to live above the fog in public duty and private thinking, a direct opposite of what my favourite American Poet Josiah Gilbet Holland prayed Lord to grant us in leaders.
All I am asking for is my right to be heard by my colleagues which they denied me. I am calling on my colleagues to plead with Speaker Yakubu Dogara, Deputy Lasun, Whip Doguwa and Minority leader Ogor to stop obstructing justice and allow me my right to be heard by the House. It is the House that will institute a special investigation on this matter to allow me testify and provide evidence before any other external action.

More facts are emerging as to why Speaker of the House of Representatives, Yakubu Dogara sacked a member of the House, Abdulmumin Jibrin as chairman of the House Appropriation Committee.
It was gathered yesterday that Jibrin had singled-handedly jerked up the budget by N250 billion over and above executive proposal submitted by President Muhammadu Buhari, Leadership Newspaper published.
A source who is a ranking member of the House disclosed that when the final copy of the budget document was tabled by Jibrin for passage on a Thursday by the two chambers, it was discovered that the lawmaker had actually upped the budget by N250 billion.
“The senate president and the speaker, directed Jibrin to not only revert to original figure proposed by the president but also lower it by about N30 billion because of expected drop in revenue.That was why the budget was not passed until the following Tuesday”, the source who preferred not to be named in print said.
Apart from allocating N4.1 billion to his constituency, Jibrin was also alleged to have tinkered with reports of all standing Committees on the budget by cutting 10 per cent of all capital votes of all ministries, departments and agencies across board.
It was also claimed that he touched even personnel budgets of some MDAs, meaning that they won’t pay workers salaries.
“These were the mess he (Jibrin) made of the budget, that was why the president said he would not sign it and the senate president and the speaker agreed with the president on this and they constituted a special committee under the chairmanship of the Deputy Speaker Sulaimon Lasun to clean up the mess he did”, the source added.
Jibrin Trying Desperately To Curry Public Sympathy- Kurfi
Meanwhile, the vice chairman, House of Representatives committee on downstream sector, Danlami Muhammad Kurfi has lashed out at the former chairman of the House Committee on Appropriation, Abdulmumin Jibrin for calling on Speaker Dogara to resign.
Jibrin who was removed as chairman of the appropriation committee by Speaker Dogara, had in a statement, said the trio of Speaker, deputy speaker and the minority leader of the House, should resign.
But Kurfi who represents Dutsinma/Kurfi federal constituency of Katsina state said the former appropriation committee chairman should not be taken serious because his utterances were mere ranting of someone who is paying for his actions.
“Why did it take him this long to tell Mr President that the Speaker dines with his enemies?” Kurfi queried and insisted that the appropriation committee should thank his stars that his sack came when members were on recess.
“If this had happened while we were in session, some of us would have moved for his suspension” he noted.

Mr. Abdulmumin Jibrin, the sacked former chairman of the House of Representatives Committee on Appropriation, has spoken of what he claimed were the real reasons for his removal on Wednesday, Premium Times reported
Mr. Jibrin, a former ally of the speaker, Yakubu Dogara, had said that he chose to step down for personal reasons.
In a statement he released late Thursday, Mr. Jibrin raised a humongous allegation of fraud against Mr. Dogara.
He accused the speaker of attempting to pad N30 billion into the controversial 2016 budget.

I am obliged to make further statement after listening to the full statement of Speaker Yakubu Dogara on why I had to leave as Chairman Appropriation. It is a fact I went up to the Speaker and told him clearly I wanted to leave. He confirmed this in his statement but it appeared he wished he had fired me instead of my personal decision to step down.
Thereafter I proceeded to my office. I was therefore not surprised when an aide of mine walked into my office to inform me that the Speaker had announced my departure. I was relieved and went straight to address the press and released a statement. It was only later in the evening while monitoring the news that I watched the full statement he made on the floor. Speaker Dogara’s statement was a complete misrepresentation of the facts, false, mischievous, unfair and a calculated attempt to bring my name to disrepute, blackmail, silence and use me as a scape goat.
The plan is to execute it just before the recess so that by the time we return I would have been buried and the issue forgotten.
Mr Speaker, this issue will never be swept under the carpet. We are closing for recess with it and we shall commence the next session with this issue. This was the last option they had after every attempt to find something to nail me failed. It is a known fact that I am a very blunt person by nature. I don’t know how to pretend. I don’t do eye service neither will I ever be a sycophant. I don’t give returns. I just do my job faithfully and dedicatedly. My offence was asserting my independence and insisting that we do the right thing at all times and expose corrupt people in the House.
Lately I openly disagreed with some principal officers on the issue of immunity for Lawmakers and budget issues. I still maintained I will never support immunity. I strongly believe with every conviction that in cleaning up the budgeting system and considering what transpired during 2016 budget which I have all the facts documented, Speaker Dogara, Deputy Speaker Lasun, Whip Doguwa and minority Leader Leo Ogor should resign. These members of the body of principal officers were not comfortable with my independent disposition and my refusal to cover up their unilateral decision to allocate to themselves 40billion naira out of the 100billion allocated to the entire National Assembly.
The four of them met and took that decision. In addition to billions of wasteful projects running over 20 billion they allocated to their constituencies. They must come out clean. My inability to admit into the budget almost 30 billion personal requests from Mr. Speaker and the 3 other principal officers also became an issue. I have every documented evidence to this effect. After the submission of the first version of the budget which was returned by Mr. President, I briefed members in executive session and told them as agreed at our pre budget meeting with chairmen and deputy chairmen of standing committees, we simply adopted their reports with little amendments. No body faulted my submission.
Members insisted they must know how the N100 billion was allocated. I told them the truth. Since after that meeting, Mr Speaker with the suport of the three other principal officers effectively blocked me from briefing members, ensured I was not at the last executive session and refused to investigate issues I raised that I believe must be addressed if we intend to build a better budget system for the House. I gave Mr. Speaker statistics of 2000 new projects introduced into the budget by less than 10 committee chairmen without the knowledge of their committee members he did nothing about it because he was part of the mess yet he is talking about improving the budget system. I did nothing wrong. I worked within the rules of the House and instructions of Mr. Speaker. During the budget period, Mr. President graciously granted myself and Sen. Goje audience.
It was a very good meeting. Speaker Dogara took it extremely personal that we saw the president without his knowledge and went on to scuttle all our efforts to help the president during the budget process because he wanted to be seen by the president as the only good man. He forgot that he sees heads of MDA’s daily which he enjoys doing more than his job as Speaker for reasons best known to him anyway, without Mr. President’s knowledge. That is how petty and narrow minded Dogara can be. A coward, hypocrite and pretender of the highest order. Mr President must be very careful with him. He wines with Mr. President and dines with Mr. Presidents enemies. I am glad that I am finally free from his emotional blackmail of constantly trying to make me see my appointment as appropriation chairman as a favour.
He has failed to realise that I came a long way and even attained chairman finance when he was chairman House services before this appointment. Seeing as the Speaker claimed that they have taken the decision or were going to take decision to replace me, he now has a responsibility to tell the world why they took or were going to take such decision. I challenge them to tell the world why? I will be releasing a more detailed statement in due course.
Meanwhile, I intend to explore all internal avenues of the House to brief my colleagues in detail and testify against Speaker Dogara, Deputy Lasun, Whip Doguwa and Minority leader Leo Ogor on why they should resign. If I am not allowed to exercise my privilege, I shall consider legal options. I can no longer bear the brunt of abuses and baseless allegations keeping quiet all in the name of “confidentiality” expected of an appropriation chairman. I will not allow anybody no matter how highly placed to destroy my life as intended by the full statement of Speaker Yakubu Dogara. Now Nigerians will see clearly the ulterior motive behind the desperate moves for immunity for principal officers of the National Assembly.

Our attention has been down to media statements made by the former Chairman of House Appropriation Committee, Hon Abdulmumuni Jibrin wherein he made wild allegations against the House of Representatives and its leaders.
We wish to say that it is the prerogative of the Selection Committee of the House to appoint and remove Committee Chairmen. That power has been so exercised in the case of Hon. Abdulmumin Jibrin as chairman of Appropriation Committee.
Most of the allegations on the 2016 budget process and his opposition to immunity of Presiding officers are non-issues and mere afterthought manufactured simply because the House relieved him of his position.
If he had all these ‘facts’ before, why didn’t he make them public? Why is he doing that now?
Hon. Abdulmumin Jibrin, like any other member of the House, knows that there are conventions and precedents as it relates to budgets and projects for principal officers of the National Assembly. Why is he making it an issue now? In any case, he is entitled to his opinion as a Nigerian and as a legislator while acting within the laws of Nigeria and rules of the House.
We must make it abundantly clear that he was not removed because of his support or otherwise on immunity bill. After all he is not the only one who opposed the bill.
The bill is still pending before committee on review of constitution and it has to be voted upon by each and every member of the House, get Senate concurrence, endorsed by two-third of the 36 State Houses of Assembly and be assented to by the President. It is a cheap blackmail on the part of Hon. Jibrin to even insinuate that he was removed because he opposed immunity bill.
He should not distract the House from giving legislative support on important issues facing the government concerning the revival of the economy, insecurity in the country, pursuit of anti-corruption measures, poverty alleviation, infrastructural development etc. The Nigerian people are simply not ready to waste their time on personal issues and personal egos of our leaders. We should face the urgent tasks before us for which we were elected.

The impasse over the 2016 Budget assumed a rowdy dimension in the House of Representatives with members demanding the resignation of the
Chairman of the House Committee on Appropriation, Abdulmumin Jibrin.
They were furious that Jibrin influenced the allocation of projects worth N4.169billion to his constituency outside what was budgeted by the Executive.
Also, members opposed allocation of N40billion( at N20b apiece) to those in the leadership of both the Senate and the House.
They specifically faulted the concession of projects of over N3billion to the Speaker, Rt. Hon. Yakubu Dogara out of the N20billion for the House leadership.
Amidst shouting match, the lawmakers said the House should do away with past practices of personalising budget.
It was gathered that sensing likely protest at the plenary over the budget, the Speaker and his principal officers opted for an Executive session.
The Executive session began at about 11.30am on a sombre note with the Speaker offering some rapprochement in order to calm down frayed nerves.
A source at the session said: “After initial courtesies, the Speaker hit the point by claiming that everything being said about the budget remains hearsay because the Executive has not returned the Appropriation Bill.
“He quickly added a caveat by urging members to avoid anything which could affect the unity of the House.”
Lending weight to the Speaker’s plea, Hon. Monguno (Borno) urged members to “wait for reactions until the budget is returned.”
It was gathered that Dogara’s plea fell on deaf ears as members raised issues on the controversy surrounding the budget.
Some of those who spoke at the session on the budget included Nnana(Imo); Aliyu Sani Madaki( Kano); Prof. Mojeed Alabi(Osun); Douye Diri (Bayelsa) and Comrade Phillip Shuaibu( Edo).
Jibrin, who rose to defend the budget details, met more than he bargained for.
A ranking Representative said: “Most members were not persuaded by attempts by Jibrin to incite them against the Executive. They rose up and started shouting at Jibrin for not doing a diligent job.
“Some asked him whether it was the Executive that asked him to allocate huge projects to his constituency when there was no provision for these in the proposals of the Executive.
“Many were yelling and demanding Jibrin’s immediate resignation for the ineffective manner the Appropriation Committee handled the budget.
“Even when the Speaker called for calm, they shouted that they “cannot defend the indefensible in the press because Nigerians are angry against the National Assembly for playing politics with the budget.”
A lawmaker from the South-West said: “At the Executive session, members asked the leadership about the N40billion projects allocated to the principal officers of the Senate and the House. Each of the leadership of the two chambers will share N20billion projects.
“Members queried why N3billion projects have been allocated to the Speaker and why Jibrin favoured his constituency with N4.169billion projects.”
“The leadership said the N20b projects were captured under zonal intervention as it had been since 1999 but members said if others were doing it in the past, it should not be now.”
Some of the projects allocated to Jibrin’s Kiru/Bebeji Federal Constituency are:

- Construction of roads in Kiru/Bebeji—N150m
- Solar street lights—N300m
- Badaf Road Construction—N405m
- Pedestrian Bridges —N200m
- Bebeji Earth Dam—N270m
- Empowerment items—N100m
- Entrepreneurship Development Training and Vocational Centre —N100m
- Rehabilitation of Gwarzo Kiru, Kwanar Maiyaki–N180m
- Rehabilitation of Sharada-Kwanar Dogara—N1.445billion
- Construction of solar powered boreholes–N150m
- Supply of tricycles, grinding machines and set of women salon empowerment kits—N200m
- Small irrigation scheme ins in Kiru—N100m
Findings revealed that at the end of the day, Speaker Dogara managed to douse the tension by begging members to sheathe their swords.
