Jibrin EXPOSES 10 Reps Principal Officers Who Receives N10b As Allowances, See Full List And How Much Each Got
The former chairman of the House of Representatives Committee on Appropriation, Abdulmumin Jibrin, has alleged that the 10 principal officers of the House have so far received about N10 billion since they were first elected into the House at various times. He said in a statement last night that his latest revelation was part of his efforts expose shady deals in the House.

“Today, I will start with the 10 Principal Officers of the House of Representatives. If just these 10 are named and shamed it will force reform in the House. 

"I will therefore provide what each one of them had collected as ‘office running cost’ in their entire stay in the House."

“If any one of them disputes my figure, he or she should not make drama out of it but just simply tell the country how much he or she has collected."

“From computation of various sub-heads of allowances of the House, 

  1. Speaker Yakubu Dogara has been in the House from 2007 to date. He has received about N1.5 billion. 
  2. Deputy Speaker Yusuf Lasun has been in the house from 2011 to date. He has received about N800 million. 
  3. House Leader Femi Gbajabiamila has been in the House from 2003 to date. He has received about N1.2 billion. 
  4. Deputy House Leader Buba has been in the House from 2007 to date. He received about N1.2 billion.
  5. Whip Alhassan Doguwa has been in the House from 2003 to date. He has received about N1.2 billion. 
  6. Deputy Whip Pally Iriase has been in the House from 2011 to date. He has received N700 million. 
  7. Minority Leader Leo Ogor has been in the House from 2007 to date. He has received N1.2 billion.
  8. Deputy Minority Leader Barde has been in the House from 2011 to date. He has received N700 million. 
  9. Minority Whip Chuma has been in the House from 2007 to date. He had received N800 million. 
  10. Deputy Minority Whip Binta has been in the House from 2011 to date. She has received N700 million.

“So in between these 10 Principal Officers, the country has pumped about N10 billion - and still counting. As I have mentioned earlier, in most cases with few exceptions, these funds are diverted for personal use. I will provide further break-down of these figures in due course. I will also provide 50 additional names of members with worst cases of diversion of such funds in due course,” he said.
The House leadership had last week said it would not join issues with Jibrin in the media.

Budget Padding: Reps Group Indicts Dogara, Jibrin, Gbajabiamila, 8 Others, Calls EFCC, ICPC's Investigate
The Speaker, House of Representative, Yakubu Dogara, Majority Leader, Hon. Femi Gbajabiamila and the whistleblower and former Chairman on appropriation, Abdulmumin among other principal officers have been indicted by the members of the Transparency Group, TG, in the House of Representatives.

The group yesterday said all 10 principal officers that disowned the former Chairman, Committee on Appropriation, Mr. Abdulmumin Jibrin, over the budget padding scandal were guilty.

The ex-appropriation chairman had alleged that the Speaker, Mr. Yakubu Dogara, and three other principal officers ‘padded’ the 2016 budget.

The other three are the Deputy Speaker, Mr. Yussuff Lasun; the Chief Whip, Mr. Alhassan Ado-Doguwa; and the Minority Leader, Mr. Leo Ogor.

All the 10 principal officers had in a joint statement on Thursday last week, admitted that the sacking of Jibrin was a “collective decision”.

They are Dogara; Deputy Speaker, Yussuff Lasun; Majority Leader, Mr. Femi Gbajabiamila; Chief Whip, Alhassan Ado-Doguwa; Deputy Leader, Buba Jibril; Deputy Whip, Pally Iriase; Minority Leader, Leo Ogor; Deputy Minority Leader, Chukwuka Onyeama; Deputy Minority Leader, Yakubu Barde; and Deputy Minority Whip, Binta Bello-Maigeri.

In its reaction, TG said despite the position taken by the 10 principal officers, the police, the Economic and Financial Crimes Commission and the Independent Corrupt Practices and other related Offences Commission should proceed with the investigation into the allegations.

A member of the TG, Mr. Bashir Baballe, told The Punch Newspaper that it was Lasun that chaired the committee set up by the National Assembly to review the first budget, which President Muhammadu Buhari refused to sign.

Baballe added that the President had rejected Jibrin’s version of the budget for lacking details and was returned to the National Assembly.

He added, “Mr. President returned the first budget, which both Senator Danjuma Goje and Jibrin worked on as the joint chairmen of the Senate and House Committees on Appropriation.”

The sum of N100bn was earmarked for constituency projects in each of the 2014 and 2015 budgets.

The worth of constituency projects totalled N200bn for the two years.

The compilation of lawmakers inviled was being done by the police, the Economic and Financial Crimes Commission and the Independent Corrupt Practices and other related offences Commission, Mr. Abubakar Malami, The Attorney General of the Federation and Minister of Justice confirmed to Punch Newspaper

Though he declined to give details “in order not to pre-empt investigation,” the AGF said the funds, the names of legislators and the constituency projects that were not executed would be made public after investigation.

He said his office and the law enforcement agencies had received complaints of how payments were made for constituency projects that were never executed.

He said, “The money for constituency projects had been taken, but certain allegations prevailed that some constituency projects were not executed after the money had been paid 100 per cent.

“If money is appropriated in the budget, paid and the projects the funds were meant for were not executed, it is only natural to take steps to find out what happened. If neither the money nor the project can be produced, then you must take steps in accordance with the law.

“There are cases that are specific; we are compiling them. I will not want to pre-empt investigation, we have to allow investigation to be concluded before we go public.”

When asked which of EFCC or ICPC was involved in probing the constituency project fraud, the minister responded, “including the police”.

 One of our correspondents learnt that the AGF had received petitions against many of the federal legislators, including a former Chairman, House Committee on Appropriation, Mr. Abdulmumin Jibrin.

Jibrin had also petitioned the EFCC, ICPC, the police and the Department of State Services, alleging that the Speaker of the House of Representatives, Mr. Yakubu Dogara, and three other principal officers had requested the inclusion of N40bn projects in the 2016 budget, besides other projects in sums ranging from N20bn to N30bn.

The police are currently investigating Jibrin’s allegations.

Budget Padding: Police Dares Dogara, Vows To Jail Speaker If Guilty, Constitutes Probe Panel
The Nigerian Police authority has declared that the indicted Speaker of House of Representatives, Yakubu Dogara enjoys no immunity under the law and as such will be prosecuted over the 2016 budget padding allegation labeled against him and three others if found culpable.

Fresh report according to The Nation Newspaper suggests the Police are on course to interact with Speaker Yakubu Dogara of the House of Representatives on the alleged padding of the 2016 budget after resumption of the National Assembly from its current recess.

Also lined up for the proposed interaction are Deputy Speaker Yusuff Lasun, Chief Whip Ado Doguwa, and Minority Leader Leo Ogor.

Saddled with the assignment is the Police Special Investigative Panel which, according to sources has had a session with House Leader Femi Gbajabiamila.

Gbajabiamila who had been out of the country said on Friday that he was offering himself to the law enforcement agencies for probe over the budget padding allegation.

Although his name has not featured among those listed by the sacked chairman of the House Committee of Appropriation, Abdulmumini Jibrin, who spilled the beans, sources said the police panel had a “comprehensive session with the House Leader, Femi Gbajabiamila on Friday for over one hour.”

The panel has asked the Clerk to the National Assembly, Mohammed Sani Omolori, to submit the draft and final copies of the 2016 Budget to it within one week.

A highly placed source familiar with the development said: “We are going to interrogate the Speaker and the three principal officers implicated in the main petition of the erstwhile Chairman of the House Committee on Appropriations, Abdulmumin Jibrin.

“Once they return from recess, we will ask them to report. Already, a letter of invitation has been served on them. It is still subsisting.

“The initial argument is that the Speaker is the nation’s number four citizen and the modalities of summoning him ought to be different. But we have checked the statute books, neither Dogara nor any of the principal officers has immunity from investigation and prosecution.

“We have not foreclosed investigation into the alleged budget padding. Whoever is talking of any other solution than this ongoing probe might be referring to another platform.”

The source said the commitment attached to the investigation accounts for non-reopening of the office of the Appropriation Committee in the House which was locked following the budget padding allegations and the counter allegations.

“Until we have conducted substantial investigation, the office will still be firmly locked by security agencies. That is a strong room of exhibits,” the source said.

Asked of the extent of investigation, the source added: “We have got sufficient documents for preliminary investigation which is already in progress.

“The Clerk of the National Assembly has up till next week to submit the draft and final copies of the 2016 Budget to the panel.

“All we need now is to interact with the four principal officers immediately they return from recess. If they fail to report, the law has a provision for taking card of such.”

The source confirmed that 10 chairmen of committees in the House will take their turn after the four principal officers.”

On the appearance of House Leader Gbajabiamila before the SIP, the source said: “Although Jibrin did not mention his name in his petition and addendum, he had audience with us on Friday for over one hour.

“It was a comprehensive session which provided more insights into the workings of the House. We hope other leaders in the chamber will emulate him.

“Gbajabiamila came in voluntarily and we took his statement, which is a loaded document on oath.”

Dogara said last week that he was not above the law following the barrage of criticisms that followed his initial statement that no one could probe what he does on the floor of the House as a member and Speaker.

He denied reports that suggested that he could not be investigated or prosecuted over the scandal.

He also said reports credited to him as saying padding was no offence under the law were untrue.

He said his comments on the alleged budget padding were a misrepresentation with and Nigerians now seeing him as insensitive to their feelings.

His Special Adviser on Media and Public Affairs, Turaki Hassan said: “while responding to questions at the Civil Society Dialogue at the Transcorp Hilton Hotel Abuja on Thursday 12th August, Dogara made reference to Sections 3, 24 and 30 of the Legislative Houses ( Powers and Privileges ) Act to buttress the point that the legislature while carrying out its constitutional responsibilities is protected by law.

“He did not say or mean that he is above the laws of the land or that he is shielded by the law or has immunity for any infractions of the law.

“This clear restatement of the law has been twisted by sections of the media to mean that neither security agencies nor the courts could investigate or prosecute or try him!

“This is most uncharitable and a deliberate and calculated attempt to pitch the Speaker against the Nigerian public and paint him as lawless.

“As an Officer in the Temple of Justice, Dogara not only owes unalloyed allegiance to the Judiciary but also to the institutions of law enforcement. He indeed swore to an Oath of allegiance to the Constitution of the Federal Republic of Nigeria.

“Dogara should not be portrayed as insensitive or arrogant as this is contrary to his true nature of humility and humaneness that has endeared him to his colleagues and Nigerians.”

BUDGET PADDING: Dogara, Buhari In Another Secret Meeting
The embattled Speaker of the House of Representatives, Yakubu Dogara yesterday met behind closed door again with President Muhammadu Buhari at the Presidential Villa, Abuja.

The meeting was the second one between the two leaders since the allegation of budget padding levelled against the Speaker and some principal officers by the former Chairman of the House of Representatives’ Committee on Appropriation, Abdulmumin Jibrin, started.

Unlike the first meeting penultimate Friday when he was accompanied by Senior Special Assistant to the President on National Assembly Matters (House of Representatives), Suleiman Kawu, the Speaker came for the Friday meeting in company with some senators from his state, Bauchi, Punch Newspaper reports

Some of those who accompanied him were Senator Sulaiman Nazif and Senator Abubakar Tugga.

They were also joined by the Minister of Education, Adamu Adamu; and a former Minister of Police Affairs, Dr. Ibrahim Lame, both of who are also from Borno State.

Dogara did not disclose the purpose of his visit when approached by State House correspondents.

He said he would not talk because “I am on holiday.”

When asked when he would resume, Dogara said journalists were present when the House of Representatives adjourned.

When further asked if his visit was part of efforts aimed at mending fences with the President, the Speaker pointed to one of the lawmakers that accompanied him and said, “This man is a Senator from Bauchi State. He is not from the House of Representatives.”

Dogara had, after his first meeting with Buhari, told State House correspondents that he would not resign to pave way for thorough investigation of the allegations as being canvassed by some individuals and groups.

He said with his experience as a lawyer and a federal lawmaker of many years, he had never heard padding as being an offence under the law.

The Majority leader of the House of Representatives, Hon. Femi Gbajabiamila today surrendered himself to the police authority to be drilled over the purported padding of the 2016 budget bedevilling the national assembly.

Gbajabiamila in a facebook post on his page a few hours ago disclosed that he had to surrender himself to the police to clear his name, which filtered in the budget padding scandalised by the ousted former appropriation committee chairman, Abdulmumin Jibrin.

The Majority leader also affirmed that the decision to relief Jibrin following the budget padding scandal was a collective one by all the principal House Leaders.

His words;

"I returned from the United States just yesterday after a three week break. I called the Speaker a day before my return to urgently fix a Principal Officers meeting so we could address the several allegations made by Hon Jibrin."

"At the meeting Speaker Dogara, Deputy Speaker Lasun , Chief Whip, Hon Ado Dogwa and Minority Leader, Hon Leo Ogor passionately and vigorously clearly stated their innocence. A prepared text was read and we all agreed to sign."

"For me as the Leader of the House I felt it was important to give them the benefit of doubt which in any case is what our constitution says. The decision to relieve Hon Jibrin was indeed a collective decision of which I was a part of."

"However, I gave a caveat before the press release was signed, I made it clear to my colleagues in the leadership that because somehow my name had been sullied in all of this and fake documents and publications had been put out there in traditional and social media which stated I was also involved in the so-called padding of the budget, that I would need to clear my name and that even though no petition was filed against me by Hon Jibrin and no invitation was extended to me by the police, I would be submitting myself on my own volition to the police for investigation."

"This is important to me as insinuations have been made from many quarters that I along with others were sponsoring Hon Jibrin. I have just this afternoon met with the police authorities for a proper and thorough investigation of my role if any in this whole bizzare episode," he concluded.

Principal Officers in the House of Representatives on Thursday said the removal of a former chairman of House Committee on Appropriation, Abdulmumin Jibrin, was done in the best interest of Nigeria.

The lawmakers, which include Speaker Yakubu Dogara and Minority Leader Femi Gbajabiamila, took “full responsibility” for the dismissal of Mr. Jibrin from his post.

“The decision to relieve the erstwhile Appropriation Chairman of his position was a collective decision of the leadership in response to unrelenting pressures from the overwhelming majority of Honorable Members who were irked by the former Chairman’s gross abuse of the budget process,” the lawmakers said.

The 10 lawmakers who signed the statement included, Mr. Dogara, his deputy, Lasun Yusuf, Mr. Gbajabiamila, Deputy Majority Leader, Buba Jibril, House Whip, Ado Doguwa and Deputy Chief Whip, Pally Iriase.

Others included: Minority Leader, Leo Ogor, Minority Whip, Yakubu Barde, Deputy Minority Leader, Chukwuma Onyem and Fatima Maigari.

Mr. Jibrin left his post on July 20. The House accused him of breach of trust.

Mr. Jibrin pushed back against the allegation, saying his effort to assert his authority against alleged fraudulent attempt by the speaker and others to manipulate the budget, earned him sanction.

Mr. Jibrin also refused to let the matter die in the House, taking the fight to the public by releasing internal House documents that he said illustrated how the budget was severely padded by Mr. Dogara and other lawmakers.


He also visited law enforcement agencies, including the EFCC, SSS and the police, where he said he personally submitted petitions that contained evidence of fraudulent manipulation of budget by Mr. Dogara and 12 others.

In their statement tonight, the principal officers, numbering 10, said Mr. Jibrin’s “allegations are wild, baseless and unfounded”.

The lawmakers said the House joined forces with the Senate to take over scrutiny of the 2016 budget from Mr. Jibrin when they discovered that he had bungled the process.

“The Leadership of the House of Representatives wishes to reaffirm that it took collective action, in conjunction with the Senate and a team from the Executive, to rescue the 2016 Budget when it became obvious that the former appropriation Chairman had placed both the document and the process in jeopardy resulting in a spate of agitations from Ministries, Departments and Agencies,” the lawmakers said.

The principal officers said they would take careful measures in dealing with the attacks from Mr. Jibrin “upon the resumption of the House” in September.
Mr. Jibrin could not be reached for comment for this story.

Jibrin EXPOSES Dogara's godfather, A PDP Chieftain Who Forces Lawmakers To Secret Oath Before Any Appointment
The crisis rocking the lower national legislative chamber of Nigeria is escalating day in and out with so many secret deals being exposed. The embattled former appropriation chairman, Mr. Abdulmumin Jibrin has named Senator Iyiola Omisore, a former Deputy Governor of Osun State and chieftain of the opposition  Peoples Democratic Party as the godfather of the Speaker, Mr. Yakubu Dogara.

Jibrin made this disclosure in a letter addressed to the Chairman of the APC, John Oyegun, Jibrin said he made “an error of judgement’ in supporting Dogara to be the Speaker.

According to the letter, confirmed by Punch Newspaper, Jibrin said his relationship with Dogara began to suffer when he started getting reports of the Speaker’s alleged “corrupt practises.”

“We practically disagreed on almost everything.

“His godfather is Sen Iyola Omisore. Speaker Dogara is of the habit of taking standing committee chairmen to swear an oath of allegiance before Omisore.

“During the build up to the appointment of committee chairmen, I had a terrible disagreement with him. I stayed far away from him.

“Who will I tell or run to having played such a leading role in bringing him on board? He operates alone, keep weird relationships with top politicians.

“I was in London when he insisted that he wanted to see me. He came to my hotel room and we talked for hours. I gave him a lot of advice, but I never knew it was getting in from one ears and out from the other,” Jibrin said.

The lawmaker added that Dogara was disloyal to the APC and predicted that he would soon plan an attack on the ruling party.

The lawmaker, who recalled “the leading role” he played in the emergence of Dogara,  the Deputy Speaker, Lasun Yussuff and the House Chief Whip, Alhassan Doguwa in the current offices they occupy in the House, described the Speaker as “a green snake under green grass.”

Jibrin said, “The role I played, to the best of my conscience at then, sir, was patriotic. I analysed the two candidates (Dogara and Femi Gbajabiamila, who is not the Majority Leader of the House) and felt Speaker Dogara had a better temperament to make a good Speaker.

“It was a narrow line of thinking, an error of judgement. It took only few weeks after the election for me to realise the … inside the skin of Speaker Dogara. That was when I started getting reports of his … practices for many years in the House undetected. I fell apart will Speaker Dogara instantly. Contrary to public belief, we have never been close since few weeks after he emerged Speaker.

“We practically disagreed on almost everything. From the appointment of committee chairmen, to splitting of committees, to nondisclosure of the finances of the House, to his greed of unifying everything under his control, commercialisation of bills, divisive approach across ethnic and religious line, arrogance and power drunk, during the budget period among many others. But who will I tell or run to having played such a leading role in bringing him on board.”

The lawmaker said it was “a painful, frustrating and depressing period” for him.

“I wish to state that I deeply regret the role I played in the emergence of Yakubu Dogara as Speaker. I seek the understanding and forgiveness from you, our leaders and every member of the APC family that was hurt by my action. Thank God Almighty, I am young and energetic. I will be 40 on September 9th. I promise that moving forward, I will dedicate and completely commit myself to achieving the goals set out by the party. This case should serve as a lesson for everyone in the future,” Jibrin said.

The lawmaker stated that he had not abused his office but his offence was that he refused to be used in the House.

“I am pretty sure the anti-corruption agencies will do their job and all our party men and women will know the truth at the end of the day. My offence has been my refusal to be used as conduit to facilitate free flow of corruption in the House of Representatives. I came under severe pressure during the budget period to break procedures and commit fraudulent actions.

“When they could not use me, the Speaker (allegedly) connived with few committee chairmen and they opened a bazaar of corrupt insertions into the budget. I complained to the Speaker but he took no action, only for me to discover later that he, his deputy, whip and minority leader were (allegedly) indeed the ring leaders of that …cabal in the House. All they wanted was to do away with me, considered the obstacle.

According to Jibrin, problem started when President Muhammadu Buhari returned the budget. He alleged that when he was invited to a meeting of principal officers, the Speaker denied he knew anything about the insertions.

“Jibrin said he had decided to “capture properly” his allegations against Dogara and 12 others in the letter “so that you will understand the gravity of the matter at hand and also understand that the allegations are beyond budget issues and includes tens of other criminal allegations that cannot be swept under the carpet.”

The lawmaker reminded Odigie-Oyegun that the world was watching how the APC would deal with the issue of “incontrovertible corruption in high places.”

He said, “Here, you have a golden opportunity to show the world that there is zero tolerance for corruption in our great party, the APC. Even more is the having a serving member that understands this issue in my person, who has offered to stand as witness and provide every support to the anti-curruption agencies to investigate the allegations thoroughly and commence prosecution in earnest.

“There is no better way of demonstrating our commitment to the fight against corruption than to use Speaker Yakubu Dogara and the 12 others as example…”

All efforts to reach Omisore, Dogara to get their responses on Sunday night were futile, Punch Newspaper reports.
