AGF Report INDICTS Lai Mohammed, Fashola, Ngige, 14 Others' Ministries In N24.3 Billion 'Fraud'

Fashola, Lai Mohammaed and Ngige
An annual report from the office of the Auditor General has indicted many ministries including the Ministry of Information and Culture of Alhaji Lai Mohammed, Works, Power and Housing Ministry of Babatunde Raji Fashola, Dr. Chris Ngige's Labour and Productivity ministry among others.

According to the Auditor General's report as published by Daily Trust,  the Ministry of Information and Culture failed to account for the sum of N561.6m.

The report revealed that the infractions were perpetrated by top government officials between January and December 31, 2015.

The report further detailed that the Ministry of Power, Works and Housing also misappropriated N9.2billion; Aviation - N702 million; Water Resources - N3.4 billion; Foreign Affairs -  N4.4 million; Labour and Employment - N84.7 million.

Others are Ministry of Petroleum Resources - N1.7 billion; Women Affairs - N20 million; Solid Minerals Development - N37.6 million; Transport -N87.8 million; Environment - N86.5 million and Niger Delta Affairs - N1.9 billion.

Ministry of Defence - N2.692bn; defunct Ministry of Police Affairs - N1.839bn; Youths and Sports Development - N1.144bn; Ministry of Industry, Trade and Investment - N1.076.bn, and the Ministry of Finance - N22.103m.

The report submitted to the National Assembly has since been assigned to the Senate Committee on Public Accounts for further action.

The Auditor-General queried the Ministry of Aviation for spending N427 million on the procurement of Navigational Aids/spare parts and maintenance services without approval.

“Scrutiny of the capital appropriation document revealed a zero budget allocation for the purchase of Air Navigation equipment with code number 23010131. This constituted a gross violation and distortion of the Appropriation Act,”  the report said.

The Permanent Secretary of the Ministry has been requested to furnish the Auditor-General with the statutory financial instrument of the National Assembly authorizing the expenditure.

“In addition, the responsible officials involved in the authorization and disbursement of the fund should be held liable for lack of due diligence, “it said.

The Auditor-General observed that 51 recurrent expenditure account items, mainly local and international travels amounting to N147million were inappropriately charged to the Capital Development Account of the Ministry of Aviation.

“The Permanent Secretary has been asked to explain the circumstances that warranted the Ministry’s misapplication of capital development fund for expenditure which appears at variance with the Appropriation Act and extant.” It directed that the amounts involved should be recovered and recovery particulars forwarded to the Auditor-General for verification.

ASUU Strike Shutdown All Nigerian Universities

ASUU Strike Shutdown All Nigerian Universities

ASUU Strike Shutdown All Nigerian UniversitiesNews telegraph - Academic activities in the nation’s universities were yesterday paralysed as lecturers under the aegis of the Academic Staff Union of Universities (ASUU) began one-week nationwide warning strike.

ASUU’s National President, Prof. Abiodun Ogunyemi, had at a news conference in Abuja on Monday ordered lecturers to boycott classes to protest the failure of the Federal Government to meet the union’s various demands.

At the University of Lagos, lecturers complied with the directive. Students were found milling around and idling away, as lecturers stayed away from classes. UNILAG ASUU Chairman, Dr. Adelaja Odutola, told New Telegraph that the union had suspended all academic activities at the university. “All academic activities have been suspended in compliance with the directive of ASUU and, currently, the union is on strike.

This is just a warning strike, but if there is no response from the federal government to meet our needs, then we will work on how the next plan of action will be,” he said.

The one-week warning strike has crippled academic activities at the University of Uyo (Uni- Uyo), Akwa Ibom. Lecturers have deserted lecture rooms at the Uyo campus, its annex and the main campus of the university yesterday.

Only students were seen in clusters discussing about the disruption of the academic activities due to the strike. Speaking to newsmen, the Branch Chairman of ASUU, UniUyo, Dr. Aniekan Brown, said members of the branch had expressed their disappointment at the federal government’s attitude of paying them fractional salaries.

“The strike is total and comprehensive, no teaching, no examination and no attendance at statutory meetings of any kind (Senate, Council, College/ Faculty/Departmental Boards). “Members are advised to obtain information in connection with the strike only from the chairman,” Brown said.

He explained that the warning strike was to cause the federal government to address shortfall in salaries leading to payment of fractions of staff salaries.

Besides, he said that the union, during the warning strike, would expect government to re-negoti-ate the 2009 FGN-ASUU agreement in line with the November 2013 FGNASUU’s Memorandum of Understanding. In Anambra State, the Chukwuemeka Odumegwu University was, yesterday, deserted by students and members of staff.

As at yesterday, the ongoing postgraduate screening examination of the Nnamdi Azikiwe University, Awka billed to last for one week was abruptly stopped.

Briefing journalists at Chukwuemeka Odumegwu Ojukwu University, Igbariam campus, ASUU Chairman in the institution, Comrade Emeka Nwabunnia, said that all academic and administrative activities would be shut down until further notice. Nwabunnia said: “Since the inception of the Treasury Single Account, salaries of staff are remitted straight from Abuja.

Check-off is removed from there. So what the federal universities do is to work out these things and move it to Abuja and the Ministry of Finance would remit it from there.

“From December last year, they have been paid what we call amputated salaries. You’re paid your salary and it’s not complete. ASUU is demanding that the universities be exempted from the TSA.

Let the universities work out their staff salaries.” In Benue State, lecturers at the Benue State University (BSU), Makurdi and the Federal University of Agriculture, Makurdi (FUAM) shut down the two institutions in compliance with the directive.

New Telegraph’s correspondent who visited the institutions saw leaders of the union at the entrance gate of their campuses enforcing compliance. Chairman of ASUU FUAM chapter, Dr. Bemgba Anjembe told New Telegraph that:

“The dangerous trend is that funding of public universities is gradually becoming a problem as salaries now come in percentages. We are now taking fractional salaries. In FUAM, for instance, what we are paid is 85 per cent of our salary.

The union is tired of what it described as ‘government’s empty promises’ in setting up its negotiation team for the review of the 2009 agreement as consistently requested by ASUU since 2012.

“If nothing is done by the end of the warning strike, we will go back to NEC and review and I assure you that there would be another phase which would be more than one week.

That is why we are appealing to public spirited individuals who have access to this government to advise them so as to avert a prolonged crisis in the public universities.”

Lecturers of the Lagos State University (LASU) also complied with the oneweek nationwide warning strike declared by ASUU. Dr. Isaac Oyewunmi, Chairman, ASUU, LASU Chapter, said that academic activities in the university had been paralysed. Oyewunmi said that LASU lecturers’ compliance to the strike directive was total.

He said that the chapter held a congress on Tuesday to discuss the strike, and that a notice was sent to its members and the university management on the commencement of the strike.

“There is no report of any infraction within the chapter; all members have complied as directed by the national body,” the chairman said. Miss Stella Nwachukwu, a student of the university’s Department of Microbiology, told the News Agency of Nigeria (NAN) that the strike was unfortunate, saying that it would affect students.

In Bauchi, lecturers at the Abubakar Tafawa Balewa University (ATBU) joined other universities’ unions to embark on the strike to press for their demands.

Mr. Adamu Babayo, ASUU’s Chairman, ATBU’s chapter, told newsmen in Bauchi that part of the union’s grievances include: the non-revitalization of nation’s universities’ autonomy and shortfall in staff salaries.

Also, the issues of staff primary schools and the non-implementation of the agreement it reached with the government in 2009 among their grievances.

Others according to him are: lack of registration of Universities Pension Company (NUPECO) and the non-payment of Earned Academic Allowances. He said the Federal Budget Office had, in January, slashed the salaries of its members by six per cent.

The chairman said the union paid N1 billion for registration of its new pension scheme as demanded by the government but was refused registration.

The University of Ibadan chapter of ASUU has suspended ongoing examinations at the Faculty of Education till after the strike. Omole said that letters of the strike have been sent to the Vice-Chancellor, Deans, Head of Departments and Director of Institutes to stop all academic meetings, lectures, examinations and all board meetings.

In Kebbi State, academic activities were paralysed at the Kebbi State University of Science and Technology.

Peter Obi Many Lies At The Platform, He Gave Away SUVs To Multiple Girlfriends - Kinsman, Former Aide EXPOSED Dirty Secrets

Peter Obi Many Lies At The Platform, He Gave Away SUVs To Multiple Girlfriends - Kinsman, Former Aide EXPOSED Dirty Secrets

Peter Obi
247Ureports - The glowing ovation received by the former governor of Anambra State, Chief Peter Gregory Obi on Independence Day during his address at the Platform may have turnout to be generated based on misinformation on the part of the former governor. Information available to 247ureports.com indicates that the former governor may have lied to the audience about his activities while at the government house in Anambra State.

Revealing the manner Chief Peter Obi governed the State was his kinsman and former top aide, Benji Obi [Mbuze Agulu] and close confident. He disclosed to 247ureports.com that the address by his former boss and kinsman at the Platform on Independence Day drove him to open up on the skilled hypocrisy exhibited by Peter Obi repeatedly.

Benji Obi who served Peter Obi administration from the inception revealed that Peter Obi told a fable when he claimed to have ran a financially prudent administration. “Peter Obi increased the money for his private kitchen at the government to N2million monthly and increased the feeding for the Police Officers attached to him to N7million monthly”, stated Benji Obi who added that Peter lied when he said he stopped the buffet-styled dinner being served at the Government House. “What he did was to sack all the previous cooks and butlers and employed over 30 cooks/butlers/Stewarts from Akwa Ibom and expanded the kitchen budget”. He continued, “The bills are still there. It is verifiable… the Akwa Ibom cooks and Stewarts were over 20… so who were they cooking for? Buffet is always there… butlers and others… Prof Emenike Obi – Principal Secretary withdraws the money every month and pays him… and it is verifiable”.

Chief Peter Obi’s reference to his banning of alcoholic beverages such as Champagne at the government house was laughed at by his kinsman who pointed to the Squash Court located inside the government house renovated by the Peter Obi administration – that was utilized by Peter Obi as a makeshift warehouse for alcoholic beverages such as the drinks his company distributes in Nigeria. The kinsman explained that Peter Obi was storing expensive alcoholic beverages purchased with state resources. The alcoholic beverages would then be sold to outsiders directly from the makeshift warehouse. During festive periods, Peter Obi will used the beverages as gifts to select personalities across the state. The gifts would be received as coming from the state government. The kinsman revealed that a distant relative of Peter Obi by the name, Amaechi who was brought back from a monastery in Ebonyi State was made in charge of the drinks storage and distribution. Only drinks that belong Peter Obi’s distribution company are stored at the makeshift storage facility. Interestingly, immediately Peter Obi stepped away from office, the said Amaechi opened one of the largest alcohol distribution depot in Anambra State. The depot is located behind the government house in Awka. “Amaechi is now a billionaire – opened a liquor distributorship behind the government house”.

Benji Obi did not hold back in pointing out the uncanny inconsistency between Peter Obi’s testament on his refusal to use the state resources voraciously on his personal transportation and unnecessary purchase of vehicles – and the actual reality on the grounds. He revealed that Peter Obi was the one that built the first Helipad at the government house for his personal use. “Peter Obi used helicopters to travel often while he was the governor – and he usually travels alone or with one trusted aide”. It was not a secret within the administrative circles in Awka. “When he went to the burial of his wife’s sister, he flew in a helicopter. He took off from the government house”. Benji Obi adds also that, “he uses the Church to trick people… he is not a true Christian… he attends Olumba Olumba Obu with the helicopter… always accompanied by Valentine Obieyem”.

Benji pointed to Ngozi Okoye as the go to person whenever Peter Obi wants to book a private jet or a helicopter for travels. Peter Obi always used private jets to travel as often as any other state governor in Nigeria. “The records are there and can be made public”.

“Peter Obi purchased a bulletproof BMW for his wife and two bulletproof landcrusiers for himself. He even bought an additional for his brother, Damian”.  Peter Obi prefers to use Okey Ezeibe to make vehicle purchases – through his Legacy Motors because of a favor granted by Okey Ezeibe when Peter Obi’s aide and man-Friday was arrested hauling N250million from government house to his private office in Apapa, Lagos. In explaining away the reasons he was hauling the cash, he gave Legacy Motors as an alibi – that the motor was for the purchase of vehicles from a neighboring country – through Legacy Motors – that the money was being hauled for Legacy Motors. He told the anti-graft agency that the vehicles being purchased were meant for the various head of service [HOS] and other permanent secretaries [PS]. Peter Obi got the HOS and the PS to play along. Their reward was Peugeot 406 each – he purchased each of the HOS and PS brand new Peugeot 406, as bribe.

The over 150 hummer buses purchased by the state government under the public mass transport bill for use for the ANIDS transport scheme, according to Benji Obi, turned out to be a corruption scheme to benefit an associate of Peter Obi. At the eve of Peter Obi’s exit from the government house, he gave away the entire hummer buses to his associate by name Benji Uba – who immediately began repainting the buses and selling them off – and pocketing the proceeds. Not minding that the buses were state owned.

“Peter Obi should be careful the way he opens his mouth because we can expose him to the public enough to put him behind bars. Obiano does not want to probe him… he should shut up…” continued the kinsman who revealed that Peter Obi also received part of the controversial campaign funds distributed by the Jonathan campaign team. “Peter Obi did not even utilize the money given to him for the purpose it was given”. He instead used the money for private business and to sponsor local political campaigns within Anambra such that Uche Ekwunife and the-likes. “We have information that he is lobbying having to avoid being probed. What he does not know is that President Buhari is a no nonsense person. He does not take kindly to hypocrites and corruption”.

Benji Obi particularly pressed heavily that Peter Obi was “very corrupt”. He recalled how the then Governor Peter Obi would pack over 6 suitcases filled with foreign currency [mainly dollar] and then take off to see his blood sister [Matina] who is an ordained Catholic Sister at the Holy Rosary [HRS]. The then Governor Peter Obi would store the suitcases at the Sister’s residence at the Catholic owned premises. The suitcases would then find another destination. Peter Obi would engage in the practice repeatedly until she was dismissed. According to Benji Obi, “Sister Matina was dismissed from the HRS after she was caught”. She left for the Congo following her dismissal but returned to the government house – where she stayed till the end of Peter Obi’s administration.

Peter Obi’s propensity for primordial corruption and extravagant lifestyle expected of a military dictator is showed in his relationship with a one-time girlfriend and colleague by the name Adaeze Idigo – who rose from the position of deputy director to permanent secretary within the span of 2.5years. According to Benji Obi, Peter Obi and Adaeze Idigo had a lovechild during their younger years – a girl.  Peter Obi had started his primary school and secondary school education in Anambra north senatorial district – the same area where Adaeze Idigo hails from.  Peter Obi attended St Augustin Umuoba Anam and then Father Josephine memorial grammar school where he met Adaeze. The two conjugated and gave birth to a baby girl in the 70s.

Peter Obi’s treatment of Adaeze Idigo was simply extravaganza. She was given a landcruiser sport utility vehicle, her mother was given the same along with a driver paid for by the state government. Her family [including the mum] was relocated to the suburbs of Enugu – into a new house purchased with the resources of the state. A power generator worth N2million was taken from the government to her new residence.

Her brother, Chuka Idigo who earns a living as a contractor working almost exclusively for Anambra state alone also benefited immensely from Peter Obi’s extravaganza.  “He was given numerous contracts without due process… many of them weren’t executed including the house of assembly headquarters… and others.” Benji Obi then made a startling revelation as why Peter Obi had wanted the governorship to be zoned to the north senatorial district following his exist from the government house. “He wanted to install Chinedu Idigo”, a brother to Adaeze Idigo. “They used Chuka Idigo to raise election money through the many contracts awarded him without due process.” But it backfired because the people of the north senatorial district who were aware of the relationship between Peter Obi and Adaeze Idigo rejected the candidacy of Chinedu Idigo immediately Peter Obi announced his name to them. The choice of Willie Obiano was forced upon Peter Obi by the people of Anambra north senatorial district. A source revealed that Peter Obi remain active in hoist Chinedu Idigo as the governor of Anambra State – talks are ongoing as to which party to join to materialize the goal.

When the Peter Obi’s lovechild with Adaeze Idigo – who presently resides in the United States of America [USA] wedded, the state government of Anambra State was represented by Professor Stella Okunna who gave $50,000 on behalf of the State. The wedding took place in Alabama.

Peter Obi’s administration was typical of what is expected of a corrupt state government. Many of the contract awards were fraudulent and his claim of being financially prudent with state resource is fantasy. This according to his kinsman and close political aide. “All contractors must have accounts with Fidelity back… and all checks are collected at his house…” Peter Obi claims his administration is not owing any contractor but “that is a lie” because “contractors were owed… Obiano is silently paying for works done during Peter Obi’s administration”.

According to Benji Obi, Governor Willie Obiano has asked Chief Peter Obi for forgiveness for any offense known and unknown to him. He has asked both privately and publicly. “Still Peter Obi goes around talking about the Anambra Governor with disdain. Dr. Chris Ngige did not vilify him the way he is trying to do to Obiano. It is not fair.”

Finally, Buhari Agrees To Nigeria's RESTRUCTURING, Begins Process Already - FG Reveals

Muhammadu Buhari
Contrary to public insinuation that President Muhammmadu Buhari is vehemently opposed to several calls by Nigerians to restructure the nation, the Minister of Labour and Employment, Dr. Chris Ngige, on Monday said  the All Progressives Congress  government of President  was not against restructuring and as a matter of fact has already begun restructuring of the nation

Speaking with newsmen in Awka,  the Anambra State capital  according to Punch Newspaper, Ngige said the Buhari administration had already begun the restructuring process with the nation’s economy.

He said the impact might not be felt immediately but  with time, Nigerians would all smile because of the ongoing restructuring by the APC administration.

He said, “Nigerians have positively changed their way of doing things for the better and have become more prudent and judicious in their spending pattern.”

The minister assured Nigerians that  Buhari would look  into the political restructuring of the country at the appropriate time.

“It’s one after the other. After economic restructuring to reposition the economy of this country, the Buhari administration will embark on the political restructuring and will set the modalities for the exercise,” he said.

Asked whether the restructuring would revisit the 2014 National Conference report, Ngige said, “When we get there, we shall address the issues.”

The minister called on various agitation groups in the country to sheathe their swords, noting that violence would not do anybody any good.

“Militancy and agitations are not the answer to resolving Nigeria’s myriads of problems, which the Buhari administration didn’t create in the first place.

“What is required is for all to support this administration to meet its set goals for the development and transformation of all sections of the country,” Ngige said.

Ocholi's Auto-crash Death, A Case of Political Assassination - Family Raises Alarm, His Revelations'll Shock You

Ocholi's Auto-crash Death, A Case of Political Assassination - Family Raises Alarm, His Revelations'll Shock You

A Family member of Late James Ocholi, the Minister of State for Labour, Mr. James Ocholi (SAN); his wife, Blessing; and son, Joshua has suspected that the death of the minister may not be far from a pure case of political assassination and has called on the Federal Government to investigate his suspicions.
In this report according to Punch Newspaper, the Federal Government has promised to investigate how the driver of the Sport Utility Vehicle, in which the Minister of State for Labour, Mr. James Ocholi (SAN); his wife, Blessing; and son, Joshua, died along the Kaduna-Abuja Expressway on Sunday, was employed.
The Minister of Labour, Dr. Chris Ngige, stated this on Monday while responding to the call by the relatives of the deceased, including Ocholi’s uncle, Abdallah Aliu; another relative, Paul Audu; and the immediate younger sister to the late Blessing, who did not want her name mentioned, that the driver be investigated.
“The acting Permanent Secretary is here, she is the one in charge of human resources. We will find out and investigate it. We will do, but I can tell you that our personal drivers are known to us and we both keep our personal drivers. We will find out and investigate this,” Ngige said.
The Ocholi family is working on some theories concerning the accident.
The family members believed that the driver of a car that somersaulted several times would ordinarily be unconscious and would not take photographs of the deceased and upload them on social media.
They also contended that the driver and the orderly should have cordoned off the place and evacuated the corpses as this had been the tradition whenever a VIP was involved in an accident.
Aliu said, “Distinguished Senator Ngige, I know you very well. When James Ocholi was told to work with you, I knew he was in good hands because the last time I saw you was in Anambra State. We ate with you in your house as a governor.
“This man that just died is not a lone person. We leave this responsibility in your care. Whoever recruited the driver and posted (redeploy) him should be investigated. It can happen to anybody, it can happen to any minister. It can happen because it has happened.
“So, we want to know who recruited the driver, and at what speed (he was during the trip) to the extent that the corpse of the deceased cannot even be recognised. Can you imagine that? I am worried, it is worrisome.”
He also shed light on his allegations later during a telephone interview with The PUNCH.
Aliu added, “There was a kind of foul play in the whole exercise, which is very worrisome. Apparently, the driver who drove the car was the same person who took the photo of the dead man and sent it all over the Internet – whatsApp and others. So, the question is: how come that the driver of the vehicle in the same car was able to take the picture of the dead man?
“The side of the door, where the Honourable Minister sat, was not properly locked because after the car somersaulted, the thing flung him and so he had a terrible and fatal damage that his body was beyond recognition. There was a foul play in Ocholi’s death.
“While I was in his house, I already knew because those who conspired and plotted it (the death) became jittery because I have never been to that house and they don’t know me. But somehow, they became jittery, scared and worried.
“This thing they did is political, it is a political war and some people want to score some political points against the system somehow. The death of Ocholi is quite suspicious.
“So, I had to hurriedly leave because God has made me to know what happened and we know that they will get the people who are responsible. When you are innocent, God will always uncover how certain things happened. Ocholi’s death is a great loss to the common people of Nigeria. And the spirit of the common people of Nigeria is fighting back.
“The perpetrators want to derail the focus of this administration. They are looking for every way to put a wedge in the wheel of success. I can specifically pinpoint those who plotted these things. What they are trying to do now is to knock heads together and the earlier we get rid of them out of that place, the better.
“As we were there, they were trying to get the contacts of the ministers that came there for condolence, making phone calls and reporting back to whoever is their manipulator.
“They decided to get rid of Ocholi to derail the focus of the government. Ocholi was not smart enough to know that these things could happen. They have lost, failed and we will ask God to forgive them because they have taken a soul that they cannot create.”
