The Nigerian Army in conjunction with the Department of State Service (DSS) has arrested three Chadians in Gombe State, suspected to belong to the Albarnawi faction of the Boko Haram terrorists group.

Army spokesman, Brig.-Gen. Sani Usman, said in a statement that the suspects were arrested on Sunday after a painstaking tracking.

Usman identified them as Bilal Muhammed Umar, Bashir Muhammed and Muhammed Maigari Abubakar, adding that they were arrested at Arawa and Mallam Inna areas of Gombe.


“They were reported to be members of Albarnawi faction of the Boko Haram that operates in Chad and mostly Northern part of Borno but came to Gombe State for another heinous assignment. During the operation, one of them, Bilal Muhammed Umar attempted to escape and was shot in the leg. He was, however, apprehended and is receiving medical treatment,” he said.

He said the the terrorists were arrested with Improvised Explosive Device (IED) materials that they could have put together to attack parts of the state.

“The suspects are in custody undergoing preliminary investigation,” Usman added.

Investigations revealed that the approval for the removal of the soldiers was given by President Buhari shortly before he embarked on annual vacation to London where he is currently undergoing a medical checkup. 

The development, according to New Telegraph is as a result of a show-of-force battle between the two security services, a high-profile source revealed


The source explained that the struggle about which of the two agencies should provide inner circle protection for the President started soon after Buhari moved into Aso Rock in 2015 and has continued to linger on.

Another source familiar with the disagreement between the Army and the DSS at the villa said there has been a running battle between the former Chief Security Officer (CSO), Abdulraman Mani, and the Aide-De-Camp (ADC) both to the President, Colonel Lawal Abubakar, on which of the agencies should provide close protection to the President and his immediate family.

While Mani had insisted on pushing officials of the DSS right into the inner ring to protect the President, the ADC rooted for soldiers to carry out the duty, as BGs.

The battle between the two principal aides, it was gathered, led to the removal of the former CSO to the President, Mani. He was replaced by Bashir Abubakar. According to the source, “protection of the President by bodyguards is actually the work of the DSS, but Mr. President did not have confidence in the service when he first came in, because of the way they treated him during the 2015 election.

“The soldiers were moved into the inner circle of the security network while DSS operated at the periphery. This has not gone down well with both services,” he noted.

Mani, before his removal, had in a memo to the President, dated Friday, June 26th 2015, countered a directive by the ADC, which pushed DSS officials out of the inner ring.

The former CSO, it was learnt, had also instructed his men (DSS) to disregard the ADC’s directive insisting that it was a misrepresentation of a presidential order.

While quoting relevant sections of the constitution, which empowers the DSS to carry out such security functions, Mani who copied the National Security Adviser, the Chief of Defence Staff and the Director-General of the DSS, said the various security agencies at the villa would be educated on their responsibilities. The memo read in part: “In fact, the issues raised in the aforementioned (ADC’s) circular tend to suggest that the author may have ventured into a not-too-familiar terrain.

“The extant practice, the world over, is that VIP protection, which is a specialised field, is usually handled by the Secret Service, under whatever nomenclature.

“They usually constitute the inner core security ring around every principal. The Police and the military, by training and mandate, are often required to provide secondary and tertiary security cordons around venues and routes.

“However, all other security agencies, including the army, the police and others, also have their roles to play. It is on this note that heads of all security agencies currently in the Presidential Villa and their subordinates are enjoined to key into the existing command and control structure.

“They are to work in harmony with each other in full and strict compliance with the demands of their statutorily prescribed responsibilities. “Meanwhile, joint training programmes and other incentives will be worked out in the days ahead to ensure that all security personnel at the Presidential Villa are properly educated to understand their statutory roles and responsibilities.

“This is with a view to avoiding obvious grand-standing , overzealousness, limited knowledge or outright display of ignorance in future,” the document added. President Buhari himself, it was gathered, was more inclined to working with soldiers than officials of the DSS because of the manner in which the agency treated him during the 2015 presidential election.

Further investigations revealed that the President was convinced after several attempts by the CSO for him to revert to the original arrangement and allow the DSS take full charge of inner security ring. Bashir, the present CSO, it was learnt, has not been comfortable with having soldiers around his principal.

Some prominent leader of the Christians Association of Nigeria, CAN, including a former Deputy Governor of the Central Bank of Nigeria, Mr. Tunde Lemo were reportedly invited and quizzed for several hours by the men of Nigeria's Department of State Security, DSS over a video some Christian leaders have been using to mobilise funds for the rebuilding of churches destroyed by Boko Haram, report according to Punch Newspaper details.

Four key members of the organisation’s BoT, who are also leaders of National Christian Elders Forum, according to Punch Newspaper, were quizzed for four hours on Tuesday evening at the DSS headquarters in Abuja, following a video by CAN Trust Fund soliciting funds for CAN to rebuild churches destroyed by Boko Haram insurgents in the North-East.


Their invitation came eight days after the General Overseer of Omega Fire Ministries, Apostle Johnson Suleman, was quizzed by the DSS over his directive to his church members that Fulani herdsmen found on the church premises should be killed.

Detailing those invited and interrogated by the DSS according to our source were; a former Chief of General Staff, Lt. Gen. Joshua Dogonyaro (retd.), representing   TEKAN/ECWA bloc of CAN; a retired High Court Judge, Justice Kalajine Anigbogu, representing the Christian Council of Nigeria bloc; Mrs. Osaretin Demuren, representing the Organisation of African Instituted Churches and a former Deputy Governor of the Central Bank of Nigeria, Mr. Tunde Lemo, representing the Christian Pentecostal Fellowship of Nigeria and Pentecostal Fellowship of Nigeria.

Sources said that a former President of the Nigerian Bar Association, Dame Priscilla Kuye (SAN), representing the Catholic bloc; President of the National Christian Elders’ Forum, Solomon Asemota, its General Secretary, Bosun Emmanuel and many others would be invited for questioning by the DSS soon.

Others billed for interrogation include the President of CAN, Dr. Samson Supo Ayokunle and its General Secretary, Dr. Musa Asake.

One of the personalities quizzed by the DSS said they were told to explain why they appeared in the video which showed footages of the carnage and destruction unleashed on churches in the North-East by the members of the Boko Haram Islamic sect, alleging that it was an inciting video.

 “We spent over four hours at the DSS headquarters on Tuesday evening and they were asking us the motive behind the video. The grouse of the DSS was that we appeared in the video soliciting for funds to rebuild churches destroyed by Boko Haram. They specifically told us that the video which showed burnt churches was inciting.”

 “They asked us why we produced a video like that having blood and demolished buildings. We are just members of the BoT of CAN Trust Fund. I suspect that they will cajole us to remove the video but that is not possible because we are for Christ,” the source stated.

When contacted, the Director of Legal and Public Affairs in CAN, Kwamkur Samuel, confirmed the invitation of the Christian elders to The PUNCH, saying, “I accompanied them to the DSS headquarters; CAN would be watching as the situation unfolds.”

He added, “When the Christian elders were invited, they wondered why all of them, particularly those who appeared in the video. They drew the attention of the CAN President who directed me to write a letter to the DSS to tell them that those they invited are members of the CAN Trust Fund Board of Trustees. But they didn’t reply the letter. If their invitation has anything to do with CAN, they should invite CAN leadership and that was why I went with them to the DSS. We are studying the situation.”

The President of CAN had said the major objective of the CAN Trust Fund was “to make CAN more effective to represent and protect the interests of Christians and all Christian institutions in Nigeria.”

 He said, “The CAN Trust Fund is operating on a simple process of encouraging individual Christians in Nigeria to make a token monthly donation of N500 (it could be more or less) to CAN. The fund has been designed in such a manner that it would not affect the financial commitment of Christians to their denominations or local assemblies. A Board of Trustees made up of eminent and principled Nigerian Christians will manage the funds and ensure transparency and accountability.”

The General Overseer of Omega Fire Ministries, Apostle Johnson Suleman yesterday night after he was quizzed and released, through his Media Adviser, Phrank Shaibu showered praises on the Nigerian Secret police, the DSS, describing the men in the force as matured, competent and professional.

The clergyman was on Monday night allowed to go home after being quizzed by the Department of State Services for about three hours.

The cleric according to Punch Newspaper secured his freedom about 10:45 pm amidst cheers from members of his congregation, friends, family and some of his pastors.


Suleman was invited by the Department of State Services based on his recent alleged inciting comments that Christians should defend themselves against attacks by Fulani herdsmen.

The session was preceded by interventions from some eminent Nigerians and religious leaders.

It was learnt that Apostle Suleman arrived at the DSS office at about 7.32pm without his lawyers, a report by The Nation Newspaper says.

A top source said according to The Nation: “The cleric has honoured the invitation of DSS and the agency has started interaction with him.

“He actually did not go in with any lawyer in line with earlier interventions by some highly-placed Nigerians and religious leaders.

“The security agency is managing the interaction in a friendly manner in order to avoid any acts capable of stoking political or religious tension in the country.”

Apostle Johnson Suleman's Communications Adviser, Phrank Shaibu, confirmed his release in an interview with our correspondent on Monday night, but promised to give the details tomorrow. (Tuesday morning).

“Apostle Suleman has been allowed to go. The DSS exhibited high level of maturity, competence and professionalism.”, he stated.

I could still recollect how a “friend” who claimed to be well versed in exam voodoo during my high school days persuaded me to get some stuff like guinea fowl, alligator pepper, black and white cotton and some amount of money for him, that would be used to prepare me concoction that would enhance my brain and make me pass any examination. Initially, when he began to talk, I pretended to be enjoying the discussion, but when he concluded that many of our friends had done it, I asked him why he chose not to use it for himself, so that he could become the star boy of his generation; he just gazed into my eyes, chuckled and left. End of discussion.


The story of the voodoo boy seems funny, but, I learnt truly that some of our gullible friends duped their parents to pay the con man for the exam voodoo. Though, one of them told me that the voodoo was a scam, and that he noticed that the con man quickly developed habit of eating pounded yam with guinea fowl at that material time. I just laughed and I said, the young man was clever by half, but he chose his crowd wisely, because only the gullible of the ignoramus class could be deceived by a man who is deficient of what he sells.

Nigeria is an interesting country. A country where industries had given way to churches and mosques, as if they do not work in Saudi Arabia and Israel; a country, where the battle of faith is elevated to a statecraft; a country where the lazy bones hide behind the robe and costume of religions to dupe the desperate lots who could not conquer their greed, but in perpetual habit of cutting corners; a country, where councilors are earning more than teachers; a country where illiterate politicians are promoted in the order of protocol above a Professor. There cannot be other way to explain inverted pyramid of value.

Get one thing straight, I worship my God as well. So, I cannot claim to be atheist, but it is so private to me that some diehard religionists could not place me, because I am convinced that salvation is personal. In that wise, I do not like to transact business or idea with anyone with religious seal, because that would tell me something that the fellow is out to tie me with dogma, with a view to arresting the reasoning and facts of the matter.

It was all over the news that a guy with big Christian title, Apostle Suleiman allegedly incited his crowd to kill people of rival faith, but the man denied the story later. However, he argued that it was self defence he canvassed not killing. At the same time, he threatened in front of  the camera at the Ekiti State Government House where enfant-terrible Gov. Ayo Fayose is currently hibernating that should the security agency move to detain him for a day, the crisis that would be unleashed may not be contained for a year.   

So, in logic, the “Apostle” certainly not of Christ but of Fayose, has admitted that he did incite his crowd to kill, because what could be the magnitude of the crisis that would trail his detention which may not be contain in one year? Surprisingly, when the State Security Service (SSS) came calling at Fayose’s hotel in Ekiti where he lodged after “crusade”, he failed to called on his God, but Fayose for rescue. I am very sure, he might have assured his crowd that only God could save one, not anyone irrespective of position or wealth, but when the hour came, our “Apostle” forsake God and ran to the governor for savior. That is the magnitude of hypocrisy in a country where poverty has redirected the thinking of the people.

That said, the failure of the government to guarantee the right to life is obvious, and to the best of my knowledge, that is a breach of social contract. The killings of the herdsmen and the religious strife in kaduna demand some explanation from the people in authority, but one must not take liberty for license. I am of opinion that Fayose over-reached himself by obstructing the security operative from their duty, because of his immunity; while his friend, the “Apostle” appears to have equated himself with God by his threat.

The import of the drama is that, Nigeria has misplaced her priority in terms of orderliness and governance. Unfortunately, the people who ought to govern are fiddling, a situation that is making them losing details of the fundamentals. However, I think it should be made clear to the religionists that none of the Holy books preaches violence.

A country where industries had given way to churches and mosques, as if they do not work in Saudi Arabia and Israel; a country, where the battle of faith is elevated to a statecraft; a country where the lazy bones hide behind the robe and costume of religions to dupe the desperate lots who could not conquer their greed, but in perpetual habit of cutting corners; a country, where councilors are earning more than teachers; a country where illiterate politicians are promoted in the order of protocol above a Professor. There cannot be other way to explain inverted pyramid of value.

Get one thing straight, I worship my God as well. So, I cannot claim to be atheist, but it is so private to me that some diehard religionists could not place me, because I am convinced that salvation is personal. In that wise, I do not like to transact business or idea with anyone with religious seal, because that would tell me something that the fellow is out to tie me with dogma, with a view to arresting the reasoning and facts of the matter.

It was all over the news that a guy with big Christian title, Apostle Suleiman allegedly incited his crowd to kill people of rival faith, but the man denied the story later. However, he argued that it was self defence he canvassed not killing. At the same time, he threatened in front of  the camera at the Ekiti State Government House where enfant-terrible Gov. Ayo Fayose is currently hibernating that should the security agency move to detain him for a day, the crisis that would be unleashed may not be contained for a year.   

So, in logic, the “Apostle” certainly not of Christ but of Fayose, has admitted that he did incite his crowd to kill, because what could be the magnitude of the crisis that would trail his detention which may not be contain in one year? Surprisingly, when the State Security Service (SSS) came calling at Fayose’s hotel in Ekiti where he lodged after “crusade”, he failed to called on his God, but Fayose for rescue. I am very sure, he might have assured his crowd that only God could save one, not anyone irrespective of position or wealth, but when the hour came, our “Apostle” forsake God and ran to the governor for savior. That is the magnitude of hypocrisy in a country where poverty has redirected the thinking of the people.

That said, the failure of the government to guarantee the right to life is obvious, and to the best of my knowledge, that is a breach of social contract. The killings of the herdsmen and the religious strife in kaduna demand some explanation from the people in authority, but one must not take liberty for license. I am of opinion that Fayose over-reached himself by obstructing the security operative from their duty, because of his immunity; while his friend, the “Apostle” appears to have equated himself with God by his threat.

The import of the drama is that, Nigeria has misplaced her priority in terms of orderliness and governance. Unfortunately, the people who ought to govern are fiddling, a situation that is making them losing details of the fundamentals. However, I think it should be made clear to the religionists that none of the Holy books preaches violence.

The security officer went on to say in the last few years, there is no security operations that takes place in the country without intelligence report from the DSS.

Defending some of the actions of the DSS especially as it concerns arrest and detention of suspected terrorists which had received hard criticisms from the media and the civil society groups, the officer said the act of terrorism has global standards.

His words: “Look at the incident that recently happened in Berlin, Germany, where a suspected terrorist rammed a truck into Christmas market; all those linked with the incident were arrested, while one or two of them were killed in different countries.

“But if the incident had happened in Nigeria, some human rights lawyers would have filed different suits in court, challenging the fundamental human rights of the suspects.

“Nigerian security agencies can afford to do the same thing in Nigeria because they have the same training with their colleagues in other countries. But by virtual of their religious belief, they are not in a hurry to take life. The patriotism they have always displayed is uncommon.”

He said after the 911 terrorist attack in the US, there was an agreement in the global community that terrorists should be killed notwithstanding the kind of weapons they are carrying.

The Department of State Services (DSS) yesterday confirmed the arrest of the third most wanted terrorism suspect by the United States.

The suspect, who is in the custody of the agency, has been indicted in the killing of expatriates in the country between 2012 and 2013.

Many secret services in various parts of the world have been trooping into Nigeria to interact with the suspect.


Also, the service foiled a terrorist attack on the United States through its active intelligence alert.

The arrest is seen as a significant anti-terrorism breakthrough. United States President Barack Obama telephoned President Muhammadu Buhari to hail the feat, a source told The Nation.

A security source said the arrest  had made other security services in various parts of the world to fly into the country to interact with the suspected terrorist.

The suspect is unnamed because he is still “undergoing profiling”.

The source said: “He is still in our custody.

“This suspect was responsible for the killing of some expatriates in the country between 2012 and 2013.

The source also confirmed how DSS intercepted a plot to carry out a deadly terrorist attack on the United States.

The source said: “About six months ago, we burst a terrorist attack that was to happen in the United States. This earned the service a letter of commendation.

“In fact, President Barack Obama placed a call to President Muhammadu Buhari to acknowledge what we did.

“We did not make it a media issue because before you know it, there will be editorials asking us whether we had addressed security challenges in Nigeria before helping the US.

“But the speed with which things are changing and expanding around us, I can tell you that security challenge is becoming more globalised.

“We have been taken into confidence as a nation better than what it was before.”

The United States government had offered $340million (£217m) for about 10 most wanted terrorists, including the leader of Boko Haram, Imam Abubakar Shekau.

Shekau attracts a bounty price from US officials of $7million (£4.4m).

Shekau was reportedly killed about two years ago by Nigerian military but his death was riddled with controversy. He even reappeared in a video to denounce his purported killing by troops.

His fate remains unclear.

Some other wanted terrorists and ransome placed on them include Abu Bakr al-Baghdadi, $10million (£6.3m) ; Abu al-Rahman Mustafa al-Qaduli, $7million (£4.4m); Abu Mohammed al-Adnani, $5m (£3.2m); Georgian native Tarkhan Tayumurazovich Batirashvili – also known as Omar the Chechen – $5m (£3.2m)

The Department of State Services (DSS) yesterday has revealed why it actually arrested one Mr. Ikenga Ugochinyere, an aide to the President of the Senate, Dr. Bukola Saraki.

According to the DSS, the service said it had uncovered an alleged plot by the Rivers State Governor, Nyesom Wike, to provoke violent breach of peace in the Federal Capital Territory (FCT). But the governor described the DSS’ allegation as a false and baseless alarm, New Telegraph reports

Wike stated that he would never succumb to the cheap blackmail of the secret service A statement by Mr. Tony Opuiyo of the Service, accused Wike of allegedly hiring one Mr. Ikenga Ugochinyere, to actualise the said plot.


Though, the DSS said Ugochinyere had gone under, it disclosed the arrest of Emeka Idibia, Ugo Apuamagha, and Ejike Nwachukwu. While referring to Ugochinyere as an aide to the Senate President, Dr. Bukola Saraki, the Secret Service stated that the trio was apprehended at the point of allegedly perfecting logistics for execution.

“The DSS wishes to inform the general public that it has uncovered a sinister plot by the Rivers State Governor Nyesom Wike to disrupt machinery of governance in strategic Federal Government agencies by provoking a violent breach of peace in the Federal Capital Territory (FCT), Abuja, today (yesterday), 22nd December, 2016 and beyond especially at this Yuletide season.

“To achieve this, the governor had secured the services of one Ikenga Imo Ugochinyere, a personal aide to the Senate President, Bukola Saraki (Sen), to mobilise some hoodlums to execute their plan.

“The aim of the plot is to cause mayhem, a complete breakdown of law and order and cast the security agencies and the Federal Government in bad light. It is also intended to divert public and international attention from the ongoing police investigation into the unwholesome role played by the governor and some of his cronies in the violence that trailed the rerun election in Rivers State which resulted in the gruesome murder of civilians including the beheading of DSP Mohammed Alkali and some of his colleagues, as well as the brutalisation of INEC staff who failed to do the bidding of the governor.

“In furtherance of this plot, protesters are to besiege the National Human Rights Commission, Independent National Electoral Commission (INEC), National Assembly, the Nigerian Army and Police Headquarters as well as British High Commission, US Embassy and the UN Secretariat, Abuja; all in an effort to raise false alarm that Rivers State was under siege of security agencies during the elections,” the DSS alleged.

According to the statement, “While the obvious aim is to draw public sympathy and international attention to spurious allegations of involvement of federal agencies in violence during the last elections in Rivers State, the actual objective is really to trigger a round of violent action against the government and create opportunity for idlers to join the deceitful protest. “Part of the orchestration is to provoke the security agencies and prompt them to take action against the protesters that could result in bloodletting.

It is in this line that Ikenga had gone to the outskirts of Abuja to mobilise unemployed youths to carry out his bidding. “All this was to be done for a fee and resources to be provided from the treasury of the Rivers State Government. “The young men were hired by Ikenga to take custody of items and materials for the planned violent protest.

The recovered items include banners, placards and posters with denigrating, inciting and hate inscriptions meant to impinge the authority of the Federal Government and further subvert the entire machinery of governance in the country.”

In addition, the Service noted that: “In order to make this look credible, Ikenga and his cohorts had adopted such groups as Lawyers in Defence of Democracy (LDD) and Citizens for Good Governance (CGG) as cover to supposedly make them look like serious minded civil rights groups and thus bring them into collision course with security agencies.

“Investigations have, so far, revealed that while Ikenga is the field organiser and coordinator of the planned protest, Governor Wike is his sole financial sponsor. “The DSS is disturbed that the governor, who is the Chief Security Officer of the state, will stoop so low to hire thugs and hoodlums to attack the Federal Capital Territory (FCT) and create an atmosphere of chaos and disorder at this Yuletide season. ”

Speaking on behalf of the governor, Dr. Austin Tam-George, Rivers State Commissioner for Information and Communication, stated that the DSS was out to blackmail Wike. “It is an irresponsible scaremongering by an agency that seems bent on a mission to blackmail the Governor of Rivers State, and bring the state government into disrepute.

“Governor Wike is a man of peace, and would never orchestrate disturbances in any part of the country,” Tam-George stated. The state government accused the DSS of partisanship.

“A few days ago, the Minister for Transportation, Mr. Rotimi Amaechi and the All Progressives Congress (APC) sponsored street protests against Governor Wike in Abuja, without any alarm by the DSS. Why is the DSS ringing its hypocritical alarm bells against Governor Wike only now?

“Why has the DSS not yet provided evidence of the so-called billions of cash they alleged was taken away by Governor Wike from the home of the high court judge the agency invaded in Port Harcourt, some months ago? In its blind partisanship, the DSS has lost every credibility,” the commissioner stated in a statement made available to New Telegraph last night. The Rivers State Government challenged the DSS to leave Wike alone and instead focus its operational attention on the Boko Haram insurgency that has killed people and displaced millions of Nigerians in the past six years.

“The government and people of Rivers State will never succumb to cheap blackmail by the DSS, or any federal agency by whatever name,” he said.

However, Saraki stated that he would not condone any of his aides breaking the law. The Senate President, in a statement issued by Yusuph Olaniyonu, Special Adviser (Media and Publicity), said: “Though the DSS has not officially informed the Senate President of the allegations against Ikenga, but Dr. Saraki, having read the statement now circulating online, will want to make it clear that he will never condone any action by any of his aides which threatens the peace of the country or is against the provisions of the law.

“Dr. Saraki hereby calls on the DSS to properly investigate the allegations against Mr. Ikenga and if he is found to have acted against the law, then the law should take its natural course.”

DSS Invades Saraki's Aide Home, Arrests Him; You'll Be Shocked WhyOperatives of Department of State Service (DSS) yesterday arrested the Special Adviser to the Senate President on Youth Matters, Mr. Ikenga Ugochinyere.

The DSS operatives were said to have stormed the Abuja office of Ugochinyere to prevent him from leading a protest against the December 10 legislative rerun election in Rivers State.

The DSS operatives were said to have broken into Ugochinyere’s office and carted away documents.

The security operatives arrived the office in four unmarked Hilux trucks at around 2 am yesterday.

It was said that Ugochinyere, who is also the National President of National Youth Council of Nigeria, was arrested in the process.


A source said the DSS operatives acting on a tip off, stormed the office “to stop a protest rally earlier fixed yesterday by Lawyers in Defence of Democracy”.

The source noted the “operatives came with four Hilux trucks with inscription DSS, SARs.”

He said that the operatives who left in the early hours of yesterday “ left a stern warning that no body should enter the premises.”

There was also heavy presence of security operatives in some designated areas where the lawyers had indicated interest to visit yesterday.

Ohazuruike Tochukwu, a member of the group, claimed that “armed security men suspected to be from DSS in the wee hours of Thursday invaded the office at Suit 29, Shaki Plaza area, 11 Garki and whisked away Barrister Ugochinyere, his driver and Secretary to unknown destination.”

Tochukwu added “This is the private law firm of the National President of NYCN. This place was invaded by DSS by 2am this morning, while the National President and some workers were inside this place.

“The security men guiding this place called us that some DSS men were here and they broke the place and took away the National President, his driver and secretary, Oguchukwu.

“The security men guiding the plaza said men wearing SARS uniform also came by 6 am after the DSS had left and warned them that no one should enter the office.”

Asked how he was certain that it was DSS operatives that invaded the office and arrested Ugochinyere, he said: “I spoke with Ugochinyere through his driver and they confirmed it was the DSS that arrested him.”

The DSS operatives were said to have stormed the Abuja office of Ugochinyere to prevent him from leading a protest against the December 10 legislative rerun election in Rivers State.

The DSS operatives were said to have broken into Ugochinyere’s office and carted away documents.

The security operatives arrived the office in four unmarked Hilux trucks at around 2 am yesterday.

It was said that Ugochinyere, who is also the National President of National Youth Council of Nigeria, was arrested in the process.


A source said the DSS operatives acting on a tip off, stormed the office “to stop a protest rally earlier fixed yesterday by Lawyers in Defence of Democracy”.

The source noted the “operatives came with four Hilux trucks with inscription DSS, SARs.”

He said that the operatives who left in the early hours of yesterday “ left a stern warning that no body should enter the premises.”

There was also heavy presence of security operatives in some designated areas where the lawyers had indicated interest to visit yesterday.

Ohazuruike Tochukwu, a member of the group, claimed that “armed security men suspected to be from DSS in the wee hours of Thursday invaded the office at Suit 29, Shaki Plaza area, 11 Garki and whisked away Barrister Ugochinyere, his driver and Secretary to unknown destination.”

Tochukwu added “This is the private law firm of the National President of NYCN. This place was invaded by DSS by 2am this morning, while the National President and some workers were inside this place.

“The security men guiding this place called us that some DSS men were here and they broke the place and took away the National President, his driver and secretary, Oguchukwu.

“The security men guiding the plaza said men wearing SARS uniform also came by 6 am after the DSS had left and warned them that no one should enter the office.”

Asked how he was certain that it was DSS operatives that invaded the office and arrested Ugochinyere, he said: “I spoke with Ugochinyere through his driver and they confirmed it was the DSS that arrested him.”

The Attorney General of the Federation and Minister of Justice, Mr. Abubakar Malami, has begun investigations into various allegations against some top Federal Government officials as directed by President Muhammadu Buhari on Sunday.

Our correspondents learnt on Tuesday that following the President’s directive, the AGF had, on Monday, issued a query to the Acting Chairman of the Economic and Financial Crimes Commission, Mr. Ibrahim Magu.

Sources in the Federal Ministry of Justice and the EFCC confirmed that the query was delivered to Magu on Monday.


It was learnt that the query was accompanied by allegations contained in the security report prepared by the Department of State Services and upon which the Senate had, last Thursday, rejected his confirmation as the EFCC chairman.

“The AGF has started enforcing the directive by the President. I can confirm to you that the minister has taken the first step by querying the Acting Chairman of the EFCC,” a source in the Federal Ministry of Justice said.

The source could, however, not confirm what step the AGF had taken on the allegations levelled against the Secretary to the Government of the Federation, Mr. Babachir Lawal.

The source could also not confirm the ultimatum issued to Magu to respond to the query.

Meanwhile, a source close to the acting chairman of the commission said the anti-corruption officer had received the query.

He said he had already commenced preparing his defence to the allegations raised by the DSS.

The source added, “Yes, he has received the query with the DSS report sent to the Senate on him.

“Ironically, the query only contains one of the letters written by the DSS to the Senate.

“I think he has no problem with the query, but the question being asked by some people is that, he ought to have been given time to respond to the allegations before the Senate took that position.”

The letter, dated October 3, was addressed to the Clerk of the Senate, in response to a letter by the Senate, dated September 21, 2016, asking for Magu’s security check.

The report, which listed several alleged offences against the EFCC boss, said his confirmation would frustrate the anti-graft drive of the Buhari-led administration.

Part of the allegations against Magu was his being in possession of EFCC documents in his private residence during the chairmanship of Farida Waziri.

The DSS also made reference to the circumstances surrounding Magu’s arrest, detention and suspension by the Nigeria Police.

The secret service also alleged that the sum of N40m was paid for the rented apartment, which costs N20m per annum, where the acting EFCC chairman currently resides in Abuja.

It added that the accommodation was not paid for from the commission’s account but by a presidential appointee, who had been under investigation.

The DSS alleged that after renting the apartment for Magu, the friend awarded a N43m contract for the furnishing of the accommodation.

The appointee, who is a retired Air Commodore, was said to be a close associate and ally of Magu, and allegedly “runs questionable business” and was once arrested by the service.

The report, which cleared the other four EFCC appointees, said Magu flew a private jet owned by the retired military officer.

The service also claimed that the EFCC boss was once in the same flight to Maiduguri with a Managing Director of one of the new generation banks, who it alleged, was under investigation.

The Senate had, at plenary on Wednesday, called for the removal and prosecution of the SGF following alleged complicity in contract awards to take care of the Internally Displaced  Persons in the North-East.

This followed the presentation of the interim report of the Senate Ad hoc Committee on Mounting Humanitarian Crisis in the North-East by the Chairman of the Committee, Shehu Sani.

The call for Lawal’s removal followed alleged contravention of the provisions of the Public Procurement Act and the Federal Government’s Financial Rules and Regulations pertaining to award of contracts.

Presenting the report, Sani said some of the contracts were awarded to companies belonging to top government officials’ cronies and family members.

He explained that the committee found out that Global Vision Engineering Limited, a company, with Lawal as Director, for instance, was awarded a consultancy contract.

Sani said despite being an IT company, the firm got a job to clear grass in Yobe State at N200m.

He said although Lawal resigned the directorship of the said company in September 2016, it was on record that he was a signatory to the accounts of the company.

Lawal denied all the allegations, saying “the Senate is talking balderdash; it has developed a bring-him-down syndrome.”

The offences numbering about 16 reveled various unprofessional conducts and corruption practices of a coveted agency's boss, who is expected to live above board.

According to Punch Newspaper, the Department of State Services has said the Acting Chairman of the Economic and Financial Crimes Commission, Mr. Ibrahim Magu, has failed integrity test, warning that he will hinder President Muhammadu Buhari’s anti-corruption war.


The Senate had  on Thursday rejected the nomination of Magu by Buhari  as the Chairman of the EFCC.

The upper chamber of the National Assembly cited “security reports” as the reason for the rejection.

A copy of the “security report” by the DSS seen by Punch Newspaper in which Magu’s activities were alleged to have made him ineligible to hold the office.

The letter, dated October 3, was addressed to the Clerk of the Senate, in reference to a letter by the Senate, dated September 21, 2016, asking for Magu’s security check.

The report, which listed several alleged malpractices against the EFCC boss, said his confirmation would frustrate the anti-graft drive of the Buhari-led administration.

  11. The acting EFCC boss was also accused in the report of making false allegations against individuals “for personal reasons.”
  12. The report said, “The circumstances surrounding the return of Magu to the EFCC and the role played by Lamorde and their close relationship are clear indications of his culpability in the allegation of corruption tendencies of the Lamorde-led EFCC.”
  13. The DSS also alleged that “Magu uses only his police cronies to execute operations,” adding that the fact that the cronies had acquired landed properties “led credence to the questions about his integrity.”
  14. Mr Desmond Nunugwo,  a Ministry of Defence official invited to the commission in relation to a case died mysteriously in custody.
  15. Susanne, the widow of the Chief Protocol Officer of the Minister of State for Defence, accused the Economic and Financial Crimes Commission of killing her husband and labelling him a criminal.
  16. Usman Abubakar, a blogger was arrested due to an article he published on his website regarding EFCC’s chairman, Magu.


The report added, “In this light, Magu has failed the integrity test and will eventually constitute a liability to the anti-corruption drive of the present administration.”

In rejecting Magu, the upper chamber of the National Assembly had cited “security reports” as the reason for the rejection.

The screening had been listed on the Order Paper as part of the activities at the chamber for the day.

The lawmakers were to conduct a confirmatory screening for Magu and four members of the EFCC on their nomination.

The plan to conduct the confirmatory screening had allegedly divided the senators.

It was reliably learnt that at the usual pre-session meeting by the principal officers on Thursday, which held at the Senate President’s office, the lawmakers engaged themselves in a shouting match.

The Chairman, Senate Committee on Media and Public Affairs, Senator Sabi Abdullahi, before the end of the closed-door session, announced that the lawmakers had rejected Magu’s nomination and would not screen him.

Abdullahi, who read from a statement while addressing journalists, said, “The Senate of the Federal Republic of Nigeria wishes to inform the general public that based on security reports available to the Senate, the Senate cannot proceed and confirm the nomination of Ibrahim Magu as the Executive Chairman of the EFCC.

“Accordingly, the Senate hereby rejects the said nomination and has returned the said nomination to Mr. President for further action.”

In an attempt by journalists to ask Abdullahi questions, especially on the reported power play involving Magu, individuals and the Presidency and the Senate leadership, the Senator said, “There’s no confusion here. We have said it is based on security reports. Please, all of us – public officers – go for security screening. Everybody! And we are saying based on security reports, we cannot proceed and confirm (Magu) and we are rejecting it (the nomination) and returning it to Mr. President for further action. That is just the statement.’’

The report, it was gathered, had been with Senate President Bukola Saraki since October.

Saraki, who presided over the plenary, referred the other nominees to the Committee on Anti-Corruption and Financial Crimes for screening.

The former HoS along with her husband, Justice Adeniyi Ademola, had been accused by the Federal Government of fraud following a raid on their home by the operatives of the Department of State Services.

Justice Rita Ofili-Ajumogobia got a rude shock this morning, as operatives of the Economic and Financial Crimes Commission knocked on her door at about 5am to conduct a search of the house.

It was learnt that the operatives, who arrived in large numbers, surrounded the house at 18B, Lai Ajayi Bembe Street, Park View Estate, Lagos, by Greenwood House School. They were armed with a search warrant allegedly signed by a Magistrate.

This is coming eight days after a Court had urged the anti-corruption agency to be professional in performing its duties.


Wondering why EFCC would conduct such a surprise raid on the home of a person who has already been arraigned in court, one of Ofili-Ajumogobia’s lawyers told The Point that, “This is unlawful. It’s an abuse of human right.”

“The case is coming up again tomorrow,” he said.

The EFCC had arraigned Justice Ofili-Ajumogobia alongside Mr. Godwin Obla, a Senior Advocate of Nigeria, SAN, on November 28, before Justice O.H. Oshodi of the Lagos High Court, Ikeja, on a 30-count charge ranging from conspiracy to pervert the course of justice, offering gratification to a public official, and unlawful enrichment by public official, among others.

Ajumogobia and Obla were in EFCC detention since early November before they were arraigned.
The defendants pleaded not guilty to the charges.

Thereafter, counsel to Ajumogobia, Mr. Wale Akoni, SAN, and counsel to Obla, Mr. Ifedayo Adedipe, SAN, moved applications for them to be granted bail.

They were granted bail in the sum of N20 million and on self-recognition.

The next day, a Court threw out Ajumogobia’s fundamental rights suit, and urged the EFCC to be professional in its operations.
Justice Muslim Sule Hassan of the Federal High Court in Lagos had lashed out at the EFCC over the way and manner it carried out its probe of Ofili-Ajumogobia.

While delivering judgement in the N50million fundamental rights enforcement suit filed by Justice Ajumogobia against the anti-graft agency over her prolonged detention, Justice Hassan urged the EFCC to be professional in performing its duties.

Justice Ajumogobia sought, among other things, an order of the court declaring her continued detention by the EFCC as illegal.

While noting that although the EFCC is vested with powers to arrest and detain any citizen suspected to have committed any offence, Justice Hassan said such powers must be exercised with caution.

The judge questioned the rationale behind the revocation of the administrative bail granted to Justice Ajumogobia by the EFCC on October 22, 2016, when she is not a flight risk.

He said: “The respondent should have exercised restraints in revoking the bail earlier granted the applicant. There was no evidence that the applicant is a flight risk.

“The respondent is hereby counseled to be professional and to always exercise caution and restraints in the exercise of its powers.”

SHOCK As DSS Defies Court Order, Invades Another Justice's House This Morning
Justice Rita Ofili-Ajumogobia got a rude shock this morning, as operatives of the Economic and Financial Crimes Commission knocked on her door at about 5am to conduct a search of the house.

It was learnt that the operatives, who arrived in large numbers, surrounded the house at 18B, Lai Ajayi Bembe Street, Park View Estate, Lagos, by Greenwood House School. They were armed with a search warrant allegedly signed by a Magistrate.

This is coming eight days after a Court had urged the anti-corruption agency to be professional in performing its duties.


Wondering why EFCC would conduct such a surprise raid on the home of a person who has already been arraigned in court, one of Ofili-Ajumogobia’s lawyers told The Point that, “This is unlawful. It’s an abuse of human right.”

“The case is coming up again tomorrow,” he said.

The EFCC had arraigned Justice Ofili-Ajumogobia alongside Mr. Godwin Obla, a Senior Advocate of Nigeria, SAN, on November 28, before Justice O.H. Oshodi of the Lagos High Court, Ikeja, on a 30-count charge ranging from conspiracy to pervert the course of justice, offering gratification to a public official, and unlawful enrichment by public official, among others.

Premium Times - After “torturing” a man to death, Nigeria’s secret police, SSS, exploited the influence of the Oba of Lagos, Rilwan Akiolu, to pay a paltry N15 million compensation to the victim’s family, PREMIUM TIMES has learnt.

At about 2.30 a.m. on April 4, SSS operatives on the trail of a suspect accused of cloning the phone number of the Lagos State Governor, Akinwunmi Ambode, stormed No 37, Aje Street, Pleasure, in the Iyana Ipaja area of Lagos in commando style.

Residents of the address said the operatives scaled the fence of the compound, screaming and threatening as they knocked down doors and shattered ceilings. They rough-handled residents, who thought they were armed robbers as they did not introduce themselves, dragged them from their beds, ordered them out of their apartments and forced them to sit on the dusty ground of the compound.


About an hour later, when they were done harassing the residents, Saheed Eyitayo, 34, a friend to the suspect the operatives were looking for, laid in the dust motionless – beaten to a pulp by the operatives.

One resident, who described the entire experience as “nightmarish,” told PREMIUM TIMES that Mr. Eyitayo was so battered that he couldn’t stand unaided – three operatives had to drag his him into one of the vans the armed men brought with them.

Unfortunately, that was the last time he would be seen alive in public.

The operatives were led to the residence by Adejoke Ogunbona, the wife of the wanted man, Rilwanu Jamiu. While on the run for the alleged crime, Mr. Jamiu, who is now facing trial alongside another suspect, had spent few days at Mr. Eyitayo’s apartment before moving on to another place in the Oke Aro area of Lagos, where he was eventually arrested.

It is not clear if Mr. Eyitayo knew his friend was a fugitive when he allowed him to stay at his apartment.

Mr. Jamiu’s wife had visited her husband while he was hiding at Mr. Eyitayo’s apartment. Though she later confessed that even though she knew her husband was no longer at Mr. Eyitayo’s apartment, she took the SSS operatives there.
Suspicious death

Three days after the raid, the SSS invited Mr. Eyitayo’s landlord, Mathew Sobiye, to the Lagos office in Shangisha and told him, for the first time, that they had carried out the raid on his compound and that Mr. Eyitayo was dead.

They warned him not to disclose this to anyone, the Septuagenarian said.

The SSS claimed Mr. Eyitayo was resisting arrest on the night of the raid and tried to jump from the moving van as he was being conveyed to their office. They said he died from injuries sustained in the process.

But Mr. Eyitayo’s family would have none of that. They claimed that from account of fellow tenants at his Pleasure residence, he was already unconscious when he was handcuffed and carried into the waiting van.

They wondered how an unconscious man in chains could overpower several SSS operatives and jump to his death. They said if the SSS had nothing to hide, it shouldn’t have waited for 19 days before formally informing them of Mr. Eyitayo’s death.

Michael Lasisi, one of Mr. Eyitayo’s relatives, told PREMIUM TIMES that the SSS waited that long because they were trying to perfect a fabricated story to hide the fact that they tortured Mr. Eyitayo to death.

“We had gone to the SSS office several times, and they told us ‘come back you cannot see him.’ Until finally on the 23rd (of April), 19 days after he was killed, they now told one of my brothers Oyetunji that he had died. Meanwhile they had told the landlord not to tell anybody that he had died.

“They did that so as the days elapsed they would be able to manufacture lies to cover up the official criminality. They could not tell us what he has done. They said his friend was part of those who cloned the governor’s number. They traced the friend to his house but they did not see him.
At a meeting between Mr. Eyitayo’s family and the SSS on May 3 at their Shangisha office, angered by an SSS attempt to implicate Mr. Eyitayo in the number cloning scam, Mr. Lasisi and other family members walked out on the officials of the secret service threatening to drag the agency to court.

“A SHOW OF SHAME”
Not wanting the story of the alleged extrajudicial killing by its operatives out in the open, the SSS approached Mr. Akiolu, the paramount traditional monarch in Lagos, to appeal to the family of the dead man, after its original attempt to use officials of the Lagos State Ministry of Justice failed to assuage Mr. Eyitayo’s family.

Some members of the family said they first suspected that something was fishy when those who had resisted the antics of the Lagos State officials were exempted from the delegation to meet with Mr. Akiolu.

“I think the SSS had told the Oba that some members of the family who gave them a hard time during the initial discussion shouldn’t be allowed to be part of the negotiation. The excuse they gave was that the Oba did not want a crowd in his palace,” a family member, who sought anonymity for security reasons, said.

Several family sources present described the negotiation at the monarch’s palace as a show of shame. They said the moment the SSS offered to pay N15 million, some of the most outspoken members of the delegation suddenly became quiet.

They said Mr. Akiolu doused the flickering flame of resistance from the family members when he appealed to them to accept what the SSS was offering in order to bring a closure to the matter and stop acting like they were there to sell the body of their dead kin.

“The family lawyer put up a spirited effort to make the DSS [as the SSS is also called] pay more compensation, but members of Saheed’s family would have none of that,” an attendee at the meeting said.

“In fact, one of them was stepping on his (lawyer’s) feet and telling him not to be too hard of the DSS and to accept whatever the DSS was offering so that the matter can be settled. The lawyer was almost in tears,” another family source said.

“At a point, they even threatened to fire the lawyer if he would not agree with the decision of the family.”

“One of them said that they should accept the offer of the DSS because the body of Saheed was suffering and they needed to bury him urgently to stop the suffering,” the source said.

Another source, however, added that Mr Akiolu insisted that N10 million be given entirely to the parents of the deceased. He also insisted that the SSS must pay the lawyer’s professional fees.

According to our sources, the five million that was remaining from the compensation paid was shared among members of the deceased’s family involved in the negotiation.

Meanwhile, even as they agreed to accept the compensation, none of the victim’s family members had seen his corpse as the SSS did not disclose where it kept the body.

The family did not also press the SSS to conduct an autopsy on the deceased as required by Lagos State laws for persons who died under suspicious circumstances like Mr. Eyitayo

“The DSS did not allow the family see the corpse of the dead victim before they forced the family to reach a negotiation. That was the plan. When they finished the negotiation, they called Saheed’s uncle to come and look at the body but he was only shown his legs,” one of our sources said.
CUT AND BRUISES ALL OVER

Family members who saw Mr. Eyitayo’s corpse after it was released for burial by the SSS said it dawned on them the reason the agency refused to let his family see the body before the negotiation was concluded and all documents signed.

“If you see the corpse, you would know that he was tortured and killed in a brutal manner. He had two deep cuts in the back of his head, apparently inflicted by a machete or other similar sharp objects. There were cuts and bruises all over his body,” the source said.
As part of the agreement reached with the deceased family, the SSS agreed to foot the bill for his funeral. Mr. Eyitayo’s body was carried to his hometown in Oyo for burial in the most disrespectful manner, the source said.

“If you see the way they carried his body home. They couldn’t even get a proper vehicle to deliver his body to his family.
“They got a rickety vehicle. On their way to Oyo State, the vehicle conveying his body was so old that its tyres bust twice before it got to the town. And they spent several hours on the road fixing the tyres.

“His body was not even put in a casket. He was taken home for burial in a body bag made of jute sack. The type used for keeping rice.
Babs Animashaun, the lawyer who represented the family, declined to discuss details of the negotiation when reached for comments. He however said the family has moved on after settlement.

“That is strictly confidential between the parties. I cannot share the details of the settlement with the public,” he said.
“The family agreed to settle with the SSS out of court. They can never be happy with what has happened but at least they were able to move on. That is what is important,” he added.

The SSS could not be reached for comments. The agency does not have a spokesperson, neither does it have an email address or phone number through which it can be contacted. Before the current administration, the SSS used to have a spokesperson, Marilyn Ogar, but the current leadership of the agency led by Lawal Daura, has refused to appoint one or disclose how it should be officially contacted for enquiries.

When PREMIUM TIMES visited the palace of the Oba of Lagos to ask about his role in the saga, officials requested a formal letter. About two weeks after the letter was delivered, the monarch has not responded or agreed to a formal interview.
