Following a secret meeting held between President Muhammadu Buhari, a former President of the Senate, David Mark and some notable former National Assembly members, a report according to ThisDay Newspaper suggests that the meeting was a fence-mending one between the Presidency and the upper legislators.

Although no statement was made on the reason for their meeting, speculation was rife that the former National Assembly leaders were on a fence-mending mission to settle the rift between the presidency and the Senate.

There has been no love lost between the presidency and the Senate since the emergence of Saraki as the Senate President and Senator Ike Ekweremadu as his deputy a year ago.

Saraki is currently facing trial for false assets declaration and with his deputy for the alleged forgery of the Senate rules, which both men have maintained were politically motivated by Buhari and his administration to force a leadership change in the Senate.

Also, while the Senate deems the forgery charges as undue interference in the affairs of the legislature, the executive has maintained that they were filed in the interest of justice and that of the public.


There were reports last week alleging that the Senate was contemplating initiating impeachment proceedings against Buhari but this was later denied by the Senate.

While Nnamani and Masari arrived together, Mark came later and was accompanied to Buhari’s office by the Senior Special Assistant to the President on National Assembly Matters (Senate), Ita Enang.

The Governor of Zamfara State and Chairman of the Nigeria Governors’ Forum (NGF) Abdulaziz Yari was also seen going into the president’s office. However, it was not clear whether he was part of the meeting or he met separately with Buhari.

Details of the meeting between Buhari and the former National Assembly leaders were not disclosed.

The executive and the legislature have been at loggerheads since the emergence of the current presiding officers of the National Assembly, especially the Senate. Indeed, the leadership of the National Assembly did not honour an invitation to the breakfast with the president recently.
Meanwhile, the Court of Appeal in Abuja has granted Saraki’s prayer to adjourn his appeal challenging the competence of the false declaration of assets charges brought against him by the federal government.

The court adjourned the appeal to October 6 to enable the justices of the court enjoy their vacation.

Though the appeal was slated for hearing, Saraki’s counsel, Chief Godwin Kanu Agabi (SAN), a former Attorney General of the Federation (AGF), Monday argued a motion praying the court to adjourn hearing of the suit in view of the yearly vacation of the court which began last week.
Agabi told the justices that they deserved their vacation having worked tirelessly in the past one year.

He also argued that since the court would not be able to give judgment during the vacation, there was no point hearing the matter so that judgment in the suit would not be hanging over their heads while on holiday.

Saraki’s stance was however vehemently opposed by the federal government, which claimed that the Senate president had already been granted three adjournments in the matter.

But Justice Abdul Aboki, who was presiding, cut in and demanded to know from the government’s lawyer, Mr. Rotimi Jacobs (SAN), what he stood to lose if Saraki’s request was granted.
Jacobs eventually agreed to the adjournment.

Justice Aboki in his brief ruling agreed with Saraki and adjourned hearing of the appeal till October 6 this year.

Saraki had challenged the competence of the false assets declaration criminal charges brought against him by the federal government, insisting that the charge was politically motivated and in bad faith.

In the objection argued by his counsel, Saraki said the charges could not be sustained in law since due process of law was not observed before it was initiated.
He had asked the court to quash or strike out the charges filed in September last year against him.

The Senate president also asked the Appeal Court to discharge him from the charges on the grounds that they were not competent and lawful in the eyes of the law.

Meanwhile, the Senate President Bukola Saraki Monday restated his loyalty to the ruling All Progressives Congress (APC) and reiterated his belief that the President Muhammadu Buhari administration would redeem the electoral promises it made during the 2015 general election.

His statement came just as President Buhari met with former Senate Presidents David Mark and Ken Nnamani, and a former Speaker of the House of Representatives and Katsina State Governor Aminu Masari behind closed doors.

A statement by the Senate president’s Special Assistant, New Media, Bankole Omisore, said Saraki reaffirmed his loyalty to the party at the 10th Abuja Housing Show held at the International Conference Centre in Abuja, with the theme: Expanding Access to Affordable Housing in Africa.
The event featured top government officials and prominent stakeholders in the housing sector.

While acknowledging the presence of the APC National Organising Secretary, Senator Osita Izunaso, who spearheaded the discussions at the summit, Saraki said the APC government was absolutely committed to the social welfare of the people while affirming his unalloyed loyalty to the party.
“The Senate and the National Assembly as a whole believe very strongly that we must make a difference in the housing sector,” he said.

The Senate president, reacting to observations that the existing housing laws needed to be repealed and amended, charged the organisers of the summit to take further steps by forwarding a document of laws requiring amendments to the National Assembly.

“I assure you that action will be taken instantaneously,” Saraki promised.

Saraki further said the Senate had commenced the process of reviewing several laws affecting property rights and access to housing in the country.

According to him, the review of the National Housing Fund Act was ongoing and would be completed before the end of the year.

In his submission, Izunaso said housing deficit in Nigeria had been put at 17 million housing units.

“As at today, only 10 per cent of those who dream to own a house in the country can afford it, as against the 92 per cent home owners in Singapore.

“The central objective of the summit, however, is to come up with feasible strategies on how to end the problem of homelessness in Nigeria,” Izunaso said.

Present at the summit were the Minister of Power, Works and Housing, Babatunde Raji Fashola; Kano State Governor, Abdullahi Umar Ganduje; Turkish Ambassador to Nigeria, Hakan Çakıl; Trade Union Congress (TUC) President, Mr. Bobboi Kaigama; and several investors.

Two separate meetings were said to have been held at the President’s office at the Presidential Villa, Abuja.

Those spotted at the Villa included former Senate Presidents, David Mark and Ken Nnamani, former Speaker of the House of Representatives, Aminu Bello Masari and the Senior Special Assistant to the President on National Assembly Matters (Senate), Ita Enang.

While Nnamani and Masari arrived the same time, Mark, who is still a current Senator approached the President’s office together with Enang about one hour later.

But it was not clear whether Mark and Enang actually met Nnamani and Masari at the President’s office as Nnamani and Masari were said to have been taken out from the President’s office’s entrance in a vehicle.

David Mark REJECTS Offer To Replace Saraki, Declares Support For APC; 4 Names Shortlisted

Tense mood pervaded the Senate proceedings on Tuesday, following the departure of the Senate President, Dr Bukola Saraki, to attend the sitting of the Code of Conduct Tribunal (CCT), in respect of his ongoing trial for false asset declaration.

The Nigerian senators were said to be unhappy at the development, especially with the symbol of the institution being kept in the dock during Senate sittings.

“We cannot shave someone’s head in his absence,” said a lawmaker, who added that the opposition Peoples Democratic Party (PDP) has not debated the issue of who replaces Saraki if he is possibly swept aside through the ongoing trial,” sources said.

The lawmakers said the issue of who takes over at the helm of the Senate would only be taken within a few days when it became obvious.

The development was coming on the heels of the revelation that the immediate past Senate president, Senator David Mark, has rejected subtle offers that he takes over from Saraki, in case the Senate president is removed.

Sources close to the former Senate president told the Nigerian Tribune in Abuja that Mark was content with playing the role of an elder in the Senate, adding that he would continue to be a guide to the Senate at critical times.

“I can tell you that the former Senate president is content with his role as the conscience of the eighth senate. He is of the view that the PDP should allow the ruling All Progressives Congress (APC) run the show, so that the former ruling party could play its role as opposition.

“We in the PDP have had our time and Senator Mark is of the view that the APC should be allowed to run its government, so that they don’t turn around and blame anyone for obstructing them,” the source said.

It, however, emerged that the pro and anti-Saraki forces have continued their strategy meetings despite the daily sittings at the CCT.

While some members of the SUF, who have clamoured for a united APC caucus in the Senate, had also canvassed the emergence of a unity candidate in case Saraki was removed, the Like Mind Senators, the group loyal to Saraki, had continued to bank on the support of the PDP to dictate the pace.

It was gathered that the groups had agreed to field a unity candidate if Saraki was removed.

“One of the issues said to have been agreed to at the different caucus meetings is the fact that a unity candidate should emerge and that could lead to the emergence of a compromise candidate,” a source said.

It was gathered that some names had been thrown up, but no conclusion had been reached so far.

Those being mentioned included Senator Shaba Lafiaji (Kwara), Barnabas Gemade (Benue), Abdullahi Adamu (Nasarawa) and the Deputy Senate President, Ekweremadu (Enugu).

In another development, the Senate announced on Tuesday that the National Security Adviser and service chiefs would appear before the lawmakers today.

Their appearance was in connection with the summon extended to them last week by the Senate over the  missing Chibok girls, kidnapped by Boko Haram elements in 2014.

Ekweremadu, who presided over the sitting, said the NSA and the service chiefs would be in the chamber by 10.00 a.m., while urging the senators to be punctual.

Ekweremadu said that the Senate was worried at the continuous disappearance of the abducted girls and apparent lack of information on what the security agencies were doing to secure their release.

In another motion passed on the floor of the Senate on Tuesday, the lawmakers approved the continued importation of used tyres, popularly called Tokunbo, into the country through land borders.

The motion followed the passage of the motion, entitled: “the use of substandard or used tyres on Nigerian roads,” sponsored by Senator Shehu Sani.

Sani, in his motion, expressed worry about the growing deaths from road traffic accidents.

He said from 2010 to date, statistics had shown that over 5,000 lives had been lost on Nigerian roads as a result of burst tyres.

He said the development was either due to low quality or over-use of the tyres.

But the Senate failed to empower the Federal Roads Safety Corps (FRSC) and Vehicle Inspection Officers (VIOs) to conduct a random checks on tyres in use across the country.

Daily Trust - High-level political machinations have commenced underground at the upper chamber of the National Assembly over who may eventually succeed Senator Bukola Saraki as the Senate President, as his trial over allegation of false assets declaration begins at the Code of Conduct Tribunal (CCT). Daily Trust on Sunday digs into the unfolding battle for the coveted Number Three seat.

Ahead of the commencement of the trial of the Senate President, Senator Bukola Saraki, at the Code of Conduct Tribunal (CCT) on a 13-count charge bordering on false declaration of assets, his colleagues in the Senate have begun scheming for his possible replacement, Daily Trust on Sunday has gathered.

The move received a boost last week when the tribunal dismissed Saraki’s application, asking it to drop the charges, citing procedural errors.

The embattled Senate President had argued through his counsel, Kanu Agabi (SAN) that the failure of the Code of Conduct Bureau (CCB) to invite him, as required by law, to explain the alleged discrepancies in his assets declaration form had invalidated the charges.

However, while giving its ruling on March 24, the tribunal dismissed the application, saying the CCB did not breach the law by filing charges at the CCT against Saraki.

Daily Trust on Sunday gathered that soon after the verdict clearing the course for the trial, senators with interest in the Senate Presidency began strategizing on how to take over from Saraki, holding surreptitious meetings where they canvassed for the support of their colleagues.
The senators are gunning for the most coveted seat in the Red Chamber, believing that it is only a matter of time before it becomes vacant. 
The senators eyeing Saraki’s job, some lawmakers disclosed, are both from the ruling All Progressives Congress (APC), which has the majority in the Upper Chamber, and the Peoples Democratic Party (PDP), which has the second highest number of senators.

The possibility of the PDP making an attempt to clinch the position in the face of its minority status at the Senate first became obvious on Thursday, when its member representing Delta South and the Chairman of the Senate Committee on Niger Delta, Senator Peter Nwaboshi, declared that the party would produce the next Senate President if Saraki is removed.

The plots 
Recently, there have been series of secret meetings by all camps at the Upper Chamber with the sole aim of producing a united front ahead of an expected post-Saraki era.

The meeting, which started in the office of Senator Abu Ibrahim (APC Katsina South), succeeded in bringing key actors in the warring camps of the APC together.

In Saraki’s camp, Senator Ahmed Sani Yarima (APC, Zamfara West), Senator Kabiru Gaya (APC, Kano South), Senator Adamu Aliero (APC, Kebbi Central), Senator Wamakko and Senator Danjuma Goje (APC, Gombe Central) attended the meetings. Senator Yarima nominated Saraki for the Senate Presidency last year. 

From the Ahmed Lawan’s Unity Forum camp, Senator Suleiman Othman Hunkuyi (APC, Kaduna North), Senator Kabiru Marafa (APC, Zamfara Central), Senator Gbenga Ashafa (APC, Lagos East) Senator Abu Ibrahim (APC, Katsina South) and Senator Lawan (APC, Yobe North) participated in the meetings held four times at the residence of Wamakko in Abuja.

It was gathered that the APC senators were forced to cement their crack following the moves by the PDP senators to snatch the Senate Presidency seat from the APC.

It was further learnt that the PDP caucus has been holding marathon secret meetings on how to take over the Senate Presidency, with the final strategy meeting held outside the National Assembly on Wednesday, which had the party’s national chairman, Senator Ali Modu Sheriff, in attendance.

Making public, for the first time, the agenda of the meetings, Senator Nwaboshi said they had perfected plans to produce the next Senate President if Saraki was forced out of the seat.

“If, but God forbid, because we don’t see it coming, by chance Saraki is removed, I can tell you that the PDP will produce the next Senate President. We only need three and we have it. The calculation is very clear to me. The calculation is very clear for PDP. We know what it will take us,” he said.

An analysis of the strength of the party at the Senate shows that the APC has 58 senators, PDP 44 and LP one in the person of Senator Ovie Omo-Agege of Delta Central. Six seats are still vacant in the Red Chamber, as the reruns for six senatorial districts are yet to be conducted. At the inception of the Eighth Senate in June last year, APC had 59 and PDP 49, while one seat was vacant. 

PDP: We’ll Jump at It
Also opening up on the PDP quest to snatch the Senate Presidency, the former governor of Ebonyi State, Senator Sam Egwu, said they would jump at the opportunity if Saraki was sacked. 

“We will jump at the opportunity and take the seat, since we have lost the Presidency. I didn’t attend the latest meeting on it, but we have the capacity to take it over because we are united,” he said in a phone chat. 

It was widely believed that the PDP members are planning to relaunch the party, which was defeated at the 2015 general elections, with the Senate Presidency.

The Contenders 
High ranking senators confided in Daily Trust on Sunday that five names are being touted by various camps in the Red Chamber as the likely successor of Saraki.

Abdullahi Adamu
Impeccable sources in the Like Minds camp supporting Saraki told our correspondent that they were weighing the option of Senator Abdullahi Adamu (APC, Nasarawa West) as Saraki’s likely successor.

Senator Adamu was a two-term governor of Nasarawa State, from 1999 to 2007, on the platform of the PDP. He decamped to the APC in 2014 and is the chairman, Senate Committee on Agriculture.

According to sources in the Like Minds group, the former governor was being considered for the job in order to retain the position in the North-Central geopolitical zone, where the current Senate president comes from. 
   
Mohammed Shaaba Lafiagi
Another APC senator that the group is considering for the job is Senator Mohammed Shaaba Lafiagi, representing Kwara North Senatorial District. Lafiagi’s name made the list because in addition to coming from the North-Central zone, he hails from the same Kwara State as Saraki and was said to be a beneficiary of the Saraki political dynasty in Kwara.

A prominent member of the Saraki’ camp told our correspondent that meetings were secretly being held at the residence of a former governor in Abuja.

“If I’m to be in Saraki’s shoes, I will resign and concentrate on my trial, but since he has not, we don’t want to be caught off guard, hence we are looking another way round,” he said.

The senator, who said the candidature of Adamu was being promoted by some former governors who are influential in the Senate, added that senators in another faction in the same Saraki camp were pushing for Lafiagi, with a view of retaining the position in Kwara State.

Senator Ahmed Ibrahim Lawan (APC, Yobe North) who has been at the National Assembly since 1999 was the preferred candidate of the APC for the Senate plum job last year, but Saraki in alliance withPDP senators pushed him aside.

Members of the Lawan camp are relying heavily on the backing and support of the Presidency and that of the leadership of their party, especially the national leader, Senator Bola Ahmed Tinubu. 

It was gathered that Saraki deferred the plan to suspend Senator Marafa from the Upper Chamber, following ‘warnings from the powers that be.’ The return of Senator George Akume (APC, Benue-Northwest) from a medical trip that lasted weeks has boosted the chances of the Lawan camp.
“The presidency is still with us because of the stance of President Muhammadu Buhari on the issue. Whether they like it or not, one day they will fall. We are watching as the trial progresses,” a senator in the camp said.

Ali Ndume
Another senator whose name is ringing bell in the Upper Chamber as a likely successor for Saraki is the Senate Leader, Ali Ndume (APC, Borno South).

When the Senate was inaugurated in last June, Ndume contested for the deputy senate President seat, but he was defeated by Senator Ike Ekweremadu, on the strength of PDP alliance with Saraki.

Sources told our correspondent that the continued re-echoing of Ndume’s name as a contender for the seat has upset the loyalists of Saraki who are seeing him as one of their own. Ndume, a second time senator, stepped up from the House of Representatives to the Upper Chamber in 2011.
Sources close to him said the Borno-born senator has his eyes set on the Senate Presidency.  

The chances of the duo of Lawan and Ndume are being hindered by the Speaker of the House of Representatives, Yakubu Dogara, who happened to be from Bauchi State in the North-East, the same geopolitical zone as the two.

Ike Ekweremadu
It was gathered that the Deputy Senate President, Ike Ekweremadu, is said to be in the race. 

Ekweremadu is favoured by the ranking rules of the Senate.  He has been at the Upper Chamber since 2003 and Deputy Senate President since 2007. 
It was widely believed that Saraki rewarded the PDP with the Deputy Senate President seat following his alliance with them in June last year. 
Observers are of the view that the PDP is trying to repeat the Aminu Tambuwal’s episode of the House of Representatives that dealt a deadly blow to the party.

The return of the immediate past Senate President, Senator David Mark (PDP, Benue South) to the Red Chamber has brightened the chances of the PDP to clinch the post should it slip off Saraki’s hand.

Mark, aside from being the most ranking senator, was said to be a key player in the emergence of senate presidents since 1999. It is on record that he played immeasurable role in the emergence of Saraki.

Contrary to reports, our correspondent gathered that Mark is not interested in staging a comeback. 

Two APC senators from the North told our correspondent that they were trying to unite to deflate the plans of the PDP senators.

“We are fully aware of the plot of the PDP to take over the seat in case Saraki falls, but we are working to block them. We know their game plan and this is why we are trying to close our ranks for the benefit of our party and Nigerians in general who voted them out and brought us in,” an APC senator, who spoke on condition of anonymity, said.

When contacted, the Senate Leader, Ndume, said the Saraki issue was being overblown by the public. “Do you know that I am still in court on a more serious issue? The President of the Senate is in court for assets declaration, but I am in court for a more serious issue, that I am an alleged sponsor of Boko Haram

“I have been in court for four years, so why is it not an issue? I have not complained, it is not a big deal, I am still the Leader of the Senate and my role is as important as that of the President of the Senate, but it is not a big deal. Why are you making his case a big deal?” he said. 
On whether he was eyeing the seat or not, Ndume said “It is Allah that gives power and He gives it to whoever He deems fit and at anytime.”

Also, the spokesperson of the Senate President, Yusuph Olaniyonu, denied that other senators were coveting his boss’ seat, saying Saraki enjoyed the support of the overwhelming number of his colleagues.

“That is an old story which has been debunked by many leading senators. I refer you to the interview by Senator Bukar Abba Ibrahim and Senator Peter Nwaoboshi. That is why he has continued to perform his duties unperturbed, even with the so much hyped CCT case, “he said.

Also, one of the aides of Senator Ekweremadu, who pleaded anonymity, described the report that his boss was jostling to succeed Saraki as an ‘APC scam and propaganda to keep pressure’ on the Senate President.

“My boss doesn’t even foresee Saraki’s removal, let alone jostle to succeed him,” he said.

Suspected daredevil Fulani herdsmen, yesterday, at Akwu- Agatu, shot at the convoy of former Senate President, Senator David Mark, during his visit to Agatu to assess the level of destruction in the area.

The former Senate President escaped unhurt along with other key officials in the convoy even as the suspected herders repeatedly fired at them. Senator Mark was in company of the former Minister of Interior, Comrade Abba Moro; member House of Representatives for Ohimini/Otukpo, Hon. Ezekiel Adaji; security aides, newsmen and party supporters while embarking on the tour of the eight communities.

The communities affected include: Aila, Akwu, Okokolo, Adagbo, Akwu, Ugboju and Odugbeho which are completely destroyed by Fulani herdsmen. The convoy of the former senate president was approaching Akwu community when some fleeing herdsmen sighted it and shot at it leading to a stampede, which brought the convoy to a halt.

Security men on the convoy of Senator Mark were ordered to remain calm and refrain from exchange fire until the former minister ordered that the convoy should continue to move.

All the eight communities attacked by the herders were completely destroyed and deserted except Odugbeho which was again attacked last Thursday evening.

Speaking to few persons in each of the communities, Mark expressed shock at the level of destruction and assured that the incident would be the last, carried out by the herders. He urged the youths to remain calm and refrain from embarking on reprisal attacks since two wrongs do not make a right, stressing that the senate would soon embark on public hearing on the matter to find a lasting solution to it.

An angry youth leader in Aila, Michael, lamented the porous security in Agatu local government and angrily told the former senate president to tell the President to remove the soldiers, as ‘we are competent now to defend ourselves’. However, Senator Mark appealed to the youths to maintain peace and remain law abiding as he promised to convey what he had seen to the government for prompt action.
