2019: You're On Your Own - Northern Leaders Tell Buhari, Asks The President To Resign, Fear Ya'Adua Scenario Might Come To Play

MUHAMMADU BUHARI
News Direct - The health situation of President Muhammadu Buhari has divided the northern leaders into two groups. While a group believes that the President should be patriotic enough to throw in the towel and think of the country first while another group had vowed to swim or sink with the President.

The anxiety over the health condition of the President heightened when the Senior Special Assistant, Media to the president, Malam Garba Shehu said Buhari would soon return to London to see his doctors.

However, northern leaders are beginning to be agitated over the health condition of the president as the same scenario played during the tenure of late President Umar Musa Yar’Aduawho died in office in May 2010.

Last week, the suspended former chairman of the House of Representatives Appropriation Committee, Abdulmumin  Jibrin, called on President Muhammadu Buhari to resign and hand over to a competent person.

Jibrin said in a series of tweets via his Twitter handle that the president had failed Nigerians, and should therefore immediately leave the stage.

“So many issues are left unattended even small issues that a presidential cough can deal with are left hanging. Supporters are worried, understandably resorting to grumbling in hush voices while keeping bold faces and holding on to hope and prayers. I believe that the combination of these two factors of his age and health situation have slowed down the pace of PMB and the APC government. The incoming president will have to do some diplomatic shuttle to a few powerful officials to address whatever their fears may be,” he said.

Presidency has since kept mum over Jibrin’s comment but sources close to Nigerian NewsDirect said the North was beginning to rethink the promised support for Buhari in view of reports of his failing health that he is suffering from a certain ailment which is believed to be wearing him down.

The North is still suffering from the sudden death of Umar Musa Yar’Adua and it would be unfair to the North to risk the situation again.

It would be recalled that in January, the President transmitted a letter to the National Assembly informing them of vacation, last February, he wrote the National Assembly informing the country of his intention to extend his medical leave in the UK.

Traumatised along with Buhari’s family members, is a nation agog with rumours and social media frenzy announcing the President’s death or health situation. Painting scenario of every conceivable stripe, new websites spring up to amplify deafening rumours about the coming Armageddon in the event of the President’s death.

This, the Northerners did not take with a pinch of salt as Sule Lamido, a former governor of Jigawa state said,” leaders beware of the consequences that flow from tyrant, impunity and abuse of human dignity,” Lamido posited that if the acts of intimidation was because of his ambition, if he has been destined to be president, nobody can stop me.”

There is this growing perception in the north that the 2019 general election would be decided by “focused and development-oriented politicians.

As such, those politicians including former governors and federal law makers have been mobilising in such a way that should President Buhari decide to seek another term in office, he will run the risk of being a lone ranger.

In a chat with Nigerian NewsDirect, a former governor of Kaduna State, Alhaji Balarabe Musa asked the National Assembly to guide Nigerians on the dilemma,

“The National Assembly has the greatest responsibility on this matter” Musa said

On his part, Engr Buba Galadima hinted that Buhari would run alone if he decides to throw his hat in the ring in 2019, and most politicians that have weathered many political battles in the north had started working together to regain the zone.

Former Sokoto state governor, Attahiru Bafarawa captured it this way, He said: “I am one of the people who held that running  government is not a one-man show, but a collective responsibility. And with the current situation in the country, neither APC nor Mr President can do it alone. I said this in a letter to the President, it is not what one man can do.

“You saw the way and manner Obasanjo ran his own government, it was encouraging. He toyed with the idea of unity government while in power.

He brought PDP, his party and APP by then, gave the ministerial appointments and they worked as a team, that was why he succeeded.

But when the winner takes all, in a country like Nigeria, cannot work.”

In all of these, it shows there is apprehension in the North because they are not favoured in this democratic setting, from 1999 till date the North had not really held onto power and complete their own tenure as stipulated in the constitution.

So the fear surrounding Buhari’s health is a huge concern to the North because, they want to maintain that northern oligarchy of keeping on to power but, it seems it is eluding them.

Their divergent views as to who will be the torch bearer that will be accepted in terms of experience and having that character and strong will to galvanize together, all and sundry in the north is still not identified.

The people of Katsina, especially from Daura had clinged on to that thought that this is our own, whatever happens, this is our time and chance even when they know of the health challenges.

What really comes to mind is if the President was ready for the rigours of governance and the multiplicity of Nigeria’s problems?

Being that Nigerians are driven by greed, power and distribution of wealth, some elements in the North are not concerned about what happens to the President. But just to say this is our own.

That is why notable scholars in the north are staunch critics of the President because they are of the opinion that the north can do better with a young articulated mind.

Meanwhile, the umbrella organisation of all northern youths, Arewa Youth Forum, (AYF) has accused leaders in the region of politicising the health of the President.

Its National President,  Comrade Ibrahim Gujungu said ,”we deem it necessary to affirm that all is not well with the North and most especially the region that holds political reign in the country.”

However, what is worrisome is the attitude of the politicians, especially those of the Northern extraction towards the health of Mr President.

Some Northern governors, are working to position themselves for political gains to the detriment of the ideology of the Northern Nigeria.

The bottom line of it all is that, the North should clearly, stop having the discordant tones, rather, an indepth knowledge of whom they put forward as president matters a lot to them and Nigeria, so as to erode from the mindsets of other regions that they are producing sick presidents whose lives hang in the balance two years into their administration. And they should stop maligning themselves and face political issues squarely.

At Last, The Presidency Breaks Silence On Alleged 'Buhari's Authorized Amaechi Judge Bribe' Scandal; Issues Official Statement

buhari and amaechi
The Presidency on Sunday broke its silence on the allegations of inducements raised by two of the judges arrested recently, saying President Muhammadu Buhari would never authorise anybody to induce a judge to pervert the course of justice.

The Senior Special Assistant to the President on Media and Publicity, Garba Shehu, said this in a statement made available to journalists in Abuja.

It was the Presidency’s first official reaction to two of the embattled judges who claimed that the Minister of Transportation, Rotimi Amaechi, approached them allegedly on the instruction of the President to influence decisions on election cases.

A Justice of the Supreme Court, Justice Sylvester Ngwuta, who was one of those arrested by the Department of State Services had in a letter dated October 18, and addressed to the Chief Justice of Nigeria, Justice Mahmud Mohammed, claimed that Amaechi had impressed it upon him that the President was interested in the judgments of the Supreme Court on Ekiti and Rivers elections going in favour of the All Progressives Congress.

Another Justice, Justice John Okoro, had also claimed that Amaechi told him that the President and the APC mandated him to inform him (Okoro) that they must win their election appeals in Rivers, Akwa Inom and Abia States at all costs.

But Shehu, in the statement, advised journalists and other Nigerians to stop linking Buhari to the travails of the judges.

“President Muhammadu Buhari would be the last person to authorise anybody to induce a judge to pervert the course of justice,” he said.

The presidential aide noted that despite his personal familiarity with some court judges, the President had never used that familiarity to seek favours from them from 2003, 2007 and 2011 when he was challenging the fairness of the presidential election results, from the lowest to the highest courts in the land.

He said as a politician, Buhari had never suggested to his lawyers to approach any judge for assistance to win his cases.

He said the President lives by this principle and has never deviated from it.

On the fate of the judges facing corruption allegations, Shehu said the President does not tell courts how to do their jobs and that anybody accused of corruption is protected by law to defend their innocence.

He explained that the purpose of the law is to punish the guilty and acquit the innocent, noting that the law protects the rights everyone.

Shehu said the President did not have any powers to force any court to convict anybody who is innocent, arguing that in a democratic society, that cannot happen without resistance by the people

Buhari DISOWNS Media Aide Over Aisha Kitchen Comment Rebuttal
President Muhammadu Buhari has disowned a rebuttal comment made by his  Senior Special Assistant on Media, Mallam Shehu Garba over the President's Wife, Aisha belongs to his kitchen comment.

President Buhari has reiterated that his wife, Aisha, actually belongs in the kitchen, saying she should stay out of politics.

The president held his ground when he was asked to clarify his earlier comments by German broadcaster, Deutsche Welle.

“I am sure you have a house. You know where your kitchen is. You know where your living room is. And I believe your wife looks after all that even if she’s working,” Mr. Buhari said when the interviewer, Phil Gayle, asked him to clarify his controversial comments.

The president’s comment counters the previous explanation by his media aide, Garba Shehu, who tried to play down the remarks.

Mr. Shehu had, hours after Mr. Buhari made the statement at a press briefing in Berlin, said the president was only joking.

“My friends, can’t a leader get a sense (of) humour anymore? Mr. President laughed before that statement was made,” Mr. Shehu said as the comments drew worldwide condemnation. “He was obviously throwing a banter.”

But when Mr. Gayle asked Mr. Buhari if “that is your wife’s function?”

The president answered: “Yes, to look after me”.

Mr. Buhari said “I think so” when asked if his wife should desist from talking about politics.

Mr. Buhari has been roundly criticised for his comments, which he made in response to his wife’s criticism of his cabinet composition.

Mrs.  Buhari threatened to withdraw her support for the president should he decide to run for reelection.

This is the second time Mr. Buhari will contradict his media assistants in recent months.

In April, when former British Prime Minister David Cameron said Nigeria was fantastically corrupt , Mr. Shehu pushed back against the comments on behalf of his principal, saying Mr. Buhari was embarrassed by it.

The next day, Mr. Buhari said in at least two different occasions that he agreed with Mr. Cameron that Nigeria was indeed a fantastically corrupt country.

Chibok Girls
The Federal Government has confirmed the release of about 21 girls out of the over 200 that were kidnapped in the town of Chibok in Borno state, far NorthEastern Nigeria, over two years ago.

This is contained in a social media post from the handle of the Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu.

In the post on Thursday morning, Mallam Shehu said: “It is confirmed that 21 of the missing Chibok Girls have been released and are in the custody of the Department of State Services (DSS).

He further stated that the Director-General of the DSS, Mallam Lawal Daura, who wants the girls to have some rest, (with all of them very tired coming out of the process) before he hands them over to the Vice President Prof. Yemi Osinbajo, has briefed President Muhammadu Buhari of the development.

According to Mallam Shehu, the release of the girls, in a limited number is the outcome of negotiations between the administration and the sect, brokered by the International Red Cross and the Swiss government. “The negotiations will continue,” he added.

The President’s media aide further said that the President welcomes the release of the girls but cautioned Nigerians to be mindful of the fact that more than 30,000 fellow citizens were killed via terrorism.

Buhari, APC 'Clash' Over Raid On Judges

Buhari, APC 'Clash' Over Raid On Judges

Buhari, APC 'Clash' Over Raid On Judges
The President, Muhammadu Buhari and his party, the All Progressives Congress, APC had held a contrary view over the weekend raid on some judges in the nation, News Punch understands

While the Presidency on Sunday backed the weekend’s raids on the residences of some judges and their arrest, saying due process was followed, the APC had accused the security agent of not following due process

The President through a statement offered by his Senior Special Assistant, Malam Garba Shehu said the arrest of the judges are legitimate and followed due process

Shehu, however, said the clampdown was not against the judiciary but against corruption.

Shehu said the Presidency had been told by the DSS that all due processes of the law, including the possession of search and arrest warrants, were obtained before the searches were carried out.

Describing the raids as “surgical operation”, he said to suggest that the government acted outside the law in a dictatorial manner, was therefore to breach the interest of the state.

The statement read, “The recent surgical operation against some judicial officers is specifically targeted at corruption and not at the judiciary as an institution.

“In a robust democracy such as ours, there is bound to be a plurality of opinions on any given issue, but there is a convergence of views that the country has a corruption problem that needs to be corrected.

“But reports by a section of the media are giving us cause for concern.

“To suggest that the government is acting outside the law, in a dictatorial manner, is to breach the interest of the state.”

On the contrary view, Buhari's party, the APC has joined a session of Nigerians to condemn the DSS action.

The APC in a statement issued Sunday night in Abuja and signed by the national secretary, Mai Mala Buni, the party however, advised all security agencies to be guided by the rule of law in the discharge of their mandates.

The APC in the statement to react to the PDP reckless claim that the action of the DSS was politically motivated said;

“The All Progressives Congress (APC) is concerned about the desperation of the Peoples Democratic Party (PDP) and some of its governors to drag the President into circumstances surrounding the reported raids of the homes of some judges by the State Security Service (SSS).

“The President Muhammadu Buhari APC-led administration strictly respects the principle of the Rule of Law and also adheres to the constitutional provisions of Separation of Power between the three arms of government”, the party said.

The APC however called on security agencies to respect the laws of the land in its operations.

“While the Party calls on all security agencies to respect and be guided by the rule of law in carrying out its constitutional duties, the APC finds the actions of some PDP governors and the reckless unsubstantiated allegations levelled by the PDP on President Muhammadu Buhari as the architect of the SSS raids curious and suspicious.

It's Untrue; Fmr. President Jonathan's Accounts Not FROZEN, Allowances Not STOPPED - Presidency Debunks

Jonathan
The Presidency has described as patently untrue, the allegation that allowances due to a former president have been stopped and his bank accounts were frozen.

The Senior Special Assistant to the President Muhammadu Buhari on Media and Publicity, Mallam Garba Shehu, in a statement on Friday, was dispelling the allegation by demonstrators in Bayelsa State on Thursday that former President Goodluck Jonathan's allowances were stopped and his bank accounts frozen.

Shehu said the Presidency had confirmed with the Secretary to the Government of the Federation that the former president and the other past leaders were paid their allowances up to the second quarter.

Shehu, who said the past leaders had not been paid third quarter allowances, assured that they would get their dues when remittances were received by the SGF from the Ministry of Finance.

The presidential aide also described the story of the account closure as false, saying "It is not known to the investigation agencies."

He stated: "The National Security Adviser to the President is not aware of this bank account closure; the DG SSS is unaware of it, the EFCC is unaware and the IG of Police is not in the know. With all of these agencies not being involved, how then could a thing like that happen? In a dream perhaps!".

Shehu said the Presidency believed that there was a clear motive for the demonstration that was different from that which was being canvassed.

According to him, the allegation is a premeditated attempt to blame President  Buhari "for something he knows nothing about. These claims are false and poorly sourced to present a picture of vendetta; and they should be disregarded by well-meaning members of the public."

Shehu said Buhari remained committed to the ideals of justice and fairness to all irrespective of creed, religion and political leanings.

The presidential spokesman added that President Buhari's administration would not engage in vendetta.

PLAGIARISM Scandal: EMBARRASSED Presidency Installs Anti-Plagiarism Software

PLAGIARISM Scandal: EMBARRASSED Presidency Installs Anti-Plagiarism Software

The Presidency has opted to install anti-plagiarism software into the computer of the President scriptwriters following national embarrassment over the "Change Begins With Me" inaugural speech, where President Muhammadu Buhari lifted a paragraph from US President Barack Obama’s 2008 victory speech this month, Daily Trust confirms

The presidency had apologized for the incident - which it blamed on an overzealous aide - and said it wouldn’t happen again.

Sources said officials in the presidency have now resolved to take a range of measures to guard against any further embarrassment.

“One of the measures will be to install plagiarism detection software to check speeches before they are delivered by the president,” an official involved in the plan told Daily Trust.

He said they all felt embarrassed by the plagiarism case, even though it was essentially the stupidity of one individual who didn’t envisage the gravity of his action.

When contacted over the plan, presidential spokesman, Garba Shehu, confirmed it. He said the Presidency was determined to ensure that a case of plagiarism would never happen again.

He had earlier issued a statement in which the presidency blamed  a deputy director “for the insertion of the contentious paragraph”.

It said: “This serious oversight will be investigated thoroughly and appropriate sanction meted. The Presidency wishes to state in the clearest possible terms that it regrets this unfortunate incident and will ensure that this does not happen again. President Buhari urges Nigerians to look beyond this incident and focus on the message of change,” the statement added.

Sources told Daily Trust that the deputy director responsible for the incident would be removed from the presidency. The case was particularly embarrassing to the presidency, especially as it came at a time US officials scheduled a meeting between President Obama and President Buhari.

The two presidents are expected to meet Tuesday on the sidelines of the United Nations General Assembly session. President Buhari is already in New York to attend the UN session and conduct several other international engagements.

FAYOSE Childishly Obsessed With Incurable Boorish Instincts - Presidency Blasts Over Aisha Buhari False Link

fayose
Premium Times - The Presidency has dismissed as laughable the desperate attempt by Governor Ayo Fayose of Ekiti State to link President Buhari’s wife, Aisha, to US Congressman William Jefferson’s bribery scandal for which the American lawmaker was convicted in 2009.

Reacting to Mr. Fayose’s allegations in a press statement, the Senior Special Assistant to the President on Media and Publicity, Garba Shehu, said ordinarily the presidency would have ignored Fayose because he was a man “childishly obsessed with the desire to grab the headlines and insulting people at will because of his incurably boorish instincts.”

Mr. Garba explained however that the presidency chose to respond on this occasion for the sake of innocent Nigerians who might be misled by Mr. Fayose’s shameless and blatant distortion of facts.
He said ignoring Mr. Fayose carried the risk of giving traction and credibility to outright and brazen falsehoods inconsistent with the status of anybody that calls himself a Governor or leader.

According to Mr. Shehu, Aisha had no direct, indirect or the remotest connection with William Jefferson’s corruption scandal in the United States.

He challenged Mr. Fayose to tell Nigerians if the so-called Aisha whose pictures he proudly, but ignorantly shared, was the same Aisha married to President Muhammadu Buhari, or if the Aisha of his idle imagination had any relationship by blood or any relationship in whatever form with President Buhari’s wife.

Mr. Shehu also challenged Mr. Fayose to produce evidence from the records of investigation and subsequent trial of Jefferson to prove that Mr. Buhari’s wife Aisha was in anyway linked to that scandal. He explained that common names alone were not enough to automatically link innocent people to crimes or scandals, especially in an era of identity thieves.

He further challenged Mr. Fayose to show proof when and where Aisha Buhari was invited for interrogation in connection with Congressman William Jefferson’s bribery scandal, let alone indicted for a crime locally or abroad.

According to the presidential media aide, free speech does not entitle Governor Fayose to falsely accuse innocent people of crimes they knew nothing about.

He warned Fayose that Aisha Buhari was entitled to protect her reputation from being recklessly maligned, adding that political opposition was not a licence to attack people’s reputation brazenly without legal consequences.

The Presidency has threatened legal suit against Mr. Nnamdi Nwokocha, a lawyer over extra-judicial public proclamation on a pending suit on President Muhammadu Buhari’s certificate.

Mallam Garba Shehu, the Senior Special Assistant to the President on Media and Publicity, on Sunday in a reaction on behalf of the Presidency in an interview with journalists in Abuja.

Shehu warned the lawyer that if he did not stop his “unfair and professionally inappropriate abuse of free speech”, the President’s lawyers would use the instrumentality of the law in dealing with his unethical actions,

He stated that “The two-pages interview splashed on pages 56-57 of ThisDay edition of Saturday June 11th breaches a lawyer’s ethical code and we hope that the court and the Bar Association will take notice of this.”

He said, “Newspaper pages are not alternative courts where a lawyer can declare anybody guilty of anything when the court has not formally given a definitive judgment on an issue before it.

“The two-page interview published on Saturday, June 11 breaches lawyers’ ethical code and we hope that the court and the Nigerian Bar Association will take notice of this.”

The Presidential Media Aide said “any lawyer that sincerely believes in judicial process and the rights of other parties to a case would not have engaged in the inappropriate and unprofessional practice of trial by media, especially a situation where Nwokocha openly declared the President guilty when the court didn’t make that declaration.”

Malam Shehu noted that “gag orders emerged in the United States on account of lawyers’ inappropriate conduct on trying and convicting people on the pages of newspapers or the court of public opinion.”

The Presidential Media Aide noted that “free speech is not synonymous with recklessness and wanton abuse of the rights other parties to a case in court.”

He also said that “The litigant’s unabashed claim that he was a card-carrying member of the opposition PDP which lost power in the last election clearly indicates a scheme that seeks power by circumventing the democratic process of elections.”

Malam Garba Shehu said “if Nwokocha has not stopped his unfair and professionally inappropriate abuse of free speech, the President’s competent team of lawyers will seek the instrumentality of the law in dealing with his unethical actions.”

REVEALED: The Untold Reason Buhari Aborted Lagos Trip

REVEALED: The Untold Reason Buhari Aborted Lagos Trip

Contrary to reason attributed to the aborted two days working visit to Lagos State by President Muhammadu Buhari, report according to Ripples Nigeria suggests that there may be more to it.

The 2-day visit, which already had elaborate preparations put in place, was billed to commence on Monday, May 23.

The Presidency, through the office of the Senior Special Assistant on Media and Publicity, said on Sunday that Buhari’s scheduled visit had been put off because of “scheduling difficulties”. It added that the Vice President, Professor Yemi Osinbajo, would stand in for Mr President as the event had been scaled down.

‘’The President is faced with scheduling difficulties and that is the reason for the postponement of the visit. He needs more time for Lagos and for Edo which had earlier been stepped down.

“The truth is that the Vice-President, Prof Yemi Osinbajo, will now represent the President in Lagos, said Senior Special Assistant to the President on Media and Publicity, Garba Shehu.

It was gathered from sources close to the Presidency that health concerns top the reasons President Buhari has stayed away from the much publicized event. Speaking on condition of anonymity, our source said, “Oga is feeling a bit under the weather and has been advised to take some rest. It’s very unfortunate that he got indisposed just a day to his official trip to Lagos. He should be back on his feet shortly.”

He dispelled rumours which had gained ground about the trip being called off because of security concerns.

“There is no truth in that. While intelligence at the disposal of security agencies clearly showed that the President could be up for some minor embarrassment along the routes he was scheduled to travel in the metropolis, they were not sufficient to make him abort the trip,” he said.

Buhari Signs No LOAN DEAL But Investment With China - Presidency

Buhari Signs No LOAN DEAL But Investment With China - Presidency

Contrary to initial media reports, the Presidency on Saturday said President Muhammadu Buhari did not sign any loan deal with the Peoples Republic of China during his just-concluded one-week working visit to the country.

The Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, gave the clarification in an interview with SUNDAY PUNCH.

Ahead of Buhari’s trip which started last Sunday, there were media reports that he would sign a $2bn loan deal with China during the visit as the Federal Government sought funds to finance the over N2tn budget deficit.

Reuters had reported that Adesina confirmed that loan agreement would be signed but he could not say how much until it was signed.

But the presidential spokesman told our correspondent on Saturday that there was no iota of truth in the report.

“There was no loan deal during the President’s visit to China. All that is coming are investments into Nigeria,” he stated.

At the conclusion of the visit on Friday, the Presidency had said the President’s trip yielded over $6bn additional investments for Nigeria.

The Senior Special Assistant to the President on Media and Publicity, Garba Shehu, disclosed this in a statement made available to journalists.

Shehu said the President believed that the agreements concluded with the Chinese during the visit would have a huge and positive impact on key sectors of the Nigerian economy, including power, solid minerals, agriculture, housing and rail transportation.

He said, “In the power sector, North South Power Company Limited and Sinohydro Corporation Limited signed an agreement valued at $478,657,941.28 for the construction of 300 Mega Watts solar power in Shiriro, Niger State.

“In the solid minerals sector, Granite and Marble Nigeria Limited and Shanghai Shibang signed an agreement valued at $55m for the construction and equipping of granite mining plant in Nigeria.

“A total of $1bn is to be invested in the development of a greenfield expressway for Abuja-Ibadan-Lagos under an agreement reached by the Infrastructure Bank and Sinohydro Corporation Limited.

“For the housing sector, both companies also sealed a $250m deal to develop an ultra modern 27-storeyed high rise complex and a $2.5bn agreement for the development of the Lagos Metro Rail Transit Red Line project.”

According to the presidential spokesman, other agreements announced and signed during the visit included $1bn for the establishment of a hi-tech industrial park in Ogun-Guangdong Free Trade Zone in Igbesa, Ogun State.

He added that the Ogun-Guangdong Free Trade Zone and CNG (Nigeria) Investment Limited also signed an agreement valued at $200m for the construction of two 500MT/day float gas facilities.

“An agreement valued at $363m for the establishment of a comprehensive farm and downstream industrial park in Kogi State was also announced at the Nigeria-China business forum.

“Other agreements undergoing negotiations include a $500m project for the provision of television broadcast equipment and a $25m facility for production of pre-paid smart meters between Mojec International Limited and Microstar Company Limited.

“About 100 Nigerian businesses and 300 Chinese firms participated in the Nigeria-China business forum, which took place a day after President Buhari began his visit to China,” Shehu added.

Top Secret: How Julius Berger, Daar Comm., Over 300 Firms Used To Defraud Nigeria Under Jonathan

Top Secret: How Julius Berger, Daar Comm., Over 300 Firms Used To Defraud Nigeria Under Jonathan

The presidential committee set up by President Muhammadu Buhari to probe contracts awarded by the Office of the National Security Adviser (ONSA) from 2011 to 2015 has indicted more than 300 companies and prominent Nigerians. The indicted persons include serving and retired officers of the armed forces. Senior Special Assistant to the President on media and publicity, Garba Shehu, in a statement yesterday confirmed that over N7 billion has been recovered so far from the companies and individuals.

Shehu said another N41 billion is to be refunded by the indicted companies while further investigation by the Economic and Financial Crimes Commission (EFCC) has been ordered to determine whether another N75 billion should be recovered from some of the companies for unexecuted or partially executed contracts.

The committee revealed that one of the indicted companies, Societe D’Equipment International, was overpaid to the tune of 7.9 million Euros and $7.09 million. The committee which is different from the committee that is investigating the Defence Arms and Equipment Procurement, discovered that there was a total disregard of salient provisions of the Public Procurement Act in the award of contracts by ONSA.

The statement said several contractors were apparently overpaid, while others were given full upfront payments contrary to their contract terms and agreements in force. Shehu said: “There was also evidence of payments to individuals and companies by ONSA without any contractual agreement or evidence of jobs executed. The committee further discovered that some companies failed to meet up their tax obligations for contracts executed.

“The committee has made attempts and succeeded in recovering some of the funds from these individuals and organisations amounting to N3,537,549,223.04, $8 million and houses worth N512 million from 32 companies. “The committee also established that some individuals and companies received monies without evidence of contractual agreements or jobs done. The amount received by these individuals was N7,104,925,000.” The committee also revealed that some companies that failed to execute contracts or did so partially were to make refunds.

The total amount to be refunded is N19,896,539,125.20; $43,771,433.73 and two houses in Abuja worth N260 million. It also revealed that 15 companies were awarded contracts that require further investigation to ascertain the status of their contracts.

The total value of the contracts awarded in this category was N11,726,571,161, $202,136,890 and €4,114,752.96.
