The informal office of the First Lady of a country or a state is a concept extremely African. Often, the world is assailed with the bogus appellation of the “First Lady” of Ghana, Ethiopia, Togo or Nigeria and the rest.

In contrast, it is something of a taboo to hear of anything in the semblance of something like “The First Lady” of America or Britain or even Brazil. For instance they are known as “Wife of American President” or “Wife of the British Prime Minister.”

Women are powerful as documented in the Biblical story of Adam and Eve in the Garden of Eden known to all.


However, the perception of Africans is different. The average African believes behind every successful man is the shadow of a woman. So, African nations have seen First Ladies who wield far more tremendous influence than their husbands whom destiny has entrusted leadership of these countries.

Nigeria shared this burden in her recent history, when former President Goodluck Jonathan held sway in Aso Rock. His wife, Dame Patience Jonathan was a real swagger and she was everywhere with her title of First Lady.

But the President Muhammedu Buhari’s presidency has altered the aura of importance hitherto attached to the “office” of The First Lady. Buhari first stripped its bogus status by proclaiming that his wife remains “Wife of the President” and not any First Lady of any hue.

Nevertheless, a woman or wife remains the outer ego of the man or husband. A wife is the first to know the state of mind of her husband. Sometimes, she even reads the countenance of her husband and predicts fairly accurately, his mindset, anger or frustrations on any matter.

President Muhammedu Buhari’s wife, Aisha Buhari hinted of her possession of these attributes in an interview with BBC recently. Aisha famed for her quiet and reticent nature told the entire world that she might not be part of her husband’s re-election campaign trail in 2019, if he fails to shake-up his cabinet.

Aisha could sincerely mean all what she has uttered or even much less. What cannot be taken away is her personal concern that the President would have achieved far higher than what is currently obtained, assuming perpetual distractors and sabs had gone on vacation.

Another feeling runs through the blunt declaration. Aisha may have been so inspired to come this far by the deliberate inclination of some cabal to frustrate, rather than appreciate the job her husband is doing with all sincerity to emancipate Nigeria from its manacles of regression.

Nigerians do not know Aisha as a politician. She is not flippant or loquacious. Even at the peak of her husband’s presidential campaigns in 2015, Aisha hardly spoke at campaign rallies.

Therefore, Aisha’s frank political statement in clear and uncoated language is undoubtedly a response to the ceaseless pricking of an inner pain and the frustrations she shares with her husband, President Buhari. She believes Buhari is unduly “tortured” for accepting to lead Nigeria to redeem the lost glory of his fatherland. If she were an astute politician, she would have presented the idea differently.

At the risk of anything, it is deducible that Aisha is admonishing Nigerians to stand up and support the President to reclaim their country from some desperate and powerful political cabal bent on stalling his efforts to re-invent Nigeria. But as a political naiveté, Aisha’s sight of her husband’s innocence, but the insistence on his demonization, could not restrain the out-pouring of these emotions as plainly as possible; and to her eyes, the remedy is cabinet shake-up.

Aisha stated the obvious that Buhari’s government is hugely peopled by senior government officials whom he cannot vouch for their character, integrity and those who do not even share the vision of the ruling APC “change” agenda. But they made the cabinet because of the influence wielded by a “few People.”

Interpreted differently, Aisha indirectly punctures this category of appointees as the saboteurs or sabs in the system, frustrating everything and undermining the efforts of Mr. President to salvage Nigeria.

A wife of many decades stands a chance to know her husband’s political allies and associates, particularly someone like Buhari, who has spent years politicking. But most members of Buhari’s cabinet are new faces to her, though she married the President 27 years ago.

She is peremptorily prophesying that if the present trend continues and the masses of Nigeria fails to rise en masse to checkmate this cabal, in 2019, the country would still be the shadow it has always been in the last 16 years.

There are cogent lessons to be learnt in Aisha Buhari’s utterances. Indisputably, it is impossible for Buhari to know every member of his cabinet back to back because, politics in Africa, like elsewhere is a product of negotiations. It only becomes a problem, when your cabinet is overshadowed by strange bed-fellows and worse still, those who do not share in your vision.

The few members of Buhari’s cabinet known to him and who have contributed exceptionally to the success of the administration have been under severe antagonism, blackmail and other forms of attacks orchestrated by the powerful cabal.

But the economy is in recession and the naira in a free fall against the US dollar, but none of them deem it worthy to query the competence of the immediate government officials overseeing these segments of governance and so the rhythm goes.

Certainly, President Buhari is not a power drunk, but targets success in whatever he does. Like he said, his wife who is not a politician and she is confined to domestic affairs. But the message has been delivered anyway.

And despite the odds staked against him by the opposition of whatever pretensions, he is steadily conquering the obstacles and emerging victorious. The “thank you” the President and his family expects from Nigerians is their massive support for the rediscovery of Nigeria of their cherished dreams; dreams long gambled in the air.

The Presidency has described as patently untrue, the allegation that allowances due to a former president have been stopped and his bank accounts were frozen.

The Senior Special Assistant to the President Muhammadu Buhari on Media and Publicity, Mallam Garba Shehu, in a statement on Friday, was dispelling the allegation by demonstrators in Bayelsa State on Thursday that former President Goodluck Jonathan's allowances were stopped and his bank accounts frozen.

Shehu said the Presidency had confirmed with the Secretary to the Government of the Federation that the former president and the other past leaders were paid their allowances up to the second quarter.


 Shehu, who said the past leaders had not been paid third quarter allowances, assured that they would get their dues when remittances were received by the SGF from the Ministry of Finance.

The presidential aide also described the story of the account closure as false, saying "It is not known to the investigation agencies."

 He stated: "The National Security Adviser to the President is not aware of this bank account closure; the DG SSS is unaware of it, the EFCC is unaware and the IG of Police is not in the know. With all of these agencies not being involved, how then could a thing like that happen? In a dream perhaps!".

Shehu said the Presidency believed that there was a clear motive for the demonstration that was different from that which was being canvassed.

According to him, the allegation is a premeditated attempt to blame President  Buhari "for something he knows nothing about. These claims are false and poorly sourced to present a picture of vendetta; and they should be disregarded by well-meaning members of the public."

Shehu said Buhari remained committed to the ideals of justice and fairness to all irrespective of creed, religion and political leanings.

The presidential spokesman added that President Buhari's administration would not engage in vendetta.

Speaking at the Leadership award ceremony in Abuja, where he alongside Jonathan bagged the Person of the Year award, Buhari said the “patriotic zeal” of Jonathan in the past election “shamed prophets of doom” who predicted the disintegration of the country.

Buhari also applauded the Independent Electoral Commission, INEC, for its role in the last election.



According to the President,“I am most delighted to be part of this occasion organised by the Leadership Newspapers Group to honour Nigerians who have excelled in their chosen fields of endeavour.

“Let me hasten to congratulate my joint award winners, my predecessor, His Excellency, President Goodluck Ebele Jonathan, GCFR and Professor Attahiru Jega, the former Chairman of the Independent National Electoral Commission, as ‘Leadership Person of the Year.’

“The events of 2015 which the Leadership newspaper has chosen to bring to the fore today, marked a watershed in the political history of our country.

“Those of us who were participating actors in the elections were led by the higher ideal of the future of our great country and the well being of our people rather than the mere desire of politicians to win elections.

Buhari, while claiming recently that he would continue to blame past administrations, maintained that the Peoples Democratic Party, PDP, which ruled Nigeria for 16 years, failed in all areas.

Ngozi Okonjo-Iweala, former minister of finance and coordinating minister of the economy, has consistently maintained that governors lacked the political will to save during the tenure of Goodluck Jonathan, former president.

But speaking on One on One, an interview programme on NTA, on Wednesday, Amaechi said Okonjo-Iweala was only “partially correct”.


“I heard Mrs Okonjo-Iweala say that in the past administration, governors were unwilling to save; she is 30 percent correct and 70 percent incorrect,” he said.

“In 2009, we had an economic crisis so President Yar’adua put $1billion in the economy so no one felt the crisis. I can’t remember what was left in that account, the excess crude account.

“During Goodluck Jonathan, every month when the governors went for the economic council meeting, the amount in the account kept dropping. If we asked about what happened to the money, the response we got was that the president approved for it to be spent.

“So we said can we please share this money because the rate at which it was going, the president would have continually approved $1billion to spend and we won’t know what we are spending for and they won’t give us an account.

“So we told the vice president and the minister for finance that there was a need for us to share part of this money and we began to agitate. They now agreed to share part of the money and they did. In the first six months of Goodluck Jonathan, oil subsidy increased. Governors started complaining and then we had a meeting in the office of the president’s wife.

“At the meeting, we asked for assurance that the presidency would no longer collect for oil subsidy and he promised. It is not right for Mrs Ngozi Okonjo-Iweala to say governors were not willing to save; governors were willing to save but we insisted on sharing the money when we saw that the money was not properly managed.”

The former member of the Rivers state house of assembly said he agreed to serve as a minister because he believes in the administration’s capacity to serve.

“Refusing to serve when the president invited me to serve would mean that I did not have confidence in him. I am serving under the president because I believe that he is the man to help us at this particular time.”

President Muhammadu Buhari is in possession of some letters, written by former President Goodluck Jonathan, to request “off-budget funds.”

This was contained in Buhari’s authorised biography, ‘Muhammadu Buhari: The Challenges of Leadership in Nigeria’, written by Prof. John Paden and presented to the public on Monday.

An online dictionary defines “off-budget funds” as funds not provided for or included in the regular Federal Government budget; funded by sources other than the federal budget.


In the ongoing anti-corruption war of the present administration, the Economic and Financial Crimes Commission had arrested and quizzed many of Jonathan’s former ministers and aides for alleged diversion of funds.

Most of them, including the former National Security Adviser, Col. Sambo Dasuki (retd.), are being prosecuted for allegedly diverting funds meant for arms procurement and using the funds for the prosecution of the 2015 presidential election in favour of Jonathan who was the candidate of the Peoples Democratic Party.

It is generally believed that the former government officials could not have spent the funds in question without Jonathan’s instructions.

The author captured the travails of the former office holders in Chapter 20 of the book, which is titled ‘Corruption and law in military procurement’.

Under the subheading, ‘The role of PDP leaders in the diversion of funds’, Paden said although the letters, written by the former President, were in Buhari’s possession, the President’s purpose of waging the corruption war was not to jail former top government officials but to retrieve the stolen funds.

He said the stability of the nation’s political system seemed to be at stake if the EFCC should go after Jonathan or any former President or military leader for that matter.

He, however, said such former Nigerian leaders could trade their knowledge for immunity and help the government identify patterns and sources of corruption.

Paden added, “The fact that Buhari was enlisting the help of international community in the probes lent weight to the seriousness of his effort – and also meant that alleged offenders had nowhere to hide.

“Would the trail lead to former President Jonathan himself? As of the early months of 2016, it appeared that the EFCC was not going after Jonathan. Nor was it going after former President Obasanjo.

“The question of the stability of the entire political system seemed at stake.

“In addition, a number of senior military officers, who had served as Heads of State – from Babangida to Abubakar – seemed off-limits.

“Indeed, rumours swirled that if the probes went after senior officers, they might push back because they had extensive networks in the active military services.

“At the same time, the knowledge such heavyweights possessed could well be traded for immunity and would help to illuminate the patterns and sources of corruption.

“Buhari had letters in his possession showing Jonathan’s requests for off-budget funds. But Buhari’s larger purpose was not to put former high-level officials in jail.

“Rather, it was to retrieve stolen funds and to change the political culture of the country.”

Meanwhile, the author also revealed that a total of 184 civil servants were disciplined for their different roles in the padding of the 2016 budget.

Of the 184, Paden said 22 top officials were dismissed from service.

He said the President viewed the padding as an attempt to scuttle his administration’s innovations, hence his decision to wield the big stick against the culprits.

The author wrote, “Buhari himself was frustrated by earlier padding of the budget by bureaucrats in some of the ministries.

“This was interpreted by the Buhari team as an attempt to scuttle the innovations proposed by the President by inflating their costs.

“When Buhari found out, he was reported to be angry and ordered a purge of the ministries involved from the Director-General down.

“Twenty-two top officials were dismissed, including the budget director. In all, 184 civil servants were disciplined.”

He added that even after the budget had been adjusted downward by the National Assembly, the country would still have to borrow $3.5bn, as a result of the drop in oil prices.

In February, Buhari had while addressing the Nigerian community in Saudi Arabia, vowed that all those involved in the padding of the 2016 national budget, which led to the discrepancies in the document, would face severe punishment.

He had said the alterations, which he described as embarrassing and disappointing, made the document, being debated in the National Assembly at that time, completely different from what was prepared by the Ministry of Budget and National Planning.

Describing those responsible for the distortion of the budget proposals as entrenched interests, the President had said since he had been holding public offices, he had never heard about budget padding before the incident.

Buhari had added, “The culprits will not go unpunished. I have been a military governor, petroleum minister, military Head of State and headed the Petroleum Trust Fund.

“Never had I heard the words budget padding. Our Minister of Budget and National Planning did a great job with his team.

“The minister became almost half his size during the time, working night and day to get the budget ready, only for some people to pad it.

“What he gave us was not what was finally being debated. It is very embarrassing and disappointing. We will not allow those who did it to go unpunished.”

Reaffirming his government’s zero tolerance for corruption, Buhari said the war against corruption was a monumental task that he was determined to tackle successfully.

The former president spoke yesterday during a lecture organised by the Youth Fellowship of Owu Baptist Church, Abeokuta to mark Nigeria’s Independence Day anniversary.


He said the economic situation in the country has turned development upside down as “things are not what they should be.”

He cited the high level of unemployment which he described as a time bomb.

“Unemployment is a major problem in the country today and if we don’t take care, it will consume all of us. In fact, the rising unemployment is a time bomb,” he said pointing out that the high rate of unemployment was responsible for youth restiveness in the country.

He asked that the situation be tackled with all the seriousness it deserves before it gets out of hand.

He added: “Whoever that has lived to witness the celebration of today should thank God. Things are not what they should be, but we should pray that next year will be better than this year.”

“We thank God for those who are alive, we prayed for the souls of those who have laboured for this country and who have passed on to rest in perfect peace.”

The former president recalled how he got five job offers immediately he completed his secondary school education at Baptist Boys High School, Abeokuta.

$22.3b Fraud: More Trouble For Jonathan, Wife As Code of Conduct Bureau, CCB Gets Involved
The Nation - Embattled ex-First Lady Patience Jonathan seems to have an hurdle to clear in her legal battle to reclaim the $22.3million in bank accounts linked to her.

The Economic and Financial Crimes Commission (EFCC) has already placed the restriction on the accounts in Skye Bank while she battles in court to have the restriction lifted.

An application has now been filed at the Code of Conduct Bureau (CCB) to establish whether she declared the seized cash as required by law at the exit of her husband in 2015.


Abuja-based lawyer, Barrister Osuagwu Ugochukwu who filed the application wants the bureau to come clean on whether ex-President Goodluck Jonathan declared the money to which his wife is now laying claims   in his exit form in 2015.

Ugochukwu in a September 1 letter to the Chairman of CCB, Mr. Sam Saba, said he was acting in the interest of the public and in the exercise of his rights pursuant to Sections 1 and 4 of the Freedom of Information Act 2011.

His words “On May 19 2015, the CCB, in an advertorial by its Acting Secretary, Kolade Omoyola, in some newspapers had reminded ‘political office holders to declare their assets on assumption and vacation of office in accordance with Paragraph II of the 5th Schedule of the 1999 Constitution of the Federal Republic of Nigeria as amended.’

“The Code of Conduct Bureau has asked President Goodluck Jonathan, his Vice, and 42 Ministers in his cabinet to declare their assets.

“The bureau reportedly issued the Completed Assets Declaration Forms to all concerned, with a 30-day deadline to return the completed forms before exiting office.

“Usually every public servant declares what the spouse earns and must have acquired as property or asset in their Spouses (public servant) declaration forms.

“This brings me to whether ex-president Goodluck Jonathan declared or completed his Exit Asset Declaration forms with the CCB.

“Only recently, as reported by Vanguard newspapers, former First Lady, Dame Patience Jonathan, wrote a letter to the Acting Chairman of the Economic and Financial Crimes Commission (EFCC) explicating that the $31.4 million connected to the financial fraud leveled against Mr. Waripamo Dudafa by EFCC was for the payment of the medical bills she incurred in London in 2013.

“Patience Jonathan claimed ownership of the $31.4 million in the affidavit before a Federal High Court in Lagos  September 2016.

“The former first lady in her letter to the Acting Chairman of the EFCC, Mr. Ibrahim Magu by her lawyers, Granville Abibo (SAN) and Co enjoined the Economic and Financial Crimes Commission (EFCC) and Skye Bank to lift the restriction placed on the accounts.

“In the letter, Patience Jonathan admitted that the she is the sole signatory to the accounts and the accounts were card-based.

“We note also that First Lady, Dame Patience Jonathan was Permanent Secretary in the Bayelsa State Civil Service. Governor Dickson had in July 2012, five months after his inauguration appointed Patience Jonathan, as one of the 17 new permanent secretaries in the state civil service.

“The question that agitates me are: Whether this $31.5 million or $20 Million as being claimed by ex-President Jonathan’s wife was declared in May 2015 in President Jonathan Exit forms with the CCB?

“Kindly avail me whether ex-President Jonathan did file his Asset Declaration Form with the Bureau upon exit from office in May 2015?

“Did Dame Patience Jonathan declare her assets upon exit upon appointment as permanent secretary in Bayelsa State and upon her exit from same position?”

A special investigation team to Port Harcourt (Rivers State) and Yenagoa (Bayelsa State), the Economic and Financial Crimes Commission had linked nine choice properties, two hotels and a plot of land under construction to the ex-First Lady.

A report of the EFCC investigative team had implicated the former First Lady.

The report of the investigative team said in part: “Based on the investigation so far carried out, it has revealed that the four fraudulent VISA Platinum USD Card accounts used by Mrs. Patience Goodluck Jonathan  has a cumulative balance of $14,029.881.79 which has been swept Post No Debit Card category.

“Again, her personal account, different from the four fraudulent VISA Platinum USD Card accounts, bears the balance of $5,841,426.17.
