Bag Of Rice PRICE 'Falls' By November- FG Says

The Federal Government on Monday declared that the price of rice would start to fall from November this year.

It stated that more Nigerians had returned to their various farms, adding that at the next harvesting season next month, the price of rice would start to crash.

This came as the government said that the delay in the approval of the 2016 budget had made it impossible to implement the capital expenditure in the agricultural sector.

The Minister of Agriculture and Rural Development, Chief Audu Ogbeh, said this while addressing members of the Senate Committee on Agriculture and Rural Development at the headquarters of the ministry in Abuja.


Ogbeh, who stated that the government could not be involved in the importation of rice as speculated in some quarters, stressed that his ministry would not encourage rice importation because it would be detrimental to local production.

He said the Federal Government was against rice smuggling and noted that the Seme border had become a notorious route for the smuggling of contraband products into the country.

“We will not encourage rice importation and there is no way our ministry or government can be involved in importing rice when we are working hard to be self-sufficient in local production. By November when the full-scale harvest starts, rice prices will fall,” the minister said.

Early last month, the government had warned that the price of rice might hit N40,000 a bag. It is currently being sold around N20,000.

The Minister of State for Agriculture and Rural Development, Senator Heineken Lokpobiri, said that the $22bn annual food import bill had led to the astronomical rise in the price of rice and other commodities.

He stressed that if Nigerians failed to produce some of the items being imported before December, the price of rice could skyrocket to N40,000 a bag.

On why the ministry had yet to start implementing its capital budget, Ogbeh said, “It is about now that the capital expenditure is beginning. One of the reasons why money is not circulating is that we need to follow the due process on issues of procurement, advertisement and others.”

According to him, his ministry has spent just N882.58m, representing four per cent of the N21bn budgeted for it in the 2016 Appropriation Act.

He also said, “You may be surprised to know that only six to seven states in Nigeria are showing enthusiasm in agriculture. Some by nature don’t seem interested, while others just can’t connect with whatever we are doing at the federal level.”

Ogbeh further stated that his ministry inherited N67bn debt when the present administration came on board, but added that N20bn had been paid to agro-dealers and distributed 900 million oil palm seedlings to farmers across the country.

Minister of State for Agriculture and Rural Development, Senator Heineken Lokpobiri, has warned that Nigeria must start producing rice by December 2016 or risk having the produce hit N40,000 per bag.

Lokpobiri said this at the weekend during a town hall meeting in Yenagoa, Bayelsa State.

He said, “For your information, we spend about $22bn a year importing food into Nigeria. We know how many more dollars they bought and that is why you see the price of rice going up.

“Price of rice was N12,000 some months ago, but it is now about N26,000 and if we don’t start producing, by December it could be N40,000.

“Rice matures in three months. So, this is a wake up call for Bayelsa people to take the four farms we have seriously. The federal government has four farms in the state in our records.

“The average land you see in Bayelsa can grow rice, so the colonial masters were not wrong in their assessment when they said Niger Delta could feed not only Nigerian but also the entire West Africa sub-region.

“Unfortunately, agriculture till today, is not a priority of the Niger Delta as far as the state governments are concerned because of oil.”

He lamented that states in the Niger Delta had yet to give priority to agriculture the way the North-West states such as Kebbi, Jigawa, Kano as well as other states like Lagos, Ebonyi, Anambra had done.

Only four months have passed since President Muhammadu Buhari inaugurated his cabinet, but some of the ministers have already been advised to resign by the dissatisfied Nigerian public and civil society organizations. 

Buhari, who was elected partly on a pledge to tackle corruption and insecurity, promised to select competent and clean personalities. Nigeria received its long-awaited government after 166 days when the president swore in his “saint ministers” on November 11, 2015.

But when the list was released, many were disappointed, asking whether the wait had been worth it, and whether those selected were the best in Nigeria. 

Below is the list of ministers that have been asked to go: 

1. Kemi Adesoun
The Coalition Against Corrupt Leaders has defined Adeosun, as a misfit for the task if eventually confirmed by the Nigerian Senate. 

The National Working Committee of the Peoples Democratic Party (PDP) once called the minister of finance to resign due to the padded 2016 budget.

Ifeanyi Ubah of Capital Oil also wants the minister to vacate her position because of the FOREX crisis in the country. 

She was also criticised for her arithmetic goof when the minister said that the addition of 16 billion and 6 billion would amount to N24billion 

2. Lai Mohammed

Nigerians said that Mohammed has established himself as an instrument of cheap propaganda and disinformation. 

Every time the minister speaks, Nigerians call for his immediate resignation. 

3. Ibe Kachikwu
APC south-south called for the resignation of petroleum minister after his “no magic wand” comment. 

The Nigerian Labour Congress wants Kachikwu to resign for saying that it was cheaper to import refined petroleum products than refine locally. 

Nigerians are not satisfied with his activities due to the incessant fuel scarcity in the country. 

4. Babatunde Fashola
Fashola has emerged under the Buhari government as one of the most important, if not the most important president’s men. 

However, both the NLC and Trade Labour Congress, TUC ask the minister to resign for increasing the electricity tariff. 

5. Heineken Lokpobiri
Members of his home chapter of the APC ask Lokpobiri, who is the minister of state for agriculture, to relieve his post. 

6. Rotimi Amaechi
There were indications that President Buhari is under pressure from the foreign community to sack his minister of transport following his indictment for corruption. 

Amaechi is one of the most controversial ministers in Buhari’s government.
