Recall that the Attorney-General of the Federation and Minister of Justice Abubakar Malami met behind closed-doors with President Buhari on Monday.

Malami, who had been instructed to investigate the involvement of any top government officials accused of any wrongdoing, declined addressing journalists who sought to know what he discussed with Buhari.

A statement on Sunday by the Senior Special Assistant on Media and Publicity to the president, Garba Shehu said any of the top officials accused of corruption will not escape prosecution if found liable.

The statement said President Buhari remains relentless in his fight against corruption.

“The attention of the Presidency has been drawn to a number of reports in the media, in which various accusations of corruption have been levelled against some top officials in the administration.

“In that regard, President Buhari has instructed the Attorney General of the Federation to investigate the involvement of any top government officials accused of any wrong-doing. If any of them are liable they will not escape prosecution,” the statement said.

The Senate last week accused the Secretary to Government of the Federation (SGF), Mr. Babachir David Lawal of corruption in the award of contracts at the Presidential Initiative on North East (PINE).

A report by the Senate ad-hoc committee on mounting humanitarian crisis in the North east headed by Senator Shehu Sani (APC, Kaduna Central) indicted the SGF in a N2.5billion fraud at PINE. Following Babachir’s indictment by the panel, the Senate resolved that he should resign and face prosecution for alleged fraud. The Senate also said it would provide evidence against Babachir to President Buhari.

The Senate also last week declined confirmation of the acting chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu. Senate based its decision on a security report from Department of State Security (DSS), which indicted Magu of financial misconducts.
The report said Magu failed integrity test and would constitute a liability to the anti-corruption fight of the Buhari administration if confirmed head of the EFCC.

The Nation Newspaper - Barely a few hours after the Senate’s rejection of the confirmation of the Acting Chairman of the Economic and Financial Crimes Commission (EFCC), Mr. Ibrahim Magu, as the substantive head of the agency, there were indications that Presidency is under pressure to re-present him.

It was however learnt that petty politics within the kitchen cabinet of the President partially accounted for Magu’s rejection.

Also, senators and some former ministers under investigation from the opposition Peoples Democratic Party( PDP) were uncomfortable with Magu, it was learnt.


Some former governors in the chamber who are under probe were said to have vowed to frustrate Magu’s confirmation.


Some highly-placed Nigerians and international bodies have started making representations to the Presidency to re-present Magu

It was gathered that the concerned people and bodies felt Magu’s rejection was designed to “slow down” the pace of the anti-corruption war.

It was learnt that those described as “corrupt  forces” had hatched a plan to “frustrate Magu out of EFCC.”

They were believed to be acting in cahoot with some members of the President’s kitchen cabinet to deal with Magu.

One of their plans was to use the Senate to  reject Magu’s appointment as EFCC chairman, a source said.

Their Plan B, said the source is to influence President Muhammadu Buhari to make  Magu to  revert to EFCC Director of Operations (DOP).

According to a source, such a reversal of role may make Magu to request for a fresh posting in the police.

But some concerned Nigerians and international organisations have been mounting pressure on the Presidency not to allow corrupt elements to derail the anti-graft war.

A source, who spoke in confidence, said: “There is no doubt that there is pressure on the Presidency to re-present Magu to the Senate as EFCC chairman.

“The pressure is coming from concerned Nigerians and international organisations who believe that Magu is the defining point of President Muhammadu Buhari’s anti-corruption agenda.

“The people and organisations have also made representations to members of the Presidential Committee Against Corruption( PCAC).

“But a few powerful ones are dropping some names who they think Buhari should choose from to replace Magu.

“The ball is in Buhari’s court to either re-present Magu or leave him as the acting EFCC chairman for the next two years to take the anti-corruption war to the next level. The law allows Magu to act for as long as three years.”

Another source spoke of the petty politics within the President’s kitchen cabinet as accounting for Magu’s rejection.

“But the kitchen cabinet war between the first and second groups have been intense in the past few months and they have drawn the battle line. Magu is just a victim”.

“Curiously, all other security agencies, including the police, the highly-cerebral and respected National Intelligence Agency( NIA) cleared Magu, based on the rating of many countries.”

Sensing danger, the EFCC on June 21, through its spokesman, Mr. Wilson Uwujaren, issued a statement.

The statement said in part: “The report, quoting anonymous sources, alleged that Muhammed, who is a member of the Arms Procurement Committee, is ‘fronting for some members of the committee’, including ‘high ranking officials in the EFCC and ONSA’.

“Though the report falls short of naming the so-called officials that Mohammed is allegedly fronting for, it is common knowledge that the Acting Chairman of the EFCC, Mr. Ibrahim Magu, is the only member of the Arms Procurement Committee from the Commission.

“The EFCC views with grave concern this spirited attempt to create doubts in the minds of less discerning Nigerians and members of the international community regarding the integrity of its acting chairman. To all intent and purposes, this devious report is another avenue of corruption fighting back as some people have been uncomfortable with the uncompromising stance of the Acting EFCC Chairman in the fight against corruption.

“The EFCC wishes to categorically state that no official of the agency that is directly or remotely connected with the work of the Arms Procurement Committee has had any dealings that verge on fraud with Air Commodore Mohammed or any other member of the Committee.  It challenges anybody with contrary information to come forward with the evidence.

“The EFCC as a body upholds zero tolerance for corruption and will not condone any act that amounts to corruption. If Mohammed is established to have engaged in any illegal activity, he should be held liable.

“In view of the gravity of the issues, the EFCC calls on the Presidency to set up a high-powered inquiry to verify the claims of the report and those who have made it their sole business to impugn the integrity of others and cast doubt on the credibility of the  anti-corruption war.”

Surviving another plot

The acting EFCC chairman survived a second plot to rope him into the travails of Air Commodore Mohammed Umar.

Another source said: “Following security report that Magu’s security cannot be guaranteed in Karu, a suburb of Abuja, the Federal Capital Territory Administration( FCTA) was mandated to look for accommodation for him.

“Magu did not  want to leave his rustic flat in Karu but the Chief of Staff mounted pressure on him to leave the place. Magu did not know how an official residence was got for him. But the DSS allegedly traced Air Cmdr. Umar as having to do with how the house was secured as a rented apartment.

“The DSS was said to have discovered that the duplex, belonging to the late Prof. Dora Akunyili, was allegedly furnished with N40 million. The amount was considered outrageous.

“But Magu did not know how the furniture in the house were bought. Everything in the house was bought by civil servants in charge of accommodation in FCTA. Yet, he almost paid dearly for it

“Since, then, Magu’s fate has been tied to Air. Commodore Umar. The first camp in the kitchen cabinet is also latching on it.

“The no love lust between the EFCC chairman and the DG of DSS led to different operations on corrupt judges by the two agencies. Even when the DSS insisted before the National Assembly that its sting operations were legal, the EFCC presented a position to the contrary.”

Attempt to make up

Notwithstanding, as the EFCC acting chairman, Magu, it was gathered, tried to mend fences with all Service Chiefs and heads of security agencies.

“He spent the last few weeks to foster unity and rapprochement with all Service chiefs and heads of security agencies, especially on the launch of Nigerian Women Against Corruption (NWAC) Brigade which is being championed by the wife of the President, Mrs. Aisha Buhari,” the source said, adding:

“But despite the olive branch, no Service chief attended the launch. Some of them either did not want to incur the wrath of the cabal in the Presidency or they opted to be neutral in the Cold War.”

A fourth source alleged that some members of the kitchen cabinet were “unnecessarily afraid of Magu” at the speed he was going.

The source said: “Magu is passionate, he is unbendable and even if you are his wife, you cannot ask him to stop any investigation.

“Some members of the kitchen cabinet were uncomfortable with him.

“At a point, they started sponsoring dissent within EFCC with a female staff in Human Resources Unit pitched against Magu.”

The gang-up in the Senate

Since the rejection of Magu, all Senators contacted have been hiding under the alibi of security report by  the DSS.

But The Nation learnt that PDP senators and a few in the APC did not want Magu confirmed.

The senators were allegedly backed by some of the ministers under investigation.

It was gathered that some of the senators and ex-ministers were unhappy with the ongoing investigation of N29.9 billion poll bribery scam which was facilitated by former Petroleum Resources Minister Mrs. Diezani Alison-Madueke.

The Senate source said: “Some of our colleagues are on trial and others under investigation. Some senators have their godfathers also under EFCC probe. They have vowed to stop Magu’s confirmation.

“PDP senators felt the war against corruption by EFCC has been  one-sided. In fact, there is a senator from Southeast who is pro- Patience Jonathan and has been campaigning against Magu. The senator has been coordinating the media war and  street protests against the acting EFCC chairman.

“The Senate Leader, Ali Ndume, tried to persuade his colleagues to see why Magu should be confirmed; they hissed at him.

“In fact, it was learnt that one of them told the President of the Senate, Dr. Bukola Saraki that ‘this man has not been confirmed, he dealt with your wife. He will do worse things if you give him full powers.’ The senators were not comfortable with Magu.

“At a point, Saraki was under pressure and he made it clear that he was not opposed to Magu’s confirmation. He said he had left his wife’s travails to God.

“Magu smoothened his relationship with the Deputy Senate President, Sen. Ike Ekweremadu, and the Senate Committee on Anti-Corruption in the past three weeks during oversight functions but that did not stop their plot to reject him.

“ Some aggrieved elements in the kitchen cabinet  and all bigwigs on trial also infiltrated the Senate to stop Magu’s confirmation.”

The many corrupt practices and other offences that spurred the Nigerian Senate to deny the Chairman of the Economic and Financial Crime Commission, EFCC, Ibrahim Magu confirmation has been unearthed.

The offences numbering about 16 reveled various unprofessional conducts and corruption practices of a coveted agency's boss, who is expected to live above board.

According to Punch Newspaper, the Department of State Services has said the Acting Chairman of the Economic and Financial Crimes Commission, Mr. Ibrahim Magu, has failed integrity test, warning that he will hinder President Muhammadu Buhari’s anti-corruption war.


The Senate had  on Thursday rejected the nomination of Magu by Buhari  as the Chairman of the EFCC.

The upper chamber of the National Assembly cited “security reports” as the reason for the rejection.

A copy of the “security report” by the DSS seen by Punch Newspaper in which Magu’s activities were alleged to have made him ineligible to hold the office.

The letter, dated October 3, was addressed to the Clerk of the Senate, in reference to a letter by the Senate, dated September 21, 2016, asking for Magu’s security check.

The report, which listed several alleged malpractices against the EFCC boss, said his confirmation would frustrate the anti-graft drive of the Buhari-led administration.

Part of the allegations against Magu are:

  1. Magu was in possession of EFCC documents in his private residence during the chairmanship of Farida Waziri.
  2. The DSS also made reference to the circumstances surrounding Magu’s arrest, detention and suspension by the Nigeria Police.
  3. The secret service also alleged that the sum of N40m was paid for the rented apartment, which costs N20m per annum, where the acting EFCC chairman currently resides.
  4. It added that the accommodation was not paid for from the commission’s account but by a presidential appointee, who had been under investigation.
  5. The DSS alleged that after renting the apartment for Magu, the friend awarded a N43m contract for the furnishing of the accommodation.
  6. The appointee, who is a retired Air Commodore, was said to be a close associate and ally of Magu, allegedly and “runs questionable business” and was once arrested by the service.
  7. The report, which cleared the other four EFCC appointees, said Magu, flew a private jet owned by the retired military officer.
  8. The service also claimed that the EFCC boss was once in the same flight to Maiduguri with a Managing Director of one of the new generation banks, who it alleged was under investigation.
  9. It added that the bank chief had been linked with a former Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke.
  10. The DSS stated that after the arrest of service chiefs by the EFCC, including Badeh, Umar and Amosu, Magu’s ally, while under interrogation by the service, had confessed that he didn’t want Amosu to be probed, the reason why the EFCC arraigned Amosu after his friend’s interrogation.
  11. The acting EFCC boss was also accused in the report of making false allegations against individuals “for personal reasons.”
  12. The report said, “The circumstances surrounding the return of Magu to the EFCC and the role played by Lamorde and their close relationship are clear indications of his culpability in the allegation of corruption tendencies of the Lamorde-led EFCC.”
  13. The DSS also alleged that “Magu uses only his police cronies to execute operations,” adding that the fact that the cronies had acquired landed properties “led credence to the questions about his integrity.”
  14. Mr Desmond Nunugwo,  a Ministry of Defence official invited to the commission in relation to a case died mysteriously in custody.
  15. Susanne, the widow of the Chief Protocol Officer of the Minister of State for Defence, accused the Economic and Financial Crimes Commission of killing her husband and labelling him a criminal.
  16. Usman Abubakar, a blogger was arrested due to an article he published on his website regarding EFCC’s chairman, Magu.


The report added, “In this light, Magu has failed the integrity test and will eventually constitute a liability to the anti-corruption drive of the present administration.”

In rejecting Magu, the upper chamber of the National Assembly had cited “security reports” as the reason for the rejection.

The screening had been listed on the Order Paper as part of the activities at the chamber for the day.

The lawmakers were to conduct a confirmatory screening for Magu and four members of the EFCC on their nomination.

The plan to conduct the confirmatory screening had allegedly divided the senators.

It was reliably learnt that at the usual pre-session meeting by the principal officers on Thursday, which held at the Senate President’s office, the lawmakers engaged themselves in a shouting match.

The Chairman, Senate Committee on Media and Public Affairs, Senator Sabi Abdullahi, before the end of the closed-door session, announced that the lawmakers had rejected Magu’s nomination and would not screen him.

Abdullahi, who read from a statement while addressing journalists, said, “The Senate of the Federal Republic of Nigeria wishes to inform the general public that based on security reports available to the Senate, the Senate cannot proceed and confirm the nomination of Ibrahim Magu as the Executive Chairman of the EFCC.

“Accordingly, the Senate hereby rejects the said nomination and has returned the said nomination to Mr. President for further action.”

In an attempt by journalists to ask Abdullahi questions, especially on the reported power play involving Magu, individuals and the Presidency and the Senate leadership, the Senator said, “There’s no confusion here. We have said it is based on security reports. Please, all of us – public officers – go for security screening. Everybody! And we are saying based on security reports, we cannot proceed and confirm (Magu) and we are rejecting it (the nomination) and returning it to Mr. President for further action. That is just the statement.’’

The report, it was gathered, had been with Senate President Bukola Saraki since October.

Saraki, who presided over the plenary, referred the other nominees to the Committee on Anti-Corruption and Financial Crimes for screening.

Magu, who was appointed by the President as acting Chairman of the EFCC in November, 2015, following the removal of Ibrahim Lamorde, has remained in the acting capacity for over one year.

Apart from Magu, the confirmation of four members of the commission was also delayed.

The affected appointees are Moses Nda Sule, Mamman Lawan, Imam Najib Galadanchi and Adebayo Adeleke.

The letter for Magu’s confirmation was dated June 17, 2016, and signed by the Vice President Yemi Osinbajo, who was then the acting President while Buhari was in the United Kingdom on a 10-day medical vacation.

The lawmakers said they could not okay President Muhammadu Buhari’s nomination of Mr. Magu based on security report available to them.

The spokesperson for the upper legislative chamber, Aliyu Abdullahi, revealed this Thursday afternoon after the Senators emerged from a closed-door meeting where Mr. Magu’s confirmation was discussed.


“The Senate wishes to inform the public that based on available security report, the Senate cannot proceed with the confirmation of Ibrahim Magu as Chairman of the Economic and Financial Crimes Commission.

“The nomination of Ibrahim Magu is hereby rejected and has been returned to the President for further action,” Mr. Abdullahi said.

The Senate had slated today, Thursday, to screen Mr. Magu, who has been acting as EFCC Chairman in the past one year.
The Presidency had since July requested the Senate to confirm Mr. Magu.

The request was made through a letter signed by Vice-president Yemi Osinbajo in his capacity as acting president when Mr. Buhari travelled abroad for medical treatment.

But the upper chamber failed to act.

The Senate President, Bukola Saraki, read the vice-president’s letter on July 14.

But the red chamber then failed to schedule a confirmation hearing fueling suspicions that some corrupt Senators bent on blocking Mr. Magu from the position.

Following widespread pressure from Nigerians, the lawmakers fixed December 8 for the session. But that also failed to materialise. It was then rescheduled for today, Thursday.

Sahara Reporters - A cabal made up of high-level appointees in President Muhammadu Buhari’s office has struck a deal with Senate President Bukola Saraki to cease all forms of prosecution against him if he would agree to block the confirmation of Ibrahim Magu as chairman of the Economic and Financial Crimes Commission (EFCC).

Mr. Saraki has had a series of legal losses in his bid to stop his multiple prosecutions for false asset declaration and money laundering. The senator’s latest legal misfortune came earlier today when a panel of the Court of Appeal dismissed his effort to stop his trial.


However, Mr. Buhari’s Chief of Staff, Abba Kyari, the Director-General of the Department of State Services (DSS), Lawal Daura, as well as the Attorney General of the Federal, Abubakar Malami are conspiring to frustrate Mr. Saraki’s prosecution, according to a finding of a lengthy investigation by our correspondent. Since his appointment as the EFCC’s acting chairman, Mr. Magu has faced unusual impediments from Mr. Kyari and other members of the cabal, all of them members of an inner circle within the Presidency. 

Our investigations revealed that Mr. Magu got on the bad side of the president’s Chief of Staff when he refused to drop investigations against Sahara Energy, a company in which Mr. Kyari has a substantial interest. Mr. Magu also incurred the anger of the Chief of Staff when he refused to accept a deal to free Jide Omokore, a businessman with ties to former Petroleum Minister Diezani Alison-Madueke. 

Our investigative correspondent learned that Mr. Omokore had made efforts to see President Buhari twice with the assistance of the Chief of Staff and offered bribes to Mr. Kyari and his team. Our investigator also learned that Mr. Kyari had also promised Mr. Omokore that he would be off the hook once he paid back a mere N500 million as restitution, even though the businessman accumulated billions of dollars through fraudulent oil swap deals and questionable acquisition of oil assets arranged by former Petroleum Minister, Mrs. Alison-Madueke. 

The EFCC’s Magu scuttled Mr. Kyari’s deal with the oil tycoon when he not only arrested Mr. Omokore but also detained and arraigned him in court for money laundering. 

On his part, Attorney General Malami may have joined the conspiracy to fire Mr. Magu from the EFCC because the AGF is close to interests that see Mr. Magu as a threat. Also, a source close to the AGF told our correspondent that Mr. Malami was upset that the EFCC boss was not taking directives from him regarding issues of who to prosecute or not a decision that made him set up a national protection commission domiciled in his office. For instance, on several occasion when the EFCC played a major role in the arraignment and prosecution of Senator Saraki, the AGF and several members of his team, including the Solicitor-General of the Federation and the Director of Public Prosecution, had put enormous pressure on Rotimi Jacobs, the independent prosecutor in charge of the case.

Soon after Mr. Magu’s appointment, the AGF had written a scathing report addressed to President Buhari stating why he was completely opposed to Mr. Magu’s confirmation as the substantive EFCC chairman. Based on Mr. Malami’s prompting, Chief of Staff Kyari and the DSS Director-General went to work to find dirt on Mr. Magu. It did not take long before they found out that the National Security Adviser, Babagana Monguno, was a strong backer of the EFCC chair. Mr. Kyari and his team also discovered that both Mr. Monguno and Mr. Magu had been close friends with a former Air Force officer and a member of the Presidential Arms Investigation Panel, Air Commodore Umar Mohammed (rtd). 

In June, DSS agents raided Commodore Mohammed’s home and detained him on allegations that he received bribes from some suspects accused of stealing funds budgeted for arms. SaharaReporters learned that, while in DSS detention, Mr. Mohammed was pressured to implicate both Mr. Magu and Mr. Monguno as persons for whom he was collecting bribes from former Nigerian military officers under investigation. However, Mr. Mohammed refused to budge. In retaliation, the DSS refused to release him despite several court orders to do so. Justice Nnamdi Dimgba, one of the judges who gave an order for Commodore Mohammed’s release, himself became a victim of a late-night raid by the DSS two weeks as DSS agents began hunting down judges accused of corruption.

When DSS agents could not get Commodore Mohammed to implicate Mr. Monguno and Mr. Magu, they wrote a report claiming that the detained former officer had been paying the rent for Mr. Magu’s home in Abuja. They also alleged that Mr. Magu once flew to Kano on a private jet owned by the detained air force general. When the DSS eventually charged Commodore Mohammed to court, they made no mention of his being a front for Mr. Monguno and Mr. Magu. Instead, he was accused of being in possession of guns with an expired license and $1million allegedly found at his home.

  SaharaReporters learned that, as part of the internal conspiracy to stall Mr. Magu’s confirmation, the Chief of Staff, Kyari, refused to forward a letter to the Senate requesting for confirmation of the EFCC boss. However, while President Buhari was in the United Kingdom in June 2016 for a short vacation and medical checkup, Vice President Yemi Osinbajo invoked his powers as Acting President to compel the Chief of Staff to send a letter to the Senate asking for Mr. Magu’s confirmation.

A reluctant Mr. Abba Kyari sent the letter. However, as soon as President Buhari returned the Chief of Staff showed him “mountains of security reports,” including some that claimed Mr. Magu was leaking presidential secrets to Saharareporters and other news media. The source also disclosed that Mr. Buhari wanted to know if Mr. Magu owned expensive homes, huge bank accounts or had ever received proceeds of corruption, to which the COS reportedly answered in affirmative.

A source at the Presidency told our correspondent that President Buhari insisted that, since he ceded power to the VP, everything Mr. Osinbajo did while was away could not be reversed. 

 According to one source, President Buhari did not want to use Mr. Magu’s confirmation to bargain with Senator Saraki whom he loathes, hence the president did nothing to lobby the Senate President to confirm the EFCC chair even when Mr. Saraki met with him to ask for directives on what to do with Magu.

Our investigation discovered that Mr. Saraki has been an active player in the plot to stop Mr. Magu. The EFCC chair had offended the senator twice during his political career. During the senator’s tenure as Governor of Kwara State, Mr. Magu was in charge of the dreaded “Governance Team” set up by the Nuhu Ribadu-led EFCC to go after corrupt state governors between 2003 and 2009. Mr. Saraki was investigated and was due for arrest when Mr. Ribadu was kicked out of the EFCC after he managed to arrest former Governor James Ibori of Delta State. Mr. Saraki then shopped for and recommended Farida Waziri as Mr. Ribadu’s replacement. As soon as Mrs. Waziri was firmly planted as the chairperson of the EFCC, she went after Mr. Magu, got him arrested and detained on the flimsy excuse that EFCC documents were found on his laptop in Lagos. Mr. Magu spent weeks in detention in 2008 and was subsequently freed and redeployed to the Nigeria police. 

Also, as soon as Mr. Magu was appointed to head the EFCC, he arrested Mr. Saraki’s wife, Toyin Saraki, and interrogated her for hours. EFCC officials said Mrs. Saraki wilted under the intense interrogation and offered “very helpful information about her husband’s financial misdeeds.” 

SaharaReporters learned that Mr. Magu has made efforts on his own to reach out to Senators to confirm him. However, our investigators learned that some of the top senators demanded that he drop investigations against them or hand over their files to them for destruction before they would back his confirmation. Deputy Senate President Ike Ekweremadu, whom Mr. Magu disgraced earlier this year after he was given an award by the EFCC liaison to the National Assembly, reportedly tried to extract apologies from Mr. Magu while secretly filming their encounter. Also, Senator Stella Oduah, a former Aviation Minister, went to meet Mr. Magu in his office in the company of a former Secretary to the Federal Government, Pius Anyim, to pledge her support so long as Mr. Magu was willing to drop investigations relating to her multimillion dollar airport renovation projects during her ministerial tenure under former President Goodluck Jonathan.

Also, former Governor Goodwill Akpabio of Akwa Ibom State reportedly asked that Mr. Magu soft-pedals on a myriad of corruption cases against him.

Two EFCC sources told SaharaReporters that Mr. Magu tactically decided to slow down on prosecuting high-profile corruption cases in order to advance his confirmation. However, his confirmation woes appear even more complicated as several targets of EFCC investigations have been pressuring Senators not to confirm him. 

Mr. Saraki is coordinating onslaughts on Mr. Magu while regularly telling lobbyists for the EFCC chairman that new conditions must be met before he would move forward on the confirmation. According to one of our sources, Mr. Saraki is demanding that some seasoned EFCC investigators who handled his case be transferred out of the agency back to the police. He had also required that Mr. Magu forward to him all files relating to high- profile investigations of senators. Our source said the Senate President appeared to want the documents to use them either to control other senators or buy their loyalty.

One source said Attorney General Malami had already fulfilled the first part of the agreement between him and Saraki. Last month, the AGF’s office suddenly withdrew forgery charges against Mr. Saraki and his deputy, Mr. Ekweremadu, claiming that prosecutors did not have a watertight case against the two senators. At the next adjourned date, charges were also dropped against two senior National Assembly staffers who aided the forgery of National Assembly rules that led to the controversial election of Mr. Saraki and Mr. Ekweremadu in 2015.

Our source stated that the next case to suffer would be the assets declaration case against Senator Saraki at the Code of Conduct Tribunal. According to the source, Rotimi Jacobs, the independent lawyer handling the case, was being pressured to withdraw from it to enable more malleable prosecutors to take over. The source said the strategy was to prevail on the judge to conclude the trial without imposing any significant sentence.

Mr. Saraki, who is currently in Geneva, is assuring those lobbying on behalf of Mr. Magu he would get the EFCC chairman “confirmed” as soon as the cabal at the Presidency sabotages all the anti-corruption cases against him and Mr. Magu promises not to go after some persons of interest to him.

Mr. Ibrahim Magu, the Chairman of the Economic and Financial Crime Commission (EFCC), revealed in Kaduna yesterday, that they have the mandate to investigate every government official, including ministers, irrespective of political party affiliations, News Punch has reliably learnt

According to Daily Sun, Magu, said the mandate was part of President Muhammadu Buhari’s measures towards winning the war against corruption, disclosed that, “every  government official is under investigation without them knowing it.”

News Punch had earlier published that President Muhammadu Buhari has reportedly ordered a comprehensive investigation of the transport minister and former Rivers State Governor, Mr. Rotimi Amaechi over judiciary bribe saga ravaging the ruling All Progressives Congress


He said this during a courtesy visit to the headquarters of the National Union of Textiles and Garment Tailoring Workers of Nigeria (NUTGTWN), in Kaduna.

However, Magu dispelled insinuations in some quarters that EFCC operations was one-sided in the fight against corruption.

“We have course to investigate; in fact, we are investigating those in government without them knowing. Not only that, the president has given me the mandate to investigate every corrupt Nigerian leader irrespective of his political affiliation. I don’t think we have the monopoly of knowledge to tackle corruption. But, more than that, the fight against corruption is designed and structured to boost confidence in the economy as well as to attract investors both within and outside the country,” Magu added.

The EFCC boss also described corruption as a crime against humanity.

He said, before now, there was no hope for Nigeria, but President  Buhari had shown “demonstrable political” will to deal with corruption.
“Corruption affects everybody, that is why everyone is a major stakeholder in the fight. That is why I have the passion, zeal and courage to lead the fight against corruption,” Magu said.

In his remarks, NUTGTWN General Secretary, Issa Aremu said the EFCC should be empowered to invite those living above means to explain their sources of wealth.

Aremu said if investigating agencies were not satisfied with explanations by suspects about their sources of wealth, such persons should be prosecuted.


Buhari's Arms Probe Panel Member Caught With $1mn Raw Cash In His Home; Rolls Royce, Ferrari and Buggati Recovered; Re-arraigned

PRNigeria - A member of the AVM Jon Ode-led Presidential Arms Probe Panel on $2.1bn arms procurement fund, who was caught with $1m cash in his house, Air Commodore Umar Mohammed (rtd) has been re-arraigned before a Federal High Court in Abuja.

Umar, 54, was re-arraigned together with his firm, Easy Jet Integrated Services Limited, before Justice John Tsoho last week on a four-count amended charge marked: FHC/ABJ/CR/145/16, on money laundering, illegal possession of firearms and violation of Official Secret Act.

The Department of State Service (DSS) arrested Umar in June 2016 for allegedly fronting for other members of the Presidential Arms Panel in receiving large sums of money from certain individuals and companies in order to evade prosecution.


The President Panel is chaired by a retired Air Vice Marshal Jon Ode, who was a former Adviser to Defence Minister under President Goodluck Jonathan. Members of the panel include serving and retired officers from different security agencies and the Economic and Financial Crimes Commission (EFCC).

The EFCC had publicly distanced itself and its chairman, Ibrahim Magu, from the alleged fraud involving the arrested panel member who has been in the custody of DSS.

It was alleged that over $1 million cash and luxury state-of-the-art cars, including a Rolls Royce, Ferrari and Buggati, among others were recovered from him during the raid on his residence.

Umar was earlier arraigned in July before Justice Nnamdi Dimgba, who granted him bail at N100m. The DSS re-arraigned him last week with an amended charge and the case was transferred to Justice John Tsoho for the prosecution.

He was accused of conspiracy and accepting $1,030,000 in cash from a firm, Worldwide Consortium PTY Ltd “as payment for flight services without going through a financial institution as required by law” contrary to sections 18 (a) and 16(1)(d) of the Money Laundering Act 2011.

He was further accused of being in illegal possession of two pump action guns (marked: SBSG Magnum 397 and SBGS Interpress 09-1573) between June 1, 2011 and June 19, 2016 without valid licenses and thereby committed an offence contrary to Section 4 of the Firearms Act 2004 and punishable under Section 27(1)(b)(i) of the act.

The Presidential Panel member was also accused of having in his possession at his No: 4 Lungi Close, Mississippi, Maitama, Abuja home, “classified/official documents without lawful authority and thereby committed an offence contrary to Section 1(1)(b) of the Official Secret Act and punishable under Section 7(1)(a) of the same Act.”

However, Umar pleaded not guilty to the charge when it was read to him, following which his lawyer, Hassan Liman (SAN), who led Ibrahim Bawa (SAN), urged the court to grant Umar bail on the terms and conditions attached to the bail earlier granted him by Justice Dimgba.

Liman told the court that his client had been held incommunicado by DSS since June 19, 2016 when he was arrested. The lawyer accused the DSS of refusing to obey the order by Justice Dimgba, directing that Umar be remanded in prison pending when he was able to meet the bail conditions.
Although prosecution lawyer, Mr. Magaji Labaran opposed Liman’s application, Justice Tsoho, in a ruling, upheld the defence lawyer’s argument and granted Umar bail on the terms and conditions earlier set by Justice Dimgba.

Justice Tsoho ordered that Umar, be remanded in Kuje Prison in Abuja pending when he is able to perfect the bail, as the case was adjourned to November 7, 2016 for trial.

The war against corruption may gather more steam soon, going by President Muhammadu Buhari’s latest pronouncement.

The President has told the Economic and Financial Crimes Commission (EFCC) and other anti-graft agencies to probe even his own children or members of his family implicated in corrupt practices.

He said he would not forgive the anti-graft agency if it fails to pobe any allegation of corruption against his children and family members.


A sketch of Buhari’s tough anti-corruption mindset and plans was contained in a book, “Muhammadu Buhari: The challenges of leadership in Nigeria”, which is authored by Prof. John Paden.

The book reveals how Buhari inspired the acting Chairman of EFCC, Mr. Ibrahim Magu as a school boy to develop anti-graft traits.

It adds: “Buhari’s attitude is to let the chips fall where they may in particular cases, although reform of the judiciary is one of his larger goals.

“Buhari has often said that if any of his own children were accused of corruption, and the authorities did not investigate, he would never forgive the authorities.”

It was also learnt that the President has rebuffed pressure to save his allies in the All Progressives Congress(APC) from being probed by anti-graft agencies.

In spite of their close family ties, it was learnt that President Muhammadu Buhari has failed to save the former National Security Adviser, Mr. Sambo Dasuki because his policy is that there should be no sacred cows in the anti-corruption war.

It was also revealed for the first time that Buhari does not have any grudge against Dasuki despite the latter’s involvement in the August 1985 coup, which led to the former’s removal as a military head of state.

“On numerous occasions, Buhari has urged public officials to do their duty without fear or favour. He has also tried to inspire younger generations to regard public service as an honest calling.

“For example, the current acting head of EFCC, Ibrahim Magu was a schoolboy in Borno when Buhari was military governor in 1975. Buhari gave a talk to a group of boys that included Magu and urged them to do their best.

“Magu was inspired and became a professional policeman.

“In 2015, Buhari asked Magu to head the EFCC, a dangerous job if done well. By mid-May 2016, Magu had secured 143 convictions of corrupt officials.”

Unknown to many, the book has revealed how Buhari resisted pressure to save his allies in APC from being arrested or prosecuted for corruption.

It also unfolded Buhari’s vision for a set of specialized anti-corruption tribunals to fast-track the war against corruption.

The book adds: “The EFCC has been functioning since the administration of President Obasanjo, when it was under the direction of Nuhu Ribadu, a policeman and lawyer who initially was effective before political pressures began to intrude.

“Under President Jonathan, the EFCC was directed by Ibrahim Lamorde and seemed, from the outside, to be functioning well. Inside, however, rumours of corruption among EFCC officials abounded.

“Under President Buhari, the acting chair of EFCC has been Ibrahim Magu, who seems to have taken his lead from Buhari’s determined fight against corruption.

“The widespread investigations conducted by the EFCC and the number of referrals to prosecutors have been unprecedented in EFCC’s history.

“In addition, Buhari discussed his anti-corruption efforts with the Chief Justice of Supreme Court, Mohammed Mahmud, who agreed to establish a set of specialised anti-corruption tribunals.

“These tribunals would cover both military and civilian cases. Creating such tribunals, however, requires special authorization from the National Assembly, which has been slow in coming.

“Although a number of senior officials have been tried for corruption prior to the Buhari presidency, the extent of current corruption court cases in Nigeria is unprecedented.

“That does not mean that every case will lead to a guilty verdict.

“All of the accused are entitled to their day in court, and are likely to have high-quality legal representation; and there will surely be appeals and possible plea bargains.

“Cases may drag on for years. But the fact remains: the law is takings its course.

“Importantly, in none of these cases (apart from certain military procurement scandals that impacted National Assembly) has the prosecution been sponsored or encouraged by President Buhari.

“He has kept his hands off the judiciary, despite enormous pressure for him to come to the aid of APC allies.

“The question will arise when criminal cases are concluded as to whether the Nigerian judiciary is up to the task of being even-handed in such high-level cases.”

On a former National Security Adviser, Mr. Sambo Dasuki it was revealed for the first time that the President has no grudges with the ex-NSA.

It says: “It is beyond the scope of this study to assess all the backstories of the relationship between Buhari and Dasuki. Suffice to say that the so-called grudge between the two has never really existed.

“Dasuki is 12 years younger than Buhari, even though Dasuki did participate in the 1985 countercoup.

“The family of Ibrahim Dasuki and the Buhari extended family have been linked by marriage for more than four decades.

“In addition, in his inaugural address, Buhari had professed that although “the past is prologue,” he had no time to pursue alleged “enemies”.

“Rumours were rife that the Dasuki trial would be held behind closed doors, rather than conducted in public.

“Dasuki insisted on a public trial and protested his innocence. How the judicial system handled such a high-profile case would be a major political test for Buhari.

“If the focus of the Dasuki case was on procurement corruption within the Jonathan military and political teams, the public exposure of the facts of the case would be in the public interest.

“But for national security issues that required confidentiality were involved, then a non-public trial might be warranted.

“The stakes were high for the Buhari administration. Buhari had insisted that legal accountability be left to the courts. He also had insisted that he was not interested in settling scores.

“Whether the judicial system was capable of handling such cases without fear or favour remained to be seen. The key was to deliver equal treatment under the law, and to be seen by wider public to be doing so.

“The last thing Buhari wanted was a show trial. His own administration would be on trial over how this matter was handled.”

The book has however X-rayed the complexities of the ongoing trial of some looters.
