The Joint Admission and Matriculation Board (JAMB) has announced its resolve to abolish Computer Based Test (CBT) method for Unified Tertiary Matriculation Examination (UTME) due to low computer literacy level of candidates.

It has also, in collaboration with a private institute, resolved to set up dedicated UTME centers for visually impaired candidates in Abuja, Lagos and Kano in 2018.

Registrar of the board, Prof. Is-haq Olanrewaju Oloyede, who said this in Kaduna yesterday, however, said the board would not revert to the old paper and pencil mode, but an “eight-key device”.


He spoke at the opening of Strategic Planning Retreat on Monitoring and Supervision of 2017 UTME at Arewa House in Kaduna.

Oloyede said the device would eradicate the challenge of low computer literacy and phobia for mouse by some candidates.

He said: “From the general feedback on the adoption of the Computer-Based Test mode, we have noted the challenge of computer low level literacy of some candidates, especially with the phobia for the mouse. This has been responsible partly for the call by some people for reversal to the Paper and Pencil Test mode.

“To ensure equity and level playground for all candidates taking Unified Tertiary Matriculation Examination, the board has designed a system that will allow candidates use only eight keys without the use of mouse.  All the candidates need to do is to press the letters A, B, C, D for responses to questions and keys: P, N, S and R representing; previous question, next question, submit and reverse, respectively.”

On the new arrangements for the visually impaired candidates, the JAMB Registrar said Digital Bridge Institute in partnership with the board has agreed to set up three dedicated centres in Abuja, Lagos and Kano in 2018.

He added that the board would support the centres with necessary inputs.

Ahead of 2018, when the project of dedicated centres will come to fruition, the board has reached an understanding with the association for the blind persons in Nigeria and blind students in Lagos that an abridged approach would be used for the 2017 UTME, whereby all prospective blind candidates would be invited to three centres in the country for special assessment in their subjects of choice and relevance to their desired courses and programmes.

Oloyede while addressing the participants, most of whom are external supervisors and other stakeholders drawn from various tertiary institutions and education sector, said concerned stakeholders must take UTME as their own and make it a project.

He noted that the conduct of the board’s examination, which is a selection examination, is the foundation of quality education.

Oloyede, therefore, advised stakeholders to see their involvement in UTME as a call to national duty and personal sacrifice.

The registrar said the agency may reduce the timeline for the UTME from three hours to two hours.

He added that the question papers will be uploaded five minutes to the examinations to check malpractice.

He said: “As for the 2017 UTME, it is likely we reduce the duration of the examinations. We are looking at two hours for the examinations instead of the present three-hour timeline. This is in line with international best practices.

“As for the candidates, for their age, the maximum time they can sit for examinations is two hours. Even in terms of international standard, for primary school pupils, the maximum time for examinations is between 45minutes and one hour.”

He confirmed that about 300,000 candidates might sit for the mock UTME examinations on April 8, which will be used to test-run its new technology to make its examinations easier for students.

The Joint Admissions and Matriculation Board, JAMB, has concluded all restructuring, transformation, reforms and other preparation for the 2017 UTME and is now set to commence the sale of its application document in March 2017.

We sincerely appreciate the patience exhibited by Nigerians in allowing us take time to add value to the services we have been offering to Nigerians for over three decades.

Because we need a different and progressive result that will position Nigerian educational system in an enviable height in the comity of nations, then we must do things differently. The Board is poised to see that a reasonable percentage of candidates who take this examination and are qualified find placement in tertiary institutions.

In the cause of conducting admission exercise, many institutions have admitted candidates on merit only for them to discover that such candidates do not have qualified O’levels results or the right combination for admission and had to delete and start the process all over again. With this, they would have denied other qualified candidates the opportunities for admissions.

This we are addressing by ensuring that no candidate is henceforth recommended without his O’levels result being supplied. To achieve this, JAMB will insist that candidates supply their result on its website during registration or later, but before admissions commences for them to be considered for admissions. We believe this will allow only qualified candidates to be considered for admissions.

We have designed a Central Admissions Processing System (CAPS) where the Board will interface with the institutions and ensure the compliance of this reform. The summary is that no candidate will be admitted with awaiting result. Candidates and their parents are also to note that the Board has restructured the registration platform to allow for only one choice of Public University. The new registration platform will now be first choice, second choice, third choice and fourth choice and not most preferred, preferred etc as it was.

Candidates’ first choice can be a College, University, Innovative Enterprises Institutions or Polytechnic/Monotechnic. However, if a candidate makes a Public University his first choice, he will not have any public University to choose for 2nd, 3rd and 4th choice. He will have on the remaining three choices, a College, a Polytechnic, Private University and IEI’S. 

However, candidates for the 2017 UTME can now select NCE (College) or ND (Polytechnic/Monotechnic) as their 1st choice up to 3rd choice and the 4th IEI. They can select the IEI (Innovative Enterprise Institution, ND) as their 1st choice up to the 4th choice, but can only pick a public university once.

This restructuring is to expand the opportunities available to candidates as almost all the public universities do not consider candidates on the second choice list because they hardly exhaust their first choice.

The registration of UTME this year will go side by side with the Direct Entry and during registration, candidates 10 finger are to be captured using Biometric Verification Machine (BVN).

Again, we want to inform candidates that no cyber café will be registering candidates for our examination. On no account should any candidate patronize any cybercafé for our registration. It is important to note that the Board will not deploy the use of any SCRATCH CARD for the 2017 UTME registration exercise.

There was major shake-up in the education sector of the nation yesterday as President Muhammadu Buhari on Monday purged the  sector by sacking 17 helmsmen and approved the appointments of 17 new chief executives heads for some parastatals and agencies under the Federal Ministry of Education, News Punch has learnt

In a statement according to the ministry on Monday said the appointment was with immediate effect.

The affected agencies include the Joint Admissions and Matriculation Board,  the Universal Basic Education Commission and the National Universities Commission.

Others are the National Library of Nigeria, the National Examinations Council and the Nomadic Education Commission, among others.

The appointees are;

  1. Prof. Abubakar Rasheed, NUC; 
  2. Dr. Hameed Bobboyi, UBE; 
  3. Prof. Ishaq Oloyede, JAMB; 
  4. Prof. Charles Uwakwe, NECO; 
  5. Prof. Lilian Salami, Nigerian Institute for Education Planning and Administration;

Again, confusion has rented the education sector as the Joint Admissions and Matriculation Board, JAMB, has withdrawn the list of recommended candidates for admission earlier sent to tertiary institutions.

The examination body on Sunday explained that the decision was to ensure that the Senate of Universities perform their statutory responsibility of conducting the selection of candidates and refer it to JAMB for confirmation in line with the admission criteria of merit, catchment and educationally disadvantaged states as directed by the Minister of Education, Alhaji Adamu Adamu, at the policy committee meeting.

The statement, signed by Dr. Fabian Benjamin, said the earlier list was sent to help fast track the process of admission so as to allow other tiers of institutions also conduct their admission.

“Candidates should not panic because this is part of the process of the 2016 admission exercise. JAMB regrets any  inconvenience this decision would have caused the tertiary institutions.

“The Board regrets any  inconvenience it’s proactive step would have caused the tertiary institutions,” the statement added.
