2019: Northern Leaders Express Fear Of Political Irrelevance Over Buhari's Nepotism
TheNiche - Up North, Arewa Consultative Forum (ACF) is conveying an emergency meeting this week on the lopsided appointments made by President Muhammadu Buhari, amid fears by the region’s leaders of becoming irrelevant in the 2019 political cycle.

In the South East, Igbo leaders have already met in Owerri to ponder the state of the nation and the place of Ndigbo in it, concluding that the Igbo are industrious enough to survive any condition, marginalisation in Nigeria notwithstanding.

Mohammed Ibrahim, the national publicity secretary of the Northern socio-cultural organisation, told TheNiche in a telephone interview that “we are meeting this week to discuss the issue; after that, you will get our position.”

TheNiche had asked him if the ACF was not worried about the lopsided and even nepotistic appointments made by Buhari which add fuel to the secessionist fire of Niger Delta Avengers (NDA) and Independent Peoples of Biafra (IPOB).

Delegation to Buhari

The ACF meeting coincides with the decision of some Northern leaders – among them former Ahmadu Bello University (ABU) Vice Chancellor, Professor Ango Abdullahi, and former Nigerian Permanent Representative to the United Nations, Yusuf Maitama Sule – to meet Buhari over his appointments which favour the Hausa/Fulani/Muslim North over the rest of the country, a source told TheNiche.

Buhari won the 2015 election by clinching majority votes in four of the country’s six zones – North West, North East, North Central, and South West.

But his narrow minded appointments, the Northern leaders noted, could cost the North the support of the Christian North Central and South West in 2019, since the core North lacks the constitutional spread and number to win a presidential vote alone.

Heads of military, paramilitary agencies

There is outcry over Buhari’s appointments, especially as they affect the security architecture of the country. Critics say they disregard the federal character principle in the Constitution, as well as ethnic and religious considerations.
Only three officers – Chief of Defence Staff, General Gabriel Olonisakin; Chief of Naval Staff, Rear Admiral Ibok-Ete Ekwe; and Chief of Defence Intelligence, Air Vice Marshal Monday Morgan – are Christians in the security apparatus, in a country split nearly 50/50 in Christian/Muslim composition.

All the following are Muslims:

  • National Security Adviser, Babagana Monguno.
  • Interior Minister, Abdulrahman Dambazau.
  • Defence Minister, Mansur Dan-Ali.
  • Chief of Army Staff, General Tukur Buratai.
  • Chief of Air Staff, Abubakar Sadique.
  • Inspector General of Police, Ibrahim Idris (whose appointment two weeks ago led to the compulsory retirement of 21 assistant inspectors general and deputy inspectors general of police who were his seniors).
  • Department of State Security Director General, Lawan Daura.
  • Nigeria Immigration Service Comptroller General, Muhammed Babandede.
  • Nigeria Security and Civil Defence Corps Commandant General, Abdullahi Muhammadu.
  • Nigeria Customs Service Controller General, Hameed Ali.
  • Nigeria Prisons Service Controller General, Ahmed Ja’afaru.
  • Economic and Financial Crimes Commission Chairman, Ibrahim Magu.
  • All the 15 military and paramilitary heads are from the North, except Olonisakin (Ekiti) and Ekwe (Cross River).
  • Buhari has also appointed several relatives in key positions in the seat of power in the Villa, reported by TheNiche on June 26.


Getting the message to Buhari

Northern leaders said Buhari cannot justify these appointments on the grounds that former President Goodluck Jonathan allegedly did something similar between 2010 and 2015.
They noted that Jonathan only favoured some of his Ijaw kinsmen, in the sharing of some juicy positions, not the entire South. And that, in any case, two wrongs cannot make a right.
In the history of Nigeria, no leader has made the sort of lopsided appointments Buhari has made, the Northern leaders noted.
The dilemma among Northern leaders, TheNiche learnt, is how to convey the message to him – formally under the umbrella of Northern leaders, or privately.
The leaders are wary that Buhari may snub them if they approach him privately in Katsina to discuss the sensitive subject.
The majority feel they should pay him a courtesy visit as a group in the Villa and make their position known.
Ohanaeze unites against repressive policies

In Owerri, Igbo Unity Forum held a meeting jointly organised by Imo State Governor, Rochas Okorocha, and Ohanaeze Ndigbo led by Gary Enwo-Igariwey which appeared to mark the end of Igbo leadership crisis.
The event was well attended by people of different political and ideological persuasions, who deliberated on the prospects and challenges of Nigeria.
Participants described the forum as the first of its kind in past five years.

The perceived place of the Igbo in Nigeria may have triggered speeches of hope to the younger generation.

Professor Anya O. Anya captured the mood when he said there is no regret about 2015 general election.

He said the voting pattern nationwide was a statement in itself, meaning that Nigeria is overdue for restructuring.

He declared that the Igbo can achieve greatness in the same way China and Israel did, but warned that the Igbo must be committed to the development of Igboland.

Abia State Governor, Okezie Ikpeazu, commended Okorocha for ensuring a new beginning in the life of new Ohanaeze and said the Igbo in the Nigerian project cannot be declared missing in action.

Others who spoke included Okorocha; Ikpeazu; Ebitu Ukiwe; Alison Madueke; former Governor of old Anambra State, Jim Nwobodo; and former Anambra State Governor, Chukwuemeka Ezeife.

They also included Nigeria’s former Ambassador to Israel and the United States, George Obiozor; retired Colonel and civil war veteran, Joe Achuzie; business mongul, Pascal Dozie; and Enugu State Deputy Governor, Cecilia Ezilo.

Igbo can go it alone, Ukiwe reiterates

Ukiwe said: “If there is any group that can make a change in Nigeria, it is the Igbo group. We are not begging the issue and cannot be intimidated by anybody or group of persons and we should be ready to confront difficulties before us as Igbo.

“If the people of Israel can successfully live independently and survived the storms, the Igbo can also do it.”

Obiozor described Nigeria as a nation in the state of despair, stressing that countries are run with ideas, but Nigeria as it is today is not the case.
Ezilo and Dozie had the same view that “Igbo destiny is in their hands”.

Okorocha added that “Igbo shall rise to its rightful position in Nigeria and elsewhere. Igbo will have enough in the future and donate to other nations when the time comes.

“Igbo are not beggars, rather they are distinguished people both in character and in words. We are the only privileged people in this part of the world.

“I was wondering what I will tell my son at old age; should I tell my son that as an Igbo man Ndigbo were marginalised?

“Igbo never received federal appointments and may never receive federal infrastructure, and it all ended that I complained, protested, and my son will ask me after that what next?

“Should I tell my son that when I didn’t get what the Igbo wanted I used arms to protest and he will also ask again, daddy after that, what happened?

“Let’s sing a new song different from the songs of war and stop the spirit of complaint and look beyond the ordinary.”

Anambra State Ohanaeze president told TheNiche in an interview that “if I was allowed to speak concerning the repressive government of Nigeria against Igbo, I would have told our people that we are in a battle field and we need to win the war.

“We are not comfortable in Nigeria and it is a war we must win. We are not against anybody, but against repressive policies against Igbo.”

Senator Akpabio while speaking exclusively to Daily Sun through his media aide, Anietie Ekong, said he was aware of the rumours, especially in the social media of his attempts to cross carpet and join the ruling APC.

Ekong said Akpabio’s camp was aware of the rumours, but stressed that the rumours were being spread by APC propagandists. He said Akpabio was working  with other PDP leaders to ensure that the party became formidable again. He could not be participating in solution-seeking meetings of the PDP while planning to defect to APC, he maintained.

But the state chapter of the APC said though Akpabio had yet to formally apply to become a member of the party, he had been making  overtures to some senior members of the party.

The state Publicity Secretary of the party, Chief Ita Awak, told Daily Sun that Akpabio’s attempt to formally join APC was a product of rumours which he could not authenticate.

“But I am also in the know that he has made some efforts to appease some leaders of the party, pleading for understanding and forgiveness. I am aware of such moves by him.”

Asked whether APC would accept his membership,  Awak said that would be left for the party’s leadership to decide.

How Fayose's Ally Stole N59.6m MDG Fund As EFCC Makes Costly Mistake By Exposing Fayose's BVN Number
The detectives probing financial recklessness of the lousy Ekiti State Governor, Ayodele Fayose has made an expensive mistake by making public, the Bank verification Number of the governor, BVN, which is supposed to be personal and secret over discovery on how N1.299billion was laundered for the governor.

Fayose's BVN Number which was given as 22338867502 was quoted in revealing illicit transactions between him and Mr. Abiodun Agbele in the N1.299billion slush fun from Col. Sambo Dasuki to facilitate Ekiti guber election in 20114

A fresh report by The Nation Newspaper suggests that detectives have uncovered alleged diversion of over N59.6million meant for projects under the Millennium Development Goals (MDGs) in Ekiti State by Mr. Abiodun Agbele, an associate of Governor Ayodele Fayose.

Agbele, who is in detention, is believed to have been a front to launder N1.299billion for Fayose through his company, De-Privateer.

The Economic and Financial Crimes Commission (EFCC) believes the cash was part of the  N4.745billion paid ex-Minister Musiliu Obanikoro’s company, Sylva Mcnamara, by the Office of the National Security Adviser (ONSA) for the 2014 Ekiti governorship poll.

EFCC operatives were probing more clues on slush funds and payment of kickback by contractors  before uncovering alleged diversion of MDGs’ funds.


According to EFCC investigators, the MDGs’ funds were transferred from a First Bank (MDGs-CGS Local Govt)  to BYKD Consult Limited, which is purportedly owned by Agbele.

The funds were transferred in four tranches as follows: February 18, 2015(N18, 159, 050; N15, 319,850; N11, 218, 500; and March 30, 2015—N15, 704, 325.

Upon receipt of the funds through his account 0059177132 in Diamond Bank, Bodija, Agbele allegedly diverted the cash to pay for choice vehicles from Affordable Motors, a leading car sales company.

A source said: “We traced the diversion of the funds. On February 19, 2015, about N40million was transferred to  the account of Affordable Motors.

“Also, on February 20, 2015, N15million was remitted to the same auto firm. We have the records.

“You can see how funds meant for projects designed for those at the grassroots were used to buy vehicles from an auto mart. This is why we have renewed the detention warrant on Agbele.

“We have asked Agbele to provide evidence of the contracts he did to have received funds from MDGs account in the state.

“We are going to invite all those connected with the disbursement of the fund including the coordinator of MDGs and civil servants in charge of the projects.

“We are conducting a comprehensive investigation on how funds were allocated to MDGs and local governmet areas and the disbursement process.”

Responding to a question, the source added: “We are suspecting that the governor might have used Agbele to launder MDGs’ funds. As soon as investigation is completed, we will make our findings public.

“Our findings so far have revealed the same pattern of how  the N1.299billion handed over to Agbele by Obanikoro was transferred to Fayose’s accounts.”

The N1, 219, 490,000 was not deposited in any account but it was kept in a vault in the bank. It took the bank officials about 10 days to count. The bankers refused to make entry until it was counted,

“Shortly after confirming the figure, Abiodun was used to coordinate the disbursement of the funds. On June 26, 2014, Agbele paid N137million into Ayodele Fayose’s account 10003126654 with Zenith Bank through Teller-0556814. Fayose’s BVN on the teller is 22338867502. On August 22, 2014, he paid N50million into the same account. By the records from the bank, Abiodun paid another N118, 760,000 into Fayose’s account on 27/8/14,” a document on the investigation stated.

“Based on the transfers, Fayose moved N300million to a Fixed Deposit Account No 9013074033 with Zenith Bank at 15, Olusola Abiona Street, Olorunda Estate, Alapere Ketu. He has the same BVN-22338867502.

“After that, Abiodun deposited another N100million from the N1, 219, 490,000 into Spotless Hotel Account run by Fayose and his wife, Helen Olayemi Fayose with Account No. 1010170969, Fayose’s BVN is 223338867502 and his wife’s BVN in the account is 22298990256.

“The governor and his wife are the two directors and signatories of Spotless Hotel account.”

Following a secret meeting held between President Muhammadu Buhari, a former President of the Senate, David Mark and some notable former National Assembly members, a report according to ThisDay Newspaper suggests that the meeting was a fence-mending one between the Presidency and the upper legislators.

Although no statement was made on the reason for their meeting, speculation was rife that the former National Assembly leaders were on a fence-mending mission to settle the rift between the presidency and the Senate.

There has been no love lost between the presidency and the Senate since the emergence of Saraki as the Senate President and Senator Ike Ekweremadu as his deputy a year ago.

Saraki is currently facing trial for false assets declaration and with his deputy for the alleged forgery of the Senate rules, which both men have maintained were politically motivated by Buhari and his administration to force a leadership change in the Senate.

Also, while the Senate deems the forgery charges as undue interference in the affairs of the legislature, the executive has maintained that they were filed in the interest of justice and that of the public.


There were reports last week alleging that the Senate was contemplating initiating impeachment proceedings against Buhari but this was later denied by the Senate.

While Nnamani and Masari arrived together, Mark came later and was accompanied to Buhari’s office by the Senior Special Assistant to the President on National Assembly Matters (Senate), Ita Enang.

The Governor of Zamfara State and Chairman of the Nigeria Governors’ Forum (NGF) Abdulaziz Yari was also seen going into the president’s office. However, it was not clear whether he was part of the meeting or he met separately with Buhari.

Details of the meeting between Buhari and the former National Assembly leaders were not disclosed.

The executive and the legislature have been at loggerheads since the emergence of the current presiding officers of the National Assembly, especially the Senate. Indeed, the leadership of the National Assembly did not honour an invitation to the breakfast with the president recently.
Meanwhile, the Court of Appeal in Abuja has granted Saraki’s prayer to adjourn his appeal challenging the competence of the false declaration of assets charges brought against him by the federal government.

The court adjourned the appeal to October 6 to enable the justices of the court enjoy their vacation.

Though the appeal was slated for hearing, Saraki’s counsel, Chief Godwin Kanu Agabi (SAN), a former Attorney General of the Federation (AGF), Monday argued a motion praying the court to adjourn hearing of the suit in view of the yearly vacation of the court which began last week.
Agabi told the justices that they deserved their vacation having worked tirelessly in the past one year.

He also argued that since the court would not be able to give judgment during the vacation, there was no point hearing the matter so that judgment in the suit would not be hanging over their heads while on holiday.

Saraki’s stance was however vehemently opposed by the federal government, which claimed that the Senate president had already been granted three adjournments in the matter.

But Justice Abdul Aboki, who was presiding, cut in and demanded to know from the government’s lawyer, Mr. Rotimi Jacobs (SAN), what he stood to lose if Saraki’s request was granted.
Jacobs eventually agreed to the adjournment.

Justice Aboki in his brief ruling agreed with Saraki and adjourned hearing of the appeal till October 6 this year.

Saraki had challenged the competence of the false assets declaration criminal charges brought against him by the federal government, insisting that the charge was politically motivated and in bad faith.

In the objection argued by his counsel, Saraki said the charges could not be sustained in law since due process of law was not observed before it was initiated.
He had asked the court to quash or strike out the charges filed in September last year against him.

The Senate president also asked the Appeal Court to discharge him from the charges on the grounds that they were not competent and lawful in the eyes of the law.

Meanwhile, the Senate President Bukola Saraki Monday restated his loyalty to the ruling All Progressives Congress (APC) and reiterated his belief that the President Muhammadu Buhari administration would redeem the electoral promises it made during the 2015 general election.

His statement came just as President Buhari met with former Senate Presidents David Mark and Ken Nnamani, and a former Speaker of the House of Representatives and Katsina State Governor Aminu Masari behind closed doors.

A statement by the Senate president’s Special Assistant, New Media, Bankole Omisore, said Saraki reaffirmed his loyalty to the party at the 10th Abuja Housing Show held at the International Conference Centre in Abuja, with the theme: Expanding Access to Affordable Housing in Africa.
The event featured top government officials and prominent stakeholders in the housing sector.

While acknowledging the presence of the APC National Organising Secretary, Senator Osita Izunaso, who spearheaded the discussions at the summit, Saraki said the APC government was absolutely committed to the social welfare of the people while affirming his unalloyed loyalty to the party.
“The Senate and the National Assembly as a whole believe very strongly that we must make a difference in the housing sector,” he said.

The Senate president, reacting to observations that the existing housing laws needed to be repealed and amended, charged the organisers of the summit to take further steps by forwarding a document of laws requiring amendments to the National Assembly.

“I assure you that action will be taken instantaneously,” Saraki promised.

Saraki further said the Senate had commenced the process of reviewing several laws affecting property rights and access to housing in the country.

According to him, the review of the National Housing Fund Act was ongoing and would be completed before the end of the year.

In his submission, Izunaso said housing deficit in Nigeria had been put at 17 million housing units.

“As at today, only 10 per cent of those who dream to own a house in the country can afford it, as against the 92 per cent home owners in Singapore.

“The central objective of the summit, however, is to come up with feasible strategies on how to end the problem of homelessness in Nigeria,” Izunaso said.

Present at the summit were the Minister of Power, Works and Housing, Babatunde Raji Fashola; Kano State Governor, Abdullahi Umar Ganduje; Turkish Ambassador to Nigeria, Hakan Çakıl; Trade Union Congress (TUC) President, Mr. Bobboi Kaigama; and several investors.

 In a desperate move to cover up for their dirty deal tract, the majority of the former governors who are either currently undergoing investigations or had been arraigned by the anti-graft agency for alleged corruption have been discovered to be plotting to infiltrate the Economic and Financial Crimes Commission by influencing the postings of some security operatives, who once worked with them during their tenure as governors, a fresh report by Punch Newspaper suggests


The former governors, it was gathered accordung to Punch Newspaper that, having failed to get the commission to either drop the cases against them or to frustrate the cases in courts, had come up with another strategy to make sure that they got hold of key aspects of the commission.


It was learnt that the ex-states’ chief executive officers had started lobbying the police authorities and the Police Service Commission to post their former police aides to the EFCC as investigators.

The Acting Chairman of the commission, Mr. Ibrahim Magu, was said to have been surprised to discover that a former Aide-De-Camp to an ex-governor from a North-Central, who is undergoing trial for alleged corruption, was working at a sensitive position in the commission.

The aide, a Superintendent of Police (name withheld), was posted to the commission and was made an investigator.

When Magu was said to have learnt of the officer’s past, and since his immediate boss was undergoing trial for alleged corruption, the chairman was said to have ordered that the affected officer be transferred to the Police for reassignment.

Though the operative was not queried for any misconduct, the commission was said to have been worried that the police officer could be used by his immediate boss to truncate the case against him.

A very reliable officer at the commission said, “The commission was surprised to know that such officer, who was just leaving such a position, would find his way to such a sensitive post.

“There’s no way your former boss, whom you have probably been loyal and still loyal to, could be undergoing trial for corruption and you will help in nailing him.

“That’s why we have to send the officer packing and we have no regret in doing that.”

Because of the discovery, it was gathered that the commission was planning an overhaul of its investigators by carrying out discreet investigations about their past.

“We are investigating them in order to make sure that our officers and investigators are above board and have nothing to do with those being prosecuted or investigated for now,” a source at the commission said.

One of our correspondents gathered on Monday that the anti-graft agency was working on the theory that since there were many former governors still being tried by the EFCC, many of the accused persons might have influenced the postings of their loyalists, especially security operatives, to the commission.

It was learnt that the agency, after detecting the SP planted by a former governor of one of the states in the North-Central, had begun discrete investigations into its operatives, with a view to uncovering some who might have been used to infiltrate the agency by suspected looters.

24 Police vehicles reportedly to have 'stolen' by the the outgone Inspector General of Police, Solomon Arase have been found, barely 24 hours after the Acting Inspector General of Police, Ibrahim Idris accused his predecessor, IGP Solomon Arase (rtd) of moving away 24 Police vehicles including the official IGP Staff Car, which is armoured plated and bullet proof, and the spare staff car, both of which are BMW’s,  so reported Vanguard News.

According to Vanguard News, both cars were sent to an auto repair shop for total and comprehensive repairs for use of the next IGP. 

It was rfeported that the cars were sent to Auto Computers located in the Jabi district of Abuja and that the spare BMW car has been completed and repainted. The spare staff car was said to have been having engine problems for the last five years before the last administration sent it for repairs. 

A source at Auto Computer told Vanguard that the spare car was delivered to the Police headquarters on Sunday afternoon after completion of repairs and that officials of the company would visit the Acting IGP to demand for payment of the job done. 

For the armoured plated Staff Car, it was revealed that because of the high technology embedded in the car, the company will need more time to fix the identified problems of the car as some of the needed parts will be imported.

The source pointed out that nobody approached Auto Computer to ask about the whereabouts of the cars, and that since it was the police that brought them, they (company) just went about their repairs. 

When Vanguard sought to find out if the proper procedure of ascertaining location of the cars were followed, it was discovered that the Works Department and the Force Transport Department that would have been approached for explanations were not approached. Rather, the IGP secretariat comprising of newly posted officers, were said to have written the former IGP demanding the whereabouts of the staff cars and other 22 vehicles, some the former IGP was said to have interpreted as a slight on his person. 

Further investigation in other relevant departments regarding the whereabouts of other vehicles showed that the vehicles were intact and that while some were deployed for operations, the Police had records of the location of others. 

Recall that when news of the alleged missing 24 vehicles made the rounds on Sunday, the former IGP, responded to questions saying the allegations were the handiwork of mischief makers bent on trying to tarnish his integrity. He wondered what he would be doing with 24 Police operational vehicles when he was not operating a car mart

Earlier, Mr. Arase, who is in London for his son’s graduation according to Premium Times in reaction to claim by the new Acting Inspector General of Police, Ibrahim Idris that he took away 24 police vehicle when he retired said in a statement on Monday that every information needed by his successor on vehicles bought by the police were in his handover notes.

He said all vehicles bought by the police under him were distributed to the state commands and other appropriate units of the force.
He also denied getting any letter from Idris since he has been in the UK.

“I suspect there must be a disconnect somewhere because every information needed by my successor are provided in my handover notes,” Mr. Arase said.

“I’m also not aware that any letter was written to me because if there was any dropped in my house, someone would have alerted me.

“It’s unfortunate that this matter is being made a media issue because my successor has my telephone number and could have called me for any clarification or even sent me a text message rather than addressing the media on an issue well documented in my handover notes.”

Mr. Arase’s successor, Ibrahim Idris, had said on Sunday that his former boss went away with 24 police vehicles after he retired from service.

There is palpable discord between the immediate retired Police Inspector General, Solomon Arase and his successor, Ibrahim Kpotun Idris, over the claim by the later that the former took away 24 cars as retirement incentives.

The acting Inspector General also said he had written to his predecessor and other recently retired senior police officers to return the vehicles in their possession.

Mr. Idris said, “When I took over, there was no vehicle, even the vehicle I would use. I discovered the last IG went away with 24 vehicles; the DIGs, some of them eight, some of them seven. The IG’s vehicles included two BMW 7 series, one armoured; and he left me with an old car.

“The last time I followed the President with it, he was asking me, ‘what are you doing with this old car’ because if you see the headlight, the thing has changed colour, which means they parked it and rains and everything had fallen on it, but the new ones that were bought, he (Arase) went with all of them; they are part of the 24.

“I wrote back to him and said, we have a policy that says when a policeman retires, if you are an IG, AIG, a CP, you are entitled to some vehicles; please, the extra, return it. Four vehicles are enough for an average human being, but what will you even do with four vehicles; but he took 24 vehicles, including two BMW cars.

“I wrote to him (Arase), I wrote to the DIGs.”
