Edith Udeagu, NIRA Coo Shines At Father's Funeral Ceremony
Nigeria Internet Registration Association (NIRA) staff and management threw their moral support behind their Chief Operating officer (COO), Mrs. Edith Udeagu who recently lost her father, Ambassador Victor  N. Chibundu  to the hands of death at a ripen age of 85.

Unlike many bosses with high handedness, Edith who was firm but not wicked has been a source of inspirations to her staff and the management. Perhaps, this was the reason for the large turnout.

Radiating in the cool colour Ankara attire but with lots of eye catching designs, NIRA community led by the Vice President Mr. Mohammed Rudman accompanied by his beautiful wife, and Mr. Sikiru Shehu, NIRA financial secretary  were at the special celebration for the late ambassador  by the Chinese community in Nigeria.

The  evergreen and beautiful occasion which started 10; 30am had the Chinese Community in Nigeria led by the Consulate General of the People’s Republic of China in Lagos, Deputy Consul General Mr. Lin Yong, troops in large number to pay tributes.

“On behalf of the Chinese Community in Nigeria, we feel the pain and vacuum, but we want to openly commend his selfless efforts. We will never forget him as a link to the good friendship between China and Nigeria which both countries are enjoying today.

“Ambassador Chibundu was at the position of Nigeria’s Chief Political Counselor of China /Ambassador from 1980 to 1985, and founded Nigeria- China  friendship Association in 1989 and became  the President of the association.”

Continuing”,  Amb. Chibundu focused  on the development of Bilateral  relations  which helped Chinese enterprises and Chinese  overseas in Nigeria  a lot ; this has helped in sealing the bond  of  Nigeria-China friendship development cum relationship. No Chinese will ever forget him and his contributions in a hurry”.

Other Chinese Nationals that contributed to the events are the President of the Chinese Aids Center, Mr. Sun Guoping. The Chairman of China Industrial & Commercial Enterprises association; Confucius Institute at the University of Lagos; Chinese Associations in Nigeria; Wood Association; Wig Association; Women’s Federation’ China Fujian Association; the Secretary of  West Africa –Chinese and Chinese Overseas general federation, Mr. Xue Xiaoming. Mr.  Liu Chang; head of the Chinese Community in Nigeria, Mr.  Jackson Sun   Ping. Mr.  Lu Lu and a host of other Chinese National across Nigeria.

At the wake keep ceremony which held at the Class events center in Surulere, those who couldn’t attend in the morning event took time to grace the evening programme.

Prayers were recited for the soul of the departed, while merriments followed.

 The COO who couldn’t hide her total pleasure at the reception was grateful to both NIRA staff and other well-wishers’ that graced the occasion

For the records,  Amb.  Chibundu after retiring from the Nigerian Foreign Service in 1990,  still went ahead  to improve the ties between Nigeria and China and founded the NICAF in 1994, which is a non-governmental organization dedicated to promoting exchanges and cooperation between the peoples of the two countries. He also wrote four books on the development of Nigeria- China ties.  Globally the books he wrote have become important reference books for researchers on the Nigerian-China ties.


He was honoured with the ‘’International Leaders in Achievement Award’’,by the International Biographical Centre, Cambridge England in 1988.He also received the ‘’Africa International Award of Merit ‘’on 18th November 2002,by the intra-West African Communications, for contributing immensely of the economic growth of African Continent. Ambassador (Chief) V.N Chibundu, was elected a leader in the field of Diplomacy in to the renowned ‘’International order of Merit’’ in 2004,inducted into the ‘’Hall of Fame’’ for African in 2006 by the International Biographical Centre, Cambridge, England and also appointed Honorary Director-General of the International Biographical Centre (IBC) in July 2007.
He married Catherine Ekpendu in April 1959, and they are blessed with four daughters and one son, all university graduates gainfully employed home and abroad.

Days after his acclaimed meeting with the militant group, Niger Delta Avengers (NDA), Sports and Youth Development Minister, Mr. Solomon Dalung, appears to have run into trouble as President Muhammadu Buhari has ordered the probe of circumstances surrounding the parley.

“Mr. President has ordered that the minister provides an answer as to whether or not he actually met with Avengers, and if truly he did, he wants to know from him who authorised the meeting,” a presidential aide told our correspondent.

This development came, as it emerged that one Jude Tabai, the son of a retired justice of the Supreme Court, facilitated Dalung’s trip to Oporoza.


But the minister did not disclose his identity to the host community during his visit as he introduced himself as the head of a non-governmental organisation (NGO) working for development in the Niger Delta.

The duo of the minister and Jude went without any security escort, a local source said. On Monday, the Sports Minister claimed to have met with the leadership of the militant group as well as community leaders in Oporoza, Gbaramatu Kingdom of Warri South West Local Government area of Delta State.

But the source, who spoke on the heels of the NDA’s and Oporoza community’s denial of any meeting with Dalung, disclosed that the president has directed the National Security Adviser (NSA), Major General Mohammed Monguno (rtd) to “get to the root of the meeting.

“The first question Mr. President raised on the report that the minister visited the leadership of the Avengers and Oporoza community was, who authorised the visit? The question became necessary because neither the NSA nor the petroleum minister or even the military task force was aware of the minister’s trip to the area.

”One thing again is the fact that anything could have happened. And again, it raises the question that if government now knows who the leaders of the Avengers are, then what next? “Mr. President is unhappy over this and he directed the NSA to get to the root of the said meeting because it became more embarrassing when both the Avengers and the community are denying that they met with the minister,” the source told New Telegraph.

A community leader from Oporoza, Mr. Ekilegha Elvis, said the only person who visited the community was the head of an NGO who came with Jude Tabai to meet a few youths. ”They said the man was an NGO man, he only met with some youths who were playing football, interacted with them and left without even seeing the traditional ruler,” he said. M

eanwhile, the Oporoza community has dissociated itself from the purported meeting between the sports minister and the community. The community, in a statement raised the alarm that the claim was an attempt to link Oporoza with the Avengers.

“Our attention has been drawn to a statement by the minister of youth and sports as contained in the newspapers, that he paid a visit to the traditional headquarters of Gbaramatu Kingdom, Oporoza town to have interactive session with members of the Niger Delta Avengers and community people.

“It is pertinent to state that, to the best of our knowledge, we the leadership of the community did not receive the minister of youth and sports, or any other government official in Oporoza town last week. We have stated in many fora and occasions that we do not know anything about the Niger Delta Avengers.

“Oporoza town or any other community in Gbaramatu Kingdom has nothing to do with the Avengers and their activities. We have, in time past, condemned the activities of the Avengers, therefore could not have anything to do with them in our community,” the statement, signed by Mr. Johnbull Demebi, said. The community added that the minister should know that he has been deceived by mischievous persons and perhaps must have been swindled.

The community stated that: “As peace loving and law abiding citizens of Nigeria, we make bold to say that we are very receptive people, and have received several top government functionaries in our community, Oporoza.

For the avoidance of doubt, the last government visitor to Oporoza community was the acting Inspector General of Police, Mr. Ibrahim Idris, and he was given a rousing welcome by the community, led by the chairman, Mr. Johnbull Demebi. And so, we doubt the claim of the Hon. Minister that he visited Oporoza community last week and had a meeting with members of Niger Delta Avengers and other community people.

“At this juncture, we wish to warn and advice government functionaries and Very Important Persons (VIPs) to be careful and mindful of persons they associate with, particularly with the intention of visiting our communities, as some persons are out there to make money from top government functionaries and bring the name of the community to disrepute.

“And so, whoever, wants to visit our communities should make proper arrangement with the leadership of such communities so as to avoid any mishap in the course of embarking on such journey.”

Dalung, who spoke to some journalists at the end of a stakeholders’ meeting of the southern senatorial zone of Plateau State in Shendam, said he took a two-hour journey on the sea to Oporoza in Gbaramatu Kingdom where he met with the leadership of the NDA who gave him a sealed hand-written letter to deliver to President Muhammadu Buhari.

He said: “On reaching the community after the two-hour journey on the high sea, I met with the members of the communities who told me that their dream was to be included in the Nigerian project, that the education facilities and other basic social amenities are almost nonexistent in the communities.

They also raised concern of incessant attacks by the Nigerian military. “As a youth minister, I know that the Avengers are mostly youths who have potential to be great citizens of this country,” he had said.

Dalung stated that after meeting with the communities, he was escorted by the Niger Delta ambassadors to the leadership of Avengers who gave him a hand-written letter specifying their demands which, he said, he was yet to present to the president. Although the minister said he did not unseal the letter, he said the Avengers had raised three important issues to him.

“The issues include the Niger Delta Maritime University, pipeline community policing, which, they said, government had denied them and the inability of government to continue with the amnesty programme established by former President Umaru Musa Yar’Adua,” he had said.

The report says a former Vice President, Alhaji Atiku Abubakar and some Adamawa state chapter of the party are not comfortable with Ribadu's return.

Ribadu, a former Economic and Financial Crimes Commission (EFCC) Chairman returned to the APC after he got a letter from Adamawa State chapter of the party seeking his return to the party.

Hw will be welcomed back to the party with a former governorship candidate of the defunct Action Congress of Nigeria( ACN ) in the state, Mr. Marcus Gundiri, with their supporters.

But former Vice President,  Atiku Abubakar, Adamawa State Governor Jibrilla Bindow, and two others have protested to National Chairman John Odigie-Oyegun and the National Working Committee (NWC) against Ribadu’s return.

The APC leadership told Atiku, the governor and others that the constitution allows an individual to join a party of his choice.



Once a state chapter of the party is receptive to anyone’s membership, there is a limit to which the National Headquarters can do, they were told.

Ribadu accepted to return to APC following overtures from the leaders of APC at the national level, ex-Governor Murtala Nyako, the Secretary to the Government of the Federation Babachir David Lawal, the state and local government chapters of the party.

A June 22, 2016 letter by the Adamawa State chapter, signed by the Acting State Secretary, Alh. Saidu Naira invited Ribadu back to the party.

The letter reads: “We the entire APC Adamawa State chapter wish to invite you back to your “Home party”, APC.

“Given your track records and progressive nature, we strongly believe APC  is where you belong to.

“We are also mindful of the efforts and contributions you made during the merger without which the merger would have been difficult.

“To this end, we reaffirm our request for you to come home to APC and assist and contribute to the success of the APC government both at the state and national levels.”

A party source said: “We decided to invite Ribadu to return to APC because he was frustrated out by some PDP elements who defected to our party during the merger and countdown to 2015 elections.

“Ribadu did so much for APC in Adamawa State but the setback which made him to go to PDP was frustration following a disagreement with some of our leaders, like ex-Vice President Atiku Abubakar, on the impeachment of ex-Governor Murtala Nyako. Ribadu worked tirelessly to save Nyako from impeachment but our leaders paid lip service and stoked the fire which made ex-Speaker Umar Fintiri to remove the former governor.

“The insincerity of APC leaders in the state made Ribadu to defect to PDP against his own volition. So, he left APC as a result of local politics. It was a state affair but today things have changed.

“When Ribadu was pushed to the wall, he had no choice than to pitch tent with the PDP which needed a credible candidate. Ribadu was frustrated out of APC for being a true party man to save Nyako.

“And the PDP elements, who joined APC, were uncomfortable with the anti-corruption stance of Ribadu and his acceptance in the party. So, it was convenient to hatch a plot to kick him out of the party.

“Today Nyako is vindicated and Umar Fintiri is under investigation by the Economic and Financial Crimes Commission( EFCC).

“We are now out to correct the past by asking him  to return to APC because Nyako has been vindicated. The court said his removal was wrong. Ribadu has also been justified because he insisted that Nyako was a victim of political vendetta and abuse of power. Nyako is back.

“We have realised that we have all wronged Ribadu. We want him back.”

Asked if Ribadu has accepted the offer, the source said: “He has agreed to return to our fold. We are all happy with him.”

Atiku, Bindow, the Secretary to the Adamawa State Government and the Chief of Staff on Monday protested to John Odigie-Oyegun and the NWC.

The four-man delegation met  with Odigie-Oyegun and his team.

It was all about Ribadu, a source said.

The source, a member of the NWC, said: “We were all shocked that the ex-VP came with the governor and two others to prevail on the  leadership of the party not to readmit Ribadu into APC.

“They spoke of the need for party discipline since Ribadu contested on PDP platform against Bindow. They said Ribadu’s coming back will spell doom for APC unity in the state.

“They all forgot that they were once in PDP too before defecting to APC. Bindow is a former PDP senator.

“Some of us spoke about added value which Ribadu can bring to our party as one of the brains behind the merger politics which led to the birth of APC.

“Contrary to their mission, the leadership at the national level and stakeholders are extremely excited about the return of Ribadu. He is a progressive in thinking and action. The APC needs his service. We became suspicious because no leader of APC at the state level followed them.

“At the end of the day, the party said constitutionally you cannot stop anybody from joining a party. We told the delegation that it is a state issue. If the state executives of APC accept Ribadu, we cannot reject him.

“We will however do our best to reconcile all members of the party, whether old or new. Our ultimate target is to keep the APC family united.”

It was also gathered that President Muhammadu Buhari’s supporters endorsed the return of Ribadu.

A document dated  April, 30 2010, exclusively obtained by this online news medium and signed by Mrs. Diezani Alison-Madueke, who was at the time Petroleum Resources Minister, shows that eye-watering amounts went to each of the armed forces and the police under the scheme. 


Entitled "Payments On Behalf Of Federal Government Re: Logistics Support For Security Operations In The Niger Delta From 2003 To Date," it was addressed by the Minister to Mr. Goodluck Jonathan who was at the time of the document Nigeria’s Acting president.

"We wish to apprise Your Excellency that between 2006 and 2007, the sum of $745million was approved for the Arms of Services and the Nigerian Police Force for funding of security expenses in the Niger Delta," states the document in its opening line.


The approved sum, she stated, was sourced from NAPIMS JV Cash Call budget and Federal Government dividends from NLNG, and was utilized.

She proceeded to give a breakdown of how much was given to each arm of service and the police.

According to the document:


$220million was approved for the Army;
$185million was approved for the Nigerian Air Force;
$160million was approved for the Nigerian Navy got; and
$180million for the Nigeria Police Force

For the 2008 and 2009 fiscal years, a total of $400million from the NAPIMS JV Cash Call budgets was also appropriated for security in the Niger Delta.

The document revealed that a total of $221.171million was expended on security in the oil-bearing region, as follows:

$46.8million to the Defence Intelligence Agency for logistics for security;
$158.7million to the Navy for patrol boats; and
$11.1million to the Presidential Implementation Committee on Maritime Security and Safety (PICOMSS).  That committee was eventually scrapped.

This, revealed the document, left a balance of $178.83million appropriated in 2008 and 2009. 

Despite the huge cash splash, Alison-Madueke went on to make additional requests totaling $154.11million, and yet another, of $35.75million. The additional requests, said the Minister in the document, were already with the NNPC awaiting Jonathan's approval for payment.

Broken down the Army made an additional request of $48.75million; the Nigeria Police Force, $15.70million; and PICOMSS, $86.66million.  Of the $35.75million also requested by the Minister, and captured as "commitments from the Arms of Service", $5.34million was to go to the Army, 0.07million to the Police, $7.29million to the Navy and $23.05million to the Police.

Before former president Jonathan was voted out of office last year, there were loud calls for an investigation into defence and security spending, with some of those making the calls asking for an extension of the demanded probe to the time of his predecessor, former president Umaru Yar'Adua.

The widespread belief was that there was grand theft while Yar'Adua, who later died, was incapacitated by ill-health. Under Yar'Adua, the Chief of Army Staff was General Abdurahaman Bello Dambazzau, who is currently the country's Interior Minister. Dambazzau, who was appointed by President Muhammadu Buhari last August, has had his name mentioned in connection with the financial malfeasance that has dogged the military over the years.

Bizarrely, his name and that of General Tukur Yusuf Buratai, current Chief of Army Staff, are missing from the list of those affected by the Federal Government probe into defence spending, prompting critics to accuse Buhari of favouritism.

The exclusion of Dambazzau and Buratai from the list has fuelled criticisms of the probe.  Notable among the critics is Governor Ayodele Fayose of Ekiti State, who has challenged Nigerians to demand the release of the authentic report of the Committee on Audit of Defence Equipment Procurement in the Nigerian Armed Forces.

He described the Federal Government's claim that the probe panel only looked into procurement and contracts awarded by the military between 2011-2015 because documents related to procurement from 2007 to 2010 were unavailable as a clear indication of Buhari's support for corruption.

In a statement issued by his spokesperson, Lere Olayinka, the governor said, “There are many petitions relating to defence from 2007 that are been discarded, the question is why?

“Buhari’s’ Minister of Interior, Major General Abdulrahman Dambazau (rtd) was Chief of Army Staff between 2008 and 2010 and the current Chief Of Army Staff (COAS) Major General Tukur Buratai, served as Director of Procurement, Defence Headquarters, from 2012 till May 2015.

“It is a fact that the committee in its terms of reference said it queried all procurement from 2007 to 2015.

"Even the press release issued was titled "Third Interim Report of the Presidential Committee on Audit of Defence Equipment Procurement from 2007 to 2015," Fayose sneered.

The governor also pointed out that the first paragraph of the committee report indicated that it used 2007-2015 as a reference, stressing that the committee "analysed procurement contracts awarded by or for the Nigerian Army between 2007 and 2015."

COAS Buratai was recently exposed by SaharaReporters as the owner of two luxury apartments, worth $1.5million, in Dubai, United Arab Emirates.  He claimed to have bought them from “personal savings.”

Following strident nationwide criticism, the Federal Government then announced its approval of further investigations into the purchase of military hardware and weaponry from 2007. Among the subjects of a further probe, disclosed the panel handling the investigation, are two former Chiefs of Army Staff, Generals Anthony Ihiejirika and KTJ Minimah; former Foreign Affairs Minister Nurudeed Mohammed; and three former Defence Ministry permanent secretaries

According to NFF source  the newly appointed Super Eagles' Technical Adviser, Paul Le Guen objected to being given a target and also did not wish to live in Nigeria, the Nigeria Football Federation (NFF) has said on Tuesday, Daily Trust reports

Chairman of the NFF Media and Publicity Committee, Hon. Suleiman Yahaya-Kwande, who revealed this, dismissed reports in local and international media of the Frenchman’s rejection of the position.

He said the NFF's Technical and Development Committee only recommended that Frenchman Paul Le Guen be named the new Technical Adviser of the Super Eagles, saying all sub –committees in the Federation can only make recommendations to the Board.

“The press statement was clear, to the effect that all appointments made at the Technical and Development Committee meeting were mere recommendations, which had to be deliberated upon and agreed to by the Board. No sub –committee in the NFF, except the judicial bodies, takes decisions. They only make recommendations.

“In truth, the Technical and Development Committee perused the profiles of all the coaches who submitted applications and find Mr. Paul Le Guen suitable for the post. But during final negotiations, he objected to being given a target and also did not wish to live in Nigeria, which was a sore point with the Board.”

Yahaya-Kwande added: “The job of Head Coach of Nigeria is a very big one and there is no way anyone will get such a job without being handed a target. There is absolutely no issue with Le Guen saying he is not coming; several highly –qualified persons would be happy to be named Manager of the Senior National Team of Nigeria. We have a plan to take care of that eventuality.”

Fight Against Corruption: Nigeria Sets To Join Open Government Partnership
Nigeria has signified its intention to be enlisted as the latest member nation of the Open Government Partnership, a global coalition in the fight against corruption.

Its intention became official yesterday through a letter to the OGP steering committee titled, ‘Letter of Intention to Join the Open Government Partnership’ signed by the Honourable Attorney General of the Federation and Minister of Justice, Mr. Abubakar Malami, SAN dated 20th June, 2016.

This was made known through a press release issued Monday by Comrade Salihu Othman Isah, Special Adviser on Media and Publicity to the Honourable Attorney General of the Federation and Minister of Justice and made available to newsmen.


The media aide disclosed that the letter was addressed jointly to Ayanda Dlodlo, Deputy Minister for Public Service Administration, Jean-Vincent Place, Secretary of State for State Reform and Simplification, Government of France, Alejandro Gonzalez Arreola, Executive Director, GESCO, Gestion Socialy Cooperacion A.C. and Manish Bapna, Executive Vice President and Managing Director, World Resource Institute.  

Isah quoted the Minister as stating in his correspondence to OGP that, “I am honoured to submit this letter of intent to the Open Government Partnership Steering Committee on behalf of the Government of Nigeria and to express Nigeria’s commitment to join the Partnership.

“As you are aware, Nigeria meets the eligibility criteria set out by the OGP and the government of Nigeria is strongly committed to the principles of Open Government. 

“By joining OGP, the government of Nigeria commits to transparency and accountability in the management of public office. We believe that the OGP membership will enhance innovation, economic development and accelerate the transformation of our public service”, Malami stressed.

The Attorney General of the Federation also revealed that, “It is important to note that Nigeria is already participating actively in the Extractive Industries Transparency Initiative (EITI) process and implementing the EITI Standards.”

He further emphasized that, “Nigeria has also enacted the Public Procurement Act and the Fiscal Responsibility Act with a view to enhancing transparency in public contracting, public procurement as well as the management of public finance.

“Nigeria has also improved access to information through the enactment of the Freedom of Information Act and the Code of Conduct Bureau Act. The requirement for the disclosure of assets by public officials is embedded in the Constitution and all public officers are required to declare their assets every four years.

“Against the background, Nigeria is committed to working with you and other countries within the OGP framework to implement the OGP initiatives with major focus on accountability of government institutions, enhancing freedom of information and corporate ownership transparency, particularly in the extractive industry”. the letter concluded

To recall, since OGP was launch in 2011, its membership has grown from eight to 69 countries; and that currently, only eight are from the Africa continent namely, South Africa, Ghana, Kenya, Liberia, Malawi, Sierra Leone, Tanzania and Tunisia. 

With this letter, Nigeria intends to become the ninth African nation to join the coalition with the intention that it would aid the anti-graft war.

It would also be recalled that the Minister first made public the nation’s wish to enlist in the OGP as revealed in his keynote address at the Nigeria Anti-corruption Summit held in Abuja on 5th May, 2016.

He had disclosed that “amongst other commitments, we may likely see Nigeria joining the Open Government Partnership in the coming days. Joining the OGP will help Nigeria improve transparency in the management of natural resources, and public funds as well as citizen participation in governance.”

In what could be described as national insult, the newly-appointed Super Eagles coach, Paul Le Guen, has rejected the offer by the Nigeria Football Federation, according to reports, TheeaglesOnline reports 

The Technical and Development Committee of the NFF had on Monday named Le Guen as the new Super Eagles head coach. However, top French journalist, Herve Penot, revealed on his verified Twitter handle, @hpenot_lequipe, in French that the tactician will not go to Nigeria since his conditions were not met by the NFF. 

Penot tweeted: “Paul le Guen will not go to Nigeria. Conditions not met to be coach. Nothing to do with the selection.”
After so much application for the top job, the Technical and Development Committee of the NFF on Monday named Le Guen as the new gaffer from a three-man-shortlist, which included Belgian tactician, Tom Saintfiet, and Nigeria’s Salisu Yusuf.

Recall that former coach of the Super Eagles, Sunday Oliseh, resigned his position, citing a breach of contract by Nigeria’s football body.

The former captain announced his resignation, citing unpaid salaries, lack of cooperation, among other factors as responsible for his action. With the new development, Nigeria’s chances of qualifying for the 2018 Fifa World Cup in Russia may be at danger.
