For the first time, the Kaduna State Governor, Mallam Nasir El-Rufai has personally reacted to his much-talked memo to President Muhammadu Buhari which has sparked suspicions that all may not be well between him and the President.

The Governor in an exclusive interview with Daily Trust Newspaper asserted that some APC members with 2019 Presidential ambition of twisting the content of his memo to President Muhammadu Buhari to achieve sinister motives.

Below is an excerpt from the interview

“This is a memo from an APC governor to an APC president, but who is shouting more than everyone? It is the Peoples Democratic Party (PDP) people that are trying to describe who I am to an APC president. Many of these things going on are being driven by the PDP, who think that they have got something to mind. Secondly, within our party, there are people that have started running for the presidency. There are people that think Buhari is finished and will not run for a second time, blah blah blah. They are running for 2019, so they will do everything to twist what is in that memo.

I believe I am a target because there is a pattern and I can give you few examples in the last two weeks. I am a target because I made everyone that has the ambition to run for the president of Nigeria know that I am a Buharist. As long as Buhari is around, there is no point even talking to me. So I am a target. And those that have these ambitions know that when 2019 comes, by the grace of God and President Buhari says he wants to run, I will be at the frontline fighting for him.

If by 2019 President Buhari says, ‘I am not running, this is the person I am supporting,’ they know I can die to make sure that person becomes the president. They know that I will follow Buhari.

So I have no friends among those with presidential ambition. This is what is going on. I can go on and list examples. In the last three to four weeks, someone planted a story that the Kaduna State Assembly wanted to impeach me. It’s totally false. Someone planted a story on the social media that I collapse from time to time since I went for primaries in Kogi. And I said, ‘I have never collapsed in my life, never.’

In the last three weeks again, this memo was leaked and there are stories that I leaked it because I want to distance myself from the government and I have this or that ambition. If you read that memo you would see that one of my concerns is that we need to clean up our political space so that President Buhari would run again. This is my aspiration. There were stories that I refused to receive the president. 

I have enrolled in a part-time PhD programme at the University-Merit in the Netherlands. It was the vice president that wrote the recommendation for me to get admitted into the programme, so I am not doing it without the knowledge of the authorities. It is a programme that requires me to go to the Netherlands for two weeks and most of it is research-based. I do the research in my spare time. That was where I was when I got a call from the president that he would be returning to Nigeria on Friday. I was in the Netherlands, but I did everything, including getting a friend of mine with a private jet to send me a plane so I could come back and receive the president, but it was simply impossible because even if he sent the jet, the pilot must rest for some hours. In this state, we already have a system in which whenever I am not around, the deputy governor becomes acting governor. This has happened at least 15 times. I write to the state Assembly just like the president wrote when he was going. So, I got the consent of the president to have the deputy governor receive him while I continued with my programme. That was what happened. Many of the things you see going on, even the situation in Southern Kaduna, there are people with presidential ambition that are investing in it to make it look worse, to target me. 

We read yesterday that my former chief of staff, Hadiza Bala Usman, had given people 25,000 dollars. Hadiza is in Senegal or somewhere attending some official events and I called her and told her: ‘You must sue the paper, let them prove their case.’

The Sun - Both the ruling All Progressives Congress (APC) and President Muhammadu Buhari remain in shock and are yet to find the appropriate words to reply Kaduna State governor, Mallam Nasir el-Rufai, whose letter criticizing the President and the party for poor handling of issues of governance was leaked to the media on Thursday and has been trending since then.

In the memo, dated September 22, 2016, but which went viral Thursday, el-Rufai,  a dye-in-the-wool loyalist of Buhari, noted that his warning became necessary, because his political future was intrinsically tied to that of Buhari, adding that: “poll after poll in Kaduna State, before and after the 2015 elections, clearly shows that my fate, politically and otherwise, is uncannily tied to yours. If you do well, I stand to benefit immensely. If you do not do well sir, whatever I try to do in Kaduna matters little to my present and any future political trajectory.”



“There is a perception that your ministers, some of whom are competent and willing to make real contributions, have no clear mandate, instructions and access to you. Ministers are constitutional creations, Mr. President, and it is an aberration that they are expected to report to the Chief of Staff on policy matters,” el-Rufai noted.

He also echoed the insinuation in some quarters that appointments into  Buhari’s government was lopsided, in favour of a particular section of the country, saying: “There is a strong perception that your inner circle or kitchen cabinet is incapable, unproductive and sectional. The quality and the undue concentration of key appointments to the North-East and exclusion of South-East are mentioned as evidence of this.”

Shocked by the turn of events, APC National Chairman, Chief John Odigie-Oyegun, said that the memo from el-Rufai to the President needed to be studied, stressing that the national leadership of the party would study it even though he described it as the governor’s legitimate views.

Chief Odigie-Oyegun and the National Publicity Secretary, Mallam Bolaji Abdullahi, who reacted to the bomshell, stated that given the number of pages and the issues raised, the National Working Committee (NWC) of the party would need some time to study it.

Assuring that the party would make its comments public after studying the memo, the ruling party also stated that the legitimate views of the governor had turned out to be of concern to Nigerians.

In his words: “We will study it and comment later publicly. We thought it was a private memo to the President, but we will look at it and if we have any suggestions to make, we will make them later. It concerns Nigerians and his legitimate views, which he has expressed. We will see how it concerns us, the party and the nation and if there is need, we will comment on it subsequently.”

Similarly, APC spokesperson, simply quipped: “We are just studying it and we will respond very soon. It is a 30 -page memo, therefore we have to study it conclusively.”

Kaduna based lawyer, Mr. Wahab Page, said the Kaduna State governor, exhibited rare courage in the face of sycophancy  by writing the letter to President Buhari  over the inability of the ruling party to manage expectation of Nigerians after two years in office.

This was even as the governor’s aides yesterday kept mute over the issue, and completely refused to say a word about the letter. When Saturday Sun contacted El-rufai’s spokesman, Samuel Aruwan, through text message and phone calls, there was pin drop silence. He did not pick his calls or reply the text messages.

Ditto the Special Adviser on political matters and inter-governmental affairs, Honourable Uba Sani.

Attempts to get presidential spokesmen, Femi Adesina and Garba Shehu, to respond to the issues raised in the letter did not yield any response as they refused to speak on the matter. A highly placed official in the presidency, however, said the President was shocked that the content of a supposed private letter to him was leaked to the media.

From an unusual quarter has come a warning that unless President Muhammadu Buhari does something urgent, the 18 months old All Progressives Congress (APC) Federal Government will not meet the aspiration of Nigerians.

In a damning and blunt letter to President Buhari, Kaduna State Governor, Mallam Nasir El-Refai, pointedly suggested a surgical operation on the entire gamut of government, to avoid the APC government  leaving Nigeria worse than it met it.

In the memo, dated September 22, 2016, but which went viral yesterday, El-Rufai,  a dye-in-the-wool loyalist of Buhari, noted that his warning became necessary because his political future was intrinsically tied to that of Buhari, adding that, “poll after poll in Kaduna State, before and after the 2015 elections, clearly shows that my fate, politically and otherwise, is uncannily tied to yours. If you do well, I stand to benefit immensely. If you do not do well Sir, whatever I try to do in Kaduna matters little to my present and any future political trajectory.”


Ironically, most of the issues raised by El-Rufai, in his memo, were issues that have been raised before by notable Nigerians, including the President’s wife, Aishat and Senate President, Bukola Saraki.

Specifically, the President’s wife had raised the alarm that her husband was not in charge, instead, persons who did not know how the elections were won and lost had taken control of government.  Whereas Aisha did not mention names, El-Rufai  was blunt, as he listed specifically, the Chief of Staff to the President, Abba Kyari and the Secretary to the Government of the Federation (SGF), Mr. David Babachir Lawal, as constituting a clog in the wheel of the progress of the APC-led administration.

“There is a perception that your ministers, some of whom are competent and willing to make real contributions, have no clear mandate, instructions and access to you. Ministers are constitutional creations, Mr. President, and it is an aberration that they are expected to report to the Chief of Staff on policy matters,” El-Rufai noted.

He also re-echoed the insinuation in some quarters that appointments into the Buhari’s government was lopsided, in favour a particular section of the country, saying: “There is a strong perception that your inner circle or kitchen cabinet is incapable, unproductive and sectional. The quality and the undue concentration of key appointments to the North-East and exclusion of South-East are mentioned as evidence of this.”

He went further to say: “Mr. President, Sir, your relationship with the national leadership of the party, both the formal (NWC) and informal (Asiwaju Bola Tinubu, Atiku Abubakar, Rabiu Musa Kwankwaso), and former governors of ANPP, PDP (that joined us) and ACN, is perceived by most observers to be, at best, frosty. Many of them are aggrieved due to what they consider total absence of consultations with them on your part and those you have assigned such duties. This may not be your intention or outlook, but that is how it appears to those that watch from afar. This situation is compounded by the fact that some officials around you seem to believe and may have persuaded you that current APC State governors must have no say and must also be totally excluded from political consultations, key appointments and decision-making at federal level. These politically naive ‘advisers’ fail to realise that it is the current and former state governors that may, as members of NEC of the APC, serve as an alternative locus of power to check the excesses of the currently lopsided and, perhaps, ambivalent NWC. Alienating the governors, so clearly and deliberately, ensures that you have near-zero support of the party structure at both national and state levels.”

He said it was not too late to reverse the situation, stating: “You appear to have neither a political adviser nor a minder of your politics. The two officials whose titles may enable them function as such generally alienate those that contributed to our success. The SGF is not only inexperienced in public service, but is lacking in humility, insensitive and rude to virtually most of the party leaders, ministers and governors.

The chief of staff is totally clueless about the APC and its internal politics, at best, as he was neither part of its formation nor a participant in the primaries, campaign and elections. In summary, neither of them has the personality, experience and the reach to manage your politics nationally or even regionally.”

Explaining the implication of this, El-Rufai said: “Those of us that look forward to presenting you again to the electorate in 2019 are worried that we need to sort out the party’s membership register, review the primaries system to eliminate the impact of money in candidate selection, and reduce the reliance of the party on a few businessmen, a handful of major financiers and state governments for its operations and expenditures. A surgical operation is needed in party machinery, financing and electoral processes if the future political aspirations we desire for you will not be made more difficult, if not impossible, to actualise.”

Underlying need for cordial relationship with other arms of government, the Kaduna governor said: “ Mr. President, Sir, It is a constitutional reality that to succeed, the Federal Government must work harmoniously with two other arms of government; the National Assembly and the Judiciary.”

Assessing performance of the government, he said: “In very blunt terms, Mr. President, our APC administration has not only failed to manage expectations of a populace that expected overnight ‘change’ but has failed to deliver even mundane matters of governance outside of our successes in fighting Boko Haram insurgency and corruption.”

Like most Nigerians, El-Rufai, also believed that, going forward, the president must get someone, with the technical-know-how to function as his Economic Adviser.

“Appoint a high profile Economic Adviser and constitute a two-level economic team – political level chaired by the VP and technical level consisting of key economic agency heads to do the more detailed technical analysis and present options for decision and action,” El-Rufai, noted.

He was, however, quick to note that, bad as the situation may be, it was not beyond redemption, saying  that only the president could remedy the situation.

Hear him: “These troubling perceptions, whether accurate or not, must be addressed frontally by you, Mr. President, and no other person,” adding that the president has both a crisis and opportunity in his hands “to turn around our country in the right direction.”

He expressed hope that  God gives Buhari the “strength and good fortune to succeed,” insisting that his letter was “an honest, frank and objective view of an admirer, a mentee, and a loyalist.”

Executives of the All Progressive Congress (APC) Ward 6, in Kaduna South Local Government Area of Kaduna State, have alleged a N3 million bribe by Uba Sani, Political Adviser to Governor Nasir el-Rufai, to engineer the expulsion of the Senator representing Kaduna Central Senatorial zone, Shehu Sani.

Abbas Mohammed Anni, Chairman of Ward 6, Tudun Wada North, while addressing a press conference on Sunday in Kaduna, also called on the Economic and Financial Crimes Commission (EFCC) and other anti-graft agencies to look into the alleged bribery allegation.

He said the silence and in-action over the first N500,000 bribe is what gave them the courage and audacity to come up with a bigger bribe of N3 million this time around.


He said: “We believe the intervention of the EFCC in this bribery allegation will be a further testimony of the Buhari administration’s fight against corruption and deter others from further acts of such criminality.

“We are gathered here today to bring to your notice moves by some unscrupulous elements acting on the orders of the State Governor and his cronies, to create rancor and disaffection within the APC in Kaduna State.

“We have been reliably informed that the political advisers to the State Governor held a closed door meeting with few members of this EXCO and bribed them with the sum of N3 million just to engineer the expulsion of one of our most illustrious leader in person of Sen. Shehu Sani.

“It is very unfortunate that this ugly move is propping up again after the disgraceful episode of a N500,000 bribe that was purportedly given by the same set of people to instigate the alleged suspension of Sen. Shehu Sani about a year ago.”

Anni in the statement read by the secretary of the ward, Ayok Danboyi added: “At this point in time when our state is faced with unprecedented cases of kidnapping, armed banditry in Birnin Gwari, wanton killings that could be likened to a genocide in the southern parts of the state, it is expected that our governor should have channeled state resources into curbing these menace, instead of wasting money and valuable time on fighting imaginary enemies.

“It is now over a year and half since the inception of the Buhari led government, states with focused leadership have commissioned numerous developmental projects, it saddens our hearts that our state Kaduna cannot boast of even a single project that was completed and commissioned under its present leadership. Instead the government has only succeeded in throwing the APC in Kaduna State into turmoil.

“Let me reiterate, let me reemphasise and let me say it again that nobody and I repeat NOBODY can bulldoze or entice us to make the suicidal move of expelling Sen. Shehu Sani who is the most visible and most performing elected officer in Kaduna State from APC. We have 23 Local Government Areas and about 280 wards in Kaduna State. For the State Government to single out Tudun Wada North Ward 6 for financial inducements is very laughable as we have outgrown the era of ‘Ghana must go’ politics.

“Let me make it unequivocally clear that we are solidly with Sen. Shehu Sani not only because he is our son, also for his outstanding performance since being elected as a Senator. We will match word for word and action for action all moves that are aimed at distracting or deterring him from continuing his magnificent work in the National Assembly and Kaduna State.”

Anni called on the APC National Chairman, Chief John Odigie Oyegun, the North West Zonal Chairman, Alh. Inuwa Abdulkadir, the APC North West Reconciliation Committee Chairman, Alh. Aminu Bello Masari to act fast “before the Kaduna State Governor and his cronies destroy APC in Kaduna State.

“We cannot sit and watch while some few individuals destroy our collective efforts all in a bid to actualize their selfish political ambitions.”

However, one of the executives Auwal Abdulhameed, who also claimed to be the authentic Secretary of Ward 6, said the allegations against them are false and unfounded.

According to him, “Out of the 17 members of the executives who suspended Shehu Sani, nine of them refused to sign the expulsion.

“Among them is the Chairman of the ward who was given a car by Shehu Sani while the other eight got motorcycles.

“We have petitioned the Commissioner of Police and we shall sue for defamation of character over these accusations that we received N3 million from SA on Political to Governor el-Rufai.”

Abdulhameed also claimed that Danboyi, who read the statement at the press conference, was an impostor. The SA to el-Rufai on Political Affairs, when contacted, declined to make any comment on the allegations.

The source who is also a top member of the APC, expressed concern over the Bola Tinubu group who have made their anger open to the party and to the public. He indicated that folks within the Tinubu group have expressed interest in vying for the presidential seat in 2019 while others have expressed interest in the various gubernatorial races coming up in the various states. 

“The party is so much in disarray to conduct a clean and rancor free primaries“, lamented the top APC chieftain who went to add that “we will only wait till early next year before leaving this APC for Buhari and his brothers“.

The source refused to mention which party the aggrieved APC members intend to defect into when they eventually leave the APC. But the source hinted that top APC members from the south west have been holding numerous meetings to carve out pathways out of the imbroglio. And one of the pathways have been publicly disclosed to include the formation of a new political party. 

This is particularly the case for the likes of Governor Nasiru Elrufai of Kaduna State who have begun preparations for the 2019 presidential race and others like him in the party who believe that the 2019 candidacy of President Buhari would not only be unlikely but unpopular.

The group of would-be aspirants for the top tickets are said to be prepared for the eventuality of President Buhari decision to hold on to the APC ticket for 2019. For the group, an alternate party would inevitably be the only option.

The new political party is believed to include the active participation of personalities like the Senate President, the Speaker of the House of Representatives, Abubakar Atiku, Bola Tinubu, Peter Obi, Ohakim, Governor of Adamawa State, Governor of Kaduna State, Governor of Sokoto State and a host of other former governors.

The Punch Newspaper - Barely 24 hours after former Vice-President Atiku Abubakar absolved himself of complicity in the Halliburton scandal, Kaduna State Governor, Mallam Nasir el-Rufai, has said that Atiku is being haunted by the demons of corruption.

 El-Rufai said Atiku was culpable in the Halliburton scandal that consumed American congressman, William Jefferson, who bagged a jail term in the United States of America.

In a statement he personally signed, el-Rufai, who dared Atiku to visit the United States of America if he was not culpable in the wiring of $40m to the US, implied that the former vice-president could not visit the US as a result of the scandal.


The statement entitled, “Atiku haunted by his corrupt demons,” urged Atiku to come clean with the findings of the report of the United States’ Senate Permanent Sub-Committee on Investigations which detailed the wire transfers involving the $40m from offshore companies.

El-Rufai alleged that the offshore companies wired funds into accounts controlled by Atiku and one of his wives.

Accusing the former vice-president of being obsessed with the ambition of becoming the President of Nigeria, the governor said the chieftain of the Atiku was fond of spewing out lies in an attempt to “rejuvenate his image”.

He said Atiku’s vaunting ambition made him (Atiku) support a particular group during the leadership struggle within the National Assembly, stressing that the action was disrespect for the wish of President Muhammadu Buhari.

 El-Rufai said, “This statement is issued in response to the latest falsehoods emerging from Alhaji Atiku Abubakar. He has a record of spewing outright lies and innuendos against my person. As we struggle to build a law-abiding society and secure progressive outcomes for our people, we cannot allow the triumph on these shores of those who will have us move to a post-factual world.

 “Not even from a man as practised as Alhaji Atiku is in the dark arts of damaging other people through a campaign of lies from him and his media machine. Therefore, I am constrained to provide a response to the fake news and irresponsible revision of recent history by Alhaji Atiku.

“The report detailing the US Senate findings is online. Alhaji Atiku should tell a better tale of why he is avoiding the United States of America.

“I never had anything to do with the incorporation of Transcorp. Those that established that company like Festus Odimegwu, Tony Elumelu, Otunba Lawal Solarin and Ndi Okereke-Onyiuke are still around and alive. As such, I could not have, and did not offer Alhaji Atiku any shares in Transcorp. I declined the shares that were offered me. Having done that, how could I have offered anyone shares?”

In an interview Atiku granted to a quarterly magazine published by the Economic and Financial Crimes Commission, Zero Tolerance, the former vice-president accused former President Olusegun Obasanjo of scheming to make himself life president.

Atiku also said that the pioneer Chairman of the EFCC, Mallam Nuhu Ribadu, had apologised to him for accusing him of corruption, stressing that Obasanjo and his aides decided to tag him as a corrupt person because he foiled the life presidency bid of Obasanjo.

He said, “Did he give any evidence or prove where I was corrupt? Again, this is the same el-Rufai whom I was instrumental in bringing into government and making him Director General of the Bureau of Public Enterprises, and eventually a minister.

“So, where is the evidence of corruption? It’s just not fair for you to say somebody is corrupt without substantiation. This is the same el-Rufai who testified on TV that he worked with me as DG of BPE for four years and there was never a time I asked him or instructed him to do anything unethical in those years.

“So, how am I a corrupt person? This is the same el-Rufai and others who incorporated Transcorp during my time as Vice-President and offered me shares and I declined. I wrote them officially to say it was unethical of me to accept those offers. So, where is the corruption toga coming from?”

When contacted, the Director, Atiku Media Office, Paul Ibe, said he had seen Nasir el-Rufai’s statement and that the office was preparing a response.

“We are preparing a response,” he said.

The statement entitled, “Atiku haunted by his corrupt demons,” urged Atiku to come clean with the findings of the report of the United States’ Senate Permanent Sub-Committee on Investigations which detailed the wire transfers involving the $40m from offshore companies.

El-Rufai alleged that the offshore companies wired funds into accounts controlled by Atiku and one of his wives.

Accusing the former vice-president of being obsessed with the ambition of becoming the President of Nigeria, the governor said the chieftain of the Atiku was fond of spewing out lies in an attempt to “rejuvenate his image”.

He said Atiku’s vaunting ambition made him (Atiku) support a particular group during the leadership struggle within the National Assembly, stressing that the action was disrespect for the wish of President Muhammadu Buhari.

 El-Rufai said, “This statement is issued in response to the latest falsehoods emerging from Alhaji Atiku Abubakar. He has a record of spewing outright lies and innuendos against my person. As we struggle to build a law-abiding society and secure progressive outcomes for our people, we cannot allow the triumph on these shores of those who will have us move to a post-factual world.

 “Not even from a man as practised as Alhaji Atiku is in the dark arts of damaging other people through a campaign of lies from him and his media machine. Therefore, I am constrained to provide a response to the fake news and irresponsible revision of recent history by Alhaji Atiku.

“The report detailing the US Senate findings is online. Alhaji Atiku should tell a better tale of why he is avoiding the United States of America.

“I never had anything to do with the incorporation of Transcorp. Those that established that company like Festus Odimegwu, Tony Elumelu, Otunba Lawal Solarin and Ndi Okereke-Onyiuke are still around and alive. As such, I could not have, and did not offer Alhaji Atiku any shares in Transcorp. I declined the shares that were offered me. Having done that, how could I have offered anyone shares?”

In an interview Atiku granted to a quarterly magazine published by the Economic and Financial Crimes Commission, Zero Tolerance, the former vice-president accused former President Olusegun Obasanjo of scheming to make himself life president.

Atiku also said that the pioneer Chairman of the EFCC, Mallam Nuhu Ribadu, had apologised to him for accusing him of corruption, stressing that Obasanjo and his aides decided to tag him as a corrupt person because he foiled the life presidency bid of Obasanjo.

He said, “Did he give any evidence or prove where I was corrupt? Again, this is the same el-Rufai whom I was instrumental in bringing into government and making him Director General of the Bureau of Public Enterprises, and eventually a minister.

“So, where is the evidence of corruption? It’s just not fair for you to say somebody is corrupt without substantiation. This is the same el-Rufai who testified on TV that he worked with me as DG of BPE for four years and there was never a time I asked him or instructed him to do anything unethical in those years.

“So, how am I a corrupt person? This is the same el-Rufai and others who incorporated Transcorp during my time as Vice-President and offered me shares and I declined. I wrote them officially to say it was unethical of me to accept those offers. So, where is the corruption toga coming from?”

When contacted, the Director, Atiku Media Office, Paul Ibe, said he had seen Nasir el-Rufai’s statement and that the office was preparing a response.

“We are preparing a response,” he said.

The Kaduna State Governor, Malam Nasir El-Rufai has debunked claims in a section of the media that he walked out on the Vice-President, Professor Yemi Osinbajo, when he tried to reach an understanding with him on a particular matter.

Speaking with some journalists at the Government House in Kaduna, on Tuesday, the Governor maintained that his relationship with the Vice-President was excellent, insisting that there was never a time he walked out on him. He attributed the speculation to his political detractors.

Noting that the authors of such stories were mischievous, he said: “I have never attended a meeting where the President and the Vice-President were all in the same room.

“I think the only time where the President and the Vice-president were around and I was in attendance was when the National Economic Council, NEC, was inaugurated by Mr President. He (president) came and delivered his address and left.”

El-Rufai equally denied reports that he exchanged slaps with his deputy, Barnabas Bala, saying he had known the deputy governor since 1976 and had never argued with him.

“We think alike and act alike. We are going on weII; I think I did not make him like a spare tyre. If I am leaving the state, I write to the state assembly that he will be acting. He chairs the Executive Council meetings as well as the Security Council meeting. I was told this has never happened in Kaduna before and some people are not comfortable with that,” he said.

While clearing the air on the much-maligned religious bill, the Governor said it was sent to the state House of Assembly since October 15, 2015, adding that it was not a new bill as being speculated.

According to him, “It was first enacted in 1984 during the term of Air Vice Marshal Usman Mua’zu (retd) after the Maitsine uprising in 1982. The then military junta saw the need to regulate preaching in some states in the North.

“Many states are ready to do similar thing now. They have asked for the copy of our bill. I will not name the states.”
