The Senate through a ranking senator (name withheld) who is close to the leadership of the senate identified five conditions for peace to reign between the executive and the legislative arm of government, Daily Trust reports.

He said for peace to prevail between the presidency and the senate, the trial of the senate president, Bukola Saraki should be discontinued forthwith.

“The trial of Saraki is central to the crisis because it is believed that they came up with it because he ‘violated’ the interest of the presidency and the party (APC) to emerge the senate president. If his trial is stopped, there would be peace,’’ he said.

He added that irrespective of the peace moves by the executive, the camps within the presidency must be united, otherwise they will continue to use the senate against each other.

“A camp in the presidency is using the senate against another. This is the second issue that must be addressed for peace to reign. Buhari should dissolve the camp, otherwise no serious progress would be made,” he added.

He also said, the head of government agencies including ministers must be made to respect senate resolutions. “If a resolution is passed, the executive doesn’t respect it, there is general contempt against us. This must stop,” he said.

He said there was urgent need for the president to engage the leadership of the APC for proper coordination of the party’s caucus at the senate.

“The president must be talking to the party for it to be talking to caucus. If the president is bringing anything to the senate, the party should be involved.

“The fifth one is that there is no personal communication between the senators and the president. There is need for this,” he said.

When Daily Trust contacted the spokesperson of the senate, Senator Aliyu Sabi Abdullahi, he said: “You are just telling me now. I’m not aware of such committee and I don’t know its terms of reference.”

Another source disclosed that there are issues between the presidency and the two chambers of the National Assembly, not only the Senate.

“Frankly speaking, there are issues with both chambers. Yes, that of the Senate may be pronounced, but there are issues with the House as well. How can you increase the budget of the judiciary by N30bn without increasing that of the legislature? The lawmakers are not happy with this.

“Again, the president doesn’t see them as anything. He treats them with disdain, and it’s the fault of his aides. He doesn’t meet lawmakers privately to discuss issues, which wasn’t the case in the past. They’re only managing to work with him.

“There were instances that the president would travel to a place with the Senate President and the Speaker, but he would be distanced from meeting the National Assembly leaders. All these things may be small, but they’re important as far as their relationship is concerned. The House is only managing the relationship, while that of the Senate seems to go out of hand.

“As I speak with you, there are lawmakers that are not principal officers, but they have unfettered access to the Villa, while principal officers don’t. If anything comes up, those lawmakers that are just committee chairmen can’t do anything to defend the president.

“For me, the way out is for the president to open up and make himself accessible to the lawmakers. He should know that it’s not a one-man show. He should respect them the way they respect him,” the source said.

But another lawmaker said there are no serious issues between the House and the presidency but that the attitude of some heads of government agencies toward the lower chamber was unbecoming.

“There are no real issues that one can say are pronounced. The issues we have mostly have to do with heads of agencies. Sometime when we invite them, they don’t want to appear until we now summon them.

“As a parliament, we have powers to invite anybody to appear before us on an issue, but they give flimsy excuses here and there. That notwithstanding, we don’t have issues with the presidency currently.

“The real issues are in the Senate. In fact, at some point, the speaker was trying to mediate between the Senate and the presidency, that’s to tell you we don’t have issues with them. May be the presidency sensed that the suspension of Ndume may lead to other things, that is why they quickly swung into action,” the lawmaker said.

Meanwhile, Vice President Yemi Osinbajo is to head the committee set up by the presidency to resolve the rift with the lawmakers.

Other members of the committee include all ministers who were former senators.

These are Chris Ngige (Labour), Udoma Udoma (Budget and National Planning), Heineken Lokpobiri (State, Agriculture), Hadi Sirika (State for Aviation) and Aisha Alhassan (Women Affairs).

Other members are the Senior Special Assistants to the President on National Assembly Matters, Ita Enang (Senate) and Samaila Kawu (House of Representatives).

Members of the committee met at the vice president’s office after the cabinet meeting.

Minister of Information and Culture, Lai Mohammed, told reporters that the cabinet expressed concern over the strained relationship between the executive and the Senate in particular.

He said: “The executive is also concerned that the relationship between the two arms of government is not as smooth as it is supposed to be.

“In any democracy, it is a continuous struggle for balancing between the executive and the legislature because each of them is a creature of the law.

“We must strive at all times to ensure that there is that balance, amity and smooth relationship.

“Just today (Wednesday) at the Federal Executive Council meeting, the issue was discussed and a committee is already working on ensuring that we resolve all these outstanding issues,” the minister said.

The Senate Tuesday put off the confirmation of 27 Resident Electoral Commissioners of the Independent National Electoral Commission for two weeks.

It took the decision to protest continued presence in office of the acting chairman of the Economic and Financial Crimes Commission, Ibrahim Magu, even though his nomination was rejected twice by the senate.

The upper chamber had also expressed displeasure at the refusal by the Comptroller-General of the Nigeria Customs Service, Hameed Ali, to wear uniform.

The Senate had earlier this year called for the removal of the Secretary to the Government of the Federation, Babachir Lawal, following allegation of misappropriation of funds meant for the Internally Displaced Persons (IDPs) camps in the northeast.

Secretary to the Government of the Federation, Engr David Babachir Lawal has been accused of saying Christians in Nigeria and praying fervently for the death of President Muhammadu Buhari's death to pave way for the Vice President Yemi Osinbajo emerges as the President.

The SGF warned Christians to desist from what he described as “pull him down syndrome.”

Reacting yesterday, Babachir called for “sanity and objectivity” in the representation of his true speech.

But his reaction made available to newsmen in Abuja, failed to successfully retract his the “analogy” he tried to deny.

Lawal said: “All I was trying to say highlight was the fact that we love each other, as well as our leaders.

“If we truly love each other, we would not be happy that so-and-so is ill and for so-and-so to take over, for some reasons.

“That is not in the spirit of national unity. These are the things which divide us and we must not let them continue. That was what I was trying to underline.

“I was, in no way, accusing Christians of being hateful; I merely made an analogy. I did not kick against Christians. I have no reason to”.

At the one-day prayer organized by the Executive Secretary of the Nigerian Christian Pilgrims Commission, NCPC, Rev. Tor Uja, for pilgrims to pray for the perfection of President Buhari’s health, Uja Nigerians should be happy that a honest man like Buhari is president of the country.

He noted that a country like Nigeria with all the symbols of greatness could only be built to last by those who have been established on the enduring virtues of Christ.

Since taking over, the acting President has embarked on measures which have effectively set the country on the path of positive change.

1. In an effort to reunite a dangerously polarized nation since the APC took power at the centre, he has paid visits to the Niger Delta region and parts of the southeast. These are two zones of the country which feel genuinely alienated by the federal government's discriminatory doctrine of favouring those who gave President Buhari over 95% of their votes over those who gave him less than 5% of theirs.
2. The implementation of this policy in the initial political appointments including those of the military service chiefs had the negative effect of spawning a more determined Niger Delta militancy. That in turn, succeeded in crippling most of the nation's oil and gas assets.
3. As we all know, this country depends for over 90% of its foreign exchange earnings and an equally huge proportion of governments' revenue on the oil resources in that region. Even more, it exacerbated the agitation for an independent state of Biafra.
4. The acting President's initiative appeared to have convinced the belligerents to engage in meaningful dialogue. This has led to the suspension of acts of sabotage and in raising our crude oil output to the optimum level of over two million barrels per day; as per our OPEC quota. Power generation has also gone up substantially, thanks to the reduction in gas pipeline vandalism.
5. He has been proactive in attending to state affairs. He has so far signed seven bills while rejecting four, offering cogent reasons for rejecting the others.
6. Much to the relief of the nation, the acting President forwarded the name of the acting Chief Justice Onnoghen to the Senate for confirmation as substantive CJN just before the expiry of his 90-day acting status. This has averted what could have been a major political crisis in a fragile federation as we have.
7. The acting President has been chairing very lengthy and regular weekly Federal Executive Council meetings at which memos are dispassionately debated after which far reaching decisions are taken.
8. He has prevailed on the CBN to adopt new and more transparent Foreign Exchange Management procedures which have yielded the desired result of reducing forex market volatility. The Naira is making tremendous gain against the US dollar and other currencies, much to the delight of the masses.
9. He met at the state house with senior members of the NLC and other demonstrators who are protesting the current economic hardship in the nation. This is a departure from a situation where such demonstrators were forcefully dispersed by security forces and refused access to senior government officials.
10. Even members of the Bring Back Our Girls (BBOG) group, a recognized ally of this administration, were prevented from meeting with the President. The acting President has also demonstrated an unalloyed loyalty to his principal by continuing to attribute his successes to the President's inspiration.
11. He has also debunked any criticism of the Buhari Administration in his absence. In contrast, the governor of Imo state, Mr. Rochas Okorocha, treacherously criticized the Buhari administration for allegedly marginalizing the Ibos. He complained that even under a President they supported, they had nothing to show for it. “In Imo state for instance”, he insisted, “all we have is a minister of state for all our efforts and extreme sacrifices to ensure that the APC had a good outing in the last elections. I know you are acting President and have the ears of the President so there is no better person to tell our painful story than you".The Governor went on and on in indicting the Buhari administration which he had hitherto praised for its wonderful achievements.
12. In a show of loyalty to his principal and his administration by the evident disloyalty of a governor who had pretended servile obeisance to the President, the acting President responded with a rebuke: “If there is any Governor in this country that has the ear of the President, I will say that it is Governor Okorocha. As such, it cannot be said that the state is marginalized by the APC-led federal government”.

This definitely was intended to discourage traitors and effectively shut down the door to would-be turncoats.

Credit for the acting President’s trailblazing actions and high performance must surely be attributed to President Muhammad Buhari who selected a running mate with tremendous intellectual capacity and character where most Presidential candidates would go for docile, inefficient and greedy ones; a person whose blind loyalty is to his principal as to himself.

President Buhari's choice of a running mate might well have been informed by his prescient consideration of the need to select a competent, patriotic and loyal person in appreciation of the challenges of his advanced age and the enormity of the task of reclaiming the country.

The President also deserves praise for his prompt transfer of power and continued support to his deputy as required by law. This will undoubtedly enhance and sustain our nascent democracy.

All people of goodwill must condemn those who are making ill-thought-out comments that portray the acting President as a puppet and who needs continuous prompting from his principal to function. This is likely to cause ill will and disaffection between them.

The acting President must continue, undeterred with the good actions he has already started. He must maintain the zeal and tempo of his good performance which will do justice to the patriotic wish and desire of his convalescing principal. He cannot afford to succumb to blackmail and selfish machinations of his critics.

Nigeria is a nation in need of rescue. We must all come together to rescue it.

The acting President needs all the support to steer the ship of state. As Deng Xiaoping rightly observed: "It doesn't matter whether the cat is white or black as long as it catches mice". We cannot allow the forces of division to prevail at this point.

We also have to caution all those who are regaling us with stories of their daily phone contacts with Mr. President as this can only misrepresent him as belonging to a few and therefore not to everybody as he initially declared.

We are optimistic that the President will speak to the nation as soon as he can and return as soon as he is able.

Meanwhile all well-meaning Nigerians and their foreign friends are silently praying for the quick recovery and good health of President Muhammad Buhari, just as they are praying for the success of the acting President.

Long live the Federal Republic of Nigeria.

In the five-paragraph statement by the minister’s Strategic Communication Adviser, Constance Ikokwu, he said the code was suspended in order to carry out a detailed review of its application.

Pastor Enoch Adeboye of the Redeemed Christian Church of God had, on Saturday, stepped down as the overseer of the church in Nigeria in accordance with the governance code of the FRC.

Adeboye, who made the announcement during the church’s annual ministers thanksgiving service, at the Redemption Camp in the Mowe area of Ogun State, said the new regulation would affect clergymen, including Bishop David Oyedepo of the Living Faith Church Worldwide International, aka Winners Chapel;  Pastor W. F. Kumuyi of the Deeper Christian Life Ministry and Bishop Mike Okonkwo of The Redeemed Evangelical Mission.

The review, according to the statement, would now involve extensive consultations with stakeholders upon the reconstitution of the board of the FRC.

The statement states, “The Corporate Governance Code issued by the Financial Reporting Council of Nigeria has been suspended, pending a detailed review, extensive consultation with stakeholders and reconstitution of the board of the FRC.

“Government remains committed to restoring and enhancing market confidence and improving the ease of doing business in Nigeria.’’

The FRC is one of the parastatals under the supervision of the Ministry of Industry, Trade and Investment and it is responsible for setting and promoting compliance with standards for accounting, financial reporting and auditing in Nigeria.

Why Obazee Was Sacked

Fresh facts according to Punch Newspaper have emerged on Monday why President Muhammadu Buhari sacked the Executive Secretary of the Financial Regulatory Council of Nigeria, Mr. Jim Obazee, in connection with the implementation of the controversial corporate Governance Code 2016.

It further gathered according to Punch Newspaper on Monday that Obazee was sacked for disobeying a directive of the Minister of Industry, Trade and Investment, Mr. Okechuckwu Enelamah, that the implementation of the regulation should be suspended.

Among others, the code stipulates 20-year tenure for heads of religious groups and civil rights organisations.

The minister had, on October 17, 2016, written the FRC boss, directing him to suspend the operation of the controversial regulation, which the Christian Association of Nigeria alleged was targeted at weakening the church.

According to the report, Obazee refused to suspend the regulation because there was no gazette backing the suspension of the regulation.

Enelamah had earlier recommended to Buhari that the implementation of the regulation be suspended.

A top government official, who spoke with one of our correspondents on condition of anonymity, said the President approved Enelamah’s recommendation and the minister thereafter conveyed the decision to Obazee.

The source said, “Since the minister had conveyed the President’s approval that the implementation should be suspended, it was taken for granted that it had been suspended.

“Surprisingly, the Presidency received a report that during the Christmas period, Obazee hosted chief executives of some quoted companies to a dinner.

“It was at that dinner that he reportedly told his guests that the law had taken effect and would be implemented.

“The report got to the government and the President was angry about it.”

The President of the National Council of The Nigerian Stock Exchange, Mr. Aigboje Aig-Imoukhuede, was said to have led the chief executives of companies to the dinner.

Another source, who confirmed the development, said Buhari sacked Obazee and dissolved the board of the FRC on Monday based on the recommendation of Enelamah.

A top source in the Presidency, who confided in The PUNCH on Monday, stated that Obazee was sacked because he defied the directive of the minister.

“The President was irked by the fact that the FRC disobeyed the directive of the minister that the regulation should be suspended,” the source stated.

Another source added that the Presidency found it curious that a regulation, which the Council could not implement during former President Goodluck Jonathan’s administration, was being enforced under Buhari.

“Although the regulation dated back to Jonathan’s administration, why did he fail to implement it and ask the religious leaders to resign? Why did the council wait till the present administration before insisting on its implementation?” the source asked.

It was also gathered that some ministers told Buhari on Monday morning that the gale of resignation that would sweep across the Pentecostal churches in the South would affect his government.

One of the ministers, who spoke on condition of anonymity with one of our correspondents, said the ministers reminded the President that the regime could be tagged anti-Christian if action was not taken.

Buhari had, in a statement by his Senior Special Assistant on Media and Publicity, Garba Shehu, on Monday, approved the immediate removal and the replacement of Obazee.

According to the statement, the new Council, as approved by the President, has Mr. Adedotun Sulaiman as chairman.

The President has also approved the appointment of Mr. Daniel Asapokhai as the Executive Secretary of the council to replace Obazee

Sulaiman is a former Managing Partner/Director of Arthur Anderson and later, Accenture.

He is a chartered accountant and a product of the University of Lagos and Harvard Business School.

Asopokhai is a partner and a Financial Reporting Specialist at the PriceWaterHouseCoopers Nigeria.

He is a product of the University of Lagos and the University of Pretoria.

Shehu said Buhari had also instructed the Minister of Industry, Trade, and Investment, to invite the 19 Ministries, Departments and Agencies of the Federal Government and private sector organisations specified in the FRC Act to nominate members of the board of the council.

The President Muhammadu Buhari's Government had released the sum of N388.304 billion out of N522.74 billion to 35 states as refunds of over-deductions on London-Paris Club loans.

Topping the list of states with the hugest reimbursements according to The Nation are states controlled by the opposition Peoples Democratic Party (PDP), contrary to their claims that they were being financially oppressed by the administration of President Muhammadu Buhari.

The biggest earners include Akwa Ibom, Bayelsa, Rivers, Delta, Katsina, Kaduna, Lagos, Imo, Jigawa, Borno, Niger, Bauchi and Benue states.

But the reimbursement profile has shown that some governors fed their states with wrong figures of the sums given to them.

Investigation conducted by our correspondent revealed that 35 of the 36 states benefitted from the refunds of N388.304 billion.

Although most of the governors have begged the Minister of Finance, Mrs. Kemi Adeosun, not to make the list of reimbursements public, The Nation was able to source the breakdown of the reimbursements exclusively.

The document indicated that all the 35 states were credited with their shares of the N388.304 billion as at December 27, 2016.

Our correspondent obtained the names of the bank, the account and the account numbers where each state’s share was remitted.

Only Kano State and the FCT have so far not benefitted from the reimbursements.

According to the list, Kwara State got two types of refund totaling more than N9.188 billion.

Kwara’s shares include N5,415,167,236.97 refund to the state government and N3,773,082,953.54 for its 16 local government areas.

Findings also confirmed that Ondo was only paid 50 per cent of its refunds (N6,513,392,932.28) because of leadership change in the state, which will soon lead to the inauguration of Chief Rotimi Akeredolu as the new governor.

A breakdown of the list of top beneficiaries of the refunds is as follows:

The document said: “Ondo payment represents 50 per cent of the refund due to transition of leadership in the state. Further instructions are being awaited on balance payment.

“Adamawa, Kwara 22b on the list, Oyo and Taraba payments represent the portions due to the respective local governments.”

But the Presidency was uncomfortable with the attitude of some state governors to the management of the refunds.

Responding to a question, another source in government said: “It is unfortunate that some state governors under-declared the refunds made to them.

“Some of them were also discovered to be giving spurious analysis in order to cover up the actual figures.

“In fact, some states changed the agreement overnight.

“A state said the President asked states to use at least 25 per cent of their London and Paris Club refund to offset salary arrears.”

Investigation showed that about N134.44 billion out of the approved N522.74 billion will soon be paid as refunds to some states.

The top government source added: “Yes, as at December 27, 2016, all the 35 states had received the N388.3 billion refunds. The balance of N134.44 billion will soon be accessed.”

Following protests by states against over-deductions for external debt service between 1995 and 2002, President Muhammed Buhari had on December 2, 2016 approved the release of N522.74 billion to states as refunds pending reconciliation of records.

Each state is entitled to a cap of N14.5 billion being 25 per cent of the amounts claimed.

But the government has raised a team to scrutinise claims by states and reconcile with available records.

These developments were contained in a statement issued in Abuja by the Special Adviser on Media to the Minister of Finance, Mr. Festus Akanbi.

The statement said: “The Federal Government has reached a conditional agreement to pay 25% of the amounts claimed subject to a cap of N14.5 billion to any given state. Balances due thereafter will be revisited when fiscal conditions improve.

“Mr. President’s overriding concern is for the welfare of the Nigerian people, considering the fact that many states are owing salaries and pension, causing considerable hardship.

“Therefore, to ensure compliance with the directive that a minimum of 50% of any amount disbursed is dedicated to this, funds will be credited to an auditable account from which payments to individual creditors would be made. Where possible, such payments would be made to BVN linked accounts and verified.”

But any state paid refunds in excess of its outstanding claims might suffer deduction from its monthly allocations from the Federation Account.

It said: “Due to the fact that reconciliation is still ongoing and the final outcome might show an under or overstatement of claims, an undertaken has been signed by state governors, declaring that in the event the amount already paid exceeds the verified claim, the surplus would be deducted directly from the state’s monthly FAAC allocations.

“The total amount approved by the President is N522.74 billion and is to be paid in batches. The first batch of N153.01 billion is currently being processed for release to 14 state governments.

“The release of these funds is intended to support the fiscal stimulus programme of the President Muhammadu Buhari-led administration to provide direct stimulus through government spending. It is particularly aimed at boosting demand at consumer level and reversing the slowdown in economic activity.”

Her remark followed an excuse to depart from the party amid dances by the children. 

“I’m going to leave you soon. I want to go back home to cook for my husband because my children are here playing with you. Nobody is at home, only my husband. So, I want to go back home to be with him and also cook dinner for him”, she said.

She further stated that the Sallah party was an indication of the seriousness her husband’s administration attached to the welfare of the youth. 

She said, “On occasions like this, we celebrate with children, especially the less privileged, including those in the various internally displaced persons’ (IDPs) camp. We love, appreciate and share with their present situation. “The reason for this is to promote warm interaction and sharing what we have with one another. 

On this note particularly, we decided to celebrate with all children from different background”. 

She charged the children to obey their parents and teachers’ instructions both at home and schools. 

“The future of this great country lies in your hands. You are to compliment the efforts of  government by working very hard in school and be obedient to your parents. Tomorrow you may become president, the president’s wife, Senator, honourable members, governors, medical doctors, teacher, journalist, engineer, nurse, lawyer and the rest of other honourable professions”, she added.
