From an unusual quarter has come a warning that unless President Muhammadu Buhari does something urgent, the 18 months old All Progressives Congress (APC) Federal Government will not meet the aspiration of Nigerians.

In a damning and blunt letter to President Buhari, Kaduna State Governor, Mallam Nasir El-Refai, pointedly suggested a surgical operation on the entire gamut of government, to avoid the APC government  leaving Nigeria worse than it met it.

In the memo, dated September 22, 2016, but which went viral yesterday, El-Rufai,  a dye-in-the-wool loyalist of Buhari, noted that his warning became necessary because his political future was intrinsically tied to that of Buhari, adding that, “poll after poll in Kaduna State, before and after the 2015 elections, clearly shows that my fate, politically and otherwise, is uncannily tied to yours. If you do well, I stand to benefit immensely. If you do not do well Sir, whatever I try to do in Kaduna matters little to my present and any future political trajectory.”


Ironically, most of the issues raised by El-Rufai, in his memo, were issues that have been raised before by notable Nigerians, including the President’s wife, Aishat and Senate President, Bukola Saraki.

Specifically, the President’s wife had raised the alarm that her husband was not in charge, instead, persons who did not know how the elections were won and lost had taken control of government.  Whereas Aisha did not mention names, El-Rufai  was blunt, as he listed specifically, the Chief of Staff to the President, Abba Kyari and the Secretary to the Government of the Federation (SGF), Mr. David Babachir Lawal, as constituting a clog in the wheel of the progress of the APC-led administration.

“There is a perception that your ministers, some of whom are competent and willing to make real contributions, have no clear mandate, instructions and access to you. Ministers are constitutional creations, Mr. President, and it is an aberration that they are expected to report to the Chief of Staff on policy matters,” El-Rufai noted.

He also re-echoed the insinuation in some quarters that appointments into the Buhari’s government was lopsided, in favour a particular section of the country, saying: “There is a strong perception that your inner circle or kitchen cabinet is incapable, unproductive and sectional. The quality and the undue concentration of key appointments to the North-East and exclusion of South-East are mentioned as evidence of this.”

He went further to say: “Mr. President, Sir, your relationship with the national leadership of the party, both the formal (NWC) and informal (Asiwaju Bola Tinubu, Atiku Abubakar, Rabiu Musa Kwankwaso), and former governors of ANPP, PDP (that joined us) and ACN, is perceived by most observers to be, at best, frosty. Many of them are aggrieved due to what they consider total absence of consultations with them on your part and those you have assigned such duties. This may not be your intention or outlook, but that is how it appears to those that watch from afar. This situation is compounded by the fact that some officials around you seem to believe and may have persuaded you that current APC State governors must have no say and must also be totally excluded from political consultations, key appointments and decision-making at federal level. These politically naive ‘advisers’ fail to realise that it is the current and former state governors that may, as members of NEC of the APC, serve as an alternative locus of power to check the excesses of the currently lopsided and, perhaps, ambivalent NWC. Alienating the governors, so clearly and deliberately, ensures that you have near-zero support of the party structure at both national and state levels.”

He said it was not too late to reverse the situation, stating: “You appear to have neither a political adviser nor a minder of your politics. The two officials whose titles may enable them function as such generally alienate those that contributed to our success. The SGF is not only inexperienced in public service, but is lacking in humility, insensitive and rude to virtually most of the party leaders, ministers and governors.

The chief of staff is totally clueless about the APC and its internal politics, at best, as he was neither part of its formation nor a participant in the primaries, campaign and elections. In summary, neither of them has the personality, experience and the reach to manage your politics nationally or even regionally.”

Explaining the implication of this, El-Rufai said: “Those of us that look forward to presenting you again to the electorate in 2019 are worried that we need to sort out the party’s membership register, review the primaries system to eliminate the impact of money in candidate selection, and reduce the reliance of the party on a few businessmen, a handful of major financiers and state governments for its operations and expenditures. A surgical operation is needed in party machinery, financing and electoral processes if the future political aspirations we desire for you will not be made more difficult, if not impossible, to actualise.”

Underlying need for cordial relationship with other arms of government, the Kaduna governor said: “ Mr. President, Sir, It is a constitutional reality that to succeed, the Federal Government must work harmoniously with two other arms of government; the National Assembly and the Judiciary.”

Assessing performance of the government, he said: “In very blunt terms, Mr. President, our APC administration has not only failed to manage expectations of a populace that expected overnight ‘change’ but has failed to deliver even mundane matters of governance outside of our successes in fighting Boko Haram insurgency and corruption.”

Like most Nigerians, El-Rufai, also believed that, going forward, the president must get someone, with the technical-know-how to function as his Economic Adviser.

“Appoint a high profile Economic Adviser and constitute a two-level economic team – political level chaired by the VP and technical level consisting of key economic agency heads to do the more detailed technical analysis and present options for decision and action,” El-Rufai, noted.

He was, however, quick to note that, bad as the situation may be, it was not beyond redemption, saying  that only the president could remedy the situation.

Hear him: “These troubling perceptions, whether accurate or not, must be addressed frontally by you, Mr. President, and no other person,” adding that the president has both a crisis and opportunity in his hands “to turn around our country in the right direction.”

He expressed hope that  God gives Buhari the “strength and good fortune to succeed,” insisting that his letter was “an honest, frank and objective view of an admirer, a mentee, and a loyalist.”

President Muhammadu Buhari is set to make major changes in his cabinet as the President has decided to favour politicians who assisted him during presidential election campaign,  a source told Nigerian NewsDirect.

The President who returned to the country last Friday after 49 days of medical vacation in London is under intense pressure from his party to compensate loyal party members who were victimized, harassed and spent heavily during the presidential election but had been left in the cold since the president assumed power while only few cliques had been enjoying “dividends of the victory”.

Findings by our correspondent revealed that the President might yield to the pressure by some powerful politicians in the party to compensate them for their roles in the last election.


Leading this campaign is the wife of the President, Mrs Aishat Buhari who had warned that her support for her husband for 2019 election rested on her husband’s readiness to shake up his government.

Aisha Buhari who spoke in a controversial interview with BBC Hausa service claimed then that Buhari’s government was hijacked by a cabal who is “behind presidential appointments”.

The First Lady had lamented that most of the officials of the government were known to the President and the first family, adding that they were usurpers who did nothing to help All Progressives Congress (APC) struggle in 2015.

Mrs Aisha Buhari posited “the President does not know 45 out of 50, for example, of the people he appointed and I don’t know them either despite being his wife for 27 years.”

She further revealed “some people are sitting down at their homes folding their arms only for them to be called to come and head an agency or ministerial position”.

Mrs Buhari claimed that “some of them don’t even have voter cards, and those who made sacrifice have been reduced to nothing and certainly not happy with the way things are going ’.

“None of the technocrats brought into the government has been spectacular so far, therefore it does not make real sense for all those who laboured and toiled to install the President to be left in the cold while those who did nothing and will do nothing to return the president to power in case he decides to recontest in 2019”

Furthermore, there is growing disquiet in the party about the President’s attitude to the welfare of the party members especially those who stood stoutly by him during the election” the source told Nigerian NewsDirect.

Nigerian NewsDirect learnt that the three major political blocks that formed APC will be considered in the cabinet reshuffle. They are, the defunct Congress for Progressive Change (CPC) led by Buhari , Action Congress of Nigeria (ACN) led by Asiwaju Bola Tinubu  and New PDP led by Alhaji Atiku Abubakar.

In the meantime, credible sources in the presidency told Nigerian NewsDirect that speculation that the President would sack his Chief of Staff, Abba Kyari and the Secretary to the Federal Government, Babachir Lawal is untrue.

“The President is happy with  role  played by the two men while he was away. They made the system to be working and  Prof Yemi Osinbajo who acted while the President was away did not have any confrontation with the two, they represented the President well and managed the situation well alongside Osinbajo”

“We know those peddling the rumour but it’s too petty for the President to consider” Nigerian NewsDirect learnt.

CABINET SHAKE UP: Ministers Scamper, In Intense Lobbying As Buhari Sets To SACK 10 Ministers
The Sun Newspaper - Following speculations that President Muhammadu Buhari may soon effect a cabinet reshuffle, panic has overwhelmed ministers and top aides, who have resorted to lobbying to retain their jobs.

President Buhari returned to the country last Friday, after close to two months vacation in the United Kingdom where he also underwent medical treatment. He is expected to resume duties today.

Daily Sun gathered that in order to inject fresh blood into government as well as boost confidence, the Buhari government may now rejig the cabinet, which could affect as many as 10 ministers and heads of some government agencies. In the exercise, some ministers will be dropped, while others will swap positions.


This is coming barely four months after the Presidency reportedly hinted the Senate of a likely cabinet shake-up, towards the end of last year.

Sources revealed that since the plan for cabinet change filtered into town, ministers and top aides, afraid of losing their jobs, had been meeting those close to two governors in the North believed to be close to President Buhari, members of the president’s  kitchen cabinet and close associates, for them to put in words for their retention.

It was gathered that the ministers have made phone calls, visited those they think could help them as well as sent emissaries.

Although the Presidency has not officially confirmed any planned cabinet change, sources revealed that some of the ministers and aides are not taking the speculations lightly and, therefore, making efforts, in order not to be caught unawares.

At present, there are two vacancies in the Buhari cabinet, following the death of Barrister James Ocholi, the late Minister of State for Labour and Employment, in March 2016 and the resignation of the Minister of Environment, Amina Mohammed, who is now Deputy Secretary General of the United Nations.

Daily Sun gathered that Vice President Yemi Osinbajo might make a major input in the coming cabinet change, following his experiences in the weeks he acted as president in Buhari’s absence.

During the period Osinbajo acted as president, he worked closely with ministers and other heads of government agencies and, therefore, in a position to do an assessment, a source said.

Following the belief that Osinbajo will make an input in the reshuffle, ministers are also lobbying his associates.

In recent times, many Nigerians have called on President Buhari to reshuffle his cabinet and take in professionals and technocrats, irrespective of their political affiliations.

Many Nigerians had complained about the president’s economic team, calling for a shake-up in the sector.

Also, there were complaints that some ministers were holding wrong portfolios and, therefore, should be moved to ministries they would function better. Others have complained that the merger of the power, housing and works ministries should be looked into again, as the job appears too much for one minister.

 In the anticipated cabinet change, ministers from across geopolitical zones will be affected. Sources revealed that the hint of a cabinet change, which the Presidency made to the Senate towards the end of last year, was to forestall a situation where some nominees will have a tough time during screening.

Punch Newspaper - President Muhammadu Buhari on Saturday remained indoors inside his official residence, 24 hours after he returned to the country from a 49-day medical vacation.

Buhari returned to the country in the early hours of Friday from London, United Kingdom, where he had been on medical sojourn since January 19.

Shortly after meeting some state governors and top government officials led by Vice-President Yemi Osinbajo at the First Lady Conference Hall, Buhari retired into his official residence.

The President, who was conspicuously absent at the Jumat service held inside the mosque close to his office later in the day, has not been seen in public since then.


Our correspondent, who monitored events at the Presidential Villa, Abuja, for a few hours on Saturday reported that Buhari remained indoors throughout the day.

“The President is indoors. He is spending time with his family members. You know he has been away for a long time. There is the need for them to catch up on some issues since he travelled,” a source said.

Our correspondent also observed that the Presidential Villa was devoid of heavy vehicular movement that always characterises the visits of prominent politicians and top government officials.

A security source said but for a few family members and close friends, Buhari has not been receiving visitors since he returned on Friday.

The President had shortly after returning to the country urged those who might be considering sending delegations to welcome him to stay back and continue to pray for the country.

His Special Adviser on Media and Publicity, Mr. Femi Adesina, had said the President would on Monday transmit a letter to the National Assembly formally informing the federal lawmakers of his return from vacation.

Meanwhile, as Buhari formally resumes work on Monday, expectations are high that decisions would be taken on some national issues in the course of the week.

One of such issues, our correspondent learnt, is the posting of the nation’s career ambassadors-designate.

The President had on December 19, 2016 opened an induction course organised for the ambassadors-designate by the Ministry of Foreign Affairs.

About three months after, they have not been posted.

When our correspondent raised the issue with Adesina on Saturday, he simply said, “Please bring this up again after the President has resumed duty for a while.”

Another issue that the President will be expected to address urgently on resumption, it was further learnt, is the filling of two vacancies that currently exist in the Federal Executive Council.

The Vice President was quoted to have said he thanked the President for giving him free hand to take my decision on all issues of national interest. 



Osinbajo reportedly said; "I thank you, sir, for giving me the opportunity and for the absolute confidence you repose in me. I recall, in one of our discussions, you didn't even want me to ask you for anything. You said I shouldn't consult you and I should just do as I wish. I thank you for this sir"

Before then, Presiden Buhari was quoted to have said among others;

"We are one and a team. While you continue to use your energy and wisdom, I will continue to use my age and military experience..."

“I think more important is that you demonstrated the belief in our system which is even more important than anything else.

“The constitution, which we all swore to, is important because it outlines the code of conduct. I want to say not only am I, but I am sure the entire nation is grateful to you.

“For me, I must say that it has been an interesting period going around the nation maybe because the roads are bad. I must say I had a very interesting and challenging time; but above all, the president gave us the good support.”

Indication emerged yesterday that President Muhammadu Buhari had resolved from the United Kingdom, where he was for 51 days for medical vacation to tinker with the composition of the Federal Executive Council, report according to Saturday Sun suggests

The alleged cabinet shake-up had created palpable fear among the Ministers and some aides.

According to The Sun Newspaper, President Buhari had, during the meeting with the Federal Executive Council (FEC) members, shortly after he arrived Abuja in a chopper, which flew him from Kaduna NAF base, where his aircraft first touched down, said that: “I deliberately came back towards the weekend, so that the Vice President will continue and I will continue to rest”.


The clarification came as indications emerged that some of the present ministers and political appointees may go in a likely cabinet reshuffle set to be one of the first major actions President Buhari will take on settling down to duty.

It was learnt that the president has resolved to tinker with the FEC, as impeccable sources said, to remove “dead woods”, who have lost relevance or have not contributed meaningfully to his administration’s drive to deliver on its electoral promises.

It was learnt according to Saturday Sun that the period of rest had enabled the president to appraise the performance of his government vis a vis the individual contributions of his ministers and other appointees in their respective portfolios and has thus decided to replace some of them. 

However, details of those to be affected are still being kept close to the president’s chest.

It was also gathered that Buhari would review his relationship with some of his political allies, “who took advantage of his long absence to redefine the political agenda along personal selfish interests.”

The Presidency, also, in series of tweets on its twitter handle @DigiCommsNG, described as taking out of context, reports that President Buhari has said he would continue to rest while Vice President Yemi Osinbajo continues to act.

Governor Fayose and the state’s All Progressives Congress (APC) were once again at each other's neck as they resumed brawl over the sudden, but safe return to the country of President Buhari.

While the APC accused Fayose of wishing Buhari dead, the governor denied ever nursing such a thought.


Speaking through its state Publicity Secretary, Taiwo Olatunbosun, the party expressed delight over President Buhari’s successful medical trip to London, adding that his return had vindicated its claim that the President was not terminally ill as being portrayed in some quarters opposed to the anti-corruption war of the APC-led Federal Government.

It also expressed appreciation to Nigerians who offered prayers and goodwill for the quick recovery of the president.

The party, which accused Fayose of a death wish for him, enthused that the governor “has been put to shame with Buhari’s arrival hale and hearty on Friday.”

It added: “We also commend the Presidency and the President for not dignifying Fayose with a response when he cynically requested Buhari

to call him to prove that he was alive.”

But, reacting, while speaking to newsmen when he signed a condolence register in honour of  late General Robert Adeyinka Adebayo, Governor

Fayose said: “Whether they say shame to us or they abuse me, good luck to the Presidents’ loyalists and APC. Nobody would wish President Buhari dead. What is important is that for the President to stay away for that long, anybody would feel concerned about it. So, we pray that may God give him the strength to do his job. He has a job to do, so we will continue to pray for him to be well to fix the economy, put food on our table, we cannot task a sick man on these challenges, we will continue to pray for him to be well and bring the dollar back to N200 or less.

“We don’t have power over life and we have to continue to thank God that the President is alive strong and back. Anybody can be sick whether you are young or old. What is important is that God should give him the strength to be alive and do what we expect him to do for our country. I just leant that he said he would be going back in a few weeks’ time we have to keep our fingers crossed.

Clarifying his earlier critical position Fayose said: “There is no doubt that age is not on his side like every other person and there are many health challenges that comes with aging. What is best is that we continue to pray for him because the Holy books say we should pray for our leaders in authority.”

President Muhammadu Buhari will officially resume work on Monday after being away from his desk for 52 days on medical vacation.

Special Adviser to the President on Media and Publicity, Femi Adesina, confirmed this while clarifying a statement  by the president purportedly misconstrued by the public.

Adesina, through his twitter handle, @FemAdesina, said the president, who returned to the country yesterday after some weeks medical vacation in London, would on Monday transmit letter to the National Assembly to formally register his return to the country.

“…That makes his return to work formal, and constitutional,” the presidential spokesman said.
