NYESOM WIKEIn a very weighty allegation, the Rivers State Governor, Nyesom Wike has alleged that the Inspector General Of Police, Mr. Ibrahim Kpotun Idris has contracted and mandated the new Police Commissioner in the state to ensure he is killed.

Wike, in an interview with the Punch Newspaper, revealed that three candidates were interviewed with the mandate to ensure they kill him. But the IG eventually picked the one that said he will ensure he carries out the dastardly act with diplomacy.

The new Police Commissioner posted to Rivers State is Zaki Ahmed.

Zaki Ahmed arrived Rivers state Monday as the 38th Commissioner of Police in the State, taking over from Late CP Francis Odesanya.


Ahmed once served as a Deputy Commissioner of Police in charge of operations in Rivers state before his transfer out of the state.

Until his transfer to Rivers state, Zaki Ahmed was the Commissioner of Police in Bauchi state.

In the interview with Punch Newspaper, Governor Wike responded;

"Yes, and he told me he is going to do a professional work and I told him, ‘You, a professional work?’ You can’t be independent and can’t do a professional work. The inspector general of police has given him instructions on what to do. The inspector general has told him he must cage the Rivers State governor. He shouldn’t come and tell me he wants to do any professional work. Who is he to say that?"

He can’t have his own mind?

Which mind? Before he was posted here, he was told what to do. They don’t post people based on competence but loyalty; someone who will do their bidding. Do you know that we are the only state that has had about nine commissioners of police in just two years?

Would he say yes? But I told him and he knew I was telling the truth. When he was going to be sent, there were about three of them that were called, and interviewed. They said they were going to kill me. They took this one who said he would be diplomatic about it. We know. This police commissioner has an agenda; I can’t be deceived. The inspector general of police couldn’t have ordered a police officer to kill someone, especially a governor.

In apparent denial of a statement credited to him that the Rivers State Governor, Nyesom Wike has executed more projects that President Muhammadu Buhari, a former Akwa Ibom State governor and Senate Minority Leader, Godswill Akpabio has said there is no basis to compare President Governor Wike in terms of performance.

In a statement, yesterday, signed by his Special Assistant on Media, Aniete Ekong, Akpabio, who was reacting to a recent report entitled: “Governor Wike has surpassed Buhari in project execution,” credited to him described the report as “misleading and political mischief taken too far.”

“The attention of the Senate Minority Leader, Godswill Akpabio has been drawn to a mischievous headline which made the rounds in the media entitled: ‘Governor Wike has surpassed Buhari in project execution’.


“For the avoidance of doubt, the former governor of Akwa Ibom State and Senate minority leader was in Rivers State to attend the 60th birthday celebration of his colleague, Senator George Sekibo. The Governor of Rivers State, Nyesom Wike, on Monday, April 4, 2017, went on routine inspection of his ongoing projects accompanied by Akpabio,” the statement read.

Ekong said during the visit, his boss visited the Brick House, some road projects, the ongoing Rivers State Ecumenical Centre, the Port Harcourt Pleasure Park under construction and massive landscaping architecture works at various locations.

“Senator Akpabio, impressed with the quality and litany of projects inspected, commended the efforts of Governor Wike; he said considering that Rivers State government receives less than one percent of the nation’s monthly revenue, Wike had done well in infrastructure development.

This could be explained by the fact that over 75 percent of the Federal Government’s share of monthly allocation goes into recurrent expenses and pensions which cannot be blamed on President Buhari.

“That the Rivers State Government dedicates more money to capital projects explains the visible infrastructure renaissance that the state is witnessing under Governor Wike. Akpabio recommended this as a model to other states of the federation,” he said.

Ekong said Akpabio has been an advocate of the need to unbundle the federal government and has severally expressed his displeasure that a large chunk of the federal resources are dedicated to recurrent expenditure to the detriment of capital projects.

“At no time, during the media interview, did Senator Akpabio compare the performance of Governor Wike to that of President Buhari. Rivers State is a component of the Federal Republic of Nigeria and it will be fallacious to compare the performance of a state to that of the federal government. In fact, doing so will be like comparing apples and beans as there is no basis for that,” the statement said.

FOURTEEN policemen have been listed by the Federal Government to testify against some official of the Independent National Electoral Commission, INEC who allegedly collected the sum N360 million bribe from Governor Nyesom Wike of Rivers State to manipulate the December 10, 2016 rerun elections.

The trial of 23 officials of the Independent National Electoral Commission, accused of receiving N360m bribe from Governor Nyesom Wike of Rivers State in connection with the December 10, 2016 rerun elections in the state, will commence this week, report according to Punch Newspaper suggests

The 14 policemen lined by the prosecuting team are referred to as potential witnesses against the INEC officials.

The defendants, according to Punch Newspaper would be arraigned before Justice John Tsoho of the Federal High Court in Abuja on Tuesday.


“The court served the hearing notice on the Office of the Director of Public Prosecutions of the Federation sometime last week. The notice indicated that the arraignment would take place on Tuesday, March 14,” a source familiar with the case said.

Responding to a question on whether the defendants had been served with the charges, the source said, “Immediately the charges were filed last week, more than enough copies that would go round the 23 defendants were sent to the police.

“Recall that the police earlier released the defendants. But the investigative team of the police re-invited the defendants after receiving copies of the charges from the Office of the Director of Public Prosecutions.

“So, I am sure if the defendants honoured the police invitation, they would have been served with the charges.”

According to the source, the charges were accompanied by a list of “14 potential witnesses”.

The source stated that the list was subject to a further review in the course of the trial.

All the 14 witnesses listed are all said to be policemen.

The source added, “In fact, all the witnesses listed so far are policemen. So, the prosecution may later amend its proof of evidence by filing additional list of witnesses to bring in others including INEC officials as prosecution witnesses.

“It is always within the rights of the prosecution to reduce or add to its number of its proposed witnesses.”

Recalls the Office of the Attorney General of the Federation had, on March 7, filed seven counts comprising money laundering and economic crimes-related offences against the accused persons.

The prosecution, in the suit with number FHC/ABJ/CR/42/2017, alleged that the sum of N360m, the defendants allegedly received from Wike, represented proceeds of the governor’s criminal conduct as well as economic and financial crimes.

The 23 INEC officials, allegedly between December 7 and 10, 2016, “converted, concealed, were in possession” and “used” the sum of   N360m bribe in violations of various provisions of the Money Laundering (Prohibition) Act 2011 and Economic and Financial Crimes (Establishment, etc) Act, 2004.

The 23 INEC officials are said to include three state coordinators of the electoral body.

The accused persons  named in the charges are Shittu Lamido (Shettima), Henry Owokure, Peter Ewatade, Mrs. Mary Tunkoyo Pennap, Gwatana Jibril, Ivase Stephen and Abdullahi Ogabo.

Also named as part of the defendants are Gayus Hassan, Hussaina Yahaya, James Ogwuche, Karimu Aminu and Adedokun Najeem Ayotunde.

The defendants also include Balogun Funmilayo and Adams Kadiri, Akinwande Adesoji, Lukeman Olabimpe and Tiamiyu R. Arowolo.

The rest are Akinwoye Amodu, Nwoha Yusuf, Patrick Anuke, Iro Abali, Nwosu Oluchi and Arukwe Chinelo.

In count 1, the defendants “all electoral officers and staff of the Independent National Electoral Commission between December 7 to 10, 2016 at Port Harcourt, Rivers State, did conspire to convert the sum of N360,000,000 directly from bribery and corruption in connection with the Rivers State re-run election which took place on December 10, 2016.”

In count 2, prosecution alleged that the accused persons, “did convert the sum of N360,000,000, being money derived directly from bribery and corruption in connection with the Rivers State rerun election, which took place on December 10, 2016, with the aim of concealing the illicit origin of the money.”

In count 3, it was alleged that the accused persons “did collaborate to conceal the sum of N360,000,000, being money derived directly from bribery and corruption, in connection with the Rivers State rerun election, which took place on December 10, 2016.”

In count 4, it was alleged that the defendants “all electoral officers and staff of the Independent National Electoral Commission between December 7 and 10, 2016, at Port Harcourt, Rivers State, did commit an offence to wit: possession of the sum of N360,000,000, being money you received from Governor Ezenwo Nyesom Wike of Rivers State, knowing that the said money represented proceeds of bribery and corruption in connection with the Rivers State rerun election, which took place on December 10, 2016.”

Contrary to an earlier report, the reinstated national Chairman of the opposition Peoples Democratic Party, Senator Ali Modu Sheriff has denied hate speech against the duo of Ekiti State Governor, Ayodele Fayose and his rivers state counterpart, Barr. Nyesom Wike, declaring he is ready to work with all stakeholders in the party. This is as even he declared that if need be, he is ready to relinquish his office for peace to reign in the party. 

Sheriff was restored to the chairmanship post on Friday by the Court of Appeal, amid controversy. 

At a news conference yesterday in Abuja, he dismissed the rejection of his court-ordered reinstatement by some key stakeholders of the party, stressing that he has commenced broad consultations aimed at restoring peace and unity in the PDP.


“I have been consulting with leaders of the party,” Sheriff told the press conference. “From Monday, I will consult our members in the National Assembly; I will consult the BoT and everybody so that we can work together. I can assure you that within the shortest time possible, we will organise a successful national convention so that people can aspire for whatever positions they want to.”

He said, “I am determined to make my honest contributions to the success of this party. I am ready to make any sacrifice for the success of this party. We don’t want PDP to lose elections again. We need people to patronise our party. Democracy is about people, you either give them their right or they leave. What we are trying to do is to give the party back to the people.”
Sheriff dismissed the statement by the chairman of PDP Governors Forum, Ekiti State Governor Ayodele Fayose, which condemned the appeal court verdict, saying it is a personal opinion that does not represent the position of the governors.

The former governor of Borno State said, though, he had confidence in the country’s judiciary, litigation was not the best way to settle the disputes in the party. He urged those making “misguided statements on the integrity of our judges to desist from doing so.”

Regarding the appeal court ruling in his favour, he said, “I want to assure that nobody is victor and no one is a loser. In fact, I have spoken to almost all the people that are affected by the court decision and assured them of my readiness to work with them to ensure that the party returns as one family.”
Sheriff dismissed the insinuations in some quarter that he was working for the APC and President Muhammadu Buhari. The former governor said from the antecedents of those making the allegations, the public could decipher the truth.

He said, “I don’t believe all those insinuations that were being peddled around. All those that are saying that the APC are responsible for the PDP crisis may have something to hide.”
Sheriff denied reports that he had made disparaging comments about Governor Nyesom Wike of Rivers State and Fayose, saying, “This is the first I am making any statement ever since the Port Harcourt court pronouncement, but I have seen many things on the Internet purported to have been said by me against some leaders of the party

“I think people should respect themselves, they should not compound the problems for the party.”
As a mark of his commitment to peace, Sheriff said he would hold a meeting with members of the reconciliation committee headed by Governor Sirieka Dickson of Bayelsa State.
According to him, “The judgement of the Port Harcourt Court of Appeal on Friday does not call for merriment or mourning. In my candid view, there was no victor and no vanquished.

“I see the judgement as a golden opportunity for a sincere renewal of our sense of unity and fraternity. No doubt, we have come a long and tortuous road wherein some of us have been bruised or outrightly wounded and are hurting. I understand also that for some of us, our ego has been agitated.
“Yet, I dare say that we can put all of that behind us and come together with one accord and move our great party, the PDP, forward.

“All of us are winners, Sheriff is not the winner and Makarfi is not the loser. I have received calls from our party leaders, the governors and members of the National Assembly.

“It is not about me or any ambition; it is about the survival of our great party. On this score. I can assure you that I shall be willing to make any sacrifice that can guarantee peace in our party.”

He continued, “This morning I have spoken to Governor Dickson, who is the chairman of the peace committee, and former Deputy Senate President Ibrahim Mantu on the development and how to get back the peace process on track. Court has made its pronouncement, right, but what is important is how we proceed to organise our successful convention. First of all I must make consultations with all the leaders of the party.”

Sheriff stated that his leadership will move to reopen the party’s national secretariat, which has been locked by the police following clashes by the two factions of the party. He said he would pursue the matter in court this week.

Meanwhile, a stakeholders’ meeting has been called for tomorrow by chairman of the PDP national caretaker committee, Senator Ahmed Makarfi. The committee was appointed during the contentious national convention of May 21 last year in Port Harcourt to oversee the affairs of the party after Sheriff’s ouster. The notice of the meeting circulated yesterday, signed by the national publicity secretary of the committee, Prince Dayo Adeyeye, said it would discuss “crucial party matters.”

It is widely believed that the decision of the appeal court, which went against the Makarfi leadership, would be a key subject at the meeting scheduled for 2pm at the International Conference Centre, Abuja. Those invited include members of the National Executive Committee, members of the Board of Trustees, National Assembly members, former governors of PDP, former ministers under the platform of the PDP, former National Assembly members, and party elders.

Sheriff won a major victory on Friday in the protracted leadership tussle in the PDP, which broke out after his removal at the Port Harcourt convention. Despite the victory, he said he would pursue peaceful measures aimed at reunifying the party.


In a related development, the youth wing of PDP in the South-east has rejected the judgement of the Court of Appeal that reinstated Sheriff as national chairman of the party. The South-east zonal youth leader of the party, Comrade Chidiebere Goodluck Egwu, said the youth of the zone would not recognise Sheriff as national chairman of PDP. Egwu said they still recognised the Makarfi leadership, stressing that they are optimistic that the Supreme Court would set aside the judgement of the appeal court.

“We, the South-east PDP youth, stand with Alhaji Ahmed Markafi, PDP caretaker national chairman,” the youth leader said.

At a news conference yesterday in Abuja, he dismissed the rejection of his court-ordered reinstatement by some key stakeholders of the party, stressing that he has commenced broad consultations aimed at restoring peace and unity in the PDP.


“I have been consulting with leaders of the party,” Sheriff told the press conference. “From Monday, I will consult our members in the National Assembly; I will consult the BoT and everybody so that we can work together. I can assure you that within the shortest time possible, we will organise a successful national convention so that people can aspire for whatever positions they want to.”

He said, “I am determined to make my honest contributions to the success of this party. I am ready to make any sacrifice for the success of this party. We don’t want PDP to lose elections again. We need people to patronise our party. Democracy is about people, you either give them their right or they leave. What we are trying to do is to give the party back to the people.”
Sheriff dismissed the statement by the chairman of PDP Governors Forum, Ekiti State Governor Ayodele Fayose, which condemned the appeal court verdict, saying it is a personal opinion that does not represent the position of the governors.

The former governor of Borno State said, though, he had confidence in the country’s judiciary, litigation was not the best way to settle the disputes in the party. He urged those making “misguided statements on the integrity of our judges to desist from doing so.”

Regarding the appeal court ruling in his favour, he said, “I want to assure that nobody is victor and no one is a loser. In fact, I have spoken to almost all the people that are affected by the court decision and assured them of my readiness to work with them to ensure that the party returns as one family.”
Sheriff dismissed the insinuations in some quarter that he was working for the APC and President Muhammadu Buhari. The former governor said from the antecedents of those making the allegations, the public could decipher the truth.

He said, “I don’t believe all those insinuations that were being peddled around. All those that are saying that the APC are responsible for the PDP crisis may have something to hide.”
Sheriff denied reports that he had made disparaging comments about Governor Nyesom Wike of Rivers State and Fayose, saying, “This is the first I am making any statement ever since the Port Harcourt court pronouncement, but I have seen many things on the Internet purported to have been said by me against some leaders of the party

“I think people should respect themselves, they should not compound the problems for the party.”
As a mark of his commitment to peace, Sheriff said he would hold a meeting with members of the reconciliation committee headed by Governor Sirieka Dickson of Bayelsa State.
According to him, “The judgement of the Port Harcourt Court of Appeal on Friday does not call for merriment or mourning. In my candid view, there was no victor and no vanquished.

“I see the judgement as a golden opportunity for a sincere renewal of our sense of unity and fraternity. No doubt, we have come a long and tortuous road wherein some of us have been bruised or outrightly wounded and are hurting. I understand also that for some of us, our ego has been agitated.
“Yet, I dare say that we can put all of that behind us and come together with one accord and move our great party, the PDP, forward.

“All of us are winners, Sheriff is not the winner and Makarfi is not the loser. I have received calls from our party leaders, the governors and members of the National Assembly.

“It is not about me or any ambition; it is about the survival of our great party. On this score. I can assure you that I shall be willing to make any sacrifice that can guarantee peace in our party.”

He continued, “This morning I have spoken to Governor Dickson, who is the chairman of the peace committee, and former Deputy Senate President Ibrahim Mantu on the development and how to get back the peace process on track. Court has made its pronouncement, right, but what is important is how we proceed to organise our successful convention. First of all I must make consultations with all the leaders of the party.”

Sheriff stated that his leadership will move to reopen the party’s national secretariat, which has been locked by the police following clashes by the two factions of the party. He said he would pursue the matter in court this week.

Meanwhile, a stakeholders’ meeting has been called for tomorrow by chairman of the PDP national caretaker committee, Senator Ahmed Makarfi. The committee was appointed during the contentious national convention of May 21 last year in Port Harcourt to oversee the affairs of the party after Sheriff’s ouster. The notice of the meeting circulated yesterday, signed by the national publicity secretary of the committee, Prince Dayo Adeyeye, said it would discuss “crucial party matters.”

It is widely believed that the decision of the appeal court, which went against the Makarfi leadership, would be a key subject at the meeting scheduled for 2pm at the International Conference Centre, Abuja. Those invited include members of the National Executive Committee, members of the Board of Trustees, National Assembly members, former governors of PDP, former ministers under the platform of the PDP, former National Assembly members, and party elders.

Sheriff won a major victory on Friday in the protracted leadership tussle in the PDP, which broke out after his removal at the Port Harcourt convention. Despite the victory, he said he would pursue peaceful measures aimed at reunifying the party.


In a related development, the youth wing of PDP in the South-east has rejected the judgement of the Court of Appeal that reinstated Sheriff as national chairman of the party. The South-east zonal youth leader of the party, Comrade Chidiebere Goodluck Egwu, said the youth of the zone would not recognise Sheriff as national chairman of PDP. Egwu said they still recognised the Makarfi leadership, stressing that they are optimistic that the Supreme Court would set aside the judgement of the appeal court.

“We, the South-east PDP youth, stand with Alhaji Ahmed Markafi, PDP caretaker national chairman,” the youth leader said.

The source who pleaded not to be named said: “The panel discovered that some of them (suspects) bought houses, cars and even renovated their existing houses with the money.

“The panel also discovered that some gave out money to their relatives while some others invested. Several cars were recovered and they would be tendered during prosecution in court.”

His   Special Assistant on Electronic Media, Simeon Nwakaudu, said: “The statement (by the police) is patently false, politically motivated and cooked by the police to justify the violence they visited in the people of Rivers State during the re-run.

 ”For the avoidance of doubt, the Rivers State Governor, Nyesom Ezenwo Wike did not spend N360 million to rig the re-run legislative elections of December 10, 2016.

“The people of Rivers State overwhelmingly voted the PDP across the state because of the outstanding performance of Governor Wike since May 29, 2015.”

Speaking further on the police findings yesterday, the source said: “In the audio tape that went viral, the governor was mentioning 8,8,7, and what he was referring to was the officials of INEC. He gave the leaders of the INEC officials from the three states, N20million each.”

He added: “As mentioned by the IG, the report will be sent to the Attorney General of the Federation (AGF), Abubakar Malami (SAN) who will now go through it and necessary action will be taken against those indicted. He is the Chief Law of the Federation.”

Asked to respond to the allegation by the Rivers State government that the panel report was made up, the source said: “Where did the police get the huge amount of money displayed from? “Those cars and houses recovered, where did the panel get them  from? Is it police money or something?

“23 people have been arrested and they all confessed. It was through them that the money was recovered. It was through them that the cars were also recovered. The 23 people arrested, the panel has their video confessions and they all wrote their official statements with their own hands.

“They are all educated people and they used their own handwriting to write their confession and they also spoke on video. They video will be provided during prosecution.

“All documents are available on how they were summoned to the Government House, how they were given the money inside Government House and how vehicles were brought to them to move the Ghana Must Go bags, and how they were moved to their hotels. Everything was confessed to on video.

News Punch had yesterday reported of the police' claimed they recovered N111.3 million from 23 Independent National Electoral Commission (INEC) officials who conducted the December 10, 2016 rerun in Rivers State.

The cash, they claimed, is part of the N360 million bribe allegedly paid by Governor Nyesom Wike to compromise electoral and security officials for his party’s candidates to win.


The unnamed officials have been indicted for their involvement in the violence that occurred during the election, the police said.

Six policemen indicted for their role during the election have been dismissed. They are to be prosecuted, The Nation Newspaper reports

This is part of the report of the Joint Investigation Panel constituted by Inspector General of Police (IGP) Ibrahim Idris on December 22, 2016, to probe the violence that led to the killing of two policemen during the election.

The report was submitted to the IG at the Force Headquarters in Abuja yesterday.
But the governor rejected the report as “malicious, defamatory and reckless”. He denied all the claims by the panel, which he accused of being biased.

The 12-member panel comprises nine policemen and three Department of State Services (DSS) personnel. It was mandated to investigate the various infractions, incidents, and violence that marred the rerun.

The panel attributed the violence to lawlessness and leadership failure.

The chairman of the panel, Damian Okoro, a Deputy Commissioner of Police (DCP), said N111.3 million was recovered from 23 INEC officers. He said three senior electoral officers collected N20 million each of the N360 million allegedly given to them by Wike. The remaining officers received N15 million each.

Okoro said the committee established “cases of misconduct on the part of some electoral officers and law enforcement agents who, unfortunately, allowed themselves to be compromised in their line of duties and deserve to be disciplined appropriately.”

He added that “the task given to the panel was quite challenging because of the tense political and security situation in the state, especially the prevalence of violent crimes, such as armed robbery, kidnapping, and politically motivated killings, by militant and culture groups that enjoy the funding and protection of desperate politicians.

“These lawless elements target not only the political opponents of their sponsors but also law enforcement agents, especially the police, mostly within the Ogba/Ndoni/Egbema Local Government Area, which is the axis of evil of cultism.

“The violence that occurred in Rivers State, before during and after the rerun was a reflection of lawlessness and leadership failure of narrow-minded politicians and their gullible supporters. Oftentimes, politicians make inflammatory statements that incite their supporters into avoidable violence that results in the destruction of lives and properties and eruption of elections.

“Regrettably, these politicians often fail to realise that as very important personalities in their own right, they are the embodiment of some values cherished by their supporters.

“Apart from their utterances, politicians, in their desperation for political power also arm thugs and unleash terror on their opponents. When motivated by their sponsors these criminal elements can do anything to further the political aspirations of their principals, including extra- judicial killings and rigging of elections with impunity.

Okoro went on: “We discovered that failure of leadership and followership rather than law enforcement was responsible for political upheaval in the state.”

A source close to the investigation confirmed that forensic analysis showed that Wike’s was the voice the one in a controversial tape that went viral on the social media following its leakage to an online medium.

The source, pleading for anonymity, said: “After forensic analysis was conducted, it was discovered that the voice was truly that of the governor. Also, those indicted were interviewed and they confessed on video tape that the governor gave them money. They explained how they were invited and escorted back to their hotel rooms with money in different bags.

“We also discovered that the governor withdrew N2billion from the government coffers for the purpose of rigging the rerun. Imagine what the money would have been used for. The money would have built many schools, hospitals and a lot of things.”
The IG said the panel wrote to Wike but he refused to cooperate.

He said its report and recommendations would be forwarded to the Attorney General of the Federation, Abubakar Malami, for further action.

Said Idris: “The Panel tackled what has been going on in this country where politicians have turned election into a do-or-die affair and we have been failing in this country because we have allowed things to derail to this level.

“I see no reason why a rerun will lead to the beheading of our officers who were there to do their lawful duties. I believe that the report will go a long way to put an end to individuals seeing election as a do-or-die affair.

“We will take appropriate actions in conjunction with the law officer of the federation, the Attorney General of the Federation, in order to put an end to most of the abuses and electoral violence in this country.

”People that were arrested are going to be prosecuted because they are public officers. We are going to forward the report and our recommendation to the Attorney General of the Federation.”

On the source of the recovered money, the police chief said: “From the confession of those the money was recovered from, they said the money was from the state government. I can assure you that from here, the money will go into government treasury because these are recoveries on the basis of an investigation conducted.

“Six police officers were indicted and they have already been dismissed and I can assure you that they would also be charged to court.”

Asked about the doubt Wike had on the panel and if its report was not targeted at tarnishing his image, Idris said: “it is a joint investigation and that means it is between the police and SSS and I think the whole of this country have confidence in both agencies to provide security for them and to deal with issues that are detrimental to peaceful co-existence of Nigerians in any part of this country.

“We are in a democracy and everybody has the right of free speech. Anybody can wake up any day and say anything but what I am saying is that you have to go through the report to see the processes we took before arriving at where we are.

“The investigation was open and very transparent. We wrote to the governor, they went to meet him but, in his own wisdom, he refused to cooperate. We believe that what determines outcome of this report is the transparency and the good will.

“Whoever that is involved has been arrested and isolating the governor will be a disservice to this country. The report should be seen as a corrective measure. Those indicted cut across different classes of life.

“Apart from their utterances, politicians, in their desperation for political power also arm thugs and unleash terror on their opponents. When motivated by their sponsors these criminal elements can do anything to further the political aspirations of their principals, including extra- judicial killings and rigging of elections with impunity.

Okoro went on: “We discovered that failure of leadership and followership rather than law enforcement was responsible for political upheaval in the state.”

A source close to the investigation confirmed that forensic analysis showed that Wike’s was the voice the one in a controversial tape that went viral on the social media following its leakage to an online medium.

The source, pleading for anonymity, said: “After forensic analysis was conducted, it was discovered that the voice was truly that of the governor. Also, those indicted were interviewed and they confessed on video tape that the governor gave them money. They explained how they were invited and escorted back to their hotel rooms with money in different bags.

“We also discovered that the governor withdrew N2billion from the government coffers for the purpose of rigging the rerun. Imagine what the money would have been used for. The money would have built many schools, hospitals and a lot of things.”
The IG said the panel wrote to Wike but he refused to cooperate.

He said its report and recommendations would be forwarded to the Attorney General of the Federation, Abubakar Malami, for further action.

Said Idris: “The Panel tackled what has been going on in this country where politicians have turned election into a do-or-die affair and we have been failing in this country because we have allowed things to derail to this level.

“I see no reason why a rerun will lead to the beheading of our officers who were there to do their lawful duties. I believe that the report will go a long way to put an end to individuals seeing election as a do-or-die affair.

“We will take appropriate actions in conjunction with the law officer of the federation, the Attorney General of the Federation, in order to put an end to most of the abuses and electoral violence in this country.

”People that were arrested are going to be prosecuted because they are public officers. We are going to forward the report and our recommendation to the Attorney General of the Federation.”

On the source of the recovered money, the police chief said: “From the confession of those the money was recovered from, they said the money was from the state government. I can assure you that from here, the money will go into government treasury because these are recoveries on the basis of an investigation conducted.

“Six police officers were indicted and they have already been dismissed and I can assure you that they would also be charged to court.”

Asked about the doubt Wike had on the panel and if its report was not targeted at tarnishing his image, Idris said: “it is a joint investigation and that means it is between the police and SSS and I think the whole of this country have confidence in both agencies to provide security for them and to deal with issues that are detrimental to peaceful co-existence of Nigerians in any part of this country.

“We are in a democracy and everybody has the right of free speech. Anybody can wake up any day and say anything but what I am saying is that you have to go through the report to see the processes we took before arriving at where we are.

“The investigation was open and very transparent. We wrote to the governor, they went to meet him but, in his own wisdom, he refused to cooperate. We believe that what determines outcome of this report is the transparency and the good will.

“Whoever that is involved has been arrested and isolating the governor will be a disservice to this country. The report should be seen as a corrective measure. Those indicted cut across different classes of life.

The IG described the manner in which two policemen were killed as “barbaric”.

The Nigeria Police Force said it recovered more than N111 million from electoral officials alleged to have been bribed by Rivers state government to rig the December 10,2016 legislative rerun elections in the state.

An investigative panel set up by the Inspector-General of Police which presented its report in Abuja today said the money was recovered from 23 suspects allegedly bribed to rig the polls.

The chairman of the panel, DCP Damian Okoro disclosed that,” the sum total of N111.3 million was recovered from 23 electoral officials out of N360m.


He said that some got N15 million each while three senior electoral officers got N20 million each.

Recall that the IGP, Mr. Idris had set up an investigative panel to investigate the violence that occurred during the re-run poll. a report by investigative panel presented to the IGP on Tuesday, 7th February 2017 said that the money was recovered from 23 suspects who were allegedly bribed by the Rivers state government to rig the elections.

The owner of the seized two helicopter seized by the Nigerian Custom Authority has been traced to the former Governor of Rivers State, who is now the Minister of Transport, Rotimi Amaechi.

According to the incumbent Rivers State Governor,  Nyesom Wike, the two reportedly seized helicopters belonged to the Rivers State Government and he had given his backing to the federal government in handing over the two Bell helicopters to the Air Force.

The Customs Service announced on Friday that the helicopters were smuggled into the country by an  unknown  person who failed to produce end user certificate from the office of the National Security Adviser (NSA) in contravention of Section 36 ( 2) of the Customs and Excise Management Act.



The Customs Area Comptroller, Mr. Frank Allanah, put the import duty value of the two helicopters and their  accessories at N9,757,135,240.86k.

He proceeded to hand them over to the Chief of Air Staff, Air Marshal Sadique Abubakar, at a ceremony at the Murtala Muhammed Airport, Ikeja.

However, Wike in a statement by his Special Assistant on Electronic Media, Simeon Nwakaudu, in Port Harcourt said he officially wrote to President Muhammadu Buhari asking that the two helicopters  which were bought by the immediate past administration in the state be handed over to the Air Force.

He explained that his decision was informed by the high import duty and the refusal of the federal authorities to grant the State a waiver to clear the choppers.

The governor said that it was unfortunate that security agencies would resort to political propaganda and outright lies, when the facts about the helicopters are in public domain.

His words: “These helicopters were imported by the immediate past administration. When I assumed office, we wrote to the Federal government that it was strictly for security use. What am I going to use armoured helicopters for?

”In any case, where will the Rivers State Government get money at this time to import armoured helicopters? The previous administration imported it because they had the money.

”I went to the federal government to give me a waiver for us to clear the helicopters but the federal government refused.

”I wrote a letter to the president and assured him that the helicopters were meant for security purposes, they should be handed over to the Nigerian Air Force.

”I am surprised that they have started propaganda and political falsehood on the said armoured helicopters.  What kind of country are they turning Nigeria into?

”We stated that we cannot pay the custom duties because the helicopters are not for commercial use. They are to be used to monitor the creeks and track criminals.

”I wrote to the president to give the helicopters to the airforce.  It is shocking that the Customs would turn around to claim that they impounded the helicopters.

“The Chief of Staff to the President admitted that I have done well when I wrote the letter to the President.”

The errant operatives were said to have stormed the Port Harcourt City Council Secretariat and prevented the movement of election results of Emouha polling unit to the appropriate collation centre designated by the Independent National Electoral Commission in disobedience to senior officers present.


Their actions were said to be contrary to the provisions of Force Order 237.

Parading the former policemen on Friday in Abuja, the Force Public Relations Officer, Donald Awunah stated that despite strict warnings from the Inspector-General of Police that all personnel on election duty should be of good conduct and desist from escorting their principals to polling units throughout the period of the election, the recalcitrant operatives were found blatantly breaching the directive.

This, he added, was unacceptable by all standards in the Force, noting that in the course of discreet investigations, the dismissed personnel were found to have in total disrespect to orders and directives, compromised, engaged in unprofessional acts and other unbecoming conduct.

Awunah said, “These aforementioned police personnel while in the convoy of the Governor of Rivers State, Nyesom Wike on the date of election on December 10, 2016 misused the firearms in their possession contrary to the provisions of Force Order 237.

“The personnel became overzealous, took laws into their hands and opened fire, causing panic in the crowd.

“They joined in storming the Port Harcourt City Council Secretariat and prevented the movement of election results of Emouha polling unit to the appropriate collation centre designated by INEC, in flagrant disregard and disobedience to senior police officers present at the venue.”

The spokesman stated that the operatives, after the conclusion of investigation into the public mischief, were subjected to internal disciplinary measures, found guilty and consequently dismissed from the Force.

“They will be prosecuted under the Electoral Act to serve as a deterrent to others,” he stressed, noting that the personnel’s misconduct, if not checked could be inimical to discipline and proper administration of the Force.

Awunah added, “Their actions are capable of bringing the entire Nigeria Police Force to disrepute and portray the Force in a very bad light as a lawless organization not guided by the rule of law.”

The former policemen protested loudly against their dismissal as they were taken away in handcuffs.

The visits of Governor Aminu Tambuwal and 2 of his northern colleague governors to Rivers State Governor Nyesom Wike and Akwa Ibom State Governor Udom Emmanuel, who are of the Peoples Democratic Party. (PDP) have stirred disquiet in the All Progressives Congress (APC) and of course, the Presidency, report according to The Nation suggests.

Other APC governors, who visited their PDP counterpart with Tambuwal, are: Abdulaziz Yari (Zamfara),  and Atiku Bagudu (Kebbi).

The governors also jointly hosted Wike in Sokoto- an action that sent political circles guessing that a major plan was on.

A minister protested to the APC leadership in the Northwest over the trips, The Nation learnt yesterday.

Some Presidency officials are also said to be disturbed by the signal which the visits generated.

Some APC leaders were “shocked” that Tambuwal and Bagudu visited Wike before the last legislative election rerun in Rivers State, spending a day with him.

The two governors teamed up with Yari, who is also the Chairman of the Nigeria Governors Forum (NGF), to spend Christmas in Akwa Ibom.
Wike reciprocated the visits last weekend when he went to Sokoto. The Rivers State Governor was at the Sultan’s palace where he said the Niger Delta would not be part of any move to dismember Nigeria, adding that Nigeria’s unity is not negotiable.

A source, reflecting on the development, spoke of “unease in the APC on the shuttles by Tambuwal and others to Rivers and Akwa Ibom states”.
“Some of our leaders are uncomfortable with snippets from these trips”, he said, asking not to be named.

“The timing of the first visit to Rivers State made some of our leaders to be suspicious. It was like paying a solidarity visit to Wike ahead of the Rivers State rerun elections.

“Some leaders have been suspecting that the three governors might be the arrowheads of a political realignment in the country.”

There have been talks of a new party ahead of the next general elections. The direction and planners of the “mega” party remain unknown.
The source quoted the angry minister as saying; “We heard what you people are planning.”

A party leader said: “Some of us have been angry with these governors because our members are going through hell in these states.
“There is nothing wrong in exchanging visits or comparing notes, but we saw the trips as missteps at a time we are seeking redress or justice for our members in the affected states.

“Of what use is an APC governor’s romance with a PDP governor in whose state APC members were attacked and maimed or where policemen were beheaded?”

The Department of State Services (DSS) last week gave indications that some politicians are under watch.
The politicians include those who are making “inciting” statements.

It could not be immediately ascertained if the governors in question are under watch.

But one of the governors had complained that his telephone conversations were intercepted by security agents.
Another source close to one of the governors added: “Of recent, we observed that some agents of a minister have been abusing our boss online over some of these visits.

“It is unfortunate that friendly visits are being turned into other things. Some of these governors have been friends before getting into office.”

APC National Publicity Secretary Bolaji Abdullahi said: “My reaction will be that I think we should not read too much political meanings to all these trips. Governors socialise, regardless of party affiliation.

“If governors decide to visit each other and socialise, I don’t think the party has the authority to stop them. I think we should not read any meaning into it.

“But if the party has reasons to suspect gatherings are contrary to what the party stands for, the party will meet and take appropriate action. At this moment, there is no basis for that.”

Alhaji Imam Imam, Tambuwal’s Special Adviser on Media and Publicity, said: “There is nothing political at all with all these shuttles. The commitment of the governor of Sokoto State to APC is not in doubt at all. Tambuwal is fully committed to APC. Our commitment to the President, the leadership of the party and all APC structures is unshaken and undiluted.

“We work within the confines of APC. Nobody should link us with 2019. During political season, we will engage in politicking. But this is a period of governance; we are now focused on governance.”

Imam added: “Tambuwal believes in inter-state trade. So long as states cooperate among themselves, the potential for the nation’s economic growth is large. When we visited Rivers, we had discussion on youth empowerment and sports; when we visited Aba, Abia State, the governor sold the idea of marketing Sokoto leather to them. When we went to Kano for inspection of projects, we interacted with some businessmen and one of them is now establishing a fertiliser plant in Sokoto.”
