Sahara Reporters - Governor Nyesom Wike of Rivers State has been caught on tape as he held a telephone with officials of the Independent National Electoral Commission (INEC), arranging payment to the officials in exchange for their help in rigging the recently concluded legislative elections in the state.


The telephone conversations, exclusively obtained by SaharaReporters, revealed the governor arranging with INEC officials, particularly those sent from Plateau State, to rig the election for candidates of the Peoples Democratic Party (PDP) in Etche, Khana, Ikwerre and other key local government areas in the state.

One of Mr. Wike’s phone calls went to a female INEC official who was complaining that the money offered by the governor was not sufficient for the rigging task. An infuriated Governor Wike told the woman that he had already paid the electoral coordinator in Plateau State.

At one point in the conversation, when Governor Wike was told that one of the electoral officers was reluctant to sign one of the result sheets, the governor threatened to demand his money back from the recalcitrant official. Then, as if not satisfied with his threat to collect back his money, Mr. Wike voiced his intent to kill the official, stating that the man would not leave Rivers State alive.

The chilling telephone conversation has exposed the inner workings of Mr. Wike’s scheme to rig the recent election in his state and also the collusion of INEC officials in the illicit deals. Besides, the governor’s intimation of violence also pointed to the possible bloody nature of the games played between politicians who fund the rigging of elections and the electoral officials who facilitate the scheme for quick, and often substantial, cash payments.

SaharaReporters spoke to a top INEC official in Abuja who and he confirmed that most of the electoral officers who conducted the recently concluded legislative elections in Rivers State were drafted from Plateau and Oyo States. He added that some of the electoral officials were also drafted from one of the Southeastern states.

It however seems that Rivers state governor, Nyesom Wike is unaware of this nugget of wisdom from his neighboring state. His obliviousness to this dictum reminds me of another expression that "one can take a tout out of the street but can never take the animal out of the tout".


Wike's outburst over what is part of a natural process of politicking therefore tended to lend credence to what has been alluded to as his antecedents as far as refinement goes.

The Rivers State Governor, apparently miffed that Chieftains of the All Progressives Congress (APC) campaigned in the state for the re-run election, resorted to unleashing a tirade at them as if the state is no longer part of Nigeria that others have the freedom to visit.

My (Benue) state governor, Samuel Ortom, appeared to have particularly irked Wike and therefore got a disproportionate dose of his venom.

As far as politics goes, Wike can insult whoever he wishes to, afterall motopark touts exercise the same freedom in abusing anyone that passes through their parks to baked commercial vehicle, which includes Ortom since it is also said that once one ventures into politics the insults appropriate to one would be revealed. But to insult the Office of the Governor of Benue state is to insult the entire people of the state and that is where the line must be drawn.

For the avoidance of doubt, Benue state, like any other state in the country is grappling with the fallout of the economic recession. The situation has of course been worsened by the fact that the state is not one of those that get derivation revenue from crude oil earnings - which still accounts for something despite the price slump.

This is not factoring in the years of People's Democratic Party (PDP) misrule that ensured that there are not much fall back options for the state in addition to the endless liabilities that were created and left for Ortom to inherit.

In the space of time he has been in office, Ortom has done what is humanly possible to clean up the mess he inherited. This includes clearing out outstanding salaries and obligations to contractors. With the continual paucity of funds and the fact that government cannot be left in suspended animation loan acquisition for financing key projects became inevitable. The realization of the enormity of what is required to bring Benue state out of the deep must have informed Ortom's recent declaration that the state is managed by God to whom he has dedicated Benue to.

Anyone that has experienced the damage done under under PDP governments at the federal level and in several states would spread the gospel of liberation to electorates in any other part of the country where that party is still holding the populace hostage. Ortom's presence on the APC campaign trail is therefore understandable not just in the context of his official presence but as man who has been convinced to lead the charge in setting other Nigerians free from the likes of Wike.

It is to Wike's shame that Rivers state effectively became a battleground in the literal sense in the run-up to the 2015 general elections and has remained so till date and the re-run election had threatened to make Aleppo out of a state that was once used to describe the power of tolerance. Even the other by-elections before this witnessed sufficient militarization to question our collective commitment to the sustenance of democracy. One also wonders if it is a mere coincidence that resurgence of heavily armed militancy followed in the aftermath of those re-run elections.

Beyond elections, Wike has created an atmosphere of fear in Rivers state and has effectively muffled all the freedoms that are the true benchmark of democracy. Those that have been bold enough to be critical of his government – even on issues as basic as environmental concerns, are today six feet below ground level in various cemeteries. Thugs, cultists and militants that were once history are back in charge of the state and operate freely once they pledge allegiance to his imperial majesty, Wike.

Wike may be paying salaries, the huge allocations that still accrue to the state are compelling reason to not owe salaries. But what is happening to the balance of the revenue once recurrent expenditures are settled? The answer to that doubles as the explanation to Wike's rabidity. He is desperate to perpetually block any possibility of genuine elections that could expose the rejection of the PDP that occurred long ago. With that rejection would come an exposure of the crimes he has perpetrated in office. 

For instance, the Rivers State governor has continued the regime of perfidy that was the hallmark of the government that was sacked at the federal level. He is selling Rivers state’s assets to the madam he once declared to be his “Jesus Christ” as her reward for his electoral victory which came at the expense of the lives of many Rivers state indigenes. 

He wrongly perceive that retaining political control of the state on a do or die basis is imperative to reviving the PDP as behemoth that will return “Wike’s Jesus” and her likes loot the country to extinction. If Ortom is bold enough to lead the charge against this revival of impunity then to Wike he qualifies as fair game to be abused and insulted in his official capacity.

It was one of Wike’s new errand boy in one of the many factions of PDP that destroyed Benue state and left the carcass that Ortom is now rehabilitating. He has chosen to rather be the Rivers state governor's opposite by helping to revive Benue state and setting it on the path of recovery. This is something that a career thug cannot appreciate or come to terms with let alone allowing such prudence to be exported to a state over which he has jurisdiction. 

It is instructive to note that while Ortom committed Benue state to God, to which he realized he will one day render accounts and consequently govern well, the “Mama Jesus” to whom Wike is beholden does not require piety but will rather see the poor in the state are sacrificed to their deity of sleaze. But this will not stop the truth. Ortom must continue to preach the gospel of political liberation and must not be deterred by Wike’s baying. We can't take the animal out of Wike.

One can only sympathise with the good people of Rivers state. I'm not sure this was what they bargained for, when they voted for Wike.

According to our source, the corps members were not showing the usual enthusiasm to participate in the election because of the accusations and counter-accusation between the Rivers State Governor, Nyesom Wike , and INEC.


The source said, “Corps members being contacted by INEC to participate in the Rivers rerun election are showing reluctance to serve in the election.

“A good number of them are afraid that there could be violence during the election, and these are young men and women who don’t want to get killed because of some election.”

When our correspondent contacted the Chief Press Secretary to the Chairman of INEC, Mr. Rotimi Oyekanmi, he said that it was only the Resident Electoral Commissioner in Rivers that could comment on that.

Reacting, the state REC, Mr. Aniedi Ikoiwak, said the job of corps members was voluntary, adding that those who did not want to work with INEC on election day were free to opt out.

Ikoiwak argued that some of the corps members’ parents might have told them not to take part in the rerun election, adding that such a situation would not affect the exercise on Saturday.

The state REC, however, pointed out that INEC would get more ad hoc workers from other government’s agencies if there was shortage in the number of corps members needed for the job on Saturday.

“From the beginning, the NYSC work is on a voluntary basis. We know that some of them might have been told by their parents not to be part of it (election).

“But if we have problem of shortage of manpower, we will complete them with workers from other government’s agencies and institutions,” he stressed.

Oyekanmi also agreed that most parents would be inclined to discourage their children from participating in the election because of what he described as the inflammatory comments by the Rivers State Government that plans had been perfected to rig the election.

LinkNaija in the report said, ahead of the December 10 rerun elections in Rivers state, the state chapter of the All Progressives Congress, APC, has reported that the state governor, Nyesom Wike, once identified himself before chieftains of the Peoples Democratic Party, PDP, as “the President of the new Niger Delta Republic”, purportedly calling President Muhammadu Buhari his fellow President. 

This claim was contained in a statement signed on Monday by the Chairman of Rivers APC, Davies Ibiamu Ikanya, which declared that the governor needs to go and see a psychiatrist, as his recent behavior and utterances “do not present him as a person who is still in full control of his mental faculties”. 


Citing instances of such utterances, Ikanya said, “Recently at the Rivers state Government House, Wike muttered to PDP Chieftains, 

"Apart from the fact that Development creates crime and that since I resumed office as Governor of Rivers state, people are being killed and beheaded in Rivers state and pictures of those killed in the state were littered in social media, too much insecurity in Rivers state.
"I will only try my little best to handle it but as the President of the new Niger Delta Republic, how can my fellow President, President Buhari of Nigeria withdrew my security and assigned them to Hon Asita O. Asita, a small boy."
"Besides, People should understand that in Rivers State, we have the capacity to resist the security agencies of Nigeria."
"To worsen our case, the Inspector General of Police (IGP) has assigned all the Police SARs in the South-South (SS) to Senator Magnus Abe and those of South East (SE) region to ‘Senators’ Andrew Uchendu and Amachree’.” 

The statement added, “To further expose Wike’s unstable mind and thought as Nigerian Master Electoral Rigger and how he rigged himself to power, let us listen to him, 

“How can APC topple me as master electoral rigger? Na me bi their Oga (for rigging). I no give them this kind thing. Na me bi their oga. I no teach them this kind thing. Na who dey teach them all this kind thing? "

The Rivers APC chairman went on to state that “everyday this man who is not fit to be a governor makes Rivers State a laughing stock before the country and the international community. He should be made to get help before it is too late.”

The Rivers State Governor, Nyesom Wike has alleged that the Police were already under severe pressure to drop charges against those already in its custody. 

Governor Wike said according to Vanguard News: “I made sure they videoed the documents to ensure the evidence is not killed or destroyed before handing them over to the police. 

The police are now saying they are under pressure not to charge the suspects to court.” 

He claimed that the printer was a member of the All Progressives Congress, APC, saying, “We will show you his APC membership card.”


The APC had earlier in a statement by its Publicity Secretary, Mr Chris Finebone, accused the governor and the PDP of stage managing the incident, insisting that no member of the APC was part of the alleged fraud.

Yesterday, the Rivers State Police Command, confirmed the arrest of three persons for allegedly printing fake ballot papers for next month’s re-run legislative election in the state. 

This came as Governor Nyesom Wike called on Police authorities in the state to ensure that all those directly or indirectly linked  to the persons arrested on Saturday in Port Harcourt  for allegedly printing fake result sheets and other sensitive election materials  ahead of the rerun elections in the state were  prosecuted. 

The Independent National Electoral Commission has fixed December 10 to conduct the election in the state. Mr  Nnamdi Omoni,  the Public Relations Officer of the command, said the suspects were arrested on Saturday at D/Line area of Port Harcourt. He said personnel of the Criminal Investigation Department, CID,  made the arrest.

“I can confirm the arrest of three suspects. The matter is with us and the Commissioner of Police has ordered discreet investigation. I can assure you that it is being given adequate attention and at the end of investigation, we will come out with our position,” he said. 

Omoni said the state CID was currently  handling  the matter while the command would make its findings known at the end of the investigation. 

He urged the people to give the police useful information that would assist it fight crime in the state.

OPINION: Councils As Raped Appendages of States in Nigeria,  By Bukar Raheem
Democracy is cherished everywhere in the world. Nigerians relish it with utmost joy. The only lacuna in the case of Nigerians and in some few unfortunate African countries is the recurring proclivity of leaders to frequently abuse the ethos and laws governing democracy.

President Muhammadu Buhari had a single vision when he sought the mandate of Nigerians to rule the nation. He was unmistakably out to rescue a country somewhat irretrievably steeped in the morass of “everything goes” mentality. Buhari’s presence has not however, changed the destructive tendencies in leaders at the lower rungs of power.

But much as this is a strenuous challenge, it is not however, impossible to surmount. But sadly, supporting organs, especially at the state level have sworn aversion to this cause. They have preferred to flounder and fawn at governance.


In states across the country, some governors are state chief executives only in nomenclature and the public impact of their offices is just the shrill sounds of blaring sirens in bogus convoys.

Mathematically, state governors elected in 2015 have just one and half years to devote to governance of their respective states, out of their four-year tenure. The last year is traditionally devoted to weird politicking and campaigns for re-election.

But nearly two years into the stewardships of some governors, there is no completed project to either commission themselves or worthy to invite the President to commission. Of the 36 states in the federation and randomly, far less than 10 states have unveiled the plaque to commission a completed project for the masses. A few states like Lagos, Ogun and Edo among others have shown a distinction.

The excuse has often been economic recession and its accompanying paucity of funds to expediently execute peoples’ oriented projects. But this is a lie rehearsed and retold in different shadows and with too many tongues.

While the cock and bull tales are refurbished, the same state governors easily forget the billions of naira loans their pliant and complacent State Assemblies have dubiously approved for them on behalf of their states. What they do with these loans is subject of academic debate.

A few examples would suffice. Rivers state governor Nyesom Wike has borrowed over N114 billion since he literally seized at gunpoint, leadership of the oil rich state on May 29, 2015 to this moment. But Wike has not commissioned a public toilet, even to the credit of his ancestors who gave him birth.

And to deepen the pain, these governors with unbridled flair for loans are accumulating fresh workers salary bills. They have so invaded and castrated the system to the extent a pauperized citizenry has neither strength nor voice to cry out loud.

In addition, virtually every state of the federation has a security challenge. Each state has its own share of insecurity threats from the least to the most deadly. But Governors feign helplessness.

It’s like no state governor has access to hourly security reports in his domain or President Buhari has stopped releasing security votes to states. What is often demonstrated is that most states display no conscious or serious proactive measures to avert crisis before they erupt or get to explosive dimensions.

The governors feel pained to deep their hands into security votes to expend it on the purpose for which government’s wisdom has budgeted. Since it is unaccounted votes, it is reserved until budding crisis explodes and the next option is to again cry out to the Federal Government for assistance.

Therefore, majority of states in Nigeria failed the litmus test of transparency and accountability in governance when President Buhari contemplated a fresh N90 billion loan facility to salary-indebted states. This was after the initial near N800 billion bailout to clear backlog of salaries.

Only few states met the 22 conditions released by the Presidency for states with intention to apply for the loan. In spite of loud claims of governors to sanity in governance, many states could not; publish audited annual financial statements within nine months of financial year end; Introduce and comply with the International Public Sector Accounting Standards (IPSAS); publish State budget online annually and publish budget implementation performance report online quarterly;

Also most states could not endorse the domestication of the Fiscal Responsibility Act (FRA); resist the temptation commercial bank loans and the routine submission of updated debt profile report to the DMO.

Having fared this badly, what is a familiar trend among state governors now is the suspension of democratic rule at the local government level and its replacement with autocratic rule based on the dictates of Governors. The 1999 Constitution of Nigeria, which recognizes three tiers of government in Nigeria, also admonishes that at no time should any tier of government by administered undemocratically.

But Nigerian Governors have brazenly abused this stipulation and by the Constitution’s express permission to State Assemblies to enact laws for the administration of the 744 Local government Councils in Nigeria, State lawmakers have criminally substituted democratic elections in councils with caretaker committees or Sole administrators, despite its overt contradiction of the !999 Constitution.

State Governors have held unto the fraudulent laws to continue to rape and plunder the resources of council through handpicked appointments of presiding council officials. Councils have become the pots of feasts for Governors, their lackeys, party chieftains and social friends.

The choking grip of governors on local governments has necessitated by the unquenchable desire to continue to protectively pilfer with council federal allocations. States in Nigeria without democratic council leadership far outnumber states that have conducted elections.

So councils in states like Lagos, Imo, Rivers, Benue, Plateau, Osun and Anambra states among others have not held elections for upward of two years. Anambra has reportedly not held council elections since 1999.

The National Assembly should begin to explore ways to alter the clause in the Constitution which allow State Assemblies to sustain undemocratic structures at the council level. In the meantime, President Buhari should tinker with suspension of federal allocation to councils in the country, administered through autocracy.

The criminals surrendered their weapons before members of the state Amnesty Committee in Isiokpo, the headquarters of Ikwerre Local Government Area of the state, report according to Punch Newspaper says

Some of the weapons surrendered by them included AK 47 rifles, G3, dane guns, dynamite, NATO gun and detonators.



Speaking shortly after receiving weapons from the repentant militants, the Chairman of the Amnesty Committee, Mr. Ken Chinda, explained that peace was expected to return to Ikwerre council area after the event.

Identifying the cult groups as Iceland and Debam, Chinda charged them to not to go back to crime, adding that the state government was sincere about helping them to achieve their dreams.

Chinda warned that soldiers would fish out militants that refused to accept the amnesty declared by Governor Nyesom Wike.

He also declared two of the cult leaders, Samuel Nkasiobi, aka Italian, and Okechukwu Amadi, aka Gunboat as enemies of the state for refusing to accept amnesty.

“We are all witnesses to what some misguided youths have done in Ikwerre LGA where people are predominantly farmers. Many could not farm because the militants are living in the forest where their farms are located,” Chinda added.

He urged them to shun acts capable of discouraging investors from doing business in the state.

Earlier, the Caretaker Committee Chairman of Ikwerre LGA, Mr. Samuel Nwanosike, explained that with the repentance of the cult members, farmers would be free to work on their farms.

The council chairman said the two cult leaders, who refused to accept the state government’s amnesty, would be declared wanted after a week.

He added that the sum of N10m would be paid to anybody that could give any information on their whereabouts.

Sahara Reporters has obtained a full list of all the Nigerian judges facing a nationwide clampdown by the Department of State Security (DSS).

The list, which includes two of the Supreme Court Justices who have already been arrested, includes three Justices of the Court of Appeal, seven Federal High Court justices and four state High Court judges in Kano, Gombe, and Kaduna states.

The document, which formed the basis for the clampdown on the judges, contains a brief explanation as to why the cleansing of the judiciary should commence with the listed judges. "Pursuant to the current administration's drive to fight corruption at all levels, and following public revulsion at some section of the judiciary on acts bordering on dishonesty, corruption, and abuse of judicial process, a profile of some senior judicial officers alleged to be involved in corrupt practices has been compiled", the reported prepared by the DSS stated.


The document explains in graphic detail how Supreme Court justices were compromised during the election petition ruling relating to Governor Nysom Wike of Rivers state.

Although only two judges of the Supreme Court have so far been arrested by the DSS, the documents named a full panel of Supreme Court justices that sat to decide the Rivers state election case.

The document stated that the Supreme Court judgement which gave Governor Wike victory against the Court of Appeal ruling which had reversed Governor Wike election was delivered on January 27th, 2016 and the full judgement further delivered on February 12th, 2016 by a panel that was led by the Chief Justice of Nigeria, Justice Muhammad Mahmud. 

Other panel members named included Ibrahim Tanko Muhammad, Nwali Sylvester Ngwuta, Kumai Byang Akaahs, Kudirat Motonmori Olatokumbo kekere-kun, John Inyang Okoro and Amiru Sanusi. Justice Kekere-Ekun delivered a unanimous decision validating Wike's election.

The document reveals that the CJN constituted the panel on the very day of the judgement in an attempt to frustrate those waiting to induce members of the panel. 

It also reveals that despite the strategy adopted by the Chief Justice, the panel received monetary inducement through Justice Mary Odili who, although a member of the Court, was not on the panel. 

Justice Odili, according to the confidential report, became dramatic and reportedly wept before her colleagues on the panel, saying that if Wike were not returned as governor, she would prematurely become a widow as her husband, Peter Odili is a former governor of the state, and Wike’s godfather would have a heart attack.

Governor Wike has publicly acknowledged the role of the Odilis in restoring his mandate as governor.  During a thanksgiving to mark his victory, he said that had the election been nullified, he would not have re-contested, claiming he was close having a heart attack as his blood pressure was rising.

The report obtained by SaharaReporters does not say how much each of the Supreme Court judges received.  It does state that the same amount had been offered to the President of the Court of Appeal, Justice Zainab Bulkachuwa, who rejected it, saying she feared that all eyes would be on her.

Dr. Odili on Tuesday took out an N6billion lawsuit against APC candidate Dakuku for his statement concerning Wike’s praise of his role in getting him a favorable legal ruling.
